Sri\nLankans have once again endorsed the Rajapakse Regime, westerners notoriously\ndefined as Rajapakse Family Dynasty. Bandaranaike Dynasty, Nehru Dynasty,\nKennedy Dynasty did not last very long.  The  Rajapakses have laid\neggs on a wide spectrum of the island, perpetual succession by these rulers are\nhere to stay.  Many anti-Sri Lankans dislike Rajapakse Octopus\nspread,  but average men and women of this beautiful island confide in\nRajapakses\u2019 as their own family members. <\/strong><\/p>\n\n\n\n

The\nnew government must address the most urgent issues first, before embarking on\nadministrative issues.<\/p>\n\n\n\n

A.\nURGENT  BREAD AND BUTTER ISSUES:<\/strong><\/p>\n\n\n\n

1.   \nImprove\nnational health system, free of charge;<\/p>\n\n\n\n

2.   \nImprove\npublic transport system of road and rail<\/p>\n\n\n\n

3.   \nUpgrade\nat least one school in each district as a National School<\/p>\n\n\n\n

4.   \nEstablish\nspecial unit within Army, similar to Farming Army ( Govi Hamudawa<\/strong>) to\nundertake cultivation of traditional and non traditional products<\/p>\n\n\n\n

5.   \nImmediate\nrestoration of Reservoirs ( Wewa) to  store and ensure regular water\nsupply for farming and communities<\/p>\n\n\n\n

6.   \nEnsure\nprompt distribution of fertilizer and water supply<\/p>\n\n\n\n

7.   \nImprove\ninternal roads , dilapidated  bridges in villages, easily accessible in\nremote villages<\/p>\n\n\n\n

8.   \nBuy\nfarmers products at guaranteed price<\/p>\n\n\n\n

9.   \nEstablish\nwarehouses, including Silos for grain, in all farming communities to\n stock pile harvest<\/p>\n\n\n\n

10.Continue war\nagainst Drugs<\/p>\n\n\n\n

11.Provision of\naffordable subsidised housing<\/p>\n\n\n\n

The average men\nand women demand solutions to these issues.  This program will reduce cost\nof living, improve employment, improve standard of living, enhance money\ncirculation with short and long term investment opportunities.<\/p>\n\n\n\n

B.\nADMINISTRATIVE MATTERS<\/strong>:<\/p>\n\n\n\n

The\n 13, 18, 19 amendments to the Constitution must be repealed. But it\n will not bring Sri Lanka to the higher rank of happiest living index<\/strong>\u201d. \nSri Lanka currently rank 4468 position in world ranking, with Finland, Denmark\nand Switzerland holding first 3 places as happiest living countries.<\/p>\n\n\n\n

These\ntop countries have entirely different administrative systems, yet Bread and\nButter issues were solved first<\/strong> and continue to\nreceive top priority of the governments.<\/p>\n\n\n\n

The \nremoval of 19 Amendment must receive urgent attention. The Sri Lankans have\nvoted for the introduction of an entirely new Constitution designed to embrace\nthe aspirations of all communities within a unitary state ensuring Sinhalese,\nTamils and Muslims to live peacefully in any part of the island with guarantees\nfor protection  and enhancement of Buddhist philosophy.<\/strong><\/p>\n\n\n\n

C.\nIMPLEMENTATION OF<\/strong> \u2018Visions of Prosperity and\nSplendour\u2019 (SAUBHAGYE DEKMA) of President Gotabaya Rajapakse:<\/strong><\/p>\n\n\n\n

The traditional\nstructure of Cabinet of Ministers very often  incapable of delivering\nBread and Butter issues as well as Administrative Matters.  With large\nnumber of <\/strong>national minded<\/strong>  highly educated and experienced\nintellectuals entering the Parliament through rank and file of SLPP, VIYATHMAGA\nAND YUTHUKAMA,  a clear SPLIT  of cabinet functions are  needed.\n<\/strong>One\nteam for Bread and Butter issues and the other for Administrative Matters.<\/strong><\/p>\n\n\n\n

The President and the Prime\nMinister need not handle a large number of Ministers. <\/strong>The SPLIT\n cabinet may take the shape of minimum number of\n   Ministers for each of the above two areas directly\nresponsible for the President and the Prime Minister.  Smaller the\nCabinet, greater the effectiveness of Managing People and managing for\nresults.  <\/strong><\/p>\n\n\n\n

In this manner,\nboth issues discussed above, can run concurrently, with the two small teams\nwith best span of control. Poor performing ministers must be sacked.  <\/strong><\/p>\n\n\n\n
