The following is a copy of a letter sent to the High Commissioner for Sri Lanka in the UK by the Sri Lanka Association of Britain

Dear Mr Moonesinghe,

RANA VIRU SEVA AUTHORITY

          I have received today a letter, dated 9th August 2000, from you stating that Pesident Chandrika Kumaratunga has established a RanaViru Seva Authority “with the objective of providing assistance and welfare to service personnel who are either currently serving in the operational areas or have sacrificed their lives and limbs in defending the unity and territorial integrity of Sri Lanka.” Stating that Mrs Kumaratunga “has appealed to all Sri Lankans and friends of Sri Lanka to support the goals of the RVSA”, your letter has asked for donations and requested our organisation to nominate a representative to attend a meeting at the High Commission on 29th August for a briefing on the activities of the RVSA.
I wish to state emphatically that the Sri Lanka Association of Britain has absolutely NO intention of attending any meetings in connection with the RVSA for the following reasons:

1. (Even without mentioning that this looks suspiciously like another gimmick or excuse to find jobs for yet another bunch of Govt stooges) The whole objective of the RVSA (to support the service personnel who have been “...defending the unity and territorial integrity of Sri Lanka,” as detailed in the excerpt, above, from your letter) is a TOTAL FRAUD AND AN EXERCISE IN GROSS HYPOCRISY, considering that, up to 8th August 2000, Mrs Kumaratunga, herself, was actively trying to force through - by misinformation, intimidation, open bribery and colossal gerrymandering - legislation to effect the Partitioning of Sri Lanka, and thereby VIOLATE the very unity and territorial integrity of Sri Lanka which the service personnel were fighting to DEFEND. The legislation was stopped only due to the mass demonstrations against it by Sinhela patriots all over Sri Lanka, not to mention in various countries of the world.

2. If the ultimate objective of the RVSA is to be achieved - that is, to help “to defend the unity and territorial integrity of Sri Lanka” - the activities of the RVSA should, in fact, be diverted to conducting an active and intensive campaign against President Chandrika Kumaratunga and her policies, and to force her to resign immediately, or to immediately institute legal action against her, as an instigator of traitorous and treasonous policies against the Sinhela nation and aimed at the violation of the very unity and territorial integrity of its motherland, to protect which more than 45,000 patriotic service personnel have sacrificed their lives over the past seventeen years. OUR ASSOCIATION WILL GLADLY SUPPORT THE RVSA IN THAT EVENTUALITY.

3. The RVSA proposal is also a GROSS INSULT to the service personnel who are either currently serving in the operational areas or have sacrificed their limbs, even lives, in defending the unity and territorial integrity of our motherland and the lives of our people. The very idea that such noble and patriotic personnel should be paid and supported by conducting PALTRY HAT COLLECTIONS around the world is contemptible and preposterous. This is especially so in view of the fact that President Kumaratunga’s Government:
a. Has very recently offered £80,000 (plus a Pajero car) to every Opposition Member of Parliament who defects to the Government and helps it to pass the Partition Package TO VIOLATE this very same unity and territorial integrity of Sri Lanka.

b. Has proposed to import 400,000 Indian aliens and give them Sri Lankan citizenship to buy their votes to facilitate the Partitioning of the Island and thereby violate this unity and territorial integrity of Sri Lanka. This is not only a treasonous act and an act of gross corruption, gerrymandering and subversion of democracy, it also involves an enormous financial cost to Sri Lanka to maintain these aliens. (It may be remembered that, when in 1972, just 30,000 British passport-holders of Indian descent came from Uganda to the UK - a country which is five times the size of Sri Lanka, has a population nearly four times the population of Sri Lanka and which is hundreds of times richer that Sri Lanka - the British prime minister, Mrs Margaret Thatcher declared that “we are getting swamped by foreigners” and stated that the UK could not afford to keep these 30,000 immigrants. How, then, can our tiny and poor country afford the 900,000 Indians illegally given citizenship by President JR Jayawardene, let alone the 400,000 new unlawful citizenships proposed by president Kumaratunga?).
c. Members of Parliament and their families were provided accommodation in top five-star hotels in Colombo to induce them to vote for the Government’s Partition legislation.
d. While thousands of service personnel were being massacred by the Tamil terrorists at Elephant Pass in May this year because the President treasonously did not supply weapons, ammunition and even food and water to the camps, the President herself travelled to London to treat an eye injury!! - and used the occasion to treasonously hold cordial talks with Tamil terrorists, who are proscribed in Sri Lanka, and whose colleagues were at the same time massacring thousands of our service personnel in Sri Lanka. More than half of her cabinet were also on jaunts around the world at the time.

In the circumstances, our Association wishes to make the following suggestions - as ALTERNATIVE MEASURES to find adequate finances to support the service personnel - instead of your totally ludicrous and insulting Hat Collection Campaign:

i. Immediately institute charges of corruption, gerrymandering, subversion of democracy as well as of High Treason against President Chandrika Kumaratunga (for the offences listed above, including being directly or indirectly responsible for the deaths of at least 15,000 security services personnel at the hands of the Tamil terrorists-invaders by refusing to supply adequate arms, ammunition, supplies, food etc. and obstructing their efforts to eradicate the terrorist-invaders), suspend ninety percent of her pay pending the court case, and transfer this money to the RVSA account;
ii. Immediately institute charges of corruption, gerrymandering, subversion of democracy as well as of High Treason against Opposition Leader Mr Ranil Wickremasinghe, suspend ninety percent of his pay pending the court case, and transfer the money to the RVSA account;
iii.Similarly suspend ninety percent of the salaries of all Government MPs for supporting the treasonous and corrupt acts of the President (and transfer it to the RVSA account);
iv. Impose a fine of one years’ salary on all Members of Parliament and List MPs who were on foreign jaunts at the time of the Government’s debacle at Elephant Pass, which resulted in the loss of lives of thousands of service personnel.
v. Since the PA Government offered to corruptly buy the votes of Opposition MPs, paying £80,000 (plus a Pajero car) to each such MP, an amount of money equivalent to paying this money and car to ALL the Opposition MP’s should be impounded from the PA’s funds (or from the property of its members) and transferred to the RVSA account.
vi. Calculate the estimated lifetime cost of supporting 400,000 Indian aliens and impound it from the PA’s funds or from the property of its members (and transfer it to the RVSA account).
vii. Slash the salaries of all Members of Parliament by seventy percent (and transfer it to the RVSA account).
viii. Since, during the past seventeen years, the unity and integrity of Sri Lanka as well as the security and lives of the members of the indigenous Sinhela nation were protected only by the noble sacrifices of our glorious security services, the mass of the population should be prepared to make a sacrifice and tighten their belts for the foreseeable future (as an alternative to general conscription for everyone, starting from the President’s children - of both sexes - downwards).

Accordingly, slash ALL national budgets (except the defence budget) by seventy percent and transfer eighty percent of the resulting funds to purchase arms and supplies for the armed services to enable them to eradicate the Tamil terrorist-invaders once for all - and thereby maintain inviolate the unity and territorial integrity of Sri Lanka - and to establish coastguard stations every quarter of a mile along the northern coast. [Coastguard peronnel to be given two acres of land each in the vicinity of each coastguard station] The remaining twenty percent of the funds is to be transferred to the RVSA account.

The funds thus raised into the RVSA Fund are to be used to:
a. Quadruple the salaries of all service personnel in the front-lines who are risking their lives to defend the unity and territorial integrity of Sri Lanka and the lives of her people.
b. Triple the pensions of all service personnel in the front-lines.
c. Triple the quality of medical facilities of the service personnel in the front-lines.
d. Quintuple the death benefits of service personnel who die in combat.
e. All children of service personnel who die in service are to be given free education and all other facilities up to and including the university, and given preferential treatment for government and corporation job vacancies.
f. A monument to the 45,000 heroic Sinhela service personnel, massacred by the Tamil terrorist-invasion forces over the past seventeen years while defending the unity and territorial integrity of our country and the lives of members of the indigenous Sinhela nation, to be erected in Jaffna town centre and installed with a permanent guard.
g. Funds from the RVSA are also to be used to take to the International Criminal Courts or other world tribunals those leaders of our country, and the members of their governments, who were responsible for directly or indirectly conspiring and colluding in the Tamil terrorism-invasion genocide of more than 130,000 Sinhela men, women and children, and the treasonous attacks against the Sinhela state, from 1983 to date as part of a Tamil agenda plot to conquer and colonise the Island and destroy the Sinhela nation.

[The property of all people of whatever position, and whether living in Sri Lanka or abroad, found to have directly or indirectly conspired or colluded with, or assisted, the Tamil terrorist-invaders is to be forfeited, and the funds used to establish a separate Fund to assist victims of the terrorism-invasion.]
