Now the most wanted terrorist Bin Laden has been hunted down by the Americans. In a civilized society, the killing of the man who led one of the most ruthless terrorist outfit in world and brought human destruction is indeed a pleasant event. President Obama was jubilant and the leaders of world reacted positively and expressed their endorsement. The Americans were overjoyed; hundreds of citizens holding the Stars and Stripes marched on the streets with cheers, joyous faces expressing feeling of their inner heart. In fact, it was triumphalism time in theUSA. Who can blame them?

The hunting for Bin laden’s head was launched nearly 10 years ago . In the process of this operation, as the entire world knows, whilst targeting this individual and terrorist organization immense destructions were caused to sovereign states.  Needless to mention, whilst executing this mission, all though hundred thousands of civilians lost their lives, there is no accountability of the operations.

When fighting a war against a nation or with a terrorist outfit, such messiness is inevitable.  As terror has to be met with terror, when ruthless terrorist have no mercy on human lives,   excessive force has to be enforced towards the eliminating a terrorist organization.   Especially, the terrorist are deliberately take under cover with the shield of human life, as they have no value for human life, whilst targeting the objective invariably much human life is sacrificed.

Taking into consideration the magnitude of mass destruction, especially the 09/11 attack which killed nearly 3000 civilians and created a fear psychosis to people around the world for possible terror attacks, thus the peace loving people in the world welcomed the killing of the terror leader as this will create a peaceful atmosphere for millions of people for generations.

When analyzing the number of innocent lives killed whilst tracking down Bin Laden is enormous, which accounts for more than one million lives inIraq,Afghanistan, andPakistan, further the mode of operation that was executed on a sovereign state appears to be violation of international norms. Notwithstanding the above fact, world leaders and the international community were indeed jubilant as the target was achieved.

Analyzing the whole episode and events that took place during the last ten years in a nutshell, when fighting deadly war against a ruthless terror organization, it appears accountability is not possible to last detail, that is the reality.

Under the circumstances, will the UN appoint a panel of expertise to find out the accountability of the whole episode? Will they extract the details of US Army excessive torturing specially the infamous water boarding form of torture that was executed to find out the location of Bin Laden? And for more than million civilian deaths caused on the mission of targeting Bin Laden? The answer is no and hopefully it should not be.

LTTE and suffering of civilians .

The entire world is aware, next or the equal status to the individual of Bin Laden is the leader of the LTTE Prabakaran who made a blood bath inSri Lankaover the last 30 years.  In Bin Laden’s terror operations little more than 3000 people would have been killed.  But in Prabakaran’s massacre operations, number of people that were killed exceeded more than 70,000 and the economic damage caused to a developing country is immense, which resulted the economic suffering for the people.

In this article the writer has no intention to elaborate mass destruction caused to human life by LTTE but briefly would like to place on record that the infamous suicide jacket was invented by the LTTE with creation of human bombs. This violated the basic human rights of the suicide bombers where they have  no option as they were on stages brainwashed to execute these unpleasant missions. On Prabakaran’s killing fields he was so barbaric to select locations such as place of worships where he massacred more than 200 old pilgrims who were worshipping at the world famous Buddhist shrine at Anuradhapura, more than 150 Muslims were entirely gunned down while praying at a mosque and at another occasion, killed 180 Buddhist monks while they were travelling in a bus for a pilgrimage. Further violating the Geneva Convention to the uppermost, 600 surrendered forces was butchered and buried lively without any respect for fundamental rights.

In the year 1987 when the government forces nearly captured Prabakaran, then prime minister of India Rajiv Gandhi rescued his life and subsequently this terror organization was ruthless enough to kill Rajiv Gandhi followed by  the Sri Lankan president Premadasa who stretched olive leaves for peace, too was killed together with government ministers. During the cease fire was in operation, one time president of the Oxford Union, well respected foreign minister Mr. Lakshman Kadiragamar was gunned down. Apart from above, due to bombing thousands of people were killed all over the country.

Unlike Prabakaran, Bin Laden didn’t have a massive human shield to protect himself against death at the expense of innocent lives. In fact, Bin Laden was with few of his family members, thereby, theUSforces captured the target without any resistance.

UN Panels report “¦.Plight of Sri Lanka”¦.Triumphalism time in the USA on the equal missions”¦.

Irony of the whole episode is the above report states that the LTTE is the most disciplined and most nationalist of the Tamil Militant groups, when LTTE which is the most brutal terror outfit in the world who have indulged in the massacre of infants, children, pregnant women, and unarmed civilians.

Analyzing the LTTE and the Al-Qaida, it reflects the latter group is a comparatively good terrorist organization when compared to the ruthless attacks undertaken by LTTE.   The so-called discipline outfit, the world community should be aware as to how the LTTE have been doctoring to be ruthless? When new recruits were forcibility taken against the wish of their parents (mostly under age below as 13 to 14 years where some of them is shorter than the gun they carry) subsequent to the initial physical training, they have given the task to be accomplished with destruction of human life by attacking village communities. The villagers are the poorest of the poor, who make their days end on day to day basis on agricultural lands. The new trainees were sent to sleepy villages’ at wee hours, and the recruits were given orders to kill the people. without using bullets but by way of belly opening, chopping and  smashing their heads with blunt arms.  To improve the ruthlessness they have trained the young militants (Girls and Boys) to split the bellies of pregnant mothers.  On a one raid of this nature kills about 150 to 200 people.

At the start of the UNSG panels reports it has stated the panel form creditable allegations of major violations of human rights on the last stages of war. The question is the source of information, these allegations was not made on a actual fact finding mission. It appears certain allegations are based on fanatic gossip of the Tamil diaspora who lives in other part of the world on the lap of luxury at the expense of Sri Lankan Tamils.

 Final stage of the War

On the much talked final stages of the war inSri Lankahad all together a different experience, where Prabakaran and his outfits always created a human shield to protect him. And did not allow any civilians to move out; whoever tried to escape was killed. The Government of Sri Lanka at the expense of lives of their defense forces rescued thousands of civilians.

In fact this humanitarian operation launched by the government ofSri Lankato rescue thousands of civilians kept captive by Prabakaran, was perhaps the largest rescue operation that ever was under taken on earth since Moses rescued 600,000Israelcaptives inEgyptfrom the Pharaoh. Although the Pharaoh tried to recapture the escapees, there is no evidence to say killings in that mission. However on the final stages of the war when Sri Lanka Security forces rescued hostages and while there was screening for accommodation in safe areas, the suicide bombers mingled with the escapees and attacked screening centers which killed hundreds of soldiers and civilians and continued to commit horrendous crimes of this nature in the transit camps whilst the army personnel was involved with the board and lodging facilities.

Had the Government of Sri Lanka violated human rights at the final stage of the war and did not care for the civilian deaths GOSL would have carried out aerial bombing or unmanned drones to kill Prabarakan and hand full of LTTE at the expense of human life as done inAfghanistanwhich they did not indulged. As a result the mother Lanka had to sacrifice enormous lives of brave sons of the soil, at the last stage.

When rescuing more than 300,000 captives from the jaw of the Tigers at the final phase of the war, whilst GOSL insisting on maintaining a zero civilian casualty policy ,due to the terror tactics enforced by the LTTE in a difficult terrain, an insignificant number of casualties is inevitable. Unless, otherwise, a repetition of the events of miracles occurs as of divine power of Moses, divide the sea and rejoined back to stop the arrival of the LTTE killer squad    who had, when he rescued captives fromEgyptat red sea. For that matter, it had not been possible, any part of the world, in conflict areas to have zero casualties.

At the ground situation at any stage, killing of civilians have not committed deliberately by the Sri Lanka forces, other than the LTTE  where they killed at point of exodus has taken place. However, there would have been genuine lapses in accommodation n screening due to massive exodus.

Under these circumstances it is a bound duty of the esteemed organization as UN to  appoint a panel of expertise to advice UNSG as to how reconcile and rebuilt of post war conflict areas for the betterment of the large segment of the population. In fact the UN cannot have same yardstick of conventional wars, when fighting against an illegal terror organization. If it is so it is a matter of question to find out and appoint a committee ascertain whether indirectly or directly UN endorsing terrorist organizations.

The ceasefire, Dialogues  and President of Sri Lanka

Government of Sri Lanka (GOSL) under different head of states unconditionally agreed on ceasefire on numerous occasions for the last 30 years with LTTE to create a conducive environment for a political solution. Right throughout the time they unilaterally violated agreements and they were indulging in killing. Whilst ceasefire was on, they violated all the norms of the international laws .Further on the pretext of ceasefire they recouped and built up Arms. The International Monitoring Missions have recorded the number of violations and they have specifically mentioned that they cannot go beyond this point as their mandatory stands only for monitoring and reporting on the violations.    After the EU countries banned, LTTE as a terrorist organization in their country, the hierarchy of the LTTE had the audacity of demanding monitors representing those countries should not be in the mission.

After the peace accord was signed with the India Government subsequently they fought with the Indian peace keeping force and killed more than 1500 men.

When the present Government came into power in 2005, the head of the state his Excellency Mahinda Rajapaksha despite their provocative acts by killing army personnel and civilians, he humbly requested Prabakaran to respect the ceasefire and called for discussion.  During this period number of bombs was set on public busses, railways and number of children was killed. Basically, the ceasefire was confined to the piece of paper but the Government of Sri Lanka strictly maintained ceasefire, other than on defense.  The tolerance he had as the head of the state and as a citizen ofSri Lankawas immense.  And it is doubtful any other legally appointed Government in the world would not tolerated violation of ceasefire to this degree.

Ultimately, the GOSL pushed to the war when the LTTE blocked Mawil Aru Waters, which is a dam which diverted water for cultivation for Tamil, Muslims and Sinhalese in the North /EasternProvince, whose livelihood is farming.  As the head of the state of a democratically elected Government, he was compelled to liberate the victims as the entire crops of 1000 of acres was drying up and the liberation struggle was launched to free the dam side which ended up with the War.

The above is the actual situation where Government of Sri Lanka was pushed towards the war with reluctance as there were no other alternative.

This is to your Excellency President Obama, please take this matter with the UN and do natural justice to another nation and the leader who acted on the same manner on behalf of larger segment of the civilized society.

 UN and the Dignity

Therefore, in order to maintain the dignity of the UN, they should appoint a panel of expertise to advice the SGUN as to how proceeds from now onwards for the large segment of innocent Tamils and other population in Sri Lanka instead in hanging to clutches of Tamil Diaspora, which have no love for Sri Lanka Tamils and their agenda is their survival at the expense of poor Tamils in Sri Lanka.  This report should supersede previous 192 page report for the well being man kind of the earth. The present report is more detrimental, to a country who are making a sincere   effort to built national reconciliation with all communities after 30 years of conflict. In fact this expert panel report will create more enormities haterence even possible division against the major communities mistrust and possible bloody conflicts in future.  Thus, this contradicts the basic concept of establishment of the UN.

A learnt US federal judge had this to say, whilst delivering a judgment “there is a painful conflict between human rights and national security.  Fundamental human rights have to be sacrifices at the altar of national security”.  Notwithstanding the above fact, the GOSL was totally committed to rescue the hostages held by LTTE at the final stage of the war by insisting on maintain a zero civilian casualties at the cost of national security.

Therefore, the world leaders of the powerful nations who treat a terrorist is a enemy to entire world and advocating eradication of terrorism at any cost should persuade the UN as how they should act when a crisis of this nature occurs.
