ƒÆ’-¡ƒ”š‚ This is what had taken place on the 21 February, 2012 in a room at the panel of the SeniorƒÆ’-¡ƒ”š‚ Advisory Group ( the Peace Keeping Panel) of the UNO, where rates of reimbursement to troop contributing countries and related issues were to be considered.
ƒÆ’-¡ƒ”š‚ The meeting was Chaired by Louise FreƒÆ’‚¢ƒ¢-¡‚¬ƒ¢-¾‚¢chette from Canada. ƒÆ’-¡ƒ”š‚ ƒÆ’-¡ƒ”š‚ Different countries of ƒÆ’-¡ƒ”š‚ the five regional groups of the UNO had appointed their ƒÆ’-¡ƒ”š‚ representative that make up the Senior Advisory Group.ƒÆ’-¡ƒ”š‚ The Asia group had elected the Deputy Ambassador andƒÆ’-¡ƒ”š‚ Permanent RepresentativeƒÆ’-¡ƒ”š‚ for Sri LankaƒÆ’-¡ƒ”š‚ Major General Shavendra Silva as its member.
ƒÆ’-¡ƒ”š‚ Louise FreƒÆ’‚¢ƒ¢-¡‚¬ƒ¢-¾‚¢chette the Chair person, ƒÆ’-¡ƒ”š‚ apparently receiving instructions from some sourceƒÆ’-¡ƒ”š‚ outside UNO had called the Deputy Ambassador General Shavendra Silva.
ƒÆ’-¡ƒ”š‚ This is what transpired:
ƒÆ’‚¢ƒ¢-¡‚¬ƒ…- On Tuesday (21st February 2012) evening, Madame Louise FreƒÆ’‚¢ƒ¢-¡‚¬ƒ¢-¾‚¢chette, Chair of the Senior Advisory Group to consider rates of reimbursement to troop-contributing countries and related issues (SAG) asked Ambassador Maj. General Shavendra Silva, Deputy Permanent Representative of Sri Lanka, who is the representative of the Asia Pacific Group in the SAG to meet her.
She had brusquely informed him that she will not let him participate in the discussions of the SAG and will have him removed from the room should he insist on coming into the room.ƒÆ’‚¢ƒ¢-¡‚¬ƒ”š‚
She had actually said, ƒÆ’‚¢ƒ¢-¡‚¬ƒ…-ƒÆ’‚¢ƒ¢-¡‚¬ƒ”š‚¦. You may have been nominated by the Asia Pacific Group, but I will decide whether you participate or not. ƒÆ’‚¢ƒ¢-¡‚¬ƒ”š‚
We can use so many abusive words to show our disapproval of this FreƒÆ’‚¢ƒ¢-¡‚¬ƒ¢-¾‚¢chetteƒÆ’‚¢ƒ¢-¡‚¬ƒ¢-¾‚¢s high handedness, intolerance and arrogance.ƒÆ’-¡ƒ”š‚ But this however is the malaise from which the whole of the UN System is suffering.ƒÆ’-¡ƒ”š‚ Being not unknown to the working of the UNSystemƒÆ’-¡ƒ”š‚ this UN OfficialƒÆ’‚¢ƒ¢-¡‚¬ƒ¢-¾‚¢s ƒÆ’-¡ƒ”š‚ undemocratic attitude is not unusual amoung some of the high ranking officials of the UN System.
UNƒÆ’-¡ƒ”š‚ is an august ƒÆ’-¡ƒ”š‚ institution with a veryƒÆ’-¡ƒ”š‚ noble intentions ƒÆ’-¡ƒ”š‚ in which the highest ofƒÆ’-¡ƒ”š‚ human relationship and attitudes are woven into its Charter in words and phrases well selected not to give dubious meaning to highest principles on which the ƒÆ’-¡ƒ”š‚ Organization ƒÆ’-¡ƒ”š‚ should function.ƒÆ’-¡ƒ”š‚
ButƒÆ’-¡ƒ”š‚ unfortunately theƒÆ’-¡ƒ”š‚ staff selected and appointed toƒÆ’-¡ƒ”š‚ high positions, withƒÆ’-¡ƒ”š‚ salaries in keeping with the dignity of the positions are furthest from the noble principles written downƒÆ’-¡ƒ”š‚ in the UNCharter .ƒÆ’-¡ƒ”š‚ The UNO is one , ƒÆ’-¡ƒ”š‚ and its Staff another.ƒÆ’-¡ƒ”š‚
The Senior grade Staff is for the most part not an example ofƒÆ’-¡ƒ”š‚ what the Organisation represents.ƒÆ’-¡ƒ”š‚ Most of themƒÆ’-¡ƒ”š‚ are racists, proud, inhuman, pompous, oppressive and pretentious. They think of themselves asƒÆ’-¡ƒ”š‚ a new creed- International Civil Servants above the ordinary human beings.ƒÆ’-¡ƒ”š‚ They are masked men and women. They are masked with the aura of being members of UNO a noble institution, but with personal prejudices, hatred and intolerance.
FreƒÆ’‚¢ƒ¢-¡‚¬ƒ¢-¾‚¢chette had been a MinisterƒÆ’-¡ƒ”š‚ of her Government and an Ambassador before being named as the Deputy Secretary General of the UNO by Kofi Annan. FreƒÆ’‚¢ƒ¢-¡‚¬ƒ¢-¾‚¢chette may notƒÆ’-¡ƒ”š‚ have even read the UN Charter or the Declaration of Human Rights, despite having been the Deputy Secretary General of the UNO for eight years. If she had she would have been a different person.
Qualifications , professional distinctions and social status do nothing to make a person fit to workƒÆ’-¡ƒ”š‚ in an organization like the UNOƒÆ’-¡ƒ”š‚ unless there is an attitudinal change to become humane, simple, to be in the service for ƒÆ’-¡ƒ”š‚ human beings.ƒÆ’-¡ƒ”š‚ At least that is what the founding fathers of UNO wanted its administrators to be.
At 66 yearsƒÆ’-¡ƒ”š‚ FreƒÆ’‚¢ƒ¢-¡‚¬ƒ¢-¾‚¢chetteƒÆ’‚¢ƒ¢-¡‚¬ƒ¢-¾‚¢s ƒÆ’-¡ƒ”š‚ position had gone into her head, ƒÆ’-¡ƒ”š‚ unless there is some thing else more ƒÆ’‚¢ƒ¢-¡‚¬ƒ…- remunerating ƒÆ’‚¢ƒ¢-¡‚¬ƒ…-ƒÆ’-¡ƒ”š‚ to breakaway from the very principles of UNO to turn against a representative of a Member State Major ƒÆ’-¡ƒ”š‚ General Shavendra Silva to ƒÆ’-¡ƒ”š‚ obviously help ƒÆ’‚¢ƒ¢-¡‚¬ƒ…- the pro terrorist Canadian TamilsƒÆ’‚¢ƒ¢-¡‚¬ƒ”š‚ to take revenge against a Sovereign State of ƒÆ’-¡ƒ”š‚ Sri Lanka attacking one of its ƒÆ’-¡ƒ”š‚ loyal distinguished representatives.

What ever FreƒÆ’‚¢ƒ¢-¡‚¬ƒ¢-¾‚¢chetteƒÆ’‚¢ƒ¢-¡‚¬ƒ¢-¾‚¢s ƒÆ’-¡ƒ”š‚ seniority in the UNO what ever her ƒÆ’-¡ƒ”š‚ high qualifications she may have, what ever distinctions she had received from her own country, as a human beingƒÆ’-¡ƒ”š‚ she has lost ƒÆ’-¡ƒ”š‚ her human touch, and above allƒÆ’-¡ƒ”š‚ her ƒÆ’‚¢ƒ¢-¡‚¬ƒ…-strictureƒÆ’‚¢ƒ¢-¡‚¬ƒ”š‚ to General Shavendra Silva has made her lose her right to be a member of that Noble Orgnaisation the UNO.ƒÆ’-¡ƒ”š‚
UNO is a place of dialogue, where every one is expected to be treated equally whereƒÆ’-¡ƒ”š‚ every one has the rightƒÆ’-¡ƒ”š‚ to speak and participate in deliberations. A person of authority may take a strong decisions against some one, yet in communicating that decisionƒÆ’-¡ƒ”š‚ he or she should be able to maintain the dignity of the position he or sheƒÆ’-¡ƒ”š‚ holds. FreƒÆ’‚¢ƒ¢-¡‚¬ƒ¢-¾‚¢chette has failed to maintain that dignity of the position she holds and therefore has forfeited the right to that position of being the Chairman of the SAG.
Even the Secretary General of the UNO has not the right to deprive a representative of a member state ƒÆ’-¡ƒ”š‚ elected by a Regional Group to represent that group in any ƒÆ’-¡ƒ”š‚ Panel Meeting, attending such Meetings and participate in them.
We remember veryƒÆ’-¡ƒ”š‚ well the Canadian Prime Minister Mr. Stephan Harper, hollering against Sri LankaƒÆ’-¡ƒ”š‚ calling for an international investigation andƒÆ’-¡ƒ”š‚ demanding not to hold the next Commonwealth ƒÆ’-¡ƒ”š‚ Head of State Meeting in Sri Lanka.ƒÆ’-¡ƒ”š‚ We also rememberƒÆ’-¡ƒ”š‚ another Canadian Louise ArbourƒÆ’-¡ƒ”š‚ pointing her finger of accusation against Sri Lanka.ƒÆ’-¡ƒ”š‚
These Canadians are ironically defending the interests of the expatriate Tamil immigrants while they have completely neglected the indigenous Canadian Indians ƒÆ’-¡ƒ”š‚ not to have any problem from them, as they haveƒÆ’-¡ƒ”š‚ been completely weakened and neglected to the extent they the native Canadians would not even make a whimper in protest of ethnic discrimination.
But the expatriate pro terrorist Tamils in Canada could make not only Louise FreƒÆ’‚¢ƒ¢-¡‚¬ƒ¢-¾‚¢chette, and Louise Arbour dance to their tune , but also Stephen HarperƒÆ’-¡ƒ”š‚ the Prime Minister himself.

This also seems to have some relation ƒÆ’-¡ƒ”š‚ to the expatriate ƒÆ’-¡ƒ”š‚ Pro terrorists Tamils ƒÆ’-¡ƒ”š‚ of Canada making a hue and cry aboutƒÆ’-¡ƒ”š‚ General Shavendra Silva being appointed to the SAG in the UNO, preceded by two Tamils filing legal action in America demanding the arrest of General Shavendra Silva and take him to a tribunal accused ƒÆ’-¡ƒ”š‚ for war crimes.
Hence Louise FreƒÆ’‚¢ƒ¢-¡‚¬ƒ¢-¾‚¢chetteƒÆ’-¡ƒ”š‚ ƒÆ’-¡ƒ”š‚ ƒÆ’-¡ƒ”š‚ has not acted in the interest of the UNO in speaking to General Shavendra Silva and saying, ƒÆ’‚¢ƒ¢-¡‚¬ƒ…-ƒÆ’‚¢ƒ¢-¡‚¬ƒ”š‚¦. You may have been nominated by the Asia Pacific Group, but I will decide whether you participate or not. ƒÆ’‚¢ƒ¢-¡‚¬ƒ”š‚,ƒÆ’-¡ƒ”š‚ but in the interest of these expatriate Tamils in Canada who are also supported by her Prime Minister Stephen Harper.

Even though, FreƒÆ’‚¢ƒ¢-¡‚¬ƒ¢-¾‚¢chette in her mean ƒÆ’-¡ƒ”š‚ way took it on herself to insult theƒÆ’-¡ƒ”š‚ General Shavendra Silva, he cannot be insulted, because he stands higher than her in Status, achievements, and the esteem of a Nation. ƒÆ’-¡ƒ”š‚ It is a priviledge FreƒÆ’‚¢ƒ¢-¡‚¬ƒ¢-¾‚¢chette does not seem to appreciate to be able to sit in the same room with a man of the caliber of General Shavendra Silva, a hero, a great soldier, highly esteemed representative of Sri Lanka.
While Louise FreƒÆ’‚¢ƒ¢-¡‚¬ƒ¢-¾‚¢chette was seated in a comfortable cushioned chair before a ƒÆ’-¡ƒ”š‚ clean table in a air conditioned room, the Major General Shavendra Silva was in a battlefieldƒÆ’-¡ƒ”š‚ dodging the terrorist bullets,ƒÆ’-¡ƒ”š‚ avoiding serpentsƒÆ’-¡ƒ”š‚ in drenching rain or under sweltering sun
He was a man who was fighting a ruthless group of terrorist armed to their ƒÆ’‚¢ƒ¢-¡‚¬ƒ…-teethƒÆ’‚¢ƒ¢-¡‚¬ƒ”š‚ risking his life 24 hours of the day.ƒÆ’-¡ƒ”š‚ We have seen him in live television shot from the battlefields how efficiently he commanded his detachment of soldiers under him with firmness and with a fatherlyƒÆ’-¡ƒ”š‚ concern and always telling them not to take unnecessary risks and wishing them well before they were dispersed.
He was a soldier of high principles, well disciplined and kind.ƒÆ’-¡ƒ”š‚ Though as a military man he was fighting the terrorists he was extremely kindƒÆ’-¡ƒ”š‚ to the civilians without distinction ofƒÆ’-¡ƒ”š‚ what community they belonged. If UN’s human rights body has not allowed Lanka to voice its meaning and debarred from participating in this form which is within its right, I say this organization should be denid a right to hold an office and represent itself in Colombo.
Ask the UN to close shop and depart within 24 hours from the Sri Lankan Capital.

With reference to the sentance “Some source out side the UNO called Louise Frechette” This some one is Hillary Clinton and it was leaked from a confidential e-mail by inter City press that was to go to a Tamil Snagham member, but it got leaked out by a member of his staff. Apprently it had details of the instructions that Hillary Clinton gave to Louise.

65 years old Montreal born Louise Frechette is a former UN deputy under secretary general who had to leave in disgrace for her scandalous role in the food-for-oil program in Iraq, after being criticized by former U.S. Federal Reserve Chairman Paul Volcker.
4 years into the 7 year Oil-for-Food program in Iraq, with graft and mismanagement by then rampant, Louise Frechette intervened directly by telephone to stop UN auditors from forwarding their investigations to the UN Security Council. By her name I can assume that Louis Fre’chette is of French origins. From reading and cinema, one can develop some understanding of how those of similar ilk are treeated in the lower swamps of Mississipi along side escaping slaves and other ethic minority folks who make their lives farming rice fishing. For their good luck good number escaped to Canada and lead lives as equal citizensand may be Louis and her forbearsare from that stock. These folks left behind form the Cajuns, a specialist group famous for Music and but outside of mainstream education and health services of the country till a ’50s.
Yet the few who come out are the strongest defenders of Great Western dream, American values withits insatiable thirst for petroleum. I bet Louis had not spent one hundredthth of her time to investigate the most pressing crime of our generation – illegal occupation of Palesine and the nulear arsenal in the hands of Israel.
THese Neanderthals have a tendency to see the world from those greedyeyes and see Sri Lanka as another of same type. Vibbrancy of cosmopolitan Sri Lanka may have inequalities of opportunity, social care but not the sort you see in USA. Sadly the UN today seems to be made up of opportunists, crooks, panhandlers, liars and speculative spooks who throw the world into greater turmoil than preserve the unity which it is supposed to signify.
When remembering the likes of great leaders like Dag Hammerschoeld, U Thant etc. some who followed and their subordinates have lefrt shocking transparencies which appear to have transformed the United Nation into a circus with the clowns of today who are entrusted with administrative duties. Sadly Mme. Frechette appears to be one such.She is not an escapee to Canada from the US segregations but a Canadian born from Montreal and a high academic who was awarded the Order of Canada. She seems however to have been transformed from an elevated status in the UN into an unreliable mismanager of funds in a programme called Iraq Oil For Food where she has been criticised by high ranking US officials and forced to resign sunsequently.She has neither Carte Blanche nor the credentials to get involved in the internal affairs of Sri Lanka by way of sheer obnoxity, lack of knowledge and related wherewithal and portrays an ineptitude to relate to humanitarian matters
