SRI LANKA AN ACTIVE MEMBER OF THE WORLD FAMILY IN SOUTH ASIA
Posted on July 31st, 2011

MR. SARATH WIJESINGHE, AMBASSADOR OF SRI LANKA

ƒÆ’-¡ƒ”š‚ Sri Lanka is one of the few model democracies in the world having obtained adult franchise in 1930ƒÆ’‚¢ƒ¢-¡‚¬ƒ¢-¾‚¢s.ƒÆ’-¡ƒ”š‚  She continues to be a democratic nation to date.ƒÆ’-¡ƒ”š‚  After the peace is dawn the ƒÆ’‚¢ƒ¢-¡‚¬ƒ…-NationƒÆ’‚¢ƒ¢-¡‚¬ƒ”š‚ is blessed with emerging and vibrant economy, booming tourism, stock market on the rise and one of the most stable and peaceful nations in the world as one of the most sought for tourist destinations which is famous for smile, friendship and hospitality.ƒÆ’-¡ƒ”š‚  This article deals with foreign policy, Indo-Sri Lanka Relations, connections and dealings with India, difficult eras nation has gone through, an active role playedƒÆ’-¡ƒ”š‚  in the South Asian Association for Regional Cooperation, dealings with SAARC and EU and Human Rights Jurisprudence, Non-Alignment Movement and United Nations.ƒÆ’-¡ƒ”š‚  Aim of this article is to deal with these topics briefly connected to Sri Lanka in the present context.ƒÆ’-¡ƒ”š‚ ƒÆ’-¡ƒ”š‚

ƒÆ’-¡ƒ”š‚ She has gone through a most difficult period for over three decades due to extreme forms of violence and vicious attacks perpetrated against the citizens by a ruthless terrorist group thatƒÆ’-¡ƒ”š‚ ƒÆ’-¡ƒ”š‚  destabilized the economy, political stability and the entire social fabric.ƒÆ’-¡ƒ”š‚  The present President of Sri Lanka, H.E. Mahinda Rajapaksa, with the help of the security forces and allies, masterfully eradicated terrorism that had engulfed the nation for three decades.ƒÆ’-¡ƒ”š‚  The neighbors and the world community watched in disbelief the success of one of the most remarkable humanitarian operations that liberated a nation and its people from fear because it was considered by many, an unwinnable war.ƒÆ’-¡ƒ”š‚ ƒÆ’-¡ƒ”š‚ ƒÆ’-¡ƒ”š‚  Eradication of terror has paved the way for peace, prosperity and development.ƒÆ’-¡ƒ”š‚ ƒÆ’-¡ƒ”š‚  Sri Lanka has demonstrated that it is not possible and prudent for a nation to exist in isolation in the modern world where news in any remote corner of the worldƒÆ’-¡ƒ”š‚  splash worldwide with a click of a mouse.

ƒÆ’-¡ƒ”š‚ Foreign Relations

Foreign relations[3] play a major role in the development and prosperity of any nation in any given era.ƒÆ’-¡ƒ”š‚  Sri Lanka is no stranger to maintain good relations with the rest of the world. Thousands of years ago Sri Lanka maintained close links with the Middle East via traders who ventured South Asia through the famous Silk Route.ƒÆ’-¡ƒ”š‚  She has maintained very close links with immediate neighbors especially India and Asian countries.ƒÆ’-¡ƒ”š‚  The Sri LankaƒÆ’‚¢ƒ¢-¡‚¬ƒ¢-¾‚¢s relationships with the rest of the world have been remarkable.ƒÆ’-¡ƒ”š‚  Being a senior member of the world club and membership in various international organizations she respected in the highest esteem as a country that maintains law and order and the highest standards of diplomacy. [ƒÆ’-¡ƒ”š‚  ]

Despite the geographical situation andƒÆ’-¡ƒ”š‚ ƒÆ’-¡ƒ”š‚  disproportionate size India and Sri Lanka have maintained friendly and cordial relations throughout the history.ƒÆ’-¡ƒ”š‚  Their relations are strengthened by cultural and religious bonds.ƒÆ’-¡ƒ”š‚ ƒÆ’-¡ƒ”š‚  The friendship between the two nations has been in existence since Rama-Ravana era to date.ƒÆ’-¡ƒ”š‚  The leaders and the peoples of the two nations have maintained closer links and cordial relationships.ƒÆ’-¡ƒ”š‚ ƒÆ’-¡ƒ”š‚  Sri Lanka and Sri Lankans feel [ƒÆ’-¡ƒ”š‚  ]grateful to India for the contribution in areas of religion, languages, education and many other facets of culture.ƒÆ’-¡ƒ”š‚ ƒÆ’-¡ƒ”š‚ ƒÆ’-¡ƒ”š‚ ƒÆ’-¡ƒ”š‚  King Devanampiyatissa and King Asoka maintained close personal and diplomatic relations through messengers though not seen each other physically.ƒÆ’-¡ƒ”š‚  King Asoka who hadƒÆ’-¡ƒ”š‚  conquered India and was about to conquer the other parts of Asia embraced Buddhism after having made friendship with a Buddhist priest peacefully walking along the road near the palace.ƒÆ’-¡ƒ”š‚  After having won the war and conquering the entire territory of India Asoka was not a happy man.ƒÆ’-¡ƒ”š‚  He was devastated by the vast destruction and the number of deaths In order to impart his enlightened vision based on Buddhism he sent his son and daughter as emissaries of Buddhism to help his Friend, the King of Sri Lanka in order to and propagate Buddhism.ƒÆ’-¡ƒ”š‚

The Buddhist revival in Sri Lanka led to diplomatic and religious bonds with many other countries in the Asia. Sri Lanka and Sri Lankans are full of friendship and warmth towards the rest of the world, which they have demonstrated via diplomatic channels.[ƒÆ’-¡ƒ”š‚  ] Soon after independence from the British colonial rule Sri Lanka [ƒÆ’-¡ƒ”š‚  ]became an active partner in Lusaka Summit, Bandung Summit, Colombo Plan, United Nations and many other international institutions. Sri Lanka became the leader of the Non-Alignment movement in 1976 with the first women Prime Minister Madam Sirimavo Bandaranaike leading the movement with her contemporaries.

ƒÆ’-¡ƒ”š‚ Foreign Policy in Sri Lanka

ƒÆ’-¡ƒ”š‚ Foreign policy[4] of a country or a country is the strategy and policies chosen by the state or the organization in order to protect, enhance and safeguard its national interests, and to achieve the social economic and political goals on a global scale. It is the duty of the state to create and implement foreign policy. Sri Lanka foreign policy is clear and specific and based on the motto Sri Lanka friendly foreign policy as President Mahinda Rajapaksa has declared in Mahinda Chinthana the policy document of Mahinda Rajapaksa government as follows

ƒÆ’-¡ƒ”š‚ ƒÆ’‚¢ƒ¢-¡‚¬ƒ”¹…”ƒÆ’‚¢ƒ¢-¡‚¬ƒ”š‚ I will follow a non aligned, free and progressive foreign policy. Priority will be given to the political, defense, economic, trade and cultural spheres to the cordial and friendly relations that we already have with countries in the Asian Region including India, Japan,ƒÆ’-¡ƒ”š‚  China and Pakistan.

ƒÆ’-¡ƒ”š‚ It is my belief that United Nations organization and international institutions should be more democratic in their approach.

ƒÆ’-¡ƒ”š‚ The earth and vegetation is yours. But they should be protected not only for your benefit but for the benefit for the future generations. A ruler is only a temporary trustee and not an owner of your childrenƒÆ’‚¢ƒ¢-¡‚¬ƒ¢-¾‚¢s heritage.ƒÆ’‚¢ƒ¢-¡‚¬ƒ¢-¾‚¢ƒÆ’‚¢ƒ¢-¡‚¬ƒ¢-¾‚¢

ƒÆ’-¡ƒ”š‚ This is foreign policy in a nutshell which theƒÆ’-¡ƒ”š‚  President Rajapaksa has developed using his wealth of successful political experience of over four decades and hisƒÆ’-¡ƒ”š‚  warmth and friendly nature coupled with diplomacy and great humanƒÆ’-¡ƒ”š‚  craftsmanship and maneuvering of international politics. Member countries and leaders of SAARC have utilized its meetings as a vehicle for closer links and integration which has avoided the distrust and cemented the personal and political bondsƒÆ’-¡ƒ”š‚  of the member countries and the leaders.

ƒÆ’-¡ƒ”š‚ India Sri Lanka Relations

The relation between Sri Lanka and India has reached new heights.ƒÆ’-¡ƒ”š‚ ƒÆ’-¡ƒ”š‚  Sri Lanka realizes the political and geographical realities and adapt to these quite well. India is a good friend in need and a fine neighbor. India never wanted to invade Sri Lanka despite the enormity of power and disproportionate size. India maintains a stable foreign policy.ƒÆ’-¡ƒ”š‚ ƒÆ’-¡ƒ”š‚ ƒÆ’-¡ƒ”š‚  Governments may change in India and not the foreign policy. Therefore it has been easy for Sri Lanka to maintain long term and stable friendships with India. With her charm and goodwill, and the unwavering confidence and trust between the two nations and their leaders, Madam Bandaranaike, the first woman Prime Minister settled many contentious issues such as Katchchativu, plantation workers and the sea borders.ƒÆ’-¡ƒ”š‚ ƒÆ’-¡ƒ”š‚ ƒÆ’-¡ƒ”š‚  She could win over India and the leaders due to the foreign policy managed by senior and experienced advisers and government officers. When India and China were about to fight with each other it is Madam Bandaranaike who intervened and settled the matter.ƒÆ’-¡ƒ”š‚ ƒÆ’-¡ƒ”š‚ ƒÆ’-¡ƒ”š‚  She gave leadership to the Non-Alignment Movement.ƒÆ’-¡ƒ”š‚  Her friendship with Madam Indira Ghandi and the contemporaries were close, warm and professional.ƒÆ’-¡ƒ”š‚  1987 episode could have been avoided had we continued the same foreign policy with India based on trust, friendship and understanding.ƒÆ’-¡ƒ”š‚ ƒÆ’-¡ƒ”š‚ ƒÆ’-¡ƒ”š‚

ƒÆ’-¡ƒ”š‚ President Rajapaksa is steady and clear on his policies, international relations and foreign policy.ƒÆ’-¡ƒ”š‚  He maintains excellent relationships with India and her leaders on political personal basis.ƒÆ’-¡ƒ”š‚ ƒÆ’-¡ƒ”š‚ ƒÆ’-¡ƒ”š‚  His statements are clear, concise and transmit the correct message to the family of states.ƒÆ’-¡ƒ”š‚  He has eloquently spoken on Indo-Sri Lankan Foreign Policy and diplomacy.ƒÆ’-¡ƒ”š‚  He said, ƒÆ’‚¢ƒ¢-¡‚¬ƒ…-Nothing is more important to me than what India thinksƒÆ’‚¢ƒ¢-¡‚¬ƒ”š‚.ƒÆ’-¡ƒ”š‚  ƒÆ’-¡ƒ”š‚ President Rajapaksa was sorry that LTTE killed Rajiv Gandhi, the greatest Indian he can think of and further stated ƒÆ’‚¢ƒ¢-¡‚¬ƒ…-He fought and won LTTE war for India and Ghandi familyƒÆ’‚¢ƒ¢-¡‚¬ƒ”š‚. He further declared that,ƒÆ’-¡ƒ”š‚  ƒÆ’‚¢ƒ¢-¡‚¬ƒ…-He will never allow Sri Lanka for anti-Indian actionƒÆ’‚¢ƒ¢-¡‚¬ƒ”š‚. This shows the prominence given to Indian relations as promised in the policy document ƒÆ’‚¢ƒ¢-¡‚¬ƒ…-Mahinda ChintanaƒÆ’‚¢ƒ¢-¡‚¬ƒ”š‚.ƒÆ’-¡ƒ”š‚

ƒÆ’-¡ƒ”š‚ The Indian Central Government depends for her existence on Tamil Nadu which is one of the largest provinces and a deciding factor on elections. Jayalalitha who wasƒÆ’-¡ƒ”š‚ ƒÆ’-¡ƒ”š‚  opposed to the LTTE has won 203 seats out of 234 during last elections. Her recent statements have raised eyebrows of manyƒÆ’-¡ƒ”š‚  political analysts. But the good news is that Sri Lanka is strengthening the friendships and bonds with the Central Government and increases interactions with all of the active politicians in the Indian political arena.

Buddhism and Hinduism have been the most valuable Indian contributions to Sri Lanka. Both India and Sri Lanka are tolerant secular nations where the citizens enjoy ideals of modern democratic principles, which are similar to traditional ideals practiced for thousands of years.ƒÆ’-¡ƒ”š‚  When Mrs. Nirupama Rao, Mr. Shivshankar Menon and Mr. Pradeep Kumar was in Sri Lanka on a goodwill visit recently they along with President Rajapaksa worshipped the Lord BuddhaƒÆ’‚¢ƒ¢-¡‚¬ƒ¢-¾‚¢s shrine at Temple Trees before the commencement of deliberations.ƒÆ’-¡ƒ”š‚  This act demonstrates thousands of words on oneness, friendship, relationship and also the political, social and religious bonds.

ƒÆ’-¡ƒ”š‚ India and Sri Lanka in the family of Nations

Both countries maintain excellent relations with the rest of the world. Sri Lanka-China relations too runs back to famous Sri Lanka Rubber Pact.ƒÆ’-¡ƒ”š‚  China is currently bonded together politically and economically with Sri Lanka a close ally in the international political arena.ƒÆ’-¡ƒ”š‚  It is time that the SAARC Members try to resolve their differences within themselves with indigenous solutions to compromise the resolvable disputes in the regions.ƒÆ’-¡ƒ”š‚  SAARC and leaders should consider intervention in mass human right abuses in Afghanistan ƒÆ’‚¢ƒ¢-¡‚¬ƒ¢¢”š¬…” doorstep of SAARC, and ease the tension on India-China relations and Kashmir issue which are the only remnants of resolvable differences.ƒÆ’-¡ƒ”š‚  India, Sri Lanka and other South Asian countries must work together as one in SAARC, UN and Family of Nations with their respective aims and objectives.ƒÆ’-¡ƒ”š‚  Sri Lanka is ever indebted to India for having assisted in the liberation of Tamil brethren trapped in the North and East in the firm grip of a vicious terrorist group in the North and East and all the Sri Lanka citizens who lived in fear and terror. If not for the direct and indirect assistance and intervention of India and tacit and direct goodwill of SAARC and NAM members President Rajapaksa would not have been able to succeed the humanitarian operation.ƒÆ’-¡ƒ”š‚  Unfortunately the West gave a lukewarm response instead of assisting eradication of the terror regime.

India is an emerging world power today.ƒÆ’-¡ƒ”š‚  The other traditional world powers are no longer world powers where they are weakening politically and economically after the lapse of six decades of the formation of the world club.ƒÆ’-¡ƒ”š‚  The world must give due place for emerging political and economic power such as India who is our closest friend and the neighbour whose aspiration is to be a member of the Security Council when Sri Lanka is attempting to be the Wonder of Asia.ƒÆ’-¡ƒ”š‚

ƒÆ’-¡ƒ”š‚ Most Difficult Era for Mother Lanka

ƒÆ’-¡ƒ”š‚ Sri Lanka went through the most difficult era in the history during the armed conflict initiated by a group of Tamil Terrorists agitating for a separate state in the North and East.ƒÆ’-¡ƒ”š‚  They carried cyanide capsules to commit suicide in the event of capture. LTTE members were indoctrinated after vigorous and ruthless training to be fanatics who were capable of transforming themselves to be human bombs. LTTE introduced human bombs to the world. LTTE created a world network of terrorismƒÆ’-¡ƒ”š‚  using illegal methods of human trafficking, drug trafficking, illegal business and extortion mainly from the Tamil population local and abroad.ƒÆ’-¡ƒ”š‚  They infiltrated into non-governmental and other organizations worldwide in public, private and international sector influencing local and international media network and the international organizations as well as the international brotherhood.ƒÆ’-¡ƒ”š‚  The organization became so strong, ruthless and feared that even the members of the world community took steps to proscribe the LTTE as a terrorist organization.

ƒÆ’-¡ƒ”š‚ ƒÆ’-¡ƒ”š‚ India the immediate neighbor and the SAARC were in the forefront in Sri LankaƒÆ’‚¢ƒ¢-¡‚¬ƒ¢-¾‚¢s voyage of victory. West was mooting for negotiated settlement while acknowledging the ruthlessness of the LTTE as the most feared terror group in the globe.ƒÆ’-¡ƒ”š‚  There was no help, assistance or encouragement from them to end the misery of war.ƒÆ’-¡ƒ”š‚  After 9/11 when the USA was terrified and horrified by the attack of the twin tower things began to change.ƒÆ’-¡ƒ”š‚  It is mainly due to the strategy and determination of President Mahinda Rajapaksa, the balanced foreign policy, andƒÆ’-¡ƒ”š‚  the assistance given by the World Family including SAARC, Russia, China and the Non-Alignment Movement that Sri Lanka was able to get over the most difficult era.ƒÆ’-¡ƒ”š‚

ƒÆ’-¡ƒ”š‚ Legacy of South Asia

ƒÆ’-¡ƒ”š‚ Legacy of South Asia revolves round India, a continent by itself and disproportionally large in size. South Asians are closely linked and bonded by religious, social and cultural bonds with each other. Though it is natural to have border and other differences among neighbors the differences among the South Asians have been minimal. Water issue between Bangladesh and India,ƒÆ’-¡ƒ”š‚  Border issues with Nepal, Border and other issues with Sikkim and Bhutan, Security and political issues with Pakistan and the Tamil issue with Sri Lanka are resolvable issues which are not as dangerous as the other on-going conflicts in other regions . Therefore integration of the Nations in the SAARC appear to be round the corner.ƒÆ’-¡ƒ”š‚  South Asia is a unique isolated region which has many similarities and less differences.ƒÆ’-¡ƒ”š‚  The SAARC has emerged victorious as a vehicle for development, prosperity and the ingegration of the peoples of the area in line with the EU which has now transformed in to a near super state.ƒÆ’-¡ƒ”š‚

ƒÆ’-¡ƒ”š‚ South Asian Association for Regional Cooperation (SAARC)

ƒÆ’-¡ƒ”š‚ The birth of SAARC[5] which is a regional body consisting of Bangladesh, Nepal, Bhutan, India, Pakistan, Maldives, Afghanistan and Sri Lanka was initiated in 1985 for the mutual benefit and development of the member Nations. It provides a platform for the peoples of South Asia to work together in a spirit of friendship, trust and understanding. It aims to accelerate the process of economic and social development in member states.ƒÆ’-¡ƒ”š‚  The development of SAARC has been slow but steady.ƒÆ’-¡ƒ”š‚  The integration of the SAARC nations has been easy due toƒÆ’-¡ƒ”š‚  the similarity in culture, religion and other areas.ƒÆ’-¡ƒ”š‚  There was oneness among nations and peoples.ƒÆ’-¡ƒ”š‚  One of the main obstacles for quick results has been the disproportionate large size of India which has resulted in mutual suspicion and difficulties in equal treatment and behavior.ƒÆ’-¡ƒ”š‚  Good news is that the era of suspicion and observance has now transformed into an era of mutual trust, goodwill,ƒÆ’-¡ƒ”š‚  and members look forward for unity and integration. Demand to rub shoulders with SAARC growing day by day. China, Iran,Myanmar and many other neighbors have shown interest in joining and large number of nations haveƒÆ’-¡ƒ”š‚  been granted observer status. USA, USSR, EU, and many world powers and International organizations have either obtained observer status or at the door step seeking recognition, which indicates that importance of SAARC in the world family.

ƒÆ’-¡ƒ”š‚ SAARC is an economic and political organization consisting of around 1.5 billion people which covers one fourth of the globe. It is the largest regional organization which has shown a gradual development through declarations[ƒÆ’-¡ƒ”š‚  ]ƒÆ’-¡ƒ”š‚  book published by SAARC Secretariat and projects launched fulfilling the objects of the Charter. SAARC is gradually forging ahead as an effective regional organizationƒÆ’-¡ƒ”š‚  following the success of the EU which is the most developed and powerful regional organization leading to be a super power model. In 1950s Germany and France were arch enemies. The West was in rivers of blood with the curse of two bloody wars the worst the world has witnessed in the world history. In that respect SAARC Nations are fortunate. Apart from minor rifts there were no major wars among nations or uprising among its citizens.ƒÆ’-¡ƒ”š‚  Today EU is so closely intergraded and interwoven with friendship, development and democratic ideals that there is no possibility for any future disputes.ƒÆ’-¡ƒ”š‚  The dispute resolution among family of nations is to be resolved diplomatically and based on international relations.ƒÆ’-¡ƒ”š‚  In that event SAARC has been a fertile land for diplomacy [6]and diplomatic maneuveringƒÆ’-¡ƒ”š‚  at respective SAARC deliberations, one to one and joint meetings of bilateral and multilateral relations.ƒÆ’-¡ƒ”š‚

ƒÆ’-¡ƒ”š‚ SAARC ƒÆ’‚¢ƒ¢-¡‚¬ƒ¢¢”š¬…”EU- West and USA

It is now the era of Asia with China and India as emerging world powers. As a result the future world Economic and PoliticalƒÆ’-¡ƒ”š‚  order is bound to beƒÆ’-¡ƒ”š‚  tilted towards new forces such asƒÆ’-¡ƒ”š‚  China, SAARCƒÆ’-¡ƒ”š‚  and new emerging players.ƒÆ’-¡ƒ”š‚  EU as the main and powerful regional organization with two members in the Security Council in the regional organization ambitiously taking part in current political turmoil with USA and UK, and they are chasing supposed to be wrongdoers for alleged violations of International Law and International humanitarian law.ƒÆ’-¡ƒ”š‚  President ObamaƒÆ’‚¢ƒ¢-¡‚¬ƒ¢-¾‚¢s new approach on Palestine Israel issue by proposing future talks based on 1967 borders is quite unexpected and an indication of a different approach of USA on Middle East issue. USA, UK and some EU countries seem to be misguided about human rights and other national issues of Sri Lanka.ƒÆ’-¡ƒ”š‚  They are misguided and misdirected by a powerful anti-Sri Lankan campaign that is financially backed by the LTTE Diaspora and fat cat NGOs that are driven by self-interest. World should be educated that Sri Lanka possesses the most powerful and effectiveƒÆ’-¡ƒ”š‚  human rights mechanism with an Independent and effective Judiciary and Human Rights Commission that work with a powerful battery of rich INGOs and NGOs. SAARC Nations Specifically India and Pakistan, USSR, China, and the NAM group as friends in need helped Sri Lanka to liberate her people that lived in eternal fear. President Rajapaksa has stated that Sri Lanka is ever grateful to the allies and friends in need within and outside SAARC for their unconditional and unreserved help.

ƒÆ’-¡ƒ”š‚ SAARC to EU

ƒÆ’-¡ƒ”š‚ The success of European Union[7]ƒÆ’-¡ƒ”š‚  as a group of nations has been presented as a model for the countries of South Asia, who have been trying to create another entity on similar lines.ƒÆ’-¡ƒ”š‚  It was pointed out ifƒÆ’-¡ƒ”š‚  France and Germany two arch rivals in Europe can come together then why India and Pakistan cannot come together. South Asian Countries for the time being should not expect too much from the organization. Ambitious goals like common South Asian parliament and monitory union should be kept as long term goals and should concentrate on achievable objects like increasing trade and commerce, and implementing the South Asian Free Trade Agreement (SAFTA) successfully.ƒÆ’-¡ƒ”š‚  These would be commendable achievements. Cooperation between the EU and SAARC should notably seek to promote the harmonization of standards and facilities of trade; and raise awareness about benefits on regional cooperation and promote business networking in the SAARC area, in addition to the Human Rights concerns of EU on SAARC.ƒÆ’-¡ƒ”š‚  Good news is that trade between SAARC and EU is day-by-day improving with the regional and international economic and political trends.

ƒÆ’-¡ƒ”š‚ United South Asia SAARC Court of Justice and Monitory Union

ƒÆ’-¡ƒ”š‚ These are very ambitious aims in the long run. Who ever thought that EU is going to be a potential United Nations of Europe when France and Germany got together based on Economic Union. SAARC at initial stages were skeptical and suspicious of each other. But now the era of suspicion has been transformed to an era of friendship and cooperation. Each can reciprocate to their ambitions. India is legitimately entitled to be a world power and to be a member of the Security Council as an emerging world power. Elevating India to such a position will be beneficial to the entire region and the nations will have to be bonded by mutually beneficial long term goals beyond SAARC. When SAARC as a group support and promote India for the legitimate position at the Security Council the friendship among the region will be strengthened forever as in the EU, which is not irreversible. It is not impossible for the SAARC too to be in the same situation in time to come, which will be a panacea for peace and prosperity of the region.

ƒÆ’-¡ƒ”š‚ Success of SAARC mainly depends on member states willingness to promote increased interaction in South Asia at different levels-government, private sector and civil society-for mutual benefit and for strengthening of SAARC to realize objectives for which it was created. Insights from EC/EUs development process could certainly motivate them if their own regions progress is considered as important by them. Member nations in EU have shared sovereignty overƒÆ’-¡ƒ”š‚  the regional body where the writ of the EU runs length and breadth of the European Union. When and to what extent SAARCƒÆ’-¡ƒ”š‚  will agree and the enormity of giant India are drawbacks for full integration. But nobody dreamt of United Kingdom a reluctant member at one stage giving away considerable sovereign rights to a regional organization.

ƒÆ’-¡ƒ”š‚ EU SAARC Human ƒÆ’‚¢ƒ¢-¡‚¬ƒ¢¢”š¬…” Rights Jurisprudence and Expectations

ƒÆ’-¡ƒ”š‚ Human rights jurisprudence developed under the United Nations Charter and the UNHCR have given a new definition to the application of human rights law and laws of wars.ƒÆ’-¡ƒ”š‚  This has changed the concept of sovereignty, non-intervention and matters confined to internal affairs.ƒÆ’-¡ƒ”š‚  SAARC is still conservative in nature and careful in upholding human rights concepts, which may be alien to their beliefs based on great Asian religions.ƒÆ’-¡ƒ”š‚  Some of the Western concepts of human rights may be contrary to those rights that are considered by Asians as fundamental to their societies based on great traditions.ƒÆ’-¡ƒ”š‚  Human rights abuses are rampant in Afghanistan and are related to war crimes in Sri Lanka.ƒÆ’-¡ƒ”š‚  There are allegations that there were human rights violations during the last phase of the humanitarian operation.ƒÆ’-¡ƒ”š‚  These allegations haveƒÆ’-¡ƒ”š‚  been orchestrated by anti-Sri Lankan propaganda manifested by powerful networks of LTTE activists worldwide.ƒÆ’-¡ƒ”š‚  EU has become the newfound guardian of human rights and is in the forefront in executing the decisions towards wrongdoers of the human rights violations in the Middle East and other regions directly and indirectly.ƒÆ’-¡ƒ”š‚  EU withdrew GSP concessions offered to Sri Lanka as a punishment and a warning for human rights issues.ƒÆ’-¡ƒ”š‚  These are matters to be resolved and taken up in due course in different forums.

ƒÆ’-¡ƒ”š‚ Non Alignment Movement

ƒÆ’-¡ƒ”š‚ Founded in 1961 as a brainchild of President Sukarno with the participation of IndiaƒÆ’‚¢ƒ¢-¡‚¬ƒ¢-¾‚¢s first Prime Minister Jawaharlal Nehru and world leaders covering two third of the United nations members and 55% of the world population to ensure the national independence, sovereignty territorial integrity and security of non aligned countries who are not aligned to any power bloc engulfed in the dangerous cold war. Honorable Nehru in 1954 in Colombo put forward the main principles on which the movement to perform mutual respect for each otherƒÆ’‚¢ƒ¢-¡‚¬ƒ¢-¾‚¢s territorial integrity and sovereignty, mutual non aggression, mutual non interference in domestic affairs, equality and mutual benefit and peaceful coexistence. Bandung in 1955 and Lusaka in 1970 strengthened the unity and friendship of the membership, which Madam Bandaranaike of Sri Lanka took forward by giving leadership to the celebrated Non Alignment conference in 1976 in Sri Lanka. These indicate how important and interconnected NAM, SAARC and UN as all NAM and SAARC members are active and dedicated members of the main United Nations Organization.ƒÆ’-¡ƒ”š‚  Nam is an integrated organization within and outside UN system of 118 countries.ƒÆ’-¡ƒ”š‚  All are from the South Asia, Africa and South America except for Belarus.ƒÆ’-¡ƒ”š‚  It has 55 countries of the world population and 25 % of the world economy.ƒÆ’-¡ƒ”š‚  It has nearly two third of the UN member countries there are 19 observers including China, who has given continuous support to NAM.ƒÆ’-¡ƒ”š‚  It has been a powerful force before and continue to be a powerful and friendly nations of similarities with SAARC and the SAARC members as active members.

ƒÆ’-¡ƒ”š‚ United Nations and Sri Lanka

ƒÆ’-¡ƒ”š‚ All the members of SAARC and Non-Alignment Movement are active members of the United Nations established in 1945 in place of League of Nations which the world found ineffective.ƒÆ’-¡ƒ”š‚  The aftermath of the destruction of the World War has led to the formation of the United Nations for a better economic and world order. Sri Lanka is a senior and a respected member of the United Nations organization, which is the organization available for the mankind to look upon to as a world organization, though now old and feeble. No changes have taken place from the inception and at the end of 61 years the world is in need of a more democratic, active and vibrant organization, which is capable of upholding on the principles already agreed on. Relationship of Sri Lanka with UN, international and regional organizations and the world family is extremely cordial and close.

ƒÆ’-¡ƒ”š‚ The United Nations Organization as the only world body for the family of nations should honour and respect the multiculturalism of the world communities.ƒÆ’-¡ƒ”š‚  It is a difficult process in the current world order where the United Nations influence by the powerful and funding nations, especially when there are disputes where the world powers with the interests have been using the United Nations as a cover.ƒÆ’-¡ƒ”š‚  Sovereignty should be respected by upholding long-term traditions and cultures of states instead of attempting to impose different cultures and norms to other States.ƒÆ’-¡ƒ”š‚  This has led to some confusion and conflict between United Nations or the West and Asian and African nations that have long-term cultural traditions and imbedded values that are respected and honoured by their people.ƒÆ’-¡ƒ”š‚  The Iraq situation is an example where the invasion took place for nuclear armaments of mass destruction, which never found.ƒÆ’-¡ƒ”š‚  Currently Iraq is directly and indirectly controlled by foreign forces.ƒÆ’-¡ƒ”š‚  Situation in Afghanistan is very worried where hundreds and thousands of innocent lives have been lost in the guise and cover of the United Nations.ƒÆ’-¡ƒ”š‚  The irony is that once the cover is given the Western powers and the Western armed associations take full control misusing the legitimately western by international resolutions. The United Nations is controlled by old and archaic conventional rules, which are not being changed for six decades with the monopoly of world powers whichƒÆ’-¡ƒ”š‚  are no longer economic or world powers.ƒÆ’-¡ƒ”š‚

Conclusion

Sri Lankans and South Asians are inseparable.ƒÆ’-¡ƒ”š‚  There is oneness and unity among nations and individuals politically, culturally and many endless respects. These factors similarities and connections spread far beyond SAARC, cemented with irreversible bonds based on culture, religion and human behavior. Today it is the era for South Asia which covers 1/4th of the globe and SAARC and modern trends are to be made use of for strengthening the connections. Collective declarations and decisions of SAARC have given effect to connectivity, development, educational and technological developments, and political advancements that can face the challenges posed by the threats from other regions and world powers. With the current positive trends the petty differences among the South Asian Nations are bound to settle and a new era of mutual trust, love and development will emerge for Sri Lanka to be the wonder of Asia.ƒÆ’-¡ƒ”š‚  India becoming a member of the Security Council and South Asian region and SAARC transforming to be a leading region and an international organization will result in for a better life for the South Asians and a better world for the world community.ƒÆ’-¡ƒ”š‚ ƒÆ’-¡ƒ”š‚  In this scenario, the relationship between India and Sri Lanka should be strengthened for the betterment of both countries and the region.ƒÆ’-¡ƒ”š‚  Both Sri Lanka and India are model democracies and nations with similar aims and ambitions based on goodwill, tolerance , diplomacy and warmth mixed with great religions.ƒÆ’-¡ƒ”š‚  It is good news that both nations have taken steps to eradicate the differences and bonded with resolvable disputes which are minute.ƒÆ’-¡ƒ”š‚  India is emerging as a world power and Sri Lanka is emerging as the Wonder of Asia with booming economy, tourism, stock market rising and India fast developing world and economic power.ƒÆ’-¡ƒ”š‚  The friendship between the two countries and the close bond of SAARC nations will lead to regional prosperity and world peace.
