13A is Extremely Dangerous Even Without Police and Land Powers

Police and land powers are only the tip of the 13A iceberg. There are far worse implications of 13A. Provincial list include, among others, the power over economic planning, education, local government, housing, roads (other than national highways), rehabilitation, agriculture, rural development, food supply, irrigation and ancient and historical monuments and records.

If TNA or any other Tamil mono ethnic political party lays their dirty hands on these powers, it will be a national catastrophe.

They will only implement development plans in areas of Tamil habitation and willfully neglect other areas. Economic planning will be done only to benefit Tamils at the detriment of others. TNA, ITAK, TULF, TPNF, ACTC and other Tamil mono ethnic parties have never been seen or heard talking about the grievances, problems or aspirations of non-Tamils. It is sufficient proof of what awaits when they grab power in the Northern Provincial Council.

Education is also in the dirty hands of provincial councilors! Tamil political parties will willfully run down Sinhala and Muslim education in Vavuniya, Mulaitivu and Mannar districts. They will twist government approved texts to arouse Tamil racism.

Agriculture and irrigation are two highly crucial matters in the dry zone. Tamil-centric decision making by Tamil only parties will certainly deprive non-Tamils their right to engage in agriculture and even water.

Handing over rehabilitation to the Northern Provincial Council is a national crime. It will lead to the release and manipulation of LTTE terrorists. It may also lead to inhuman punishments to non-Tamils and political opponents.

Ancient and historical monuments and records must not be handed in any shape or form to a Tamil political party. Without any doubt they will vandalise any and all historical monuments as all of them testify to the Sinhala history in the north which Tamil political parties abhor.ƒÆ’-¡ƒ”š‚ ƒÆ’-¡ƒ”š‚ ƒÆ’-¡ƒ”š‚

Sri Jayewardenepura Kotte, and their environs the limits of which shall be specified by

the President by Order published in the Gazette.

3. Education and Educational Service – Education to the extent set out in Appendix III

5. Provincial Housing and Construction

6. Roads and bridges and ferries thereon within the Province, other than –

(a) national highways

(b) bridges and ferries on national highways

7. Social Services and Rehabilitation

8. Regulation of road passenger carriage services and the carriage of goods by motor

vehicles within the Province and the provisions of inter-provincial road transport

services.

9. Agriculture and Agrarian Services

10. Rural Development

11. Health

12. Indigenous Medicine – Ayurveda, Siddha and Unani –

13.1 Resthouses maintained by local authorities; and

13.2 Circuit bungalows presently administered by Government departments whose

functions are exclusively specified in this List.

16. Food supply and distribution within the Province

17. Co-operatives

18. Land – Land, that is to say, rights in or over land, land tenure, transfer and alienation

of land, land use, land settlement and land improvement, to the extent set out in appendix

development and planning, the power to promote, establish and engage in agricultural,

industrial, commercial and trading enterprises and other income-generating projects,

detained therein, arrangements with other Provinces for the use of such Institutions

amusements, excluding the sanctioning of cinematograph films for exhibition and public

32. Offences against statutes with respect to any of the matters specified in this list

33. Fees in respect of any of the matters in this List, excluding fees taken in any court

the generation and promotion of electric energy (other than hydro-electric power and

power generated to feed the national grid)

35. The borrowing of money to the extent permitted by or under any law made by

Parliament

36.1 Turnover taxes on wholesale and retail sales within such limits and subject to such

exemptions as may be prescribed by law made by Parliament

36.2 Betting Taxes, and taxes on price competitions and lotteries, other than National

Lotteries and lotteries organized by the Government of Sri Lanka

36.3 License taxes, arrack, toddy rents, tapping license fees, and liquor license fees

36.4 Motor vehicle license fees within such limits and subject to such exemptions as may

be prescribed by law made by Parliament

36.5 Dealership license taxes on drugs and other chemicals

36.6 Stamp duties on transfer of properties, such as lands and motor cars

    36 powers to the province! This is insane. What a mess we are in. Can’t wait till SLFP loses the north election. At least then they will realize.

    Getting rid of the 13A is the only way the UPFA will be able to survive the next general election.

    Loosing the northern PC will be a new lease of life to the anti-Sri Lankan opposition.

    Hon. President, make use of the 2/3 majority and GET RID OF THE 13th AMENDMENT.

    13th amendment is an insult to every sri lankan. A constitutional change forced by India , passed by a spineless parliament held to ransom with resignation letters, 75000 JVP youth killed in an uprising against the amendment and going on for the last 25 years with no one with the balls to get rid of it either in the parliament or at a referendum. The reality is that the 13th amendment will continue and will become law and be accepted.

    Major Tamil party of Sri Lanka files over 1,400 cases in court demanding land in the North

    May 15, Colombo: Sri Lanka’s major Tamil constituency Tamil National Alliance (TNA) has persuaded the over 1,400 Tamil land owners in the North to file court cases demanding the lands taken over by the military for security purposes.

    Accordingly, the Tamil party has provided legal assistance to over 1,400 land owners in Jaffna to file the cases in court today challenging the government’s occupation in the lands.

    The TNA in a statement said 1,474 land owners in Jaffna filed the court cases today. The Tamil has appealed to people to file at least 5,000 cases in various courts.

    According to the Tamil party, the petition challenges the Section 2 notices issued under the Land Acquisition Act which specifies that 6,381 acres and 38.97 perches are to be acquired.

    “The massive area that is identified constitutes approximately 25.8 square kilometers,” the TNA said in a statement.

    The major Tamil party parliamentarian M.A. Sumanthiran says the military has acquired the private lands in the North to settle families of military personnel in North.

    Jaffna Security Forces Commander, Major General Mahinda Hathurusinghe has rejected MP Sumanthiran’s claim saying that the lands that are being acquired in the Northern Province are for civilian use and not for building army cantonments, as the Tamil parties allege.

    According to the commander, the lands in the High Security Zones of Weligamam North in the Palaly and Kankasanthurai (KKS) areas are to be acquired for the expansion of the Palaly airport and the KKS harbor.

    The government says it has decided to acquire 6,381 hectares of the land in Jaffna that is now being used as High Security Zones permanently and the owners of the land will be paid compensation.

    The acquisition is to be done under the Land Acquisition Act and the government has allocated Rs. 400 million as compensation for the owners.

    This erudite article and the erudite comments sum it all up very succinctly. There is not one more word to add. This page of Lankaweb, article and comments, are both prophetic and tinged with extreme realism.

    There is no half way regarding 13 A. The cancer has already appeared. What we are witnessing is its metastasis. The only act of survival would be to completely excise the organs affected.

    Reading this article and learned comments, I think of a line of a song of Jim Reeves: I hear the sound of distant drums, far away, far away.

    There was never a government that had it all, had it all beyond measure, with a popular adulation that defies imagination (remember the blue eyed damsel singing Ayubo wewa Maha Rajanani before en enraptured audience?. That very same government is in the process of goofing it all.

    I fully agree with MJAYA. Number 13 is a bad omen for anyone so this # 13 A or B must be erased from the books. We have the majority in the parliament and the backing of the majority Sri Lankans. Only thing we dont have is the will power or the backbone of our leaders. Mr.President follow Wimal Weerawansa on this issue please. He knows and acts because his love for the Motherland.
    Why we give anything special to Tamils or Muslims.Let them live as Sri Lankans same as us. What ever any Government gives is for all Sri Lankans not for any particular race. They have to respect our laws and style of living together in harmony and in peace. All in all they are only below 20% so what the big fuss. Do the other major western countries treat their citizens by their religion or race? Same rule and law for everybody. Our Sinhala nation cannot be divided or allow few percentage to take it for ransom. All must be Governed by the central Government only like olden days. No need to give power to anybody except the Central Government who were represented by representatives sent their by the people thru the ballot. Sinhala nation is for Sinhalese and others who are Srilankans by birth can live along with us peacefully without barking and creating unneccessary problems for our country and to it’s people. Evil NGO’S and foreign and local traitors must be exposed and banished from our homeland. We suffered 30 long years (thanks to India) and cannot allow a single drop of blood spill again in my country beacuse of terrorism. Sri Lankans be vigilant.

    13-A must be removed soon, or get ready to be under the jackboot of TNA, TN leaders, etc. Those who are waiting for neo-colonists : they won’t come. What have we learnt from the JRJ experience during Cold War times ? Nothing, it seems.

    In the end, it is “us for us” – and our own two hands that count. Self Reliance as much as is possible, is the only way to go.

    13A is deadly and will finish off the Sinhalese in Lanka. We have already lost a major part of our homeland due to not being competitive and not being efficient. People in Raja Rata are dying and no body seems to care.The law of nature is survival of the fittest and no one is above this law. Our blind following of Indian religions that even Indians do not folllow have made is less competitive. Most followers of Buddhism ended up being destroyed, as in people in the silk route. If the Sinhalese had any guts there would have been mass protests against 13A. I haVE NOT SEEN MUCH OF IT.

    This helps achieve FOOD SELF-SUFFICIENCY, retain PERSONNEL of the Sri Lanka Armed Forces to DEFEND THE NATION, and CREATE AGRICULTURAL SETTLEMENTS populated by PATRIOTS … all at the Expense of the Sepaaratists.

    Sri Lanka Army recruits civilian farmers to run Kandakadu Agriculture Farm

    May 16, Colombo: Sri Lanka Army says it has recruited professional farmers to the military for the first time in the history and they are now employed in Kandakadu Agriculture Farm in Welikanda.

    This group of civilian employees of the Army comprising 139 males and 61 females started their work at the farm on May 12.

    The farmers enjoy all the benefits of uniform personnel and the males are eligible for pension after 22 years of service while the pensionable retirement period for females is 15 years.

    Kandakadu farm was a huge animal farm spanning over 11,140 acres. During the three-decade long war the farm was under the control of Tamil Tiger terrorists.

    After the end of war, security forces took control of the area and the farm was re-opened in 2011. So far 300 acres have been cultivated and the Army expects to cultivate further 300 acres with this batch of agricultural employees.

    The peace-time Sri Lankan Army aims to broaden its horizons by foraying into large scale agro-industry, farming and dairy products.

    According to the Army, due to troop requirements and escalation of terrorist violence in related areas, almost all the agricultural and dairy farms, maintained by the Army before the war intensified, have been left unattended. The Army now has focused on using the abandoned lands for agro projects to support government’s island-wide agricultural drive.

    Yes, … this is EXCELLENT NEWS Indeed. It is a step in the right direction on the path towards that Dream of an Ethnically Integrated Sri Lanka that you and I have CONSISTENTLY PROMOTED in our writings.

    A Sri Lanka in which citizenship alone is the basis of the right to enjoy its bounty in equal measure. A Sri Lanka that is ONE Indivisible Nation, of ONE Inseparable People, sharing ONE Undivided National Destiny.

    However, while STUBBORN-NESS and PERSISTENCE are ESSENTIAL personal traits for success, so is UNWAVERING LOYALTY to one’s own country … unblemished and unfettered by one’s own petty ambitions and desires.

    On that score, Sarath Fonseka failed the ESSENTIAL CHARACTER TEST. All of us patriots who uncritically cheered Fonseka on as our champion in war then, now see him as the flawed jealous man, driven by unlimited ambition and willing to sacrifice his motherland on the altar of his unbounded ambition, that he has revealed himself to be.

    CLEARLY, Fonseka is NOT THE MAN for this JOB of Ethnically Integrating Sri Lanka for the common good of all Sri Lankans; Gotabhaya Rajapaksa IS the MAN for that JOB. All of us patriots must offer him our UNSTINTING HELP to achieve that National Goal.
