Politics in the EU and US are often dominated by vocal minoritys. Many Tamils living in the EU and US have been pressuring the governments to condemn the fighting against the LTTE in hopes that a cease fire would be respected that time, unlike the many before it. I think Clinton is attempting to play both sides of the issues.
