ƒÆ’-¡ƒ”š‚ Dear Ambassadors,

Re: Ambassador Maj. General Shavendra Silva of SriLanka

ƒÆ’-¡ƒ”š‚ I trust you will excuse my taking the liberty of writing to you eminent persons representing your countries at the U.N. I am doing so because of the unfair treatment of a fellow ambassador, namely Maj. General Shavendra Silva of Sri Lanka, by Madam Louise Frechette, Chairperson of an UN advisory committee, who in her treatment of Maj. General S. Slva, has not only breached protocols and rules of conduct of the UN but has shown by her attitude and conduct that she does not believe even in common courtesy and etiquette.

It has been reported that Madame Frechette has acted in a judgmental, dictatorial manner and refused to permit Maj. General Silva to perform his duties as the representative for Asia. She has denied him information, the opportunity to speak at meetings, not provided him with relevant procedural material and attempted to stop him from attending the meetings of the group. Her actions are in direct contravention of Article 8 of the UN relating to the service of the staff which clearly states “The United Nations shall place no restrictions on the eligibility of men and women to participate in any capacity and under conditions of equality in it’s principal and subsidiary organs”.

ƒÆ’-¡ƒ”š‚ Whereas Madam Frechette is entitled to her personal opinions, I believe such dictatorial, almost racist conduct, has no place at the UN where the world expects that every member state has equal status and should be treated with equality, dignity and respect. Madame Frechette has clearly indicated by her actions that she does not believe in these fundamental values.

ƒÆ’-¡ƒ”š‚ Therefore, it is my humble opinion that she should be told by you to either behave in accordance with the rules of conduct of the UN, publicly apologize to Maj. General S. Silva and permit him to represent the Asia Group without hindrance, or be asked to leave her post immediately. It is no longer acceptable that persons representing Asia be subjected to insults and be ostracised at the UN by anyone and particularly by a person from a country whose citizens are expected to have democratic values. Canadians pride themselves that the world considers them polite and non-aggressive. Madame Frechette’s actions have proven that she is undemocratic, vindictive, judgemental and even lacks the basic requirement of civility to fellow representatives.

    This old woman is suffering from OLD SIMERS!!!

    Excellant article Ira. Congratulations. This old woman sufferring from “OLD SIMER’S” disease is not fit to serve in the UN in any capacity. She should be immediately removed from office and banned from holding any position of responsibility as she has proved that her involment is detrimental to the impartiality of the United Nations. Keeping people like her in such positions will erode the reputation and usefulness of the UN around the world.
