The Structure of the political institutes that devolve the power

In the first instant, we better understand the political system and the administrative divisions that rule the country. The both institutes were creation of the colonial master, which still stand for their own interests.The system works one or the other way to fulfill the neo-colonial aspects.Non of the leaders have been taken solid steps to create a political and administrative system that would save the nation. All most all the reforms were just based on the political interests of the individuals.

As an example, the 1978 reforms only stood for the ambitions of JR. The only effort that ever taken to create a political system, which stand for the nation, was the 1972 reforms. That practical approach of reforms was vanished in the dreams, as a result of poor administration.

The change of political balance in the world after the downfall of USSR, dose not permits us to start again where we stop in 1977. Now the time to rethink about a proper structure for devolution of power.

As the first step, the constitution has to change radically, which would permit any sort of devolution. Local political institute and the power that they would hold There would be no more than two local bodies to address the political issues other than the central government.

The central government will only deal with the national security and the foreign policies. The other all-national aspects must be addressed via the local bodies.

There must be a clear definitions and boundaries of the power that the central and local bodies enjoy. (i.e. The devolution must be honest and free of ambiguities such as parallel lists, in provincial councils.)

Though the local bodies are enable to make their own decisions, there must be a national plain to address the issues such as education and health services.

All civilians must have rights to challenge the local bodies legally, if they deviate much from the national plains. In the mean time the local bodies should have enough room to introduce their own interests to the national plain. The regions or provinces that hold the power Most of the politicians and the so-called well-educated “pundits” think that the current provinces as a part of the bible.

If either the boundaries or the law and etc. if not save the nation it has to be discarded at once. As I explained in the beginning of the paper, the boundaries were just based on the colonial thoughts.

New provincial boundaries must be based on the geography, such as water dividers. If one province enjoys a large amount of resources, as the Phosphate deposit in NS, then there must be a mechanism to allocate the extra profit to the national plain.

While the divisions are based on geography, the problem arise that how can one province fulfill the necessities of different ethnic groups.

In order to address the issue one province must enable to cope up with the neighbor(s) to fulfil the common necessities. Common issues for more than one province

In reality a country or a province dose not exist alone in the current global environment. The interference between provinces is must be there. In order to address the issues that common for more than one province; will be done by a panel of experts. They would draw their attention for the aspects similar to inter provincial transportation, rivers, natural resources and alike.

Dear Friends

In the first instant we should conclude what is power devolution is.I would like to forward the issue as the " freedom of making decisions according to the own desires of ones community". As a country whole, dose not represents a unique community.

The communal differences are mainly based on the religion and the language, which group as different ethnic groups. The groups must enjoy a fair amount of political power, which enable to fulfil their own desires. These objectives that a community demands for, can be fulfilled as a one country.

The concept of separation occurs naturally; when the groups feel that there is no room to achieve their desires without been separation. The above fact is the nature of any human being and a community on the face of the earth. The communal conflicts are common when it is associated with the power centered polices.

In the mean time the economic issues also enhance the ethnic issues (i.e. The Liberal marketing policies, which introduced in 1978, led to a crisis in Northern farming comminutes.) and open the pathway for separation.

Apart of the personal behavior of politicians, one must understand the base of the problem as explain above. If it is clear one must not stand against the power devolution. Nevertheless, in reality such an approach is almost a dream. Therefore, I would like to discuss why the issue remains as a dream nearly a half a century.

The politicians, who represent either the majority or the minorities, do not realize the basic necessity of masses. Or they remain blindfolded for their own interest. The common man dose not except much rather than a peaceful life. While the basic necessities are fulfilled the common man is happy to live his whole life peacefully.

But the politicians in the country mistake that as the masses as nationalists. In the first instant the power devolution must fulfil the masses but not the extremists.

If the central-power decides to devolve the power that they hold, How it can be done? I am willing to explain the political institute that I suggest, in the next letter.

Democracy in Sri Lanka-A referendum, that should mute the democracy.

As the politicians do not learn the lessons from the past let them to suffer on their own experiences.

The day that JR decided to extend the office, the public was not much aware about the aftermath effects. The decision was one of the worst in the democratic history, which led to bloody conflicts.

The high potential political forces, as JVP, expelled from the main stream and the other traditional forces were crushed into their knees.

The main excuses that JR forwarded was the threat for the democracy from so called ‘Nuxalite’ movements. But the greater threat for the democracy at that instance was he and the party that he led. The power, which robbed from the people under the name of referendum, used as a lethal weapon.

The cause of such political desire led to the both conflicts in North and South. The Tamil representation was expelled in the form of 13th bill and led to a creation of a monster like Praba.

The whole South was a one-blood shed of youths. The cause that paralyzed the whole country is not the referendum alone. Anyhow, a large portion of blame can be assigned to the referendum.

Today, it seems to be that the history is going to be repeated. Only the party and the faces are differ, but the same desire. As we know if the history repeats, specially the evil, it would lead to a disaster. But the only disaster that politicians feel is the get rid of power. In this moment our society is heading for a crucial point, but as civilians we are just spectators.

The society is hopeless to impose any good deeds on the politicians who that govern it. When the high officials merge in the media and explain the lack of security and the personal safety of politicians, it is clear what would be followed. It is the first step of justification for the postpone of polls.

The postpone of polls should be followed by the extension of the current parliament. If the extension were not far enough then the next option would be a referendum.

A referendum can be justified based on the theories of the old fox. If one feels that the security situation is not that bad for election, one can produce a bad situation.

What is important is the effect on the society owing to the ill decisions of the politicians. The public has to pay much if the current parliament decides a referendum instead of a general election.


 

Are they fighting for a Tamil Nation?

To all Sri Lankans,

Dear Web Master,

Sri Lanka is a very small country with 18 million people.

18% of these are Tamils -Jaffna Tamils 12%, and Estate Tamils 6 %. If we put this as numbers it will be around 3,200,000 Tamils in Sir Lank.

Tamil Nadu is full of Tamils and have 55 million Tamils. Is Tamil Nadu Tamils say that they are a Tamil Nation or Indian Tamils.

In Malaysia nearly 18% of the population are Tamils and in addition to this, nearly 12% are of Dravidian back ground(Kerala Malay). Are they fighting for a Tamil nation or are they calling themselves Malaysian Tamils.

In Fiji nearly 19% of the population are Tamils, are they fighting for a Tamil Nation?

Why Sri Lankan Tamils wants a Tamil Nation. Are they a special lot than all other Tamils all over the World?

We have to tell these so called Tamils Nation people that they are not in a position to get a Tamil nation in our small country. as such we invite them to live with us as they are doing now and be part of our great Nation Sri Lanka.

If our country is called Sinhala Nation then they can object to that.

But we call our country Sri Lanka to give pride to all those minorities living in the country.

Our National Flag recognises all minorities and our National anthem give pride to them. What else can we do to satisfy these self centred people.

Are Tamils connected to Jews? As a small nation we have given due place to the Tamil Language as one of the Official Languages.

What about India, Fiji, Malaysia, where they have a very strong presence can they get their Tamil language as a national language?.

Common guys why only you demand this from us?

Is this the Peace Negotiations ?

To all Sinhalese,

All Sinhalese must be made fully aware of the basic demands of all Tamil parties, even to initiate negotiations, by any party. All the so called moderate Tamil parties have agreed on the "Thimpu Principles" as the least pre-requisite, which are enunciated below, to open discussions.

1 Recognition of Tamils as a nation
2 Recognition of the inalienable right to self-determination
3 Recognition of a Tamil Homeland
4 Guarantee of its territorial integrity

So, if the President and the Leader of Opposition, commence peace negotiations, even with the facilitation of a Third Party, they have to concede to the above demands, at the very outset. Before proceeding any further, what does this mean?

ARE THE SINHALESE, TOTALLY INSANE, DUMB AND BLIND TO FORESEE THE RAMIFICATIONS, IF ABOVE ISSUES ARE ACCEDED BY THE SINHALESE LEADERS?.

In short, it is the laying of foundation for EELAM. Now lets examine what bloody Prabakaran seeks, to initiate Peace Talks. It must be distinctly comprehended by the sinhalese, that Prabakaram has totally rejected Thimpu principles, on the basis that these are totally inadequate for him to join the Democratic Political main stream.

Prabakaram's strategy is to create a dictatorship, in order to be in full control of amalgamated North and East, leading to EELAM, within a very short period of time, if given an opportunity.

Please note, he will be committing suicide, under a democratic set up, because he has murdered, some of his close comrades and also many prominent Tamil politicians, who disagreed with him. There is another very important issue, that most of the Sinhalese have still overlooked.

This is the "Tamil Homeland" myth. After the Sinhalese Kings abandoned Northern Province and Eastern Province, due to various reasons, a very large track of land became thick jungle over a period of time. There were few inhabitants in most of the areas.

When independence was granted to us in 1948, there were only about 1 million Tamils out of 6 million population in 1948. Out of this, about 600,000 was confined to Jaffna Peninsula which area was densely populated. About 200,000 Tamils were living in the South and the balance 200,000 spread over the eastern coastal belt and Western coastal belt around Mannar. So almost 80% of the Northern Provinces and 90% of the Eastern Province were thick jungles.

So it is utterly absurd for Tamils even to mention and claim, 1/3 of land area of Sri Lanka, under the pretext they occupied these areas. Historically, there is adequate evidence to show, that Sinhalese occupied almost all this land, when the Sinhalese Kings ruled these areas, many centuries ago.

It is the bounded duty of the Sinhalese political leaders to clearly express, in very simple language all what they wish to negotiate with Prabakaram and Tamil moderates (if they are tolerated by monster Praba). Also, the moderate Tamils and peace mongers, must clearly enunciate, whether they promote fragmentation of the Country.

The classic hoax is that 60% of Tamils who live among the Sinhalese now, will never dare to go and live in the North and East, if Prabakaram becomes virtual ruler. They will continue to live as second class citizens; as they call themselves (Bloody bull shit) among the Sinhalese, because it is very much easy for them to suck the blood out of Sinhalese than from their bretheran. Also,monster Praba, will use his "Iron Rod" if these Tamils proceed North and Challenge him.

Economically, our Sinhalese political leaders are still trying to please monster Praba and Tamil moderates, in order to get Tamil votes and support, to be in political power. This is clearly exemplified by what we are experiencing now.

Sri Lanka got a golden opportunity to show the International community that Prabakaram is a bloody crazy killer, and then completely crush him militarily.

But it is a very sad day for the Sinhalese, when the President, after near death, announced that she is willing to negotiate with barbaric Prabakran. Also, the leader of the opposition has indicated that a negotiated settlement may be feasible.

Are these leaders prepared to create Eelem; supposedly inadvertently?. They know exactly what they are doing. So it is high time for the Sinhalese to find out, who are our Traitors!!!!!

There is no time left, they are all over. If we don't eradicate LTTE completely we Sinhalese will have no country to live. Please do understand, that its war in our mother land.
