JVP’s 3rd attempt to destroy Sri Lanka

The current Million rupees/U.S.Dollar voracious leadership of the JVP (Janatha Vikurthi Peramuna), who are alleged tohave been bankrolled by India’s RAW Agency to get its objectives of destabilizing Sri Lanka effectively achieved, has shamelessly shed the ideological stands of its leaders Rohana Wijeweera and Somawansa Amaeasinghe and has become a surrogate of the reactionary UNP and the terrorist proxy TNA.   It has undertaken the contract of implementing the TNA-UNP (Singapore) Pact signed by Sumanthiran and quisling Mangala under the auspices of GTF (the Global Tamil Forum).in 2013 well ahead of regime change drama carried out in Sri Lanka.

The 10 points Singapore agreement specifically stipulates under points 4 and 5 that 4). The Executive Presidency shall be abolished and the form of government shall be Parliamentary, and 5) The pluralist character of Sri Lankan society as well as identities and aspirations of the constituent peoples of Sri Lanka shall be constitutionally recognised.

It is to fulfil these conditions in the Singapore Agreement the JVP has taken steps to bring forth an amendment to the constitution, the 20th amendment to abolish the executive presidential system without annulling the 13th amendment.  It is by abolishing the Executive Presidentia System these conditions Nos. 4 anf 5 can be umplemented without any hindrance.  This is the 3rd JVP attempt to destroy this country.

JVP’s this despicable move has come under severe condemnation from the politicians, academics, scholars, professionals and other segments of the patriotic society.  They strongly oppose this JVP move and point out that the abolition the executive presidency would result in the 13th amendment forcibly imposed by India becoming empowered and the powers of the government becoming severely diluted.

Justifying their arguments they point out that :

  • 13th A is an Indian concept imposed on this country under much repression of opposition and under emergency regulations
  • It established 9 provincial governments, diluting the powers of the central government federalising the country into 9 provinces and delegating the powers of the executive to 9 provincial governors.
  • It brought the legislation powers of 73 subjects under the ambit of the provincial governments – 37 subjects directly under provincial governments and 36 subjects in a concurrent list under the provincial and the central governments. These 73 subjects include Police and land distribution powers.
  • It permits provinces to merge and form single provinces.  For instance for the Northern and Eastern provinces to merge and establish the so-called Tamil homeland
  • It was under these powers vested by the 13A that Varadaraja Perumal declared unilateral independence and President Premadasa dismissed him using his Executive Presidential Powers.  Devoid of the Executive Presidential Powers Mr. Premadasa could not have dismissed Varadaraja Perumal and he would have remained as the ruler of the North-East Sri Lanka
  • It was also the Executive Presidential Powers that greatly helped to take instant decisions on the war against the terrorists and otherwise the Parliament would have delayed or hindered many war manoeuvres and the enemy forces have become privy to many war secrets.  For instance our Navy would not have been able to proceed to Indonesian sea territory to destroy the floating arms stockpiles of the terrorists.
  • Also if not for the Executive Presidential Powers the former President Mr. Mahinda Rajapaksa would not have been able to take the bold steps he took to reject outright the demands made by made by Miliband and Krouchner to stop the war.
  • The Chief Minister of the Northern Province Wigneswaran has already adopted 27 resolutions against settlement of Sinhalese in the North, construction of Temples in the North etc., and implementation of these proposals have been hindered under powers of the Executive Presidential System to prevent them getting implemented.
  • The abolition of the Executive Presidency will open the floodgates for implementation of all horrendous measures outlined in the 13th amendment against the unitary status of Sri Lanka and empower the provincial governments to adopt laws consolidating their provincial rules.

The current JVP leadership has said that none should harbour any unfounded fears on the JVP’s proposed amendments to the Constitution. The JVP Propaganda Secretary MP Vijitha Herath has said that some sections of society had sought to view his party’s proposals to amend the constitution as an attempt to weaken the executive presidency to enable a federal solution to the national problem and the amendments that they are planning to introduce would come only to effect during the times of the next President, and not during the times of the incumbent president’s period. Many wonder if that is so, why they are in a hurry to introduce this amendment now itself and on whose instigation?.  JVP Leader Dissanayaka has said that his party planned to present the 20th amendment to Parliament as a private members’ motion on April 19, but it had been delayed as President Sirisena prorogued Parliament in a bid to settle the internal conflict of the SLFP. Dissanayaka has said President Sirisena had come to power, promising to abolish the executive presidency, but had not taken any action to present an amendment to the Constitution to do so. As a result, the JVP had decided to present the 20th Amendment to the Constitution as a private members motion.

The doctrinaire JVP under Rohana Wijeweera and Somawansa Amaeasinghe sternly opposed the imposition of the 13th amendment in 1987 and called for protests all over the country under which termed as JVP’s 2nd rebellion,  over 60,000 misguided youth in the South lost their lives prematurely and the country was engulfed in a horrendous period for several years under which the JVP brutally killed nearly 7,000 persons including 24 buddhist monks,, 2 Catholic priests, 3210  Informants, 1735 Government supporters  487 Government servants, 52  Educationists   (Including 50 Principals, a vice chancellor and a University professor) 70 Politicians (35 were leading politicians),209 Security forces, 342  Police personnel, 98 Home guards, destroyed 553 CTB buses  15 CTB depots, 01  CTB workshop. 113 Government vehicles,  29  Private vehicles, 16 Trains, 12  Rail tracks. 24 Railway stations, 680   Post offices     18        Postal vehicles, 12 Telecommunication centres,01 CTO building, 84 key telephone lines, 04 Paddy collecting centres and cultivation and milk collecting centres, 73 Tea factories,  38 Estate bungalows, many   Estate vehicles, Tea leaf collecting centres, (1)Timber Corporation depots. 02 Distilleries, 03 Weaving centres,04 Building Materials Corporation units. 05 Plywood Corporation depots, 06 Cashew Corporation outlets, 07 Fertiliser Corporation warehouses, 08 Mining buildings, 09 Government schools, 132  Electric transformers , 13 Pylons, 69 Power lines, 02 Power stations, 25 Electric meters, 09 Elec-sub stations and 103 Agrarian service centres. They also attacked more than 40 Banks, 21 Government offices, and 294 Offices of Government agents. They also damaged 107 Homes of service personnel. 76 Houses of Police officers and Home Guards, 20 houses of civilians and 33 Private buildings, 05 Sarvodaya Centres and several homes of provincial council members, social centres, Trade union offices, foreign construction projects and construction centres

The late UNP MP Mahinda Ratnatillele of the Ratnapura district alleged in the Parliament that the present JVP leadership and several JVP MPs acted as Gonibilla informants during this period and betrayed their own colleagues. It should also be noted that the present JVP leadership, all born during the period between 1968 and 1970 would have undoubtedly been involved in the aforementioned destruction spree.

Political analysts point out that Ranil Wickremesinghe who has tried several times to be elected President and failed now prefers to be a Prime Minister with executive power; and  the TNA prefers a weak center which cannot control the Northern Provincial Council; are behind the JVP move.

The Executive Presidential System is not something that is unique to Sri Lanka.   It was the western powers and the Indian Hegemonists who found it as an effective slogan to use for change of Rajapaksa regime and they brain-washed Maduluwawe Sobhita thero to project Executive Presidential System as a despotic bogey and the quick remedy for the travails of Sri Lanka is to completely abolish it The seleted Sobhita thero as they preferred to entrust the regime change leadership to a reputed Buddhist monk and the thero became gullible to their sinister plans, There is room for suspicion why this thero suddenly became ill after the foreign and local quislings got their objective of regime change achieved and passed away perhaps untimely..

As per Dayan Jayatilleke, Colombo Telegraph 28th Aprl 2017 majority of countries in the world are ruled under Executive Presidential System sans a few following the Parliamentary systems.  The two most successful countries in the world are the USA and China, Both countries have executive presidential systems. The Five Permanent members of the UN Security Council: US, China, Russia, and France  ecept Britain have executive presidential systems.  Vietnam, South Korea, Indonesia and the Philippines, the continent of the Americas, both North and South, is enveloped by executive presidencies from the USA through Cuba to the rest of Latin America. The sole exception is Canada. Nelson Mandela too chose the Presidential system for South Africa

So, on a world wide scale, it is obvious that most countries, and certainly the most important ones, have opted for the executive Presidential system despite whatever the respective ideologies of those societies and governments. Whatever the ideological contrasts and swings between and within societies, these countries have opted for the executive Presidency.

Furthermore, no country which opted for an executive Presidency has opted to reverse that choice and go for a parliamentary system. If at all—as in Turkey- countries opt to move to an executive presidency, and some even to remove term limits– Nicaragua, and Venezuela.
Other than Ranil’s UNP and the TNA and now the paid agent JVP all other political parties in Sri Lanka have endorsed the executive presidential system as a viable system suitable for Sri Lanka.
The SLFP has opposed the complete abolition of the Executive Presidency.  It has said that a President should be elected directly from the public mandate with powers to protect the unitary status of the country and to keep and to protect the stability of the country especially in a situation where a large volume of power is granted to the Provincial Councils.

Reports aid that there is a rising tide of support among the former President Mahinda Rajapaksa’s grassroots supporters for the preservation of the executive presidency and many in the JO is reported to be correctly suspectin a UNP-TNA-JVP booby-trap within the ‘abolition’ bid thus both factions of the SLFP are very likely to be united” in seeking the retention of the executive presidency.

The Jathika Hela Urumaya(JHU) wants the executive presidency to be retained as a democratized” Presidential system.. It has said that if the Provincial Council system exists then it is compulsory to have a Presidency with a genuine power and .if not, there is a risk of integration and the stability of the State being damaged”.

Four parties representing the Muslims, Up Country Tamils and Sri Lankan Tamils of Sri Lanka have submitted a joint addendum to the Interim report.of the Constitutional Council strongly urging that the President should be elected by the people directly at a Presidential election fr term of five years each and the Presidential polls should be held on a fixed date.  The parties concerned were the Sri Lanka Muslim Congress (SLMC), the All Ceylon Makkal Congress (ACMC), the Tamil Progressive Alliance(TPA) and the Eelam Peoples Democratic Party(EPDP). According to the proposals submitted by the SLMC -ACMC -TPA-EPDP quartet the President will be the Head of State and Head of Government.

The leader of the National Freedom Front (NFF) MP Wimal Weerawansa has opined that the proposal of the Janatha Vimukthi Peramuna (JVP) is contracted to challenge the unity of the country and the abolishment of the executive presidency will culminate in losing the powers of the president on the provincial councils. He has stated if the executive presidency is removed without abolishing the 13th amendment, it would drag the country towards anarchy.

The Pivithuru Hela Urumaya led by Attorney at Law Parliamentarian Udaya Gammanpila has expressed stern opposition to the JVP move and has accused that it is Ranil Wickremasinghe behind this move.  It has pointed out that Ranil Wickremasinghe anticipated centralizing executive powers unto his purview by making use of the abolishment of the executive presidency.and he is acting according to the agendas of the foreign countries. It says as he lacks the executive powers and once the executive presidency is removed PM would be eagerly waiting to run the country in accordance with the whims and fancies of the foreign countries.

The General Secretary of the breakaway group of the UNP the United National Freedom (UNFF) Maithri Gunaratne has said that it is Ranil Wickremasinghe who is behind the JVP proposal since the Executive Presidental System is an obstruction for the sale of the country, for division of the country and for carrying out major robberies such Treasury Bond Scams. He has further stated that it is to carry out these activities in the forthcoming period without any hindrance the JVP proposal has been initiated.

Meanwhile, Jehan Perera, whose pro-terrorist NGO outfit is funded by the Norwegian government, and who is the recipient of substantial funding from other foreign ‘sources., has come forward to defend the JVP action and says that presently Sri Lanka has dual power centres causing unwanted problems and points out rhat at the presidential election of 2015, one of the key promises made was to abolish the presidential system and to revert back to the parliamentary system but powerful forces within the government have prevented Sirisena taking appropriate action to abolish the executive presidency.

Rajan Philips, a pro-UNP/TNA  columnist writing weekly to Sunday Island states that given the constitutional connections between the executive presidency and the provincial council system, amending the presidential system will also give the TNA the opportunity to make its pitch for addressing outstanding issues involving devolution and provincial governments. So. as per this comment it is the example of another instance of showing JVP serviyude to TNA.

From the above details it is very clear that the JVP hooligans who have now become a gang of economic terrorists who would undertake any dirty and underhand politically destructive activity have no regard abd do not are for the resulting consequences of their actions.  Therefore all efforts should made to defeat this move if it comes for a referendum and at the same time this economic terrorist group should be isolated and wiped out from the political map of this country.

    JVP is a 🐕 dog party whol licks bones of the rich and elites. They do not have any principles and policies. They are a bunch of barking dogs who barks for green bucks. They are the agents of our enemies within and abroad. They are murderers and storytellers. Nobody can forget in this country how they murdered innocent people in cold blood in 70’s and 80’s. They were worst blood suckers than blood thirsty LTTE BUTCHERS. Only way we can erase them from the electoral map is to reject their candidates in wholesale in the next general election. Do not use your valuable vote on traitors to the motherland. Anura and his clowns are the agents of the west and the Indian parasites. They are bunch of unpredictable stray dogs.

    The JVP only wants to destroy ALL other parties and gain CONTROL of the country by FAIR MEANS or FOUL.

    To that end, it will do ANYTHING. It is not bound by notions of Patriotism, Honor or Justice in its NAKED SINGLE MINDED QUEST for Power. It was so in its EARLY DAYS of the UNENDING VIPLAVAYA, it has not changed ONE IOTA from that mindset.

    It views BOTH the Unpatriotic UNP and the Patriotic Nationlist Parties, the SLPP, SLFP/UPFA as the ENEMIES it must DESTROY to gain its ends.

    It KNOWS that the UNP is the WEAKER ENEMY given its ;ack of support among the VOTERS of the Majority Community.

    It KNOWS that MR/SLPP, with or without the help of the SLFP/UPFA is the GREATER THREAT to itself, given its POPULARITY among the VOTERS of the Majority Community.

    So, it ALLIES itself, TEMPORARILY with the UNP, to DESTROY the Patriotic Forces of the combined MR/SLPP/SLFP/UPFA parties KNOWING that once it has done that, it can always DEMONIZE the UNP as a FOREIGN & MINORITY supported PUPPET.

    ALL of JVP’s SEEMINGLY CONTRARY and CONTRADICTORY actions can be EXPLAINED in THESE TERMS: its SINGLE-MINDED QUEST to HOIST itself into the DRIVERS SEAT.

    However, it does so IN VAIN, for the Sinhala Buddhist DOES NOT TRUST the JVP now. The MURDEROUS TREACHEROUS, ultimately Anti-Sinhala-Buddhist actions of the JVP in the PAST and the PRESENT are TOO WELL ETCHED in our Sinhala Buddhist minds for us to allow the JVP any opportunity to ENSLAVE US to their HIDDEN DICTATORIAL PROLETARIAT!

    Actually JVP were trying to destroy SL in another occasion.

    During the last stages of the war with Terror, they were trying to de-rail the efforts by the armed forces by staging numerous strikes all around South.

    They are paid to do so.

    JVP’s past crimes are unforgivable. JVP did more harm than the LTTE to the nation.

    However, JVP attempt to remove EP is the right thing. In 1994 Chandrika promised the JVP she will abolish EP on July 15, 1995 but never kept the promise. Mahinda (2005) and Sirisena (2015) also made this promise to win the election.

    In 2004 and 2005 JVP aligned with the PA to defeat separatist UNP. Therefore, I disagree with the writer on post-Wijeweera JVP.

    I say those who support EP are the enemies of the Sinhala nation. EP turned Sinhalese into second class citizens. Mahinda was an exception out of 6 EPs. He could have done same as PM. Legal immunity of EP is only within SL law. International law (e.g. war crimes law) offers no such immunity even to the EP. In that regard, there is no advantage in having EP.

    Dear Nizam Thank you for this article on the Stupid JVP. We can even forget their past crimes but their trying to be Mr. Cleans by accusing President Mahinda Rajapakse and his Associates for corruption is unpardonable.

    They do nothing but carry on their mud slinging campaign at President Mahinda Rajapakse above all other important issues faced by the people.

    If removing EP is to give the Supreme Court to decide on political issues rather than the President. I am against it an prepared to accept the title, ” Enemy of the Sinhala Nation”.

    As far as I know, the first two protests by the JVP were due to :

    1. In th early 1970s : The newly formed JVP protested the lack of JOBS.
    2. In the late 1980s : The early mowed down JVP protested the 13-A.

    Both requests were valid. But HOW the JVP protested is what is deplorable (to put it mildly). The JVP has lost over 50,000 of their people due to the violence they created.
    All this happened during the earlier COLD WAR times.

    The JVP has now cowed down to a whimpering, simpering group, subservient to the UNP ?

    Question to ask :
    Why were Sinhala/Buddhist rural youth sent to the then Sov Union on scholarships where attending political classes were mandatory ?
    Who sent them there ?

    Lesson Learnt : Sinhala/Buddhists & Others in Lanka (from both rural and city areas), ought not to get caught up in the divisive ploys from anywhere abroad.
    Handling the needs of large population numbers is no easy task.
    Reducing numbers through civil wars is not the answer.

    Indian court sentences two LTTE supporters for attempting to revive the terrorist outfit in Sri Lanka

    Apr 28, Ramanathapuram: An Indian court has convicted two local supporters of Sri Lanka’s vanquished terrorist outfit, Liberation Tigers of Tamil Eelam (LTTE) for attempting to revive the militant organization proscribed in India.

    The district court has convicted two suspects, who had procured cyanide capsules in a bid to revive the terrorist outfit, under the provisions of Unlawful activities (prevention) Act, 1967 and awarded them 10 years imprisonment, The Hindu reported.

    Principal District Judge A. Kayalvizhi convicted the accused K. Krishnakumar (42) and his accomplice V. Subashkaran (41) in the three-year-old case as the prosecution – the Q branch police had proved the case that the duo had indulged in unlawful activities in the State in a bid to revive LTTE.

    The judge awarded sentences ranging from six months to 10 years and said the sentences would go concurrently. She also imposed fine of INR 45,500 each.

    Krishnakumar attempted to clandestinely sail to Sri Lanka after procuring 600 grams of cyanide powder and 75 cyanide capsules on July 20, 2015, when the police intercepted his car at Uchipuli and arrested him.

    He was also found in his possession, four Global Positioning System (GPS) sets and seven mobile phones and Indian and Sri Lankan currency notes and Indian and Sri Lankan driving licenses.

    They pleaded not guilty when the judge sought their views after convicting them.

    The judge also convicted R. Rajendran (47), a Sri Lankan Tamil, cited as third accused in the case under the Unlawful Activities (prevention) Act and awarded him 10 years imprisonment. However, the court offered to clarify on the sentence when his counsel K. Thirumurugan pointed out that he was not facing charge under the Act. Otherwise, the accused was awarded five years imprisonment under the Passports Act.

    The Judge also convicted R. Sasikumar (31), a local Tamil and driver, under section 120 (b), IPC and awarded six months imprisonment. Senior counsel N. Somasundaram, who appeared for the prosecution, said a separate charge sheet had been filed in respect of the fifth accused in the case and the sixth accused was absconding.
