The dependants of victims of LTTE atrocity should sue the LTTE and it's Dispora abroad for damages in the Sri Lanka Supreme Court which has jurisdiction and then the court should seek to recover from the assets of the LTTE or it,s Dispora abroad through agreements between governments like the US does. It sued Libya and got money. If the US can do it , then other governments which are in the same position can do it. A Sri Lankan legal team should study the process involved and act before the money is released. They can put a lien on it pending court action.
