Radhika’s R2P plot to save Prabhakaran sinks in Nanthikadal

After accusing Rajiva Wijesinghe, the former head of the Peace Secretariat, viciously, branding him as a ƒÆ’‚¢ƒ¢-¡‚¬ƒ…-near-racist ƒÆ’‚¢ƒ¢-¡‚¬ƒ”š‚¦.ranting and raving about ICESƒÆ’‚¢ƒ¢-¡‚¬ƒ”š‚ and constructing ƒÆ’‚¢ƒ¢-¡‚¬ƒ…-fictionƒÆ’‚¢ƒ¢-¡‚¬ƒ”š‚ and ƒÆ’‚¢ƒ¢-¡‚¬ƒ…-a narrative for Sinhala consumptionƒÆ’‚¢ƒ¢-¡‚¬ƒ”š‚ƒÆ’-¡ƒ”š‚  Radhika Coomaraswamy, Under-Secretary General for Children at War, now pretends as if there was no intention on the part of ICES, herƒÆ’-¡ƒ”š‚  main political base, to initiate international intervention, using the doctrine of Responsibility to Protect (R2P), to save the fascist LTTE leader, Velupillai Prabhakaran, who was on the phone to K. Pathmanathan (ƒÆ’‚¢ƒ¢-¡‚¬ƒ…-KPƒÆ’‚¢ƒ¢-¡‚¬ƒ”š‚), urging him to mobilize the international community to save him. Following this order ƒÆ’‚¢ƒ¢-¡‚¬ƒ…-KPƒÆ’‚¢ƒ¢-¡‚¬ƒ”š‚ was on the phone to pro-Tiger capitals (e.g. Oslo, London etc) to drum up-international support to save the Tigers who were on their last legs.

RadhikaƒÆ’‚¢ƒ¢-¡‚¬ƒ¢-¾‚¢s international network of INGOs and NGOs too joined in this mission not overtly but covertly. Massive international pressure was mounted in the last stages when the anti-Sri Lankan forces in NGOs realized that their ƒÆ’‚¢ƒ¢-¡‚¬ƒ…-diabolical plotƒÆ’‚¢ƒ¢-¡‚¬ƒ”š‚ (Radhika), hatched from the days when she and Neelan Tiruchelvam were heading the ICES, was about to be smashed by the advancing Security Forces.

Keeping Velupillai Prabhakaran alive was the only leverage they had to force the Sri Lankan government to give into their demands of greater power and territory to her tribe only ƒÆ’‚¢ƒ¢-¡‚¬ƒ¢¢”š¬…” an agenda , defined and wrapped in sophisticated theories by the ICES and allied NGOs. Removing Prabhakaran from the political equation meant the end of their political dreams. So she manipulated behind the scenes to activate her international network and her political base at ICES to use R2P as a weapon to stop the advance of the forces heading to defeat Prabhakaran.

The Security Forces defeated not only Prabhakaran at Nanthikadal but all the international forces in the NGO network of Radhika. Faced with ƒÆ’‚¢ƒ¢-¡‚¬ƒ…-the heroic triumphs in the victory against the LTTEƒÆ’‚¢ƒ¢-¡‚¬ƒ”š‚ (Radhika).she is now retreating, taking cover behind nice phrases. She says now: ƒÆ’‚¢ƒ¢-¡‚¬ƒ…-There was absolutely no desire on my part or Rama Mani (her house-keeper at the ICES in her absence) or ICES to bring in UN peacekeepers, or international intervention or anything of that sort. The ICES activities, I gather, were only an attempt to be part of the international conversationƒÆ’‚¢ƒ¢-¡‚¬ƒ”š‚¦ƒÆ’‚¢ƒ¢-¡‚¬ƒ”š‚¦ƒÆ’‚¢ƒ¢-¡‚¬ƒ”š‚¦This attempt to be part of an international conversation was made into a diabolic plot by those with a paranoid state of mind.ƒÆ’‚¢ƒ¢-¡‚¬ƒ”š‚

Here she pretends to be Mother Teresa who was only trying to make small talk, over a cup of tea, about the greatest historic event in the living memory of all Sri Lankans. Having failed in all her attempts to stop the war she is now trying to downplay the interventionist role she was activating by revving up all the engines of the international chain of NGOs. The anti-Sri Lankan foreign forces were gathered at all levels ƒÆ’‚¢ƒ¢-¡‚¬ƒ¢¢”š¬…” from the highest vantage point at the UN to street level demonstrations in Western capitals. Hidden behind the screen of the UN Radhika was playing her own part.

Her hidden role is exposed if you can guess the guest whom she invited for tea and sympathy at the ICES: itƒÆ’‚¢ƒ¢-¡‚¬ƒ¢-¾‚¢s none other than her close ally in the R2P plot, Gareth Evans. As the head of the International Crisis Group (ICG) he was the prime mover of the R2P. She was also on the board of ICG which created a conflict of interest as exposed by Rajiva. She later resigned under pressure from the UN Secretary General, Ban Ki-Moon. Gareth Evans took the opportunity to rush to Colombo to invoke and raise the spectre of R2P against Sri Lanka. When he delivered the 8th anniversary commemorative lecture on Tiruchelvam he made no bones about what he wanted. His lecture was finger-pointing exercise to threaten Sri Lanka with R2P action.

Simultaneously, Radhika CoomaraswamyƒÆ’‚¢ƒ¢-¡‚¬ƒ¢-¾‚¢s international network of NGOs too was ganging up against Sri Lanka. Together with Gareth Evans her network of NGOs was mobilized to stop the war waving the threat of R2P. The INGOs and NGOs formed a solid flank to attack Sri Lanka from abroad. It is an acknowledged fact that NGOs function as the ƒÆ’‚¢ƒ¢-¡‚¬ƒ…-soft powerƒÆ’‚¢ƒ¢-¡‚¬ƒ”š‚ to put maximum pressure on states and key international instrumentalities (like IMF giving loans to countries like Sri Lanka), to achieve political goals of their Western masters who finance them. Western powers use NGOs for outsourcing their foreign policy which is cheaper than employing their own diplomats.

They become their mouthpiece at the critical time. Example: When the World Alliance for Peace in Sri Lanka held their conference in Oslo the Norwegians attempted to discredit it by labelling the meeting of academics (Prof Asoka Bandarage of George Town University, Washington, Prof. Peter Chalk) and international journalists, like Stewart Bell of Canadian National Post, Paul Harris of the JaneƒÆ’‚¢ƒ¢-¡‚¬ƒ¢-¾‚¢s Weekly who was expelled by Ranil Wickremesinghe, now the great champion of media freedom, as a gathering of ƒÆ’‚¢ƒ¢-¡‚¬ƒ…-extremistsƒÆ’‚¢ƒ¢-¡‚¬ƒ”š‚. Guess who provided the quote to Norwegian media: Jehan Perera who is in the pay of the Norwegian Government. ƒÆ’-¡ƒ”š‚ When I asked him to name the ƒÆ’‚¢ƒ¢-¡‚¬ƒ…-extremistsƒÆ’‚¢ƒ¢-¡‚¬ƒ”š‚ he grinned.

Besides, mobilizing clients in the NGOs is the best instrument available to mount attacks on states that disobey the West. And Radhika covertly worked overtime to corral her international network of NGOs and apparatchiks in that system. Of course, she could always claim that she was working within the rules of the UN because NGOs are recognized instrumentalities of the UN, supposedly working for global peace and stability.

So it was not surprising to find the NGOs and the key operatives in the system (e.g: Gareth Evans) galvanizing into anti-Sri Lankan activities at the last stages of the offensive against Prabhakaran. In case she should dismiss this as another conspiracy theory, or paranoia, let me present the chronicle of events in which INGOs and NGOs mounted international pressures to stop the war. Please note the dates of each event which corresponds to the days when the Security forces were closing in on the last enclave of the Tamil Tiger terrorists holed up in Nandithikadal. This list was drawn by the International Coalition for the R2P (ICFR2P). It lists the events according to chronological order:

  • An open letter to the Security Council, sent by the Global Center for the Responsibility to Protect on 11 April 2009, signed by Jan Egeland, Gareth Evans, Juan MƒÆ’†’ƒ”š‚©ndez, Mohamed Sahnoun, Monica Serrano, Ramesh Thakur and Thomas G. Weiss, invoked the Responsibility to Protect norm and called on the Security Council to ƒÆ’‚¢ƒ¢-¡‚¬ƒ…-authorize ƒÆ’‚¢ƒ¢-¡‚¬ƒ”¹…”timely and decisive measuresƒÆ’‚¢ƒ¢-¡‚¬ƒ¢-¾‚¢ to prevent or halt mass atrocitiesƒÆ’‚¢ƒ¢-¡‚¬ƒ”š‚, among a series of recommended measures.
  • On 22 April 2009, James Traub, the director of the Global Center for the Responsibility to Protect, wrote in a op-ed for the Washington Post that, ƒÆ’‚¢ƒ¢-¡‚¬ƒ…-the fighting threatens to produce exactly the kind of cataclysm that states vowed to prevent when they adopted “the responsibility to protect” at the 2005 U.N. World Summit,ƒÆ’‚¢ƒ¢-¡‚¬ƒ”š‚ and urged the United Nations to act. That same day, a joint letter by NGOs including Global Action to Prevent War, Global Centre for the Responsibility to Protect, International Crisis Group, MEDACT, Minority Rights Group, Operation USA, Tearfund and World Federalist Movement – Institute for Global Policy, urged UN action to ƒÆ’‚¢ƒ¢-¡‚¬ƒ…-protect civilians and prevent mass atrocitiesƒÆ’‚¢ƒ¢-¡‚¬ƒ”š‚.
  • On 8 May 2009, The PeopleƒÆ’‚¢ƒ¢-¡‚¬ƒ¢-¾‚¢s Union for Civil Liberties, one of IndiaƒÆ’‚¢ƒ¢-¡‚¬ƒ¢-¾‚¢s largest human rights organizations, in a letter addressed to the United Nations, invoked the ƒÆ’‚¢ƒ¢-¡‚¬ƒ…-Responsibility to ProtectƒÆ’‚¢ƒ¢-¡‚¬ƒ”š‚ and called for UN military intervention. They also urged for a referral by the UN Security Council for the International Criminal Court to investigate Sri LankaƒÆ’‚¢ƒ¢-¡‚¬ƒ¢-¾‚¢s alleged war crimes.
  • ƒÆ’-¡ƒ”š‚ On 11 May 2009, Asia Director of Human Rights Watch Brad Adams sent a letter to the International Monetary Fund (IMF) urging the IMF to deny Sri LankaƒÆ’‚¢ƒ¢-¡‚¬ƒ¢-¾‚¢s request for a 1.9 billion emergency relief fund. Mr. Adams cited the LTTEƒÆ’‚¢ƒ¢-¡‚¬ƒ¢-¾‚¢s recent actions as ƒÆ’‚¢ƒ¢-¡‚¬ƒ…-inhumane to an extremeƒÆ’‚¢ƒ¢-¡‚¬ƒ”š‚ and stated that the Sri Lankan government continues to disregard its obligations under international law to protect civilians, despite its repeated claims otherwise. Top shareholders of the IMF, including the United States, have also exerted pressure over the IMF to delay the loan and have been successful to date.
  • Also on 11 May 2009, International Crisis Group, Amnesty International, Human Rights Watch, and the Global Centre for the Responsibility to Protect signed a letter that was sent to Japanese Prime Minister Taro Aso. The letter also encouraged Japan to use its leverage as Sri LankaƒÆ’‚¢ƒ¢-¡‚¬ƒ¢-¾‚¢s largest donor and a current UN Security Council member to play a more active role in alleviating the humanitarian crisis in Sri Lanka.
  • In addition, Amnesty International, in a letter addressed to the Security Council on 14 May 2009, reminded the Council that it had ƒÆ’‚¢ƒ¢-¡‚¬ƒ…-repeatedly emphasized the need to protect civilians and confirmed the international communityƒÆ’‚¢ƒ¢-¡‚¬ƒ¢-¾‚¢s responsibility to protect,ƒÆ’‚¢ƒ¢-¡‚¬ƒ”š‚ as such; it could ƒÆ’‚¢ƒ¢-¡‚¬ƒ…-no longer remain silent about the humanitarian and human crisis in Sri Lanka.ƒÆ’‚¢ƒ¢-¡‚¬ƒ”š‚ It urged the Council to convene to discuss the latest developments, gain access to carry out humanitarian work, ensure the protection of civilians in armed conflict, establish an inquiry commission on alleged human rights and international humanitarian law violations as well as to seek the Sri Lankan governmentƒÆ’‚¢ƒ¢-¡‚¬ƒ¢-¾‚¢s cooperation to allow a UN humanitarian assessment mission to the conflict area.ƒÆ’‚¢ƒ¢-¡‚¬ƒ”š‚
  • David Milliband, British Foreign Minister ƒÆ’-¡ƒ”š‚ and Bernard Kouchner, French Foreign Minister ƒÆ’-¡ƒ”š‚ rushed to Sri Lanka to put direct pressure on the government to stop the war.
  • Pakiasothy Saravanamuttu, head of Center for Policy Alternative, a leading pro-Tiger operative in the NGO circuit, was running from capital to capital addressing and lobbying leading INGOs and academia, arguing the urgent necessity to stop the advance of Security Forces, even though he had earlier ridiculed consistently the Sri Lankan forces as a bunch of losers running away from the battle unable to face the might of the invincible Tamil Tigers.
  • At the street level expatriate Tamils were pouring into the streets of London, Paris, Toronto, New York, Sydney, Oslo, blocking traffic, obstructing main streets, to pressure the Western capitals to intervene and save the so-called invincible Tamil Tigers who had promised them Eelam tomorrow.
  • Under pressure British, Canadian, Australian MPs were urging an end to the advance of Forces.
  • In South India there was more pressure with pro-Tiger parliamentarians and activists demonstrating to save Prabhakaran.ƒÆ’-¡ƒ”š‚ ƒÆ’-¡ƒ”š‚ 

It was a unprecedented show of external force which Sri Lanka had never faced before. All credit should go President Mahinda Rajapakse, Lalith Weeratunga and Gotabaya Rajapakse for sticking to their guns and refusing to yield to Coomaraswamy, Milliband, Kouchner and the whole bunch of meddlesome interventionists who underestimated the power and the strength of Sri Lankan people led by an intrepid and daring leader whose first priority was to save the nation from fascist terrorists who were on the verge of tearing Sri Lanka apart.

ƒÆ’-¡ƒ”š‚ The immediate threats raised by R2P plotters ended when the Vadukoddai War was fought to finish on May 18, 2009. The next response was to hold Sri Lanka responsible for the consequences that were inevitable in ending of any war. Accordingly,:ICFR2P says: ƒÆ’-¡ƒ”š‚

  • On 19 May 2009, a joint statement by 165 NGOs all over the world, 122 of them from Malaysia, called for the protection displacedƒÆ’-¡ƒ”š‚ peoples,ƒÆ’-¡ƒ”š‚ civiliansƒÆ’-¡ƒ”š‚ andƒÆ’-¡ƒ”š‚ humanƒÆ’-¡ƒ”š‚ rightsƒÆ’-¡ƒ”š‚ inƒÆ’-¡ƒ”š‚ SriƒÆ’-¡ƒ”š‚ Lanka. In addition, on 23 May 2009, International Movement Against All Forms of Discrimination and Racism (IMADR), a Japanese-based NGO, expressed regret that the conflict in Sri Lanka was not solved through peaceful means and highlighted the vital need for an investigation into war crimes and violations of international humanitarian law committed by all parties in the conflict, calling in particular for a ƒÆ’‚¢ƒ¢-¡‚¬ƒ…-independent investigation into the recent carnage.ƒÆ’‚¢ƒ¢-¡‚¬ƒ”š‚ IMADR also called for full access for international humanitarian agencies and urged to incorporate a political framework in the rebuilding process that would respect the rights of minorities.
  • Forum-Asia issued a statement on 27 May 2009, at the Human Rights CouncilƒÆ’‚¢ƒ¢-¡‚¬ƒ¢-¾‚¢s Special Session on Sri Lanka, and underlined the critical need to address the issue of access for humanitarian agencies as well as the importance of an investigation to address the violations of human rights and international humanitarian law for accountability and ƒÆ’‚¢ƒ¢-¡‚¬ƒ…-truth and reconciliationƒÆ’‚¢ƒ¢-¡‚¬ƒ”š‚ in Sri Lanka.
  • ƒÆ’-¡ƒ”š‚ 

4. Response by the International CommunityƒÆ’-¡ƒ”š‚ 

* UN officials, including the Secretary-General, the Under-Secretary-General for Humanitarian Affairs, and the High Commissioner for Human Rights, as well as a number of Member States, called on the Sri Lankan government and the LTTE to make protecting civilians a priority and to take all necessary measures to halt the escalating humanitarian disaster. This, however, was to little effect, according to HRW, ƒÆ’‚¢ƒ¢-¡‚¬ƒ…-the Sri Lankan government has responded to broad international concerns with indignation and denials instead of action to address the humanitarian crisisƒÆ’‚¢ƒ¢-¡‚¬ƒ”š‚.

  • The Human Rights Council (HRC) called for a special session on 26 May 2009 to discuss the human rights violations in Sri Lanka. A European-backed resolution was put forward, pushing for unfettered access to detained civilians and an internal investigation of alleged war crimes by both sides. Navanethem Pillay, High Commissioner for Human Rights, too got into the act pressing for action on human rights violations. All wars end under horrible circumstances. But neither Radhika nor Pillay has lifted a finger to save the Catholic children from institutionalized sexual abuses by the priapic Popish priests. In fact, the Pope himself is accused of covering up by the New York Times. ƒÆ’-¡ƒ”š‚ Poor Radhika, she has not been able to access a copy of the NYT, which is round the corner, though she sends Alan Rock, a pro-Tiger MP from Canada, to investigate child soldiers in Sri Lanka.

    It seems you simply cannot resist having another pot shot at the Catholic Church, regardless of whether it has, in any way, any relevance to the topic or not. You are not being very objective here and, to me, this seems to spoil an otherwise well argued piece. It is such a pity you should have chosen to end on the note you did. Isn’t there an old Sinhala saying about how sad it is, after drawing water from the well all day, to see the pot broken at the end it?

    Cassandra, you miss the point here. He was not attacking the Church but highlighting the blatant disregard and inactivity of Pillay and Radhika in order to save their ‘leader’. It is a great article and has nothing to do with the Church or religion and with people like P & R who have more than 150 NGOs at their disposal with AI and HRW leading the group, it is despicable that they were not able to utter a word about these child abuses. What have they done ????

    Rhadika is your typical Tamil, climbs on the backs of Sinhalese to advance themselves then kicks the Sinhala down to go further in life.

    This ugly women (in terms of mentality) was given all the opportunities she could dream of by Sri Lanka, the Sinhalese and Sinhala tax payer, from education to healthcare so she could excel in life. Opportunities that would be denied to her in her homeland of Tamil Nadu or if she was living in LTTE controlled territory.

    She was given this cushy UN job by Sri Lanka and Sinhalese with the view she would help her own kind abused by other Tamils in LTTE territory as well as help Sri Lanka. Instead true Tamil mentality she used the position & opportunities Sri Lanka gave her to pour venom on Sri Lanka and help the LTTE, going against her UN mandate to protect children where she instead HELPED the LTTE grab more and provide justifications for such.

    She like other Tamils is UNGREATFUL.

    She used her position given by Sinhalese to assist the LTTE.
    She used her position given by Sinhalese to punish Sri Lanka and Sinhala people by trying to perpetuate war and now sanctions against Sri Lanka just to make Sinhalese suffer some how.

    This is your typical Tamil. Ungrateful to the core. Obsessed about their own race, putting “Tamil” first and how to advance “Tamil” to the maximum regardless of whether that means trampling the hands that carried her and held her up.

    If you trace the origins of how you became a member of such a cult you will know it was your ancestral Buddhist parents who were raped, killed, threatened, children abused and brutally murdered or disfigured to force conversions for “salvation” running in tandem to widespread destruction all enforced by your “religion of peace” to make innocent Buddhists submit.

    So stop defending this nonsense of yours so zealously. If you go to lands where the Church was savagery exported from, regardless of how much you try to be “one of them” they will never treat you as an a equal.

    HLDM’s inclusion of Church did not devalue this article it enhances it by showing just another hypocrisy of the UN (filled with Church worshippers) and this in itself has highlighted the hypocrisy of the Church and their supporters. Sinhalese and Sinhala Buddhists are attacked at every possible opportunity (there are no pot shots in random articles, there are entire libraries dedicated to attack Buddhism and Sinhalese all organised by Chrsitians) and must always defend themselves against these vile baseless attacks driven by intolerance of Christianity. Yet when the same is done to Christians they cry foul and despicably integrate their victims defences against them and their deep intolerances into a new attack.

    cassandra – You are missing the woods for the trees. I am a Catholic too, but facts are facts. I live in New york and know what is going on and am not offended. If there is a problem, it should be highlighted and addressed. The behaviour of the Catholic church was brought in only to say that these Tamil women preferred to ignore all other issues they should be looking at and concentrated only on Sri Lanka in order to help the LTTE. This is an example of UN hypocrisy. These two Women Radhika and Pillay should be removed from the UN for supporting Terrorism..

    It is great to see the Paul Harris, ( Janes ), still being remembered with affection. He was one the first to to call the Tigers bluff. He called for a comprehensive military defeat of terrorists ten years ago and laid out the “numbers game” plan. Basically the advise was “kill the terrorists before they kill you and land will come to you”. I remember how that Ranil Wickramasinghe went mad and expelled him from Sri Lanka. Sri Lanka should be eternally thankful for those “backroom boys or the unsung heros ” who risked their lives for Sri Lanka.

    Siri, I am not missing the wood for the trees – I am in fact seeing both the wood and the trees. My point was the irrelevance to the article, of the matter of sexual abuse by the Catholic clergy – not about not accepting it. This seems to me to cloud the issue, and serves to detract from the merit of the rest of HLDM’s article.

    In this regard, it is instructive to read Rajiva Wijesinha’s own response to Radhika Coomaraswamy, in the “Island” of 27th April. Now, there’s a sane, sober piece, with RW not losing his focus and sticking to only what is pertinent. And, he is the more effective for that.

    Raju, you are quite right. I can still remember my school mate in Wesley College, Colombo, Ingram who was killed by their Catholic Church priest who was having an adulterous affair with his wife. He persuaded Ingram’s wife to kill her husband, my friend Russell Ingram, by poisoning him with arsenic. These are facts not potshots.
