LTTE Resurrection, Hawala money transfer & how many more Gobi’s are out there?

There was a sigh of relief throughout Sri Lanka when the announcement that fugitive Gobi and accomplices were shot dead in the jungles of Padaviya on Friday 11th April 2014. The incident coming 5 years after the end of the elimination of ground force of the LTTE draws attention to some key factors.

1.    TNA & International Community wrong : Attempts to resurrect LTTE remains alive: That Gobi was not a long LTTEr is proved by his links to 2 other LTTE members who were also shot dead – Sundaralingam Kajeepan Thevihan (who was involved in aerial attacks on Anuradhapura Air Base and Kollonnawa Petroleum Storage in year 2007), Navaneethan alias Appan.

2.   Questions how many ‘civilians’ or LTTE members the Sri Lankan troops saved:This question has never been explored but it is time we should. That Sri Lanka’s army saved close to 300,000 Tamils during the last stage of the war raises the question of how many of them were actually ‘civilians’ in a definition that requires civilians to be only those who had not engaged in any assistance direct or indirect to the LTTE. No one is able to give the answer. No one is able to clearly say how many civilians died in the final stage either for they cannot honestly admit that these civilians did not take part in hostilities for the UN Secretary General himself is on record asking LTTE not to use civilians for terror activities. With this fact looming before us it answers the question as to why the sudden resurgence of LTTE members are those who had not surrendered or been caught by the army and sent for rehabilitation. Our next question is how many other ‘civilians’ are there in the North and even elsewhere in Sri Lanka who were LTTE but pretended to be civilians and many of these are likely to have been recipients of even homes gifted by the State.

3.    Presence of National military a MUST:Numerous attempts have been made to demand the removal of the military from the North exerting so much pressure short of bribing tweaking of UNHRC Resolution if forces were removed. Juxtapose the removal with the current scenario of LTTErs posing as civilians remaining at large and Sri Lanka will be walking into another mine of trouble. This is obviously what numerous foreign intelligence now working on the ground with remnants of the LTTE are upto. Who are these foreign intelligence? It is a good time for public officials and Government ministers to seriously sit down and address the context of the decisions they take in giving projects and investments to countries that have armed and funded LTTE over the years and how far the ‘officials’ they send are not linked up with these LTTE remnants or trying to rope in youth for a 2nd wave of trouble. It is in this light that the majority populace are extremely disappointed that the GOSL has not taken a principled stand and declared that Sinhalese and Muslims have every right to make the North their home by taking up residence, purchasing property and running businesses. It is time that the international community and the TNA are told quite clearly that the North is not for Tamils only and belongs very much to Sri Lanka and as such Sinhalese and Muslims have every right to live there and they do not need to take permission from the TNA or its Chief Minister or Western Governments or the Catholic Church.

4.    Local Tamils helped catch Gobi and others: In what the Army can boast as breaking barriers is the manner that after 30 years the locals had helped locate these LTTE fugitives. It was on the news from local Tamils that search operations were carried out. It was with the help of the Tamils that Gobi and others were cornered and this is obviously a slap to the TNA and certain members of the international community who are continuously trying to project a notion that the Army is not wanted in the North. The TNA and numerous other parties linked to the LTTE over the years had accelerated a propaganda that neither the Army or the Governor or even Sinhalese are welcome in the North while instances such as this are poignant to show that it is only a handful that hold such diabolical views while the majority of people in the North are now realizing the folly and moving away. It is no better a time than now that these Tamils start to build a new political party that would not canvass people against the majority but begin to build bridges. Obviously TNA is now a defunct party.

5.    LTTE / LTTE front ban / 424 individuals & Organizations named calls for COOPERATION of Western nations and India:With the ban by GOSL and the fact that Gobi and team were sent orders from Nediyavan operating from Norway requires full diplomatic pressure upon these Western governments harboring leaders and key kingpins of the organizations banned. Diplomatic letters must go out immediately to investigate these banned entities on the fundraising and other activities they have been involved in, in addition to projecting themselves as angels of charity and giving a quota of what they have raised for terror towards some charity outfit simply to buy themselves some grace. This charade has gone on for far too long and they need to now be exposed and arrested and even the foreign parliamentarians and foreign organizations linked to these entities must have their bank accounts investigated as well.

6.    NGO ‘missing’ mine detectors :The report of an NGO claiming to have had its mine detectors stolen and several of these mine detectors  found at the residence of R. Madani of Vishvamadu and no guessing that she was a former LTTEr. The next mine detector (serial number N 21838) was found in the home of the ‘human rights activist’ the now globally famous Balendran Jeykumari on 13th March 2014. This takes us back to times when NGO equipment and vehicles that suddenly went ‘missing’ and were helpful to LTTE to make bunds, bunkers etc. It also raises once again the question of LTTE links to foreign NGOs which are invariably funded by foreign governments and questions the modus operandi behind their so called ‘humanitarian’ and ‘charity’ cause. 7.    Hawala money transfer : If we had been wondering how LTTE has been dealing in money and handing bundles amongst their own, it is now revealed that the LTTE like most other terrorist organizations have turned to an ancient money transaction system known as the Hawala. Hawala is an age-old, secretive, and globe-spanning banking system developed in Asia and has come to also be defined as ‘Islamic banking’. “Hawala” consists of transferring money (usually across borders and in order to avoid taxes or the need to bribe officials) without physical or electronic transfer of funds. Money changers (“Hawaladar”) receive cash in one country, no questions asked. Correspondent hawaladars in another country dispense an identical amount (minus minimal fees and commissions) to a recipient or, less often, to a bank account. E-mail, or letter (“Hundi”) carrying couriers are used to convey the necessary information (the amount of money, the date it has to be paid on) between Hawaladars. The sender provides the recipient with code words (or numbers, for instance the serial numbers of currency notes), a digital encrypted message, or agreed signals (like handshakes), to be used to retrieve the money. Big Hawaladars use a chain of middlemen in cities around the globe. Hawala arrangements are used to avoid customs duties, consumption taxes, and other trade-related levies. Suppliers provide importers with lower prices on their invoices, and get paid the difference via Hawala. Legitimate transactions and tax evasion constitute the bulk of Hawala operations. Modern Hawala networks emerged in the 1960’s and 1970’s to circumvent official bans on gold imports in Southeast Asia and to facilitate the transfer of hard earned wages of expatriates to their families (“home remittances”) and   their conversion at rates more favourable (often double) than the government’s. Hawala provides a cheap (it costs c. 1% of the amount transferred), efficient, and frictionless alternative to morbid and corrupt domestic financial institutions. It is Western Union without the hi-tech gear and the exorbitant transfer fees. Pakistani Hawala networks alone move up to 5 billion US dollars annually according to estimates by Pakistan’s Minister of Finance. “Hawala remains a significant method for large numbers of businesses of all sizes and individuals to repatriate funds and purchase gold…. It is favoured because it usually costs less than moving funds through the banking system, it operates 24 hours per day and every day of the year, it is virtually completely reliable, and there is minimal paperwork required.” (Organisation for Economic Co-Operation and Development (OECD). Hawala hurts the national economies of developing countries desperate for foreign exchange deposits, but every individual in the chain has the incentive of earning a commission. And that’s what keeps the networks going.

 The challenge before law enforcement in Sri Lanka in particular the Government is not to be rattled by the calls and threats by the international community who really have no moral right to be making such calls in view of their own covert actions in destabilizing nations through NGOs, Church lobbies and bribing local groups and entities. Those on such payroll should ideally be investigated and exposed before they get up to irreversible mischief. What the Government also needs to immediately do is to direct the External Affairs ministry to appraise the UN and all diplomatic missions of the revival attempts by the LTTE. We do not need to give excuses or seek permission from either the UN, UN Secretary General, Navi Pillay or foreign leaders to station our troops wherever security demands such. Therefore, there is no requirement to even mention the plans to deploy troops and seek permission for such. Did US and UK and NATO seek permission from the world to invade and occupy nations? Additionally, what must be done immediately is to take the ban the full length by asking our envoys to request the governments they are stationed in to investigate the entities that are now gazette including the individuals as well as investigate the foreign partners, associates and their accounts for how far their allegiance has been in monetary terms. We would then realize why Weiss, McCraes, Harrisons etc are so obsessed about Sri Lanka and there has to be a long list of other recipients of the LTTE hawala system too.

    I AGREE there is NO requirement to justify troop presence ANYWHERE in the country BUT the DAMNED international community, UNHRC are POWERFUL against SL. We need something to show them.

    I say, REVIVE the LTTE and make use of it to WIPE OUT Tamil peaceful SEPARATISTS. There is NO OTHER WAY to get rid of them ALL.

    LTTE did a GREAT FAVOR to SL by getting rid of MOST TOP Tamil peaceful separatists.

    Settling Muslims in Vilpaththu is BAD. It is an area for ANIMALS not for Islamiya Al Thakkiya. BUT look at the BIG PICTURE.

    Gnanasara is a fool in this case. He can’t understand the reason behind Muslim settlements in Vilpaththu.

    Ask any Tamil in Mannar and they will tell you. Or read Tamilnet about Hon Rishard.

    This is an attempt to create Tamil-Muslim rivalry and bust them both. Mannar is a Tamil majority area after LTTE chased away all the Muslims by force.

    Across the Vilpaththu is Tamil Nadu. Radical Muslims will settle in Vilpaththu and they can influence (in a good way!!) Tamil Nadu too. But Tamils don’t like it. These Muslims will FISH in Mannar sea which will be a challenge to TN and SL Tamil fisher terrorists. Mannar will be a Kasippu Joseph Goebbels – Islamiya Al Thakkiya battlefield. Please let it happen. Don’t disturb it.

    The GOSL should now CAPITALIZE ON THIS ATTEMPT to revive the LTTE violence in Sri Lanka, to HALT the REDUCTION of the Armed Forces in the former WAR ZONES in the North and East of Sri Lanka, and INSTEAD to INCREASE their PRESENCE PERMANENTLY in these areas.

    Sri Lanka has suffered 150,000 dead and sacrificed its future during 30 YEARS of unremitting warfare against Tamil Terrorists, because successive Govts of Sri Lanka listened to the MANTRA chanted by Foreign Powers that the “War Cannot be Won by Military Means” and that we should NEGOTIATE and ABDICATE to our TERRORIST TORMENTORS.

    Now they are AGAIN counseling “RECONCILIATION” to allow RACIST TERRORISTS to transform into Wailing Victims, so they can gain through SUBTERFUGE and BLACKMAIL in PEACE as WAILING VICTIMS what they failed to win by VIOLENCE in WAR as MURDEROUS TERRORISTS!

    I urge the GOSL to REJECT this FALSE RECONCILIATION, which Foreign Proponents of it NEVER PRACTICED THEMSELVES in their own struggles for survival, and to PUNISH all past, present and future terrorists without FEAR!

    REPEAL the 13th Amendment that ENCOURAGES the REVIVAL of the separatist stuggle for Eelam and ENFORCE STRICTLY the Laws of Our Country, under the 6th Amendment to our Constitution, against TREASON!

    The “Missing” mine detectors that Shenali mentionsin this article, can be used to detect and recover buried mines that can be REDEPLOYED ELSEWHERE against the security forces by LTTE-ers.

    The security of military equipment, including mine detectors is an important issue that the GOSL should pay close attention to.

    ANY UNAUTHORIZED PERSON found in possession of these items should be PROSECUTED AS A TERRORIST under the Prevention of Terrorism Act (POTA)!

    Attempts to revive Tamil Tiger terrorist organization in Sri Lanka surface

    Apr 12, Colombo: Sri Lanka’s military authorities say there is a renewed attempt to revive the defeated Tamil Tiger terrorist organization Liberation Tigers of Tamil Eelam (LTTE) in the North to launch another phase of its struggle for a separate state.

    The military in a statement reveled that information on several key suspects who were leading the campaign for resurgence of the LTTE surfaced in the general area of Pallai in the Jaffna Peninsula.

    Investigations into the activities of former LTTE operatives have resulted in several arrests which in turn have led to recovery of arms, ammunitions, explosives and other material that were in their possession.

    Investigations have revealed that the local group was functioning under the instructions of Europe-based LTTE leaders Nediyawan and Vinayagam who were preparing the ground for another armed struggle.

    Immediate objectives of the local group included the recovery or war like material dumped by the LTTE during retreat, re-establishment of LTTE intelligence network, regrouping of the potential cadre including those rehabilitated, collecting information on potential targets including in other provinces, the military said.

    Military Investigations have revealed that the funds for the subversive activities came from Europe using an illegal money laundering scheme in the subcontinent known as Hawala system. It has been found that many safe houses, vehicles and other resources required for resurgence of the LTTE had been procured by the suspected LTTE leaders using this money.

    Three local leaders in the attempted resurgence of the LTTE were identified as Sundaralingam Kajeepan alias Thevihan, who was involved in aerial attacks on Anuradhapura Air Base and Kollonnawa Petroleum Storage in year 2007, Selvanayagam Kajeepan alias Gobi, and Navarathnam Navaneethan alias Appan.

    All three LTTE operatives were shot dead by the security forces during the Thursday night’s search operation in the general area of Nedunkerni in Vavuniya.

    Investigators have trailed the three suspects and made several arrests of second and third level cadres who were under the command of the three leader. However the main three had remained elusive.

    On March 13 when a team of police and army officers zeroed in on Gobi, the leader, who was taking shelter at the residence of the Tamil activist Balendran Jeyakumari, shot at the police and escaped.

    A search in Jeyakumari’s residence had found A Menelab F-3 type mine detector, and therefore, Ms. Jeyakumari was placed under arrest on suspicion of aiding and abetting Gobi in his activities.

    The general area where the three leaders -Thevihan, Gobi and Appan -were hiding was identified. On 10 April 2014 troops in a search operation in the jungle area off Padaviya recovered four backpacks containing rations, medicine, cloths, and other items believed to be used by the suspects.

    The troops have surrounded the identified area and in the early hours of Friday, April 11 the three armed suspects who attempted to escape the area clashed with the troops in the cordon. All three were killed and two of the dead were later identified as Thevihan and Gobi. The third is yet to be identified, but is believed to be that of Appan.

    Sri Lanka police said 65 persons including 10 women were arrested in the past month under suspicion of attempting to resuscitate LTTE. Sri Lankan authorities recently arrested a senior LTTE cadre called Subramaniam Kapilan a.k.a. Nandigopal when he arrived at the Colombo airport following his deportation from Malaysia.

    The government on April 01 banned the LTTE and 15 other Tamil diaspora groups that are alleged of having terror links and involved in reviving the terrorist movement in the country.

    Military Spokesman Brigadier Ruwan Wanigasooriya said a volume of information on the whereabouts of the suspects came from the local people who did not approve of any attempt of resurgence of the LTTE and the information helped immensely in the investigations.

    Judicial inquiry into the Friday’s incident is in progress, the Spokesman said.

    Apr 12, Colombo: Following Friday’s confrontation between the security forces and LTTE operatives in Vavuniya, the Sri Lankan government emphasized the need to maintain the presence of troops in the North.

    President Mahinda Rajapaksa’s special envoy on human rights and Government Minister Mahinda Samarasinghe said yesterday’s incident has underscored the need to keep the military on alert.

    Speaking to media after meeting with the chief prelates of Asgiriya and Malwatte Chapters in Kandy on Saturday, the Minister said the Friday’s incident, where three LTTE operatives were killed by the security forces during a fierce clash, proves that Sri Lankan government has taken the right decision to keep the troops in the former war zone.

    Sri Lankan Army teams searching for LTTE operatives including the escaped LTTE suspect Gobi confronted the suspects early Friday in the North. During the clash the army shot and killed the three LTTE suspects.

    Minister Samarasinghe said at the United Nations human Rights Council (UNHRC) session in Geneva last month many western nations criticized the government for keeping troops in the North five years after the war ended and requested the Sri Lankan government to reduce the military presence in the North.

    However, yesterday’s incident shows to the international community, that the government took the right decision to maintain troop presence, the Minister said.

    He said the Sri Lankan government will not resort to measures to jeopardize country’s national security within a short period of 4 – 5 years.

    Reiterating the call made by External Affairs Minister Prof. G L Peiris, Minister Samarasinghe said that Sri Lanka would not cooperate with the UNHRC in implementing the resolution adopted last month since Sri Lanka has no confidence in an international investigation to be conducted by the UN High Commissioner for Human Rights.

    Hhawala is the is the system used by Indian imperialists to transfer wealth from their colonies to India and among the colonists and other countries. It happens today and it is how Indian intelligence service the Third Eye pay others. Indians are the leaders in this game. The Indian merchants in Colombo uses it today. My brother went to India in late sixties and went and saw an Indian merchant in Sea St. He handed him the money and in return the merchant tore of a piece of news paper and wrote something gave it to him. He was to hand it over to shop keeper in Madras. He was in Madras the next day and got the equivalent in Indian rupees. Madras shop keeper had the other piece of the news paper cutting.

    Where is our Sri Lanka Broadcasting Corporation (SLBC)? Every time I listened to the “NEWS” it always starts with some statement made by the the President, that too not in relation with the any of our latest situation developing in the North or at least the “Fishing War” conducted by the Tamil Nadu.

    We know the foreign news analysts listen to our main head line news and prepare their dossier. That is why we must release the correct and newly developed situations in the country. So far I have not heard this news of “Gopi & Co.” and the arrest of the three in Mannar and other arrests(60 odd in numbers) for questioning on related security breaches. These “GOONS” who manage these news outlets are licking the boots of the “Big Wigs” and make a luxury life than getting active in safeguarding the interest of the country. Why can’t they tell the story to the world? Fortunately we have some internet outlets who speak boldly and relay the real news to the world and we are indebted to such people.

    We never learn.

    The alleged drug kingpin who was released from police custody for being seven minutes late to the hearing that would extend his detention period has departed to Sri Lanka, Haveeru has learnt.

    Haveeru is aware that the man departed sometime last week. However, the reason for his departure remains unknown and the police refuse to comment regarding the matter.

    The police did not reveal any details regarding the detainee who was released for being late to court. But Haveeru found out that the detainee was an alleged drug kingpin who was arrested in December 2013. Upon searching him, police had discovered large quantities of drugs on him and a search in to his apartment led the police to discover even more drugs. MVR 150,000 was also found in his apartment.

    A police spokesperson said that the detainee in question was released “after a court order”. Reportedly the police had tried obtaining a court order to bring him in to police custody again. However, the court had refused to oblige, citing that the man had to be released due to police negligence.

    Even though the police maintain that the alleged drug kingpin was released after a court order, the police had failed to take him to the court before his detention period expired. The police had released the man before he could appear before a judge.

    The man had to be appear in court before 2:46pm on April 1. However, the police had taken him to the court at 2:54pm.

    According to the constitution, a person can only be detained with the police for longer than 24 hours with a court order.

    The High Court had once ordered the release of a man who had been arrested with two kilograms of drugs by raiding his office without a warrant. The Criminal Court too had once discarded all evidence that had been gathered by raiding a house five minutes prior to the time specified in the warrant.

    A convicted drug kingpin, Ibrahim ‘Shafaa’ Shafaz is also currently in Sri Lanka.

    He had left citing medical reasons whilst he was serving his sentence. However, no member of the Maldives Correctional Services had accompanied him.

    Shafaz has since appealed his case to the High Court. He was sentenced to 18 years of imprisonment and was fined MVR 75,000 by the Criminal Court.

    Shenali: You mentioned an operation of money transfer method- called “Hawala Money Transfer”.

    I have a friend who receives money from his son employed abroad in a European country. He tells me that his son send money through a company engaged in “Financial Services” including money transfer. He deposits foreign currency in this Company who gives the promise in writing, to make available the equivalent in Sri Lankan currency within 24 hours at the designated “commercial Bank” (no transactions are done through Govt. Banks) account. As promised my friend’s account is credited with the promised sum of money. How this is done? The “Financial Services” company directs its “Agent” based in Sri Lanka to deposit the equivalent cash to the named account and the whole deal goes through without a hassle. I then asked a “Bank Official” whether the receiving bank undertakes any checks, such as the identity of the depositor, the reason for such deposit etc, on the deposit this “Agent” has made to the account. The answer was “NO”. Why the money was deposited and from whom or where the money was received are not their concerns.

    Now my question is: Has this foreign “Financial Services” company sent actual “Foreign Currency” deposited by my friend’s son to Sri Lanka? As per the “Bank Official” we don’t know. Or is this transaction a case of “Money Laundering” meaning “You (the Agent in Sri Lanka) pay your money and we (The Financial Services Company) will credit your account with the “foreign currency”.

    Is this a proper way to receive money in Sri Lanka? OR is this the system called “UNDY”( a Tamil terminology) most popular among the Tamil community? This is how we lose the deposits in Foreign Currency and encourages “Money Laundering” and also another system of “collecting funds” for various activists based abroad.

    Again we never learn or care to learn.

    The question here is after 30 years of continuous war with the world’s most deadliest terrorist organization. After they defeated the Indian Peace Keeping force and killed 1600 soldiers. After the LTTE took the war OUTSIDE of Sri Lanka and assassinated India’s Prime Minister on Indian soil. After FOUR YEARS of relentless and aggressive attempts by the same Tamil Diaspora that supported the LTTE and then launched an equally relentless attack using the UNHRC didn’t anyone in power in Sri Lanka be they the SIS or the Rajapakse Government even entertain the notion that out of the 300 thousand Tamils saved maybe just maybe a good portion of them could possibly be LTTE members who will try to resurrect terrorism.
    Oh I forgot. After Karunanidhi resurrected TESO, after Jayalalithaa openly screamed out that she intends to resurrect the concept and formation of Eelam did anyone in Sri Lanka even entertain that the Sri Lankan Tamil population maybe harboring a good number of terrorists hell bent on bringing back terrorism to Sri Lanka. I certainly did since the day the war ended.

    Tamilians now HATE SL even more. Make them LEAVE SL for good never to come back. Tamilians say this LTTE revival is a COOKED UP story to harass Tamilians!! SO BE IT. We don’t care. Tamilians are always a threat to SL. STOP threatening SL and you will be safe. NOT otherwise.

    The Sri Lankan law enforcement authorities will seek Interpol’s assistance to nab the LTTE leaders operating from foreign countries to revive the defunct terrorist outfit in the island, police media spokesman SSP Ajith Rohan has said.

    Investigations have revealed that the three LTTE operatives, who were recently killed in a clash with the army in the North, were functioning under the instructions of Europe-based LTTE leaders Nediyawan and Vinayagam who were preparing the ground for another armed struggle.

    Police media spokesman has said that an Interpol red notice has already been issued to arrest Vinayagam and an arrest warrant would also be obtained from courts for Nediyawan.

    The government on April 01 banned the LTTE and 15 other Tamil diaspora groups that are alleged of having terror links and involved in reviving the terrorist movement in the country.”

    Not true. Currently, if you are Tamil, you can get everything done faster than Sinhala,
    You go to Bijjeswaran, Douglas D , KP and many more. They LOVE to live in Sri Lanka and complain to the whole world.

    Don’t allow the BRIT DIVIDE & RULE’ operations to continue in the ex-colonies.

    When a country is divided, Britain rules the ex-colonies. India is moving forward, Sri Lanka should too. Tamil Nadu is the bug in the sandwich between Delhi & Colombo.
