Hon. Erik Solheim
Minister for Environment & International Development
Government of Norway,
Norway.

ƒÆ’-¡ƒ”š‚ Dear Sir:

ƒÆ’-¡ƒ”š‚ I have just read a news report of your comments regarding the events of May 2009 before the leadership of the LTTE were eliminated. The report states “Norway has once again claimed that the Sri Lankan government was informed of a surrender by senior LTTE cadres during the final stages of the war and that Oslo was in contact with top Tiger leaders Kumaran Pathmanathan (KP) and S. Pullithevan on the matter.”

ƒÆ’-¡ƒ”š‚ Sri Lankans have no doubt that you were desperately trying to save your good friends in the LTTE who you had supported for many years and that you were ably assisted by Robert Blake the U.S. ambassador in Sri Lanka at the time. Sri Lankans are fully aware of your loyalty to the LTTE who had been your partner in crime in Sri Lanka. Together you had established an area where the LTTE could rule supreme, you provided the political backing to enable the terrorist leaders to roam the globe under diplomatic cover, Norway under your guidance provided sophisticated telecommunication equipment to the LTTE and the Norwegian ambassador in Sri Lanka was recorded on tape “coaching” the LTTE terrorists. With your assistance shiploads of arms were delivered to the LTTE so that they could terrorise the country. Those are but a few of the examples of your dedication to the LTTE. In turn, it is reported that they provided you with financial incentives. A former LTTE leader has stated that he was an eye witness to the financial incentive given to you by A. Balasingham in Oslo and that was but one of many. It is understandable that the LTTE called on you to save them because of the protection you had provided them through the years.

ƒÆ’-¡ƒ”š‚ Although you declined to answer who else was involved in the surrender there were press reports from London by C. Phillips that she was in the middle of the negotiations with Norway, the U.S. and the U.N. All these players had been the principle backers of LTTE terrorism in Sri Lanka. Perhaps you did not answer because you would have further incriminated Norway and provided details of abetting terrorism.

ƒÆ’-¡ƒ”š‚ It is not surprising that you support the UN’s move to create a panel on Sri Lanka. The problem is that Ban ki Moon does not have the authority to do so and by establishing this panel has acted in violation of the UN charter. A Statement made by the Russian Foreign Ministry indicates that the Secretary General needs the approval of the Security Council or that of the General Assembly to appoint such a panel. Mr. John Bolton, the former U.S. ambassador to the UN in an op-ed to the Washington Times on June 24,2010, regarding Israel and the events on May 31,2010 regarding the clash off the Gaza strip states, “United Nations Secretary-General Ban Ki-moon is close to making an enormously significant misjudgement about his role and authority.” He further states, “for Mr. Ban to act without express U.N. Security Council authorization, however, would far exceed his legitimate authority”. For you and your government to support Ban ki Moon’s actions indicate that you are either not aware of the rules that govern the UN or that you believe that you can continue to meddle in Sri Lanka to support your LTTE friends by supporting Ban’s “misjudgement about his role and authority”. It exposes the double standard of the west and the UN when dealing with Sri Lanka.

ƒÆ’-¡ƒ”š‚ You claim that you called upon the LTTE to come to an organized stop (or surrender). If it had happened, thousands of lives would have been saved. However the LTTE rejected that call you say. Were you not aware that the Government of Sri Lanka had called on the LTTE many times to surrender and every time they rejected it announcing their rejection by calling the world media? The LTTE had you in their grasp. They had used you in the past and believed that they had given you sufficient incentives that you would carry out their demands to the end. It is ironic that you should talk of thousands of lives being saved at the end including those of the LTTE leadership when for years you did not care at all about the thousands of lives that were lost because of LTTE terrorism fully supported by you. It was not the lives of ordinary Sri Lankans that you were concerned about – it was those of the LTTE.

ƒÆ’-¡ƒ”š‚ You are reported as saying ƒÆ’‚¢ƒ¢-¡‚¬ƒ…-a permanent solution is a must for the economic development desired by Sri Lanka” and explained “that there will be no room for any violence or a resumption of war as the struggle that is on today is for a political solution”. That is very perceptive of you but all Sri Lankans are already aware of this and know that the violence was promoted by you in collaboration with the LTTE and but for the actions of the Sri Lankan government you would have saved the LTTE leadership so that they could live to terrorise Sri Lankans for years to come as they did when the Indians evacuated them twenty years before. You were one of the chief architects of the theory that the LTTE were invincible and that the Sri Lankan forces were no match for the LTTE. You said so to the President of Sri Lanka. Today there is only a political solution possible because the LTTE leadership was eliminated. It would be well for you to realise that any political solution will be for the people of Sri Lanka to decide. Norway has no part to play in Sri Lanka regarding any “solution” because of Norway’s open support of terrorism in the country. It would also be appropriate to keep reminding yourself that Norway has had a dismal record of failure in the Middle East, Sudan and Sri Lanka. Nepal was wise to reject your offer of facilitation.

ƒÆ’-¡ƒ”š‚ Given your actions of support for LTTE terrorism it appears from your statement that you are now on the path to harass Sri Lanka on the instructions of the supporters of the LTTE in Norway and elsewhere in the west with your references to the possibility of saving thousands of lives, that the LTTE leaders were told that the only way they could surrender was to show white flags and your support of the illegal action of Ban ki Moon regarding the panel of “experts”. Sri Lankans have suffered because of your close association with LTTE terrorists. Your statements and actions are suspect. They believe Sri Lanka would have peace when people such as you just mind your own business and stop supporting LTTE terrorists.

ƒÆ’-¡ƒ”š‚ Yours truly,

ƒÆ’-¡ƒ”š‚ Ira de Silva
