The Path Towards A Lasting Peace Needs Administrative Assertion Without Aid Donor Coercion Nor Apprehensions Of The LTTE.

The recent donor aid conference in Brussels and its implicit message of warning to the Sri Lankan Government alone without much admonishment to the Tamil Rebels who are virtualy the root cause for the present peace impasse seems to convey a long suspected truism to the analysts that the Government indeed is being restrained from the unilateral action it is entitled to take as a Sovereign Nation where answering to an insurgent terror group which continues its defiance is no obligation through any criteria although there appears to be a few hurdle creating anomalies nonetheless and sadly from the direction of intended benefactors!

The hesitancies on the part of the Goverment to be assertive and commanding as demanded by the situation in Sri Lanka is somewhat perplexing as international consensus and the will of the majority of the nation are cause enough not to be intimidated by the LTTE demands which are none but a blatant pointer that they are looking surreptitiously at eventual secession and their goal of Eelam . No Einsteinian wisdom is required to deduce this as the conditions of the ISGA comprehensibly say it all in whatever way it might be interpreted.

The Government to a degree has to be somewhat frazzled by the donors of the pledged aid who have indicated an attitude of coercion which is not only bi- partisanly intimidating but perhaps even goes against the grain of the Sri Lankan Constitution idealogically over a question of Sovereignity but also contradicts all the principles which govern the rights of a Sovereign Democracy if they fail to outline implicitly to the LTTE that they have no right to recognition in their present image and that the warnings issued also preclude their right also to any demands where negotiated peace in Sri lanka is presently at a standstill although prevailing as an observation of the conditions of ther ceasefire and the M o U within many inverted commas as violations do take place despite LTTE pretences.

Short of suggesting conditional blackmail on the part of the Aid Donors at their symposium in Brussels which seems to have said "get on with the peace process or else we shall direct the aid elsewhere!"Consequently the Aid Donors seem to have placed a hurdle before the Sri Lankan Government which needs to be rephrased without delay in order to send a strong message to the LTTE that the ISGA demand is scarcely an issue which has been overlooked for its non tenability towards the tone of voice of the donors and one which indeed incorporates the warnings. That they have probably been given false hopes that the Donors have aqcuiesced to it if the latest LTTE rhetoric is anything to go by however comes as no surprise!

While the accomplishment of a permanent peace seems no easy task given the circumstances within Sri Lanka today there are also some very positive indications that the light at the end of the tunnel seems more visible now than ever before as the insurrection torn Nation of Sri Lanka slowly recovers from many decades of conflict hopefully with a joint co-operation on all sides never to return to the needless devastation which has cost so much! where at its helm there now appears also to be dedicated and assertive leadership unprepared to compromise with arbitarily conceived visionaries pursuing their own objectives

Whilst on the topic of negotiated peace, the return of the Norewgian Peace Facilitators has taken on a role of an unnecessary anomaly knowing fully well their partisan stance towards the LTTE and after the stunning reversal of the electoral mandate granted to the UPFA now in Administrative capacity they should have no qualms about asserting their uncontested authority towards the appropriate decision making as sole protector of National Security and the maintenance of Regional Peace especially in view of the enthusiasm shown by superpower neighbor India if a prop was necessary towards the cause as there is no obligation to continue palavering to the theatrics of the LTTE whether assisted by Norway or not. Neither is there any further need for the SLMM's participation if India was considered a more viable alternative towards the need for the facilitation of peace in a climate where India has indicated positively of unconditional support for the future of a Sovereign Sri Lanka and a willingness tp participate in many areas conducive to the rebuilding of Sri Lanka which has been devastated by the many years of a needles insurrection. The LTTE should take heed that India's involvement in Sri Lankan affairs is perhaps a caution towards their future conduct and direction especially if it is one of continued intimidation!

Thus far the UPFA with its forceful leadership of Madame President Kumaratunga, her magnanimous and dynamic Foerign Minister Kadirgamar and the combines of the ever astutely alert JVP and supportives have indicated willingness to negotiate with the LTTE although with no preconditions of paying homage to their demands unconditionally and the writing is perhaps on the wall that the circumstances facing the LTTE don't seem conducive towards their accomplishments as presented in their demands of the ISGA. Time seems to be running out on them to reconsider realistically the importance of refurbishing their image and being condescending towards the morals of a world order totally intolerant of terrorist aspirations which apply by rule of thumb to the equation that they cannot continue their direction as presented during the inception of their emergence anymore!

Perhaps it can be safely concluded regarding the LTTE in the face of many recent events that theirs is no true representation of the entire Tamil Community and not even that of the LTTE per se anymore as the very visible division of their organization has contributed towards many insecurities they now seem to carry and show great apprehension for and are in no position to bargain for any non-negotiable rights as presented and a point for the Administration to bear in mind towards the manner in which the LTTE should be communicated with in the future.

In retrospect it is upto the LTTE to view their options as conditional towards denouncing their objectives, relenting for past crimes, making positive moves towards their own de-criminallization through de-commissioning of weaponry,denouncing objectives towards secession, the handing over of their leadership towards impending justice and joining mainstream Sri Lankan society in order to have their rights restored towards posterity with the unalienable identity of being Sri Lankan first to which there can be no false pretences of misconceived entitlements and no prejudices towards ethnicity whether Sinhala, Tamil, Muslim, Burgher or any other!
