An estimated 54% to 60% of the registered voters cast their ballots at the Provincial Council elections in the North Central, Sabaragamuwa and Eastern Provinces, an Elections Department official said after polling ended.

If those seats are correct what you say is wrong.
In 2008, UPFA won 20 seats which is a reduction of 6 seats this time. UPFA lost the majority (19 seats).
UNP and SLMC contested together in 2008 won 15 seats and this time it is only 11. A reduction of 4 seats.
TNA won only 1 seat in 2008 and now they have 11 seats. UNP fragmented into UNP and SLMC.
TNA and SLMC are the definite winners in this election compared to the last election. They have gained 17 seats and national parties without any racial bias have lost those 17 seats.
What it shows is very dangerous ethnic fragmentation of the electorate which paints a gloomy picture for reconciliation. Obviously reconciliation has failed badly.

Leave aside Tamils. There will never be Muslims voting for non-Muslim name parties. How can reconcilliation apply to Muslims ?
If UNP+ITAK+Muslim forms a coalition Sinhalas loose. Even if Muslims join they have to dance to the tune of Alla Hu Akbar.

Yes. But don’t ASSUME it is necessarily BAD.
As long as Tamils and Muslims are kept separate no one can challenge UPFA. WITHIN UPFA there IS reconciliation. Sinhalese, Tamils and Muslims ALL voted for UPFA. That is ENOUGH reconciliation.
TNA + SLMC = 18 which is higher than UPFA’s 14. But don’t worry, they won’t join together.
