සරසවි සිසු උද්ඝෝෂණයට පහරදීම

මහින්ද රාජපක්‍ෂ ශ්‍රී ලංකාවේ හිටපු ජනාධිපති
ශ්‍රී ලාංකීය සරසවි අරගල ඉතිහාසයේ ආණ්ඩුවක් විසින් සිදුකරනු ලැබූ මිලේච්ඡතම පහරදීම ලෙස ඊයේ සරසවි සිසුන්ට එල්ල කරනු ලැබූ ප්‍ර‍හාරය ඉතිහාසයේ සටහන් වනවා නොඅනුමානය. පාකිස්ථානයේ සංචාරයක නිරත මා එම පහරදීම් අතුළත් සමහර දර්ශන නැරඹුවේ දැඩි කම්පනයෙනි. තිරස්චීන පහරදීම මුළුමනින්ම හෙළා දකිමි. නිදහස් අධ්‍යාපනය සුරැකීම සහ ඒ වෙනුවෙන් දළ දේශිත නිශ්පාදිතයෙන් 6%ක් වැය කරන බව සපථ කොට බලය ලබාගත් ආණ්ඩුවක් යටතේ නිදහස් අධ්‍යාපනය සුරැකීම සඳහා අරගල කරන්නට සිදුවීම එක් අතකින් විකාරයකි. ලිච්ඡවී ප්‍ර‍තිපත්ති මත රට පාලනය කරණ බවට පොරොන්දු දුන් පාලකයින් විසින් එම සිසුනට වනචාරී ලෙස පහරදීම අනෙක් අතට ඛේදවාචකයකි.
රටපුරා වෛද්‍ය ශිෂ්‍ය ශිෂ්‍යාවන් තම ඉගෙනුමෙන් ඈත් වී දැනට අඩවසරකි. වෛද්‍ය වෘත්තිකයින් තම අනාගත වෘත්තීය ගරුත්වය වෙනුවෙන් ආණ්ඩුවට අවසන් අණතුරු ඇඟවීමද කර තිබේ. මේ පසුබිම යටතේ පාලකයින් සිදුකල යුත්තේ වෘත්තිකයින්ට අපහාස කිරීම හා අවලාද නැගීම නවත්වා, සිසුනට තිරිසන් සතුන්ට ලෙස සැලකීම නවත්වා, වහාම අවසන් විසඳුමක් වෙනුවෙන් දෑත් දිගු කිරීමය. සාකච්ඡා මාර්ගයට පිවිසීමය.
මරාගෙන මැරෙන ත්‍ර‍ස්තවාදය සමඟ අවසන් විසඳුම සාකච්ඡා මේසය බව එකල අපට ඒත්තු ගැන්වීමට උත්සාහ ගත්ඇතැම් දේශපාලඥයින්ට සරසවි සිසුන් මරාගෙන මැරෙන ත්‍ර‍ස්තවාදීන්ටත් වඩා දරුණු පිරිසක්ලෙස පෙනීම තේරුම්ගත හැක්කේ කෙසේද?සෑම ප්‍ර‍ශ්නයකටම විසඳුම කල්මැරීම තම ප්‍ර‍තිපත්තිය කොටගත් ජනාධිපති, අගමැති ප්‍ර‍මුඛ සමස්ථ ආණ්ඩුවට මා අවධාරණය කරනුයේ වෛද්‍ය අධ්‍යාපනයේ අනාගතය නිරෝගී කිරීම සඳහා සිසුන්, විශ්වවිද්‍යාල ප්‍ර‍ජාව සහ වෛද්‍යවරුන් සමඟ වහා සාකච්ඡා මේසයේ අසුන් ගන්නා ලෙසයි. ඔබේ ප්‍ර‍මාදය, රටද, අධ්‍යාපනයද, අරාජිකත්වය කරා ගමන් කිරීම ඉක්මන් කරනවා නිසැකය.

මෙය සම්පූර්නයෙන්ම වැරදි ප්‍රකශනයක්. පලමුවෙන්ම රටකට පෞද්ගලික වද්‍යවිද්‍යලයක් අවශ්‍යනම් එය රටේ ජනතාව විසින් තීරනය කලයුක්තක් මිස අනෙකුත් වද්‍යවිද්‍යලවල ඉගෙනගන්නා ශිෂ්‍යයන් හෝ වද්‍යවෘතිකයන් විසින් ගතයුතු තීරනයක් නොවේ. එංගලන්තය හෝ ඇමරිකාව වැනි රටවල්වලත් මෙවැනි ප්‍රශ්න වල්දී සම්පුර්ණ තීරනය රජයවෙත පැවරී ඇත. මෙවන් අවස්තාවක විශ්වවිද්‍යාල ශිෂ්‍යයින් අධ්‍යාපන අමාත්‍යකාර්යාලයට කඩාවැදී රජයේදේපල විනශකලහොත් වැරැද්ද කාඅතේදකියා දැනගැනීමට මහදැනමුත්තා අවශ්‍ය නොවේ.

The whole statement is a gross exaggeration. In this case government did not treat these “invaders of a government office” as suicide murderers like LTTE, although everyone knows this government’s sympathetic treatment against ex-LTTEres. Furthermore , these students are acting to satisfy a set of politicians who are aspiring to come to power by sacrificing the young people’s lives, like what happened in 1971 and 1989. If such invasions of private and government property is allowed how could one run a country? Furthermore, having a private Universities for people who are economically better off and to earn foreign exchange are very good economic ventures which shall be encouraged.

These students are no-longer fighting against the allegedly poor standards of instruction and practical experience of SAITM graduates, but for eliminating private medical colleges altoget her from Sri Lanka.
So, we have to ask whether there is a rational reason unrelated to political consuderations behind this demand.
I attended the Engineering Faculty of the University of Peradeniya in my youth, as resided at Jayatilleka residence hall for 3 years as a stdent and at Akbar Bell residence hall for 2 year as an instructor. During that time I was fortunate to get to know many worthy students from homes far less affluent than mine and to appreciate that intrinsic merit is independent of our material wealth. Some of them came from mud-walled village homes and utterly poor families and could hardly afford to pay their dormitory fees, which others of us from the Buddhist Circle at the Hall paid from charianle collections. These students were often the first from their families to make it to university; in them resided the hope of their families to escape from poverty and live the decent and secure life that newly independent Sri Lanka had pledged to deliver to its unprivileged masses.
These experiences had an enormous beneficial impact on my political outlook, giving rise to a conviction that Sri Lanka MUST BE GOVERNED in a way to PRIMARY BENEFIT it’s previously dispossed citizens. It is from this realization that I SUPPORT COMPULSORY FREE PUBLIC EDUCATION in Sri Lanka WITHOUT RESERVATION. For most Sri Lankans, a quality EDUCATION is the ticket to a good rewarding life; Thetefore it is INCUMBENT upon us to provide it FREE to all who desire to learn.
My view of the current debate on private medical education in Sri Lanka is conditioned by this view. However, having lI’ve in the USA for many decades, I also see quality university education being delivered in the USA by both state and private institutions. Usually, richer families send their children to prestigious, but costly, private universities while others send their children to statell universities that are rither free or charge low fees.
Unlike in Sri Lanka where the MBBS degree is a first degree, a medical degree in the USA is a post-graduate degree beyond a Bachelors degree. It costs about 35,000-60,000 USD for each year of Medical School and most doctors graduate with over 150,000 USD in debt irrespective if whether they attend State medical schools or Private medical schools. Thetefore, in medical education there is largely NO DIFFERENCE either in QUALITY of INSTRUCTION or in the COST OF EDUCATION between State and Private schools.
Therefore, in Sri Lanka as in the USA, there is NO REASON why QUALITY cannot be maintained in BOTH PRIVATE & GOVERNMENT COLLEGES. Only STANDARDS should be ESTABLISHED and OVERSIGHT maintained by both the PROFESSIONAL standards setting associations with OVERSIGHT provided by the Government which registers doctors and issues licences to practice.
What remains, therefore, is the ALL IMPORTANT QUESTION of COST and it’s impact on who can afford to get admitted to a medical college. In this, I advocate that Government Medical Colleges remain FREE OF COST to students while Private Medical Colleges are allowed to charge fees to cover their costs snd a reasonable profit. However, this is likely to create a private medical education industry that charges large fees that can only be afforded by rich families. In time, this could lead to.most doctors coming from rich families able to afford private medical colleges. That would lead to a bifurcation in society with the rich able to get richer; not a very pleasant prospect in Sri Lanka in which most people are of modest means.
THIS FEAR OF private medicsl education becoming the impetus for the creation of a BIMODAL DISTRIBUTION OF WEALTH in Sri Lanka is at the ROOT of the current opposition to private medicsl colleges.
It is a VALID FEAR that should be addressed.
Given that medical school admission is a bottleneck to the aspirations of many students, rich and poor, who cannot get a place in government medical schools, and that the government does not have the money to create more government medical schols, I propose the following solution:
1. Let private medical schools be created subject to National Standards and Registration/Licensing requirements equal in all respects to those imposed on government medical schools.
2. Let the doors to the Private Medical Schools be required to be as open to ALL STUDENTS on the basis of academic MERIT and without regard to COST, by requiring the private medical colleges to partly fund scholarships through their PROFITS while the government funds the remaining part. Government OVERSIGHT of the ADMISSIONS process through merit and means testing should ensure that POOR students benefit MORE than rich students to PREVENT degeneration of the system into one that benefits only the RICH.
In this way, we can ADDRESS the VALID FEAR of the poorer families, the vast majority of our citizens, that private medical colleges would PRIMARILY & UNFAIRLY benefit the RICH & POWERFUL in Sri Lankan soviet to Seize and Consolidate their hold on the medical profession.

AGREE with the comments above.
But MR is CORRECT that the govt. should NOT attack UNARMED CIVILIANS like animals. This happened in Rathupaswella in 2013 and now 4 police and army people are charged for murder. They are in remand. That also led to MR’s defeat in GAMPAHA DISTRICT.
ALL these attackers in police and STF uniform must be punished. The POLITICIAN behind this must also face punishment.
WHO ORDERED the STF to attack students? PUSHING them OUT of the building would have worked just fine.

MR is fishing in troubled waters. These students will not settle for anything other than abolishing SAITM. There will be no solution if the GOSL show any leniency.
Agree with Ananda’s proposals. There should be a limit to the fees to be levied and part of the fees of poor scholarship holders should be paid by the government.

I agree with most of MR as he was a man who was selected above Ranil and voted in by India in 2005 but turned against India. I do not agree with his statements here.

Where were you when SAITM started its Medical Faculty?
India and Indian Colonial Parasites know when to attack by getting Sinhalese to fight among themselves. This is a classic example of India getting subjects of its colonies to fight among themselves. India and Indian Colonial Parasites going to be the winners whether SAITM get the nod or not. If it gets the Approval I have heard there are more than a dozen entities wanting to start private medical schools. They all got Indian interest except one.
A Sinhalese man Dr. Neville Fernando spend so much time and money to set up this project which would have helped a lot of Sinhalese. Specially those who want educate their children locally. A Sinhalese medical student in Bangladesh has been raped yesterday. Dr. Neville could have stayed in Australia and or gone to USA to make more money Instead he came back from Australia with machines and ovens to make ceramics. India and Indian sponsored terrorists (JVP) and mislead professional (GMOA) will do the job for India. That is genocide of the Sinhalese.

As Patriots had requested, Derana TV 6.55 News today (2017.6.25) broadcast a video of the Amarapura Nikaya clergy adding their voice to support the statement’s issued previously by the Siam Nikaya and the Ramanna Nikaya against the Anti-Buddhist activities of the Yamapalanaya.
As such, ALL THREE NIKAYAS have now united and joined forces to protect the Nation and our Buddhist faith.
I hope they will CONTINUE TO BE ACTIVE in supporting the RESTORATION of a PATRIOTIC government to our Motherland.
A SOLITARY statement is NOT ENOUGH; the Nikayas NEED TO BE CONTINUOUSLY INVOLVED to keep up the PRESSURE until that National Goal is ACHIEVED!
