Castigation of Sri Lanka by the Affluent West

ƒÆ’-¡ƒ”š‚ It has been a series of incessant calls from every human rights preacher and his dog for war crimes investigations as regards how the armed forces of Sri Lanka concluded their campaign, shifting of the CHOGM meeting away from Sri Lanka, giving the Tamils the opportunity to live with dignity or implementing the 13th amendment to the full and beyond. The Prime Minister of Canada plays the Pied Piper of Hamelin role and wants Sri Lanka castigated, and the CHOGM, scheduled to be held in November in Sri Lanka, to be avoided like the plague by the other members of the Commonwealth. The External Affairs Minister of India is clearly attempting to outdo the Prime Minister of Canada: he tells Sri Lanka that the island nation should implement the 13th Amendment to the letter, clearly forgetting the simple fact that the so-called Indo-Lanka pact was no pact at all ƒÆ’‚¢ƒ¢-¡‚¬ƒ¢¢”š¬…” a pact is an agreement between two consenting parties – but an unwanted interference that was rammed down the throat of the then President by the Indian Prime Minister in 1987.

ƒÆ’-¡ƒ”š‚ For a change, Sri Lanka has at least queried why Canada is so keen on ƒÆ’‚¢ƒ¢-¡‚¬ƒ…-human rightsƒÆ’‚¢ƒ¢-¡‚¬ƒ”š‚ in Sri Lanka, according to a local media report dated 22 May. The answer is simple: nearly 300,000 Tamils from Sri Lanka have managed to settle in Canada, the majority of whom lives in the Greater Toronto area. The strange irony in this whole episode of the so-called Tamil refugees who end up in far, far lands is that none of them opted to go to Tamil Nadu and settle down in the Country of Tamils. Tamil Nadu is separated by Sri Lanka by a mere 30 Kilometres, and is home to over 72 Tamilians who share the same culture, food habits, religion, caste divisions, marriage customs and skin colour, but the ƒÆ’‚¢ƒ¢-¡‚¬ƒ”¹…”refugeesƒÆ’‚¢ƒ¢-¡‚¬ƒ¢-¾‚¢- those who were running away from danger ƒÆ’‚¢ƒ¢-¡‚¬ƒ¢¢”š¬…” preferred a sea voyage or air travel to traverse a distance of 12867.48 km or 7995.48 miles (as the crow flies) to end up in Canada. Now that all these ƒÆ’‚¢ƒ¢-¡‚¬ƒ”¹…”refugeesƒÆ’‚¢ƒ¢-¡‚¬ƒ¢-¾‚¢ and asylum seekers are comfortably settled in Canada and had obtained voting rights, is the Canadian Prime Minster a fool not to do his best to grab as much as possible of the bloc vote of the Tamils in Canada. How much he knows about the real Sri Lanka of today or the degree of truth in what he tells his pals who constitute the ƒÆ’‚¢ƒ¢-¡‚¬ƒ”¹…”international communityƒÆ’‚¢ƒ¢-¡‚¬ƒ¢-¾‚¢ about a distant island is of no concern to him or to the international bigwigs who make important decisions. The end, no doubt, justifies the means!

ƒÆ’-¡ƒ”š‚ It is time to ƒÆ’‚¢ƒ¢-¡‚¬ƒ¢¢”š¬…” nay, long overdue for – Sri Lanka to make it clear to ambassadors, Prime Ministers and External Affairs Ministers of foreign countries, who are obsessed with telling or advising Sri Lanka – with warnings thrown in ƒÆ’‚¢ƒ¢-¡‚¬ƒ¢¢”š¬…” as to how the country should be administered, that Sri Lanka is not a colony of any Western country any more or a state within the Indian Federation. A warning to a country such as Canada may not be out of place: even if that that results in severance of diplomatic connections, the relationship between the average Sri Lankan and Canada is already soured beyond redemption.

    Sri Lanka will RUE THE DAY when it dismantled its Army Camps in Jaffna.

    Instead, these camps and HEAVY Army presence in Jaffna should be MADE PERMANENT and MAINTAINED INDEFINITELY where Tamil Separatism raised its UGLY MURDEROUS HEAD.

    Let owners of the land be COMPENSATED FAIRLY by the GOSL, but the Army should not move out!

    Sri Lanka Army to remove camps in Jaffna and to establish an Army colony

    May 25, Colombo: Sri Lanka Army Commander Lieutenant General Jagath Jayasuriya has said that the plans are afoot to set up a new Army colony in Jaffna peninsula.

    The official told the Sunday Sinhala newspaper, The Divaina that only three camps would be kept in the peninsula and the rest of the camps would be withdrawn. The withdrawn camps are to be relocated in the Army colony.

    The lands where the camps are presently established would be returned to the legal owners, the Army Commander said.

    The new Army colony will be established in the Palaly area where the defense forces headquarters and the airport is situated. The Kankasanthurai naval harbor will also be established in the colony.

    The government has decided to acquire 6,381 hectares of the land in Jaffna that is now being used as High Security Zones permanently and to pay compensation to the owners of the land. The government has allocated Rs. 400 million to pay the land owners.

    According to the government, the lands in the High Security Zones of Weligamam North in the Palaly and Kankasanthurai (KKS) areas are to be acquired for the expansion of the Palaly airport and the KKS harbor.

    The Army Commander further said that the maintenance of law and order in relation to civil administration of the areas released for civilian activity would be the sole responsibility of the police.

    Sri Lanka Tamil party calls for full power devolution to provinces

    May 25, Colombo: Sri Lanka’s major Tamil political party, the Tamil National Alliance (TNA) has insisted on complete power devolution to the provinces through the 13th Amendment to the Constitution since problems over the provincial councils are due to the incomplete devolution of power by successive governments.

    TNA parliamentarian Suresh Premachandran said yesterday that the respective governments had appointed committees that have made various proposals but the problems over the provincial councils in the country have not been resolved through the years.

    Premachandran said the TNA expects nothing less than complete devolution of financial, police and land powers to the provinces through the 13th Amendment to the Constitution.

    Successive governments had come up with various proposals from time to time since the police and land powers have been devolved partly.

    According to Premachandran, late President Ranasinghe Premadasa had appointed the Mangala Munasinghe Commission, and former President Chandrika Kumaratunga came up with another solution. The present government appointed the All Party Representative Committee (APRC), he noted.

    Premachandran said that the governing party needed to resolve its stance on the devolution of power among its coalition partners since they are expressing differing views.

    The Jathika Hela Urumaya (JHU), a coalition party of the ruling United People’s Freedom Alliance (UPFA), said it will take measures to mobilize the public to urge the government to abolish the 13th Amendment to the Constitution which devolve powers to the provinces.

    The JHU is vehemently against the land and police powers given to the provinces under the 13th Amendment and calls for amending the Constitution to take away those powers from the provinces before holding the elections to the Northern Provincial Council scheduled for September.

    Their call is supported by Sri Lanka’s Defence Secretary Gotabhaya Rajapaksa, who says that he would never agree to granting police powers to provincial councils according to the 13th Amendment.

    The Defence Secretary is of the view that granting police powers to provincial councils in future could pose a serious threat to national security and lead to a dangerous situation.

    However, the Tamil MP said complete powers including land and police powers need to be devolved to the provinces for a sustainable solution.

    Dear Asada , I find it hard to comprehend why you suffered a confusion while writing this article that you had to make the following comment :

    Now I will answer that question for you Asada. We less fortunate souls ( like you and me ) belong to a group of countries classified as ‘third world ‘ or ‘developing ‘ countries . Several Latin American, Asian & African countries make this list, and 90% of these countries are economically backward and the living standards of these countries are far below the living standards enjoyed by citizens of the so called ‘developed ‘ countries like the US, Canada, UK, France, Germany , Japan etc. etc. Citizens of our third world group have always been attracted towards these developed countries when it came to emigrating from one’s own country and seeking greener pasteurs elsewhere in the globe. That is how, this ‘diaspora ‘ groups came into existence. When talking about SL, we have the Tamil Diaspora and we also have the Sinhalese Diaspora . Several of my Sinhalese friends have chosen to seek greener pasteurs overseas, and they are well settled in countries like Australia, New Zealand, Canada, US and the UK. Now, I don’t want Asada to presume that this Sinhala Diaspora chose to emigrate to escape the squalor in Sri Lanka !! It is their life – and they are free to decide where to live in . The same applies to the Tamils as well. Indians are found living all over the world – in Europe, UK, Canada , Australia – you name it , they are there . Doctors and Engineers from Tamil Nadu have settled down in the US & Europe.

    Therefore Asada , I hope you got the answer to your confusion. The very same magnet that attracts the Sinhala Diaspora to settle down in Canada also attracts the tamils of SL and Tamil Nadu to do the same . This is human nature . If tomorrow SL and Tamil Nadu became ‘developed countries ‘ and US & Canada became ‘third world ‘ , then this human traffic will be in the opposite direction !!!

    Indeed Sri Lanka cannot change its system of Governance to suit a Foreign Country; a Foreign Country that Rammed the 13th Amendment down Sri Lanka’s throat while it was Militarily Occupying a large part of Sri Lanka.

    Sri Lanka is NOT BOUND BY AGREEMENTS FORCED UPON IT UNDER DURESS. Under International Law, no Country is bound to honor agreements entered into under blackmail.

    Sri Lanka did what it had to agree to do then … in order to survive … just as a KIDNAPPED PERSON would sign over his property when a gun is held at his head. But, it is the duty of that victim to regain his freedom and to recover his assets and rights at the earliest possible opportunity.

    There are many PRECEDENTS in International Law of NULLIFICATION OF AGREEMENTS ENTERED INTO UNDER DURESS. For example, Hitler forced Czechoslovakia to give up the Sudetenland to Nazi Germany under the threat of invasion by Nazi Germany, and abandonment by the Allied Powers. As soon as Nazi Germany was defeated, Czechoslovakia ABROGATED the Munich Agreement, and reconstituted itself in full regaining the Sudetenland.

    The Rape of Sri Lanka by India, and the attempt to partition Sri Lanka by IMPOSING BY FORCE the 13th Amendment upon Sri Lanka, are CRIMES under International Law just as much as the Rape of Czechoslovakia by Nazi Germany was a CRIME.

    It is the DUTY of ALL PATRIOTIC Sri Lankans to help FREE Sri Lanka of this CHAIN OF BONDAGE to India’s internal and regional political needs.

    Sri Lanka MUST NEVER FORGET this CRIME which our own ethnic relatives in India, and our collaborators in the struggle for independence from Western Colonialists, INFLICTED upon us.

    Sri Lanka must ALWAYS be PREPARED to DEFEND and PROTECT Sri Lanka’s TERRITORIAL INTEGRITY, Sri Lanka’s unique CULTURE that has DEVELOPED INDEPENDENTLY over many millenia from its early Indian origins, and the FREEDOM to GROW and PROSPER in the FUTURE as we Sri Lankans see fit.

    Lanka can’t toe India line on 13th Amendment: Gotabaya

    The influential Sri Lankan Defence Secretary, Gotabaya Rajapaksa, has said Sri Lanka should jettison the system of devolution contained in the India-inspired 13th Amendment of the country’s constitution, irrespective of India’s reaction.

    “Just because India or some other country will get angry, we cannot stop doing what is good for our country,” Gotabaya told the Tamil daily Sudar Oli on Sunday.

    He was asked if his statements against the devolution of power to the provinces would not irk India, which was responsible for the promulgation of the existing devolution system through the India-Sri Lanka Accord of 1987 and the 13th constitutional amendment which followed it. Indian Foreign Minister Salman Khurshid had recently expressed displeasure over Lanka’s attempts to prune the 13th amendment to deny the provinces powers over land and police.

    Gotabaya expressed the fear that if the Tamil majority Northern Province went into the hands of the pro-LTTE Tamil National Alliance (TNA) following the September 2013 elections to the Northern Provincial Council (NPC), that province would demand power over land and police and jeopardize national integrity and security.

    He recalled that the 13th amendment did not have the people’s support when it was enacted in 1987. The Janatha Vimukthi Peramuna had “set fire to the whole country,” and the LTTE leader Prabhakaran had rejected it, he pointed out.

    “Why should we implement it merely because it meets India’s needs?” Gotabaya asked.

    According to him some forces were trying to weaken Lanka’s Central Executive by divesting it of powers of land and the police; demanding independent commissions to make official appointments; and promoting an independent judiciary. Gotabaya, who is President Mahinda Rajapaksa’s sibling, suggested that Tamils, Sinhalese and Muslims, should all “forget” about the 13th amendment and think about a “reasonable” solution to the ethnic question.

    However, according to “The Sunday Times” President Rajapaksa had told the cabinet that the NPC elections should be held as scheduled in September, and under the existing constitutional arrangement. Perhaps, Rajapaksa does not want to ruffle feathers in India and the West ahead of the Commonwealth summit scheduled to be held in Colombo in November.

    Thanks..Mr. Asada Erpini……WOW what an article…..NOW this is the type of arguments & suggestions I was waiting for. We cannot & will not sleep or do anything but WRITE letters & use every non-violent methods to drive this point OUR President.HE Rajapaksa & others.

    I am glad there are so many responses, this is very appropriate, ALL EXPATS of Sri Lanka, who lives in USA, Canada, UK & EU & Mid East should join hands, and suggest the ways to get out of any problems which will pose, by abrogating this unpopular, ammendment. Legal reasons, and how to counter the so called Int: Community’s objections, threats, must be answered.

    Our expat brothers & sisters have the knowledge & expertise in handling the westen objections. Start by asking every expat to get involved so that if it come to Indian invasion, Sri Lanka must be ready to unleash a reply India never forgets.

    Even an Indian military adviser, commenting on our winning the war on terror, stated that India would not have or was not in a position, to achieve what Lanka achieved in eradicating terrorism. I am sure a well organized series of events, protests will make our Sri Lankans back home to unite under one banner, to get rid of this amendment 13.

    Althogh nothing has happened so far, the stakeholders now know that they have some backing from expat popultaion.

    Provincial council system fails to address the problems of Sri Lanka’s North and East – JHU

    May 27, Colombo: An ally of Sri Lanka’s governing party, the Jathika Hela Urumaya (JHU), says the provincial council system was introduced to address the problems of the North and East, but has so far failed to resolve the issue.

    JHU parliamentarian Ven. Athuraliye Ratana Thero has said that the JHU’s decision to move a motion seeking the abolition of the provincial council system was based on many reasons that range from the illegal manner in which the Constitution was amended to establish the Provincial Council system to its failure to address the issues in the North and East.

    “The Provincial Council system was brought about as a solution to the problems in the North and East. Over 5,000 Indian forces personnel sacrificed their lives in Sri Lanka’s North and East in order to get this system implemented. However, the terrorists in the North and East did not agree to the Provincial Council system. Therefore, the system has not solved the North and East issue. This is an issue that has been coming from the past,” he has explained.

    According to Ven. Ratana Thero, the worst clause in the amendment is on the merging of provinces if there were no objections between the respective provinces.

    “Under this clause, the North and East provinces were merged on the basis of the area being the traditional homeland of the Tamil people. This is a wrong concept and it cannot be proven with historical facts,” he has observed.

    “After considering all these reasons, the JHU will introduce to parliament next week a motion to repeal the Provincial Council system,” Ven. Ratana Thero has said.

    He has added that the JHU would speak to other parties including the UNP, TNA and the JVP to get their support for the draft motion.

    The Thero has noted that the party was looking at people’s support before looking for government support for its draft motion to amend the Constitution and repeal the Provincial Council system in the country.

    Dear old Billary Clinton is now positioning herself for a run for the US Presidency in 2016. She began in the time-honored traditional fashion of US Presidential candidates by announcing she had no interest whatever in running for the Presidency, which is of course pure HOGWASH!

    She declined to serve as the Secretary of State in Obama’s second term administration, so she could start disassociating herself from Obama’s policies, and have more freedom to pursue independent policies potentially critical of the Obama administration.

    Billary Clinton’s becoming the US President in 2016 presents HUGE problems for Sri Lanka. As we recall, Tamils for Clinton injected huge sums of illegal funds into Clinton’s 2008 Presidential campaign. Luckily, that illegal contribution of campaign funds was discovered, and the contributed funds were returned to the Tamils for Clinton front of the LTTE in a hurry by Billary’s campaign which feigned that she was not aware that the contribution was illegal.

    Billary, the woman of unbounded ambition that she is, did not lose sight of the fact that the Eelamist Tamil Diaspora represented a source of nearly UNLIMITED CAMPAIGN FUNDS if she runs for the US Presidency in 2016.
    As we all know, the US State Department under Billary’s control, took a very hardline against Sri Lanka … which continues to this day. Was there a connection between the promise of future funds in 2016 and the especially hardline she took against Sri Lanka during her tenure as Secretary of State, even going to the extent of pressuring the Government of Sri Lanka to allow the US to extract 50 of the top LTTE leaders, including Prabhakaran, out of the Mullaitivu pocket under the pretext of “saving lives of civilians”? We will never know really …. will we …. unless another Wikileaks spills the beans a decade from now!!

    Lo and behold, UNLIMITED CAMPAIGN FUNDS can NOW be contributed LEGALLY! The US Supreme Court decision that held that UNLIMITED AMOUNTS OF CAMPAIGN FUNDS can be LEGALLY donated to third-party political groups supporting political candidates in elections, but not directly to the candidates themselves, unleashed a FLOOD OF LOBBYISTS MONEY in the 2012 US Presidential election, undermining the very basis of American democracy. It is now Government OF the LOBBYISTS, BY the LOBBYISTS, FOR the LOBBYISTS in America.

    This law is unlikely to be repealed before the 2016 US Presidential elections, which means that Tamil Eelamists can contribute UNLIMITED FUNDS again to Billary Clinton’s campaign for the US Presidency in 2016. Having already demonstrated her undying support for the Eelamist cause, there is no doubt that a veritable FLOOD of Tamil Diaspora money will find its way into her campaign coffers. So much then for the PATRIOTISM OF US POLITICIANS serving the BEST INTEREST of their Nation; they are bought and sold like cattle at an auction.

    The bottomline is: the GOSL should ANTICIPATE & PREPARE for the possibility that Billary Clinton could become the next President of the United States, and if elected, could adopt policies EXTREMELY THREATENING to Sri Lanka’s survival as an Undivided Sovereign Nation.

    I recommend that the GOSL REPEAL the 13th Amendment, and DISMANTLE the Provincial Council System now leaving a few years to stabilize a new System of Governance, establish new DIPLOMATIC, ECONOMIC and Trade links to prepare for that event.

    Since CAMPAIGN FUNDS can now be contributed LEGALLY by any source to political lobbies, including foreign governments, it is possible, for example, for the GOSL to contribute more funds than the Tamil Diaspora can to the Republican Presidential candidate. Surely, a 250 Million USD campaign contribution would be well worth the money in return on the dollar to Sri Lanka’s security and survival!!

    If the RUMP of the World’s Most Dangerous Terrorist Movement (CIA assessment) can buy US politicians legally to serve their interests undermining the very fabric of American politics, why can’t a legal and legitimate FRIENDLY government do so to counter that move FUNDAMENTALLY INIMICAL to the long-term INTERESTS of the United States?

    China pledges to continue support to Sri Lanka’s development

    May 28, Beijing: Sri Lanka and China held bilateral talks Tuesday to discuss further strengthening the relations on number of areas when the visiting Sri Lanka President Mahinda Rajapaksa met with his Chinese counterpart, President Xi Jinping.

    Chinese President Xi Jinping and First Lady Peng Liyuan welcomed President Rajapaksa accompanied by the First lady of Lady Shiranthi Wikaramasinghe Rajapaksa at the Great Hall of the People in Beijing this afternoon.

    The Sri Lankan President was received a 21-gun salute and inspected a Guard of Honor when he arrived at the Great Hall of the People.

    The two countries pledged to work towards further strengthening relations in several areas including trade, tourism and investment.

    President Rajapaksa thanked Chinese President Xi Jinping for China’s continued support to Sri Lanka in a number of spheres. He also congratulated President Jinping, who took over as China’s new president in March of this year, and said his assumption to this high office is testament to the confidence that the Chinese people have in him.

    He said that his many visits to the East Asian nation have helped him gain a deep and profound understanding of China’s political, economic and social dynamics, and that he looks forward to working closely with the new administration.

    President Jinping, recalling the long-standing ties between China and Sri Lanka, said that the fact that President Rajapaksa is visiting China for the seventh time is an indication of the strength of the relation between the two countries and said he looks forward to further strengthening bilateral ties during his tenure.

    During the bilateral meeting, the two delegations also discussed trade and tourism. The two countries signed an agreement to establish two committees that would work towards a free trade agreement. This would give Sri Lankan products such as apparel, gems and jewelry, tea and rubber wider access in the Chinese market.

    In the area of tourism, Sri Lanka and China agreed to work towards the goal of attracting 100,000 Chinese tourist arrivals to Sri Lanka by 2015.

    China has also pledged support for a number of other projects: Water supply schemes in Attanagalla, Minuwangoda and Kurunegala, an international conference hall in Kandy, an arts theater in Anuradhapura and the development of the national hospitals in Colombo and Ragama.

    China to fund construction of Northern Expressway in Sri Lanka

    May 28, Beijing: China has pledged to provide further funding to develop Sri Lanka’s transport sector that includes a number of expressways, road networks and railway lines.

    During bilateral discussions held between Sri Lanka and China in Beijing Tuesday, the two countries signed an agreement for China to fund the construction of a new Northern Expressway from Colombo to Jaffna.

    As a part of the proposed aid to develop Sri Lanka’s transportation sector, the Chinese government will also aid developing a Colombo-Kandy-Kurunegala expressway and extending the southern expressway from Matara to Kataragama.

    Sri Lanka’s External Affairs Minister Professor G.L. Peiris, speaking to Chinese investors and representatives of the corporate sector of China at an event in Beijing today presented main advantages Sri Lanka can offer as a destination for investment and trade.

    The event “Sri Lanka: Promising Business Destination” was organized by the Embassy of Sri Lanka in Beijing and the Export Development Board.

    The programme emphasized on matching arrangements between Sri Lankan and Chinese companies for the purpose of increasing volumes of trade between the two countries.

    I COMPLETELY disagree. We need DEFENCE, DIPLOMATIC and ECONOMIC help from the China which is superbly CAPABLE & WILLING to do ALL of these for Sri Lanka.

    Strength in these two areas COMPLEMENT each other, and one cannot be sustained without the other. No one will want a perpetually poverty stricken country, incapable of either defending itself or fending for itself economically as a long-term ally. If Sri Lanka becomes ECONOMICALLY strong many of our current critics will abandon their current self-serving criticisms because the ECONOMIC & TRADE benefits they get from Sri Lanka are GREATER.

    China has ALREADY helped Sri Lanka in BOTH areas at CRITICAL TIMES. They provided the bulk of the Weapons we needed to defeat the LTTE, shielded Sri Lanka from UNFAIR criticism and calls to halt the offensive at the UN … as they still do … and gave Sri Lanka large loans and grants amounting to billions of US dollars that allowed the offensive to keep going to its successful end.

    China has been the largest donor of development funds to Sri Lanka for many years now. Most of the major infrastructure projects completed in Sri Lanka, the Southern and Katunayake Expressways and other roads, the Hambantota Shipping port and Mattala International Airport, many Electric Power plants, many Bridges, Hospitals and Schools … come immediately to mind. The building of a new Northern Colombo-Anuradhaoura-Jaffna Expressway, and a Colombo-Kurunegala-Kandy Expressway are also scheduled to be built with Chinese loans.

    Infrastructure spending is the BEST form of government spending bar-none, because it is an INVESTMENT in the country’s future growth, unlike CONSUMPTION spending which is gone once the money is spent. These INVESTMENTS are dragging Sri Lanka by the scruff of its neck into achieving our goal of joining the developed world as the New Wonder of Asia just as Singapore and South Korea did.

    Which other nation would give Sri Lanka such assistance? USA? Heck NO!

    The ONLY Superpower … that vociferously champions a global anti-terrorism agenda and human rights against others … but demonized Sri Lanka at the UN and gave Sri Lanka less than $25 million in aid last year … almost all of it to NGOs for activities designed to undermine the Sri Lankan State. Instead of giving BIG loans at favorable rates, the US frequently erects barriers to Sri Lanka getting IMF loans and denies most favorable trading partner benefits to Sri Lankan exports to the USA.

    I recall that two other countries that FINANCIALLY assisted Sri Lanka during the throes of the Eelam conflict were Iran ($ 2 billion loan and favorable oil prices) and Gaddafi’s Libya ($ 2 billion loan).

    Those who say Sri Lanka is getting too much in debt to China forget that NO ONE ELSE helps Sri Lanka in such a big way. India spends most of its aid helping the formerly Separatist Tamils in the war-torn North, to primarily to build homes … not for INFRASTRUCTURE development that would help us COMPETE against India in South Asia.

    We HAVE TO INVEST HEAVILY in DEVELOPMENT and EDUCATION/SKILLS TRAINING facilities, or Sri Lanka will forever remain mired in the third world. Therefore, WE HAVE TO GET the funds for it from somewhere.

    Funds from China, the TRIED, TESTED and TRUE friend-in-need of Sri Lanka, is the best MOST RELIABLE money we can get for this purpose.

    Sri Lanka is a priority country for development aid from China Development Bank

    May 29, Beijing: For China’s largest state-owned lender, China Development Bank (CDB), Sri Lanka is a priority country when providing development aid, CDB Chairman Hu Huaibang told Sri Lankan President Mahinda Rajapaksa when he met the President today at the China World Hotel in Beijing.

    The Chairman, recalling that CDB is a partner in many of the agreements signed between the two countries Tuesday (May 28) including the planned construction of the new Colombo-Jaffna expressway, said he is looking forward to further enhancing of Sri Lanka’s close cooperation with the Bank in the future.

    Expressing his appreciation for the Bank’s assistance in many infrastructure development projects in Sri Lanka,President Rajapaksa, who is on a four-day official visit to China, hoped that CDB would continue to assist the country in future initiatives, including the completion of the Moragahakanda Reservoir Project, which was initiated with financial assistance from the Bank.

    Mr. Huaibang said the Bank will give highest priority to Sri Lanka’s requests for development assistance.

    Sri Lanka’s cabinet recently approved obtaining a US$ 580 million loan from China this year for the development projects in the country.

    The President invited the CDB chairman to visit Sri Lanka. He also agreed to a proposal by the Bank to establish a separate institute to better manage development aid.

    Minister of External Affairs Prof. G.L. Peiris, Secretary to the President Lalith Weeratunga, Secretary to the Ministry of Finance Dr. P. B. Jayasundara and Sri Lanka’s Ambassador in China Ranjith Uyangoda joined the discussion.
