Watch out! LTTE is dead and gone, but the other road map of ‘Elam Enterprise’, the ‘Federal Solution’ is very much alive. Part 2

Apparently, Indian Politicians tell our government that it is not the war but power sharing is the way to solve our ethnic problem. However, very few Sinhalese believe there is an ethnic problem in this country. Tamils say there is a problem but they cannot say what it is in broad sense. I can tell you about the problems of the Sinhalese though. Tamils could buy land in both north and south but the Sinhalese cannot buy land in the north by law. No Tamil like to talk about it because they cannot deny it. If you want to know more; buy a book on ƒÆ’‚¢ƒ¢-¡‚¬ƒ”¹…”Tesawalame law’ and grasp the extent of Tamil prejudices that persists even to date.

Learned Tamils say they have aspirations. Yet, each one of them has different aspirations. Aspirations of LTTE had been Elam. As for Mr. Ananda Sangaree, he wants the minimum of Indian modal. Minister Devananda wants full implementation of 13th amendment to start with. Chief Minister Pilleyan says he wants Police powers. It all sum up to ƒÆ’‚¢ƒ¢-¡‚¬ƒ”¹…”Federal’.

Indians that ram the thirteenth amendment tell us that in India, the power is devolved sufficiently to the periphery from the time of the independence. For my point of argument right now, it makes no difference whether the unit of devolution is non-federal, federal or con-federal. What matters is; the state government of Tamil Nadu conducts all its business in Tamil language. And, its Chief Minister has much more power than just controlling its police, and land. The pertinent questions we Sri Lankan should ask is; 1. Whether, such delegation of power by the centre had fulfilled the aspirations of Indian Tamils. 2. Whether, the devolution of power lessens the Indian Tamil demand for a separate country. The emphatic answer for both these questions is ƒÆ’‚¢ƒ¢-¡‚¬ƒ”¹…”NO’.

Indeed, Tamils of India continued to agitate for a separate country after the delegation of power to their State. There are Tamil web sites that are actively inciting Tamils on how to carry on their struggle. Those web sites tell us; how they have been organizing meetings, rallies and protests for a long time to segregate Tamil region in to a separate country. As much as Kusal Perera accuses Sinhalese as nationalists, most Indian Tamil web sites accuse Hindis are nationalists. They also point out that Hindis discriminate Tamils and therefore they want separation. This allegation of ƒÆ’‚¢ƒ¢-¡‚¬ƒ”¹…”discrimination’ is a flimsy excuse to cover-up their real desire.

In 1957, the DMK had 15 seats in the then Madras state legislature. Just like today, Madras state had land powers and police powers and more at the time. Yet, many Tamil groups and individuals were not satisfied and demanded more powers. The next general election that held between February 17 and 24, 1962 stood out for a single reason: All contestants had demanded more power but DMK demand more than that. The DMK demand, “Tamil Nadu for Tamils” surpassed demands by all others. It is a demand for separation in different words. And, the DMK increased its share of seats from 15 to 50.

The cat got out of the bag. Thrilled with the electoral success, 200,000 DMK supporters said to have marched through the streets of Chennai on September 22, 1962 to a DMK rally that demanded a separate country for Tamils.

Nehru, the Prime Minister of India did the need of the hour to protect India from disintegration. The Congress had passed an amendment to the Indian constitution to ban individuals and political parties that promote separation from contesting elections. Our constitution does not entail such effective method to hold back the would be separatists. Speaker Loku Bandara said it all in few words at the Ranaweeru upahara Ulela. He said; many MPs take oaths to abide by our constitution in front of all the Party Leaders and flout it openly afterwards. TNA mps are known to have promoted Elam openly with no repercussions what so ever. We should follow the Indian example to the letter. It is a simple deterrent.

The Central Committee of the DMK met at Royapuram on November 3, 1963, and unanimously voted to drop its demand for independent Dravida Nadu, if not they could not have contested the elections. Though DMK choose to contest elections, many others such as poet, Durai Manickam choose not to contest elections. They continue to date to organize public meetings in view of agitating for a separate country for Tamils.

In 1991, there had been a bitter dispute among Dravidians for rights of the water of Cauvery River. The Supreme Court of India ordered Karnataka State to issue a specific amount of water to Tamils of Tamil Nadu. Mr. Bangarappa, the Chief Minister of Karnataka not only refused to abide by that order, but organized a state wide strike against that order on December 13, 1991. Readers may recall how LTTE had arrogantly shut down water gates at Mawil Aru annicut in June 1996.

Imagine our plight, had the 13th amendment being implemented in full with police and land powers vested with the Provincial governments and Peripaharan had been the Chief Minister. It could have been worst, if North and East is a single province. Could we imagine the situation, had NE been handed over to LTTE for ten years as ChandrikaK proposed? Indeed we are fortunate that LTTE had rejected all these idiotic offers. It would not be our Supreme Court but earlier said vultures of the INGOs and NGOs or Neo-Liberals of the West that set to rule over the dispute. No doubt they would have a permanent job here as arbitrators.

Now that the war front is dead, afore said clique would aim to revive ƒÆ’‚¢ƒ¢-¡‚¬ƒ”¹…”Enterprise Elam’ through different roadmaps. The westerners would pump more money and the NGO and INGO vultures would continue their disinformation front to grab more dollars. They are not the only ones that involve in this conspiracy.

At the beginning of this year, when LTTE was more than half beaten, some UNP leaders had said; “LTTE is invincible and therefore we should not fight but negotiate with them”. National organizer of UNP S.B.Dissanayaka wrote hundred and one reasons to support such defeatist theories in his Lakbima column. Indolent Kiriella said; any fool could wage a war. Ravi Karunanayake had remarked that dim-witted phrase to undermine our forces. He said; “they are going to Pamankada, and not to Alimankada.” “They are going to madawachchiya, and not to Kilinotchchiya.” Readers should decide whether these people are simply greedy for dollars or antinational as NGOs and INGOs are.

Many other UNP pundits had warned us; India would save LTTE at the last leg as they did in 1997 and we could never win this war. Little they realize that India saved LTTE last time because they thought LTTE could be tamed and forced for a settlement. Later, India realized; LTTE would not settle for anything but Elam. India knew; if Elam is established in Sri Lanka that would be the beginning of the end of India. Every single Indian knows that Elam anywhere would encourage the separation movement in Tamil Nadu. Only, UNP pundits seemed to have been lost about this fact.

To ascertain the depth of Tamil nationalism in Tamil Nadu, one only has to visit at least some web sites of the Indian Tamils. Indian Tamils accuse Hindis for ganging up to discriminate them in a far worse tone than Sri Lankan Tamils accuse Sinhalese. Hence, one need not be a genius to visualize why India allowed us or rather wanted us to eradicate LTTE. India had not compelled us to give a respite to the war let alone put a stop to it. Sooner our foolhardy JVP politicians that criticize India understand this, the better for Sri Lanka.

LTTE and the Indian Tamil separatists have one single strategy. They want Elam in Sri Lanka to start with, and a grater Elam to include Tamil Nadu thereafter, and the Dravida Nadu and so on after that. When India rammed the 13th amendment, Peripaharan realized the Indian aim is to deny Elam. That episode thought LTTE one thing; if they are ever to realize Elam, they had to destroy the one that stand on their way – Prime Minister Rajeev Gandhi. That perhaps is our fortune and LTTE’s misfortune – India can never pardon the killers.

Hence, we have to understand that India prefers to limit our devolution to less than the 13th amendment; never mind what they say in public. No country in the West appreciates this posture of India. They wish India compels Sri Lanka to go for a con-federal constitution. But, no western country could force its will on India for they want India to be the bulwark against China. So, Westerners dare upset India’s strategic thinking or let it fragment.

Indeed, if not for the Indian factor, westerners would have imposed a Kosovo type solution on Sri Lanka by now. They want to do that not because they love Tamils but because they abhor Sinhala Buddhists. As long as we handle our foreign relations prudently and particularly the India factor, threats by westerners would turn out to be mare woofs. We are very fortunate for Rajapakse government had identified who our true friends are.

I am not denying for a moment that Sinhala Buddhists are not nationalistic. They are as much nationalistic as Hindis in India or Japanese in Japan or French in France. For one thing, Sinhalese must understand that Tamil separatism has nothing to do with Sinhala nationalism or Hindu nationalism. It has everything to do with the Tamil nationalism and Tamil desire to have a separate country. Let us face the reality; over seventy million Tamils the world over want a country of their own. That is the crux of the matter.

Unlike Wickramasinghe, former president JRJ knew this very well. He knew Sinhala nationalism has nothing to do with Sri Lankan Tamil demand for separation. That is why; he pursued to defeat Tamil separatists after they rejected his overtures for a settlement. India forced him to cease his military campaign when he was just about to rid the separatists. Notwithstanding that fatal mistake by Indians, Rajeev Gandhi would have been very much alive today.

Americans knew that Peripaharan and his residue of cohorts were in the safe zone hidden among civilians. They knew that either they will be killed or caught alive be hanged. For an ulterior motive, they did not want the killers to be killed. Americans told us to let LTTE leaders surrender to a third party, but they had not suggested Saddam surrender to a third party. To understand the hypocrisy of the Americans better, we should get them to answer just one question: If Bin Laden ever get in to Peripaharan shoes, would Americans allow him to surrender to a third party. No.

Yet the NGO vulture Johan Perera has written a long write-up to advice Sri Lanka not to upset the Americans; shame on you, the dollars shark. Another LTTE backer, Thisaranee Gunasekara frets us on the perils of LTTE going underground to wage a protracted guerilla war from Mulativu jungles; what a laugh. We should just ignore these parasites.

Indians had rammed the13th amendment as the solution to correct the so-called injustices to Tamils. We remember all and the sundry have said; a solution is found at long last. In spite of Indian guarantee, the13th amendment had not stopped the demand for separation. Not just those that rejected it like LTTE, but those that accepted it also started to demand more and more. Tamils have become masters of the theory of ruse; accept what is offered and start demanding more.

We are fortunate we have a President who understands the Tamil game. We are fortunate we have a secretary for Defense who understood that LTTE could be beaten. We are fortunate we have an army commander who is resolute to wipeout all traces of LTTE from the face of Sri Lanka. took part these three personal for saving Sri Lanka.

Now that LTTE is wiped out, it seems NGOs, INGOs, evangelists, neo liberal of the West aim to achieve their goal through a different roadmaps. Their goal is the same, only the method is different. Their tactic is to create a federal state in Sri Lanka in the short run and a Tamil Elam in the long run. They try to pacify us saying; if we were to devolve power to Northern and Eastern provinces beyond the 13th amendment, then the demand by Tamils for separation would die out. That is an incorrect assumption, and the Indian example is the best proof.
