ThereƒÆ’‚¢ƒ¢-¡‚¬ƒ¢-¾‚¢s nothing more dangerous than an unemployed diplomatic loose cannon. Anti-Sinhala racist ranting of Dayan Jayatilleka has taken a turn for the worse lately with the increased awareness of the masses of the dangers of 13A. As the self proclaimed guardian of the wretched 13A, Dayan is using his anti-Sinhala racism to drum up support for 13A. Needless to say that is an exercise doomed to fail with tragic consequences.
Today he is more akin to GG Ponnambalam on a stage professing Tamil racism in 1939 which led to the first riot between the two largest communities in the island nation. However, GG Ponnambalam learnt his lesson the hard way and stooped low thereafter joining the Sinhala majority government just eight (8) years later in 1947. But soon Malaysian born SJV Chelvanayagam started the Tamil racist campaign and it took himƒÆ’-¡ƒ”š‚ nine (9) years (till 1958) to learn his lesson. Subdued into submission, he joined the Sinhala majority government seven (7) years later in 1965. After a period of quietness, Amirthalingam emerged the new face of Tamil racism in 1976. He learnt his lesson seven (7) years later in 1983. By then yet another Tamil giant by the name Prabakaran had emerged. It took 26 long years for him to learn his bitter lesson. Now Sambandan and Sumanthiran have taken the baton from Prabakaran. How long will it take for them to learn the same lesson? Will Dayan learn his lesson sooner or later?
What is this lesson? It is about coexistence and acceptance of democratic choices of the people. History has treated very badly those who failed to learn this lesson.
Plural character of the nation
Dayan canƒÆ’‚¢ƒ¢-¡‚¬ƒ¢-¾‚¢t go past the Indo-Lanka Peace Accord which states, ƒÆ’‚¢ƒ¢-¡‚¬ƒ…-also recognising that the Northern and the Eastern provinces have been areas of historical habitation of Sri Lankan Tamil speaking peoples, who have at all times hitherto lived together in this territory with other ethnic groupsƒÆ’‚¢ƒ¢-¡‚¬ƒ”š‚.
The Northern and Eastern provinces have never been areas of historical habitation of Sri Lankan Tamil speaking peoples. It is a wrong statement. There is no historical account to this effect in Sri LankaƒÆ’‚¢ƒ¢-¡‚¬ƒ¢-¾‚¢s long well documented history going back to 6th century BC. The Indo-Lanka Peace Accord which was imposed through gunboat diplomacy bases itself on absurd historical assertions. For it to be of any worth it must be corrected as, ƒÆ’‚¢ƒ¢-¡‚¬ƒ…-also recognising that the Northern and the Eastern provinces have also been areas of historical habitation of Sinhala speaking peoples, who have at all times lived together in this territory with other ethnic groupsƒÆ’‚¢ƒ¢-¡‚¬ƒ”š‚. Why did the Indo-Lanka Peace Accord elevate the South Indian populace (Tamils) over others in the Northern and Eastern provinces?
The illegally imposed Accord under duress also states, ƒÆ’‚¢ƒ¢-¡‚¬ƒ…-acknowledging that Sri Lanka is a multi-ethnic and multi-lingual plural society consisting, inter-alia, of Sinhalese, Tamils, Muslims (Moors) and Burgers; recognising that each ethnic group has a distinct cultural and linguistic identity which has to be carefully nurtured… conscious of the necessity of strengthening the forces contributing to the unity, sovereignty and territorial integrity of Sri Lanka, and preserving its character as a multi-ethnic, multi-lingual and multi- religious plural society, in which all citizens can live in equality, safety and harmony, and prosper and fulfil their aspirationsƒÆ’‚¢ƒ¢-¡‚¬ƒ”š‚.
ArenƒÆ’‚¢ƒ¢-¡‚¬ƒ¢-¾‚¢t Australia, USA, UK, France and Germany multi-ethnic and multi-lingual plural societies? They are. There is no need to recognise the Tamil language as an official language for Sri Lanka or Australia, USA, UK, France or Germany to be a multi-ethnic and multi-lingual plural society. None of these multi-ethnic and multi-lingual plural societies has anything comparable to 13A. The Indian version of plurality has been rejected by other nations including Sri Lanka where coexistence geographically is the key. In wide contrast in India ethnic groups live in ethnic enclaves. This is not plurality in the Lankan context and must be rejected.
13A is a Threat to Coexistence and No Solution
13A is based mainly on these two seemingly innocent but absurd assertions contained in the Indo-Lanka Peace Accord. The truth is Northern and the Eastern provinces have never been areas of historical habitation of Sri Lankan Tamil speaking peoples and devolution along ethnic lines cannot preserve the multi-ethnic and multi-lingual plural society.
Australia is a very good example of a living multi-ethnic and multi-lingual plural society which functions under one official language that has unified hundreds of cultures. Why the only official language is English? Because it is the language most Australians can speak!
According to his own admission, Dayan agrees that LTTE, TNA, TNPF and the Tamil Elamist Diaspora have all rejected 13A. Obviously the Sinhalese have also rejected it from the very start. Then the question begs, for whom is the 13A when all the parties to the problem have rejected it!
No matter how much Dayan loves 13A, it is dead; killed by Tamils (LTTE, TNA, TNPF and the Tamil Elamist Diaspora) and Sinhalese. Nobody ever wanted it. 13A now awaits last rites and a decent burial.
Lee Kuan Yew
Dayan quotes LKY out of context for the sole purpose of making anti-Sinhala racist statements. LKY is a highly capable dictator who turned a backward island nation into a modern economic powerhouse. His turnaround of Singapore deserves accolades. However, he is not perfect. The worldƒÆ’‚¢ƒ¢-¡‚¬ƒ¢-¾‚¢s longest serving dictator has made several racist remarks against his neighbours on several occasions.ƒÆ’-¡ƒ”š‚  ƒÆ’-¡ƒ”š‚ 
In 2012 LKY told a forum in Singapore it was vital for the Chinese majority state (of Singapore) to stand up to its majority Muslim neighbors, Malaysia and Indonesia. He said the attitude of Malaysia and Indonesia toward Singapore had been shaped by the way the countries treated their own ethnic Chinese minorities. “Our neighbors both have problems with their Chinese. They are successful. They are hard working and, therefore, they are systematically marginalized,” Lee was quoted as saying.
Angry Indonesian lawmakers demanded a public apology and explanation from Singapore’s founding father Lee Kuan Yew.
“The statement is full of lies. We are very upset because it has disgraced Indonesia. We will ask the government to send a letter of protest to Lee,” Djoko Susilo, a member of the House of Representatives’ Commission I overseeing security and international affairs, told The Jakarta Post.
Several decades ago he made another racist stride against the other neighbour, Malaysia. ƒÆ’‚¢ƒ¢-¡‚¬ƒ…-Well, first I regret having been turfed out of Malaysia. I think if the Tunku had kept us together, what we did in Singapore, had Malaysia accepted a multiracial base for their society, much of what weƒÆ’‚¢ƒ¢-¡‚¬ƒ¢-¾‚¢ve achieved in Singapore would be achieved in Malaysia. But not as much because itƒÆ’‚¢ƒ¢-¡‚¬ƒ¢-¾‚¢s a much broader base. We would have improved inter-racial relations and an improved holistic situation. Now we have a very polarised Malaysia, Malays, Chinese and Indians in separate schools, living separate lives and not really getting on with one another. You read them. ThatƒÆ’‚¢ƒ¢-¡‚¬ƒ¢-¾‚¢s bad for us as close neighbours.ƒÆ’‚¢ƒ¢-¡‚¬ƒ”š‚
It is in this context Dayan should look at and quote LKY.
Dayan can imagine a similar situation in Sri Lanka if the President claimed it was vital for Sri Lanka to stand up to its Hindu majority neighbour and that the attitude of India toward Sri Lanka had been shaped by the way India treated its own Buddhist minority.
LKYƒÆ’‚¢ƒ¢-¡‚¬ƒ¢-¾‚¢s Speak Mandarin Campaign is another controversial but a wise initiative. Non-Chinese language communities (principally the Malays and Tamils) argue that the effort placed into promoting Mandarin weakens the role of English as Singapore’s lingua franca and threatens to marginalize Singapore’s minorities. LKY is doing since 1979 what SWRD Bandaranaike did in 1956 albeit softly. Today most of SingaporeƒÆ’‚¢ƒ¢-¡‚¬ƒ¢-¾‚¢s educated Tamils leave Singapore for Australia.
LKYƒÆ’‚¢ƒ¢-¡‚¬ƒ¢-¾‚¢s success is primarily attributable to three main reasons ƒÆ’‚¢ƒ¢-¡‚¬ƒ¢¢”š¬…” SingaporeƒÆ’‚¢ƒ¢-¡‚¬ƒ¢-¾‚¢s strategic location, economic alignment with China (over 60% of SingaporeƒÆ’‚¢ƒ¢-¡‚¬ƒ¢-¾‚¢s exports are to Chinese territories) and state capitalism (over 60% of SingaporeƒÆ’‚¢ƒ¢-¡‚¬ƒ¢-¾‚¢s GDP comes from state-owned business enterprises). These are valid for Sri Lanka as well. Unfortunately Sri Lankan leaders have always made the wrong choice between China and India.
All LKYƒÆ’‚¢ƒ¢-¡‚¬ƒ¢-¾‚¢s statements relate to an outdated era of war which Sri Lanka has won and moved on.
If 13A is the right solution to the problems of Tamils, why LKY didnƒÆ’‚¢ƒ¢-¡‚¬ƒ¢-¾‚¢t introduce it to Singapore?
If the coexistence sans devolution model works for Singapore, it must work for Sri Lanka as well. The problem is however, since 1957, Sri Lankan leaders were wasting time and resources to find a devolution-based solution instead of a coexistence-based solution.
From Singapore to Chechnya
Obviously Dayan canƒÆ’‚¢ƒ¢-¡‚¬ƒ¢-¾‚¢t find any comparable of 13A in Singapore. Then he runs away to Chechnya but misses the elephant in the room. President Putin installed a pro-Russian governing regime in Chechnya before introducing limited autonomy. This is not what 13A plans to do. If a pro-Sri Lankan government regime is installed in the Northern Province, there is no problem here and there is no need for 13A at all. Dayan should also know Chechnya is just a fraction of Russia, not 37% of its landmass (Northern and Eastern provinces are 37% of Sri Lankan landmass). ƒÆ’-¡ƒ”š‚ ƒÆ’-¡ƒ”š‚ 
This also follows DayanƒÆ’‚¢ƒ¢-¡‚¬ƒ¢-¾‚¢s old assertion that King Dutugemunu appointed a defected ElaraƒÆ’‚¢ƒ¢-¡‚¬ƒ¢-¾‚¢s army officer as a governor in the East of the island nation. Once again such appointments of the centreƒÆ’‚¢ƒ¢-¡‚¬ƒ¢-¾‚¢s choice are most welcomed instead of holding elections and awarding powers under 13A.
Leading from Behind or Backstabbing
Dayan showers accolades on himself generously. He claims the ƒÆ’‚¢ƒ¢-¡‚¬ƒ…-victoryƒÆ’‚¢ƒ¢-¡‚¬ƒ”š‚ he achieved in 2009 at the UNHRC outsmarted the EU and the Tamil Diaspora. In hindsight we all now know that is not what happened.
At the UNHRC in 2009 Sri Lanka committed harakiri (suicide) before EU could murder (homicide) it. Only the enemies of the nation call it ƒÆ’‚¢ƒ¢-¡‚¬ƒ”¹…”outsmartingƒÆ’‚¢ƒ¢-¡‚¬ƒ¢-¾‚¢ or ƒÆ’‚¢ƒ¢-¡‚¬ƒ”¹…”outmanoeuvringƒÆ’‚¢ƒ¢-¡‚¬ƒ¢-¾‚¢. Similarly they claimed the 2012 and 2013 anti-Sri Lanka resolutions were good for Sri Lanka. Dayan has fallen to this nanny camp that assumes the brown man (unlike the white man) does not know what is good for him.ƒÆ’-¡ƒ”š‚ ƒÆ’-¡ƒ”š‚ ƒÆ’-¡ƒ”š‚ ƒÆ’-¡ƒ”š‚ 
The Tamils are the Serbs of South Asia
Tamil Minoritarianism is the curse of this country. Tamils are the Serbs of South Asia. WW1 was started by a Serbian attack and similarly the Indian invasion of Sri Lanka in 1987 was initiated by Tamil terrorism; not to mention the innumerable Tamil invasions on the island nation for the past 2,300 years. Tamils killed the Indian crown prince former Prime Minister Gandhi in 1991 much like the Serbs decades earlier. Tamils outsmarted Serbs in genocide by decades. Serbian atrocities in former Yugoslavia reached the level of war crimes only in the mid 1990s.
But Tamils had committed far worse war crimes by then. Even the Serbs could not rid the Bosnians from Kosovo but Tamils rid the entirety of Sinhalese from the districts of Jaffna, Mulaitivu, Kilinochchi, Mannar and Batticaloa by 1983. That was over 9 years before Serb violence. ƒÆ’-¡ƒ”š‚ ƒÆ’-¡ƒ”š‚ ƒÆ’-¡ƒ”š‚ 
By 1990 Tamils had genocide the entire Muslim community from Jaffna, Mulaitivu, Kilinochchi and Mannar districts. But Tamils continue to live in all 25 districts in millions. Comparable Serbian atrocities commenced only after more than half a decade later.
Serbs were emboldened by their historical, religious, linguistic and cultural links to powerful Russia. Similarly Tamils are emboldened by their historical, religious, linguistic and cultural links to powerful India. Sinhalese much like Croats are uniquely native to the island nation of Sri Lanka.
Much like Serbian claimed territory of Serbia-Montenegro collapsed into Serbia and Montenegro separately, the North-East claimed by Tamils in the past has now collapsed into the Northern Province and the Eastern Province. Eastern Province has a Muslim majority which Tamils tried very hard to wipe out from the face of the North-East, but failed.
India has its share of Tamil woes. The most fascist separatist movement India faced came from the Dravidistan campaign led by Tamils in India (70 million of them today) a century ago. Anti-Hindi campaign was also launched by Tamils against the Hindi language. Even today rowdy protests break out in Tamil Nadu (Tamil country) forcing India to make a mockery of its foreign policy. Tamils have killed more Indian soldiers than any other ethnic group in India! As Sri Lanka refuses to host the Tamil Nation in the island, the demand pushes to India. Pretty soon Tamils in India will agitate for nationhood. As Yugoslavia was torn apart by Serb greed, Yugoslavia-like India with its ethnic enclaves will be torn apart by Tamils and their greed.
Four (4) Tamil organisations are banned as terrorist organisations by USA even today. Over 32 countries including India have banned a top Tamil organisation as a terrorist organisation. Scorpions or Tigers, the Serbs of Yugoslavia and Tamils of South Asia have committed some of the most heinous crimes mankind has seen lately. However, even the Serbs have their own proud nation; but never the Tamils a nation of their own.
If Dayan thinks he has won the love of Tamils he is in for a nasty brush against reality. Tamils know too well about this turn-coat. On the other hand if he fails to muster support for 13A as required by his mission – Assignment Colombo, he faces an even nastier end, courtesy India.

    In Singapore EIP – Ethnic Integration Policy – is enforced to balance ethnic composition. Any Sri lankan should be able to live where ever they want, as long as the law of the country is respected and followed. When racists use “Tamil Areas” it implies that there are some areas exclusive for Tamils. This “Tamil Exclusiveness” concept is one of the roote causes for ethnic tension in our motherland. Tamil speaking Sri Lankans had shown almost an inexhaustible capacity to produce engineers, doctors, accountants, clerks and shopkeepers but the Tamil political culture failed to produce an enlightened political leadership that could rise above their Jaffna peninsularity of mind and lead the Tamil speaking Sri Lankans towards realistic and attainable political goals. Not since Sir Pon Arunachalam left the Ceylon National Congress, rupturing hopes of communal harmony, has Tamil speaking Sri Lankans produced a political leadership which has had the vision to accept co-existence in a multi-ethnic society as the most natural, viable and peaceful path for the welfare of all communities in Sri Lanka. Blind to the future, the Tamil speaking Sri Lankans have grown up during the past several decades in a self-made political culture of resistance to reform. Tigers were a reflection of Tamil speaking Sri Lankans. Tigers emerged from among the Tamil speaking Sri Lankans, and shared the same Jaffna peninsularity of beliefs. Tigers did the most to destroy the Tamil speaking Sri Lankans. In counting on gains through its strength as a conventional military force, and dragging out the war for 25 years Tigers missed opportunities to even entrench their own position. Tigers’ singular focus on military strength, to the detriment of political gains and support from the people on the ground, all while ensuring their emergence as the dominant Tamil armed force was the cause of their demise.
Tigers wanted more than 100,000 Muslims in Jaffna Peninsula to get out within 3 hours, leaving their belongings and treasured valuables – that was a text book example of “ethnic cleansing”. Tigers made Idi Amin look like an angel as Idi Amin had a heart to give the Asians in Uganda three months to leave the country and not 3 hours Tamil speaking Sri Lankans suffered the most in Sri Lanka because of their leaders’ blind refusal to co-exist in a multi-ethnic society sharing the land in common with the other communities. Their suicidal political ambitions, arising from an exaggerated view of their self-importance and superiority, drove them to an end on May 18, 2009 at Mullivaykal, they never thought would come.

    Infrastructure investment improves productivity and contributes to the economic growth. Infrastructure-driven development combines key policy characteristics inherited from the Rooseveltian progessivist tradition and Neo-Keynesian economics in the United States, France’s Gaullist and Neo-Colbertist centralized economic planning, Scandinavian social democracy as well as Singaporean and Chinese state capitalism : it holds that a substantial proportion of a nation’s resources must be systematically directed towards long term assets such as transportation, energy and social infrastructure in the name of long term economic efficiency stimulating growth in economically lagging regions and fostering technological innovation) and social equity.
    There is a positive and statistically significant correlation between investment in infrastructure and economic performance. The infrastructure investment not only increases the quality of life, but, based on the evidence for the post-World War II period, infrastructure also has positive impact on both labour and multifactor productivity. The multifactor productivity can be defined as the variable in the output function not directly caused by the inputs, private and public capital. Thus, the impact of infrastructure investment on multifactor productivity is important because the higher multifactor productivity implies higher economic output and hence higher growth. Public capital plays an important role in private sector production. Infrastructure investment was a key factor to “the robust performance of the economy of the USA in the ‘golden age’ of the 1950s and 1960s. Increased investment in core infrastructure greatly improves the performance of the economy.

    The level of per capita output is positively and significantly related to core infrastructure investments, in other words an increase in the core infrastructure investments leads to an increase in the level of per capita output.
    Infrastructure-savvy economies such as Norway, Singapore and China have partially rejected the underlying Neoclassical “financial orthodoxy” that characterizes the ‘Washington Consensus’ and initiated a pragmatist development path of their own based on sustained, large-scale, government-funded investments in strategic infrastructure projects. Successful countries such as Singapore, Indonesia and South Korea still remember the harsh adjustment mechanisms imposed abruptly upon them by the IMF and World Bank during the 1997-1998 ‘Asian Crisis’. What they have achieved in the past 10 years is all the more remarkable: they have quietly abandoned the “Washington consensus” by investing massively in infrastructure projects – Tthis pragmatic approach proved to be very successful.

    While China invested roughly 9% of its GDP in infrastructure in the 1990s and 2000s, most Western and non-Asian emerging economies invested only 2% to 4% of their GDP in infrastructure assets. This considerable investment gap allowed the Chinese economy to grow at near optimal conditions while many South American, South Asian and African economies suffered from various development bottlenecks: poor transportation networks, aging power grids, mediocre schools.

    In the Western countries, the notion of pension fund investment in infrastructure has emerged primarily in Australia and Canada in the 1990s and has attracted the interest of policy makers in California, New York, the Netherlands and the UK.

    In the wake of the Great Recession that started after 2007, liberal and Neo-Keynesian economists in the United States have developed renewed arguments in favor of “Rooseveltian” economic policies removed from the ‘Neoclassical’ orthodoxy of the past 30 years- notably a degree of federal stimulus spending across public infrastructures and social services that would “benefit the nation as a whole and put America back on the path to long term growth.

    The worst thing that Dayan Jayatilleka could do is to engage in hate mongering and support the 13th amendment. The two do not go together and only enforces the need to abolish this amendment. If he really wanted to keep the 13th amendment he would need to win over the opponents of the amendment. He is not and by that he is only feeding the flames against the 13th amendment. Simply put Dayan is the worst enemy to the implementation of the 13th amendment. If one wants to remove the 13th amendment that person should commend Dayan for his racist speeches and writings and encourage him down this path.

    Sri Lankan Minister will quit government if provincial councils abolished

    July 01, Colombo: Sri Lanka’s veteran leftist Minister of State Languages and National Integration Vasudeva Nanayakkara announced today that he would leave the government if it takes steps to abolish the powers of the provincial council system.

    He said that he could agree to the abolition of powers of the provincial councils to merge, but the proposed amendment to make the nationally important laws approved only by the general majority of the councils needed to be taken up at the parliamentary select committee to amend the Constitution, he said.

    Addressing a press briefing held in Colombo today, MP Nanayakkara slammed the idea circulated by some other members of the government that provincial councils are a “white elephant”.

    He argued that the cabinet of 95 ministers was more a white elephant than provincial councils.

    He said that mere 7% of the cost of provincial councils is spent for maintaining them. The majority of the expenses of the provincial councils are for sectors like education and health which the government will have to bear in case the provincial councils are abolished.

    NPC polls: SLMC to go it alone

    KANDY – Sri Lanka Muslim Congress (SLMC) will contest the forthcoming Northern Provincial Council (NPC) election on its own.

    SLMC Leader and Justice Minister Rauf Hakeem said in Kandy yesterday (30) that his party intended to go it alone at the NCP polls scheduled for September.

    Minister Hakeem was responding to a question by the media, while addressing a meeting of the SLMC political activists in Kandy at the party branch office at Katugastota Road.

    Minister Hakeem said that there was no need to be excited about the Parliamentary Select Committee (PSC) on the national question as several political groups including the TNA, the UNP and the JVP had already announced that they would not participate in it.

    In the address to the SLMC gathering, Hakeem said that during the on-going debate over the 13th Amendment, sinister attempts were being made by some groups and individuals to pull the SLMC out of the government.

    But, the SLMC was not prepared to destablise the government, the SLMC leader said.”Whatever the critics of the 13th Amendment may say I strongly believe that President Mahinda Rajapaksa, with his experience of 40 years, will make a reasonable decision on the matter, Hakeem said, adding that the SLMC made independent decisions and acted accordingly.

Jayatilleke’s turnaround from one who defended Sri Lanka, to a traitor who accepted minister status in the recent tamil separatists’ ploy, perhaps can be traced to the day he was fired from being the UN ambassador……. All this appears to be just personal hatred against MR that has chanelled this low-life into a mental mode of “destroy MR somehow”….”forget about Sri Lanka”….. “just get your revenge”.

    Morons like these and the ‘thirisanie’- as long as these losers hang around, there will be not much hope for “reconciliation” in Sri Lanka.
