NO MORE DEEDS <\/p>\n\n\n\n

Land is\nthe wealth of the country, the wealth of the people. 480 Million Dollars when\nreceived, the lands will be privatized  the government  will be\nlandless. This, they say, is the mantra to alleviate poverty .<\/p>\n\n\n\n

MCC has at the moment a\ncrash program for e registration, with US citizens working with diplomatic\nimmunity in 10 of our land registries . .The history of our lands, the\nhistory of our country is being ingeniously erased with the entry of the\ne-register, with  a ;law already introduced by the World  Bank\n.  The destruction of all \u2018paper\u2019 deeds and the control of the e-register,\nwithout recording the history of ownership . The land is a number, the owner is\nanother number. In another 100 years people would have forgotten that the land\nbelonged to the Sri Lankans as all records in the e register is the present\nowner .<\/p>\n\n\n\n

e-register, being in\nEnglish will not be accessible to the majority of the Sri Lankans, who are not\nsavvy in English or computer literate. Getting\nuse to owning land with a 12 digit number is coming and its impact will be like\na Tsunami . –<\/em>The 12 digits are made up of<\/p>\n\n\n\n

i. First two digits to\nidentify the District.<\/p>\n\n\n\n

ii. Next four digits to\nidentify the Village\/ GN division in the District.<\/p>\n\n\n\n

iii. Next two digits for\nblock number<\/p>\n\n\n\n

iv. Next\nfour digits for lot number SEE MORE http:\/\/www.ft.lk\/2015\/04\/22\/arcgis-powers-survey-<\/a><\/p>\n\n\n\n

Hope the people understand that the\n\u2018change\u2019 was done in the prosperous nations with  3 decades of legal\nresearch with local professors of law in charge of drafting statutes to suit\nthe local land owners.  We have telescoped this project to a 5 years without\nany local inputs: legal, professional and research. Is it not ironic\nthat   USA  has a recording system .Their ownership and history\n is not erased .<\/p>\n\n\n\n

Will the\nland registries working only in Tamil and Sinhala be working only in\nEnglish<\/strong><\/p>\n\n\n\n

Will the\nentire process be fully automated without any paper ?<\/p>\n\n\n\n

Will the  200000 books  recording the history of our\nland ownership in 45 land registries  be abandoned.  Have the\nauthorities  found a safe place to  archive them ?  Will\nthey be removed to another foreign museum<\/strong><\/p>\n\n\n\n

Will all\nthe poor  who receive Government land  be and their notaries be\nconversant with the new laws and  electronic systems<\/p>\n\n\n\n

Who will\nhave the ability to put things right if there are viruses or cyber\n attacks<\/p>\n\n\n\n

When\nCorona COVID 19 arrived we had competent Doctors,  will we have competent\nlawyers and IT specialists to counter cyber attack?<\/p>\n\n\n\n

The\nvoters  must    study and be ready to own land in an\n e era with the Land Information System already in place today<\/p>\n\n\n\n

Question\nto be asked ?  Deeds are very important for poor land owners,  they\n and their notaries do not have computers and internet .   How\ndid we repeal every law and institution and  abolish the  deeds .\n   How do countries such as USA , Netherlands and South Africa\nhave e registers with deeds ? They have not repealed all their laws to\nintroduce e registration.<\/p>\n\n\n\n

Please\nsee Deputy Survey Generals request  retain your deeds .  He says\nretain your deeds .  He is correct , as the matter one day will be decided\nby the Judiciary , until then it is advisable to retain deeds although the\nsection 53 Of Act 21 of 1998 permits to destroy the deeds that enter the owners\n in the Electronic Register.<\/p>\n\n\n\n

Over to\nthe voter study and be ready to own land with electronics with no deeds . \nThe law does not permit access to court either to save your lands from fraud .\nOur lands are being set up for plunder. Only lawful orders have to be complied\nwith by public servants; any order against the law and the Constitution, the\npublic servants have a right and a duty to not comply<\/p>\n\n\n\n

Each block will get an identification\nnumber of twelve digits and the owner would be able to view his ownership\nthrough the computer using the 12 digit  number,”   <\/em>No more deeds . New  land law\n   to practice with LIS given The  new statutes <\/em>Act 21 of\n1998 , Electronic Transactions Act 19 of 2006 Computer crimes Act 24 of 2007 and gazette <\/em>1886\/58 -31st<\/sup>\nOctober 2014 .
