Wijeyawickrema<\/em><\/span><\/h2>\n\n\n<p>In February 2015, I wrote\na series of short essays titled, Taming Vigneswaran.\u201d&nbsp; These essays, printed by the Lankaweb, and especially\npart V, is directly relevant today, because Vigneswaran has now moved his Eelam\nbattle to the 2020 parliament.<\/p>\n\n\n\n<p>Separatist Tamil\npolitical paper tiger establishment is now grasping for its last breath, and\nVigneswaran must be planning an international oxygen-seeking campaign inside\nthe parliament, with western embassy agents sitting at the visitors\u2019\nlobby.&nbsp; <\/p>\n\n\n\n<p>Just like the Great Panadura\nDebate was a suicidal game invited by a few Christian pastors from the Buddhist\nmonks at that time, Vigneswaran is out there now inviting an ideological\nassault, that he was able to escape as the Chief Minister of NPC. <\/p>\n\n\n\n<p>It is said that the\nHansard is not a legally binding document, and any member has a right to\nexpress his\/her opinion without any hindrance. The duty of the Speaker is to\nprotect this right. Apparently, that was how Ranjan Ramanayaka and Hirunika Premachandra\ndivulged their private filth. <\/p>\n\n\n\n<p>The Tamil separatist\nmovement, started first in 1923\/24, was defeated by war in May 2019. But the\nideological war was allowed to survive, because the Sinhala politicians did not\nknow or did not want to kill it. This is why, Vigneswaran with two Sinhala\ndaughters-in-law at home talk of genocide by the Sinhala government today,\nwhich even Prabakaran or Balasingham did not try to use as an argument for\nargument\u2019s sake. <\/p>\n\n\n\n<p>Vigneswaran is now giving\nan opportunity, just like the Christian pastors during 1840s-1870s provoked\nBuddhist monks, to defeat his myths inside the Parliament. One cannot cure a\ncancer by feeding it; to eradicate mosquitos one has to empty the dirty pond.\nNew MPs in the 2020 parliament should not let Vigneswaran or Gajendra\nPonnambalam escape uttering falsehood under the cover of MP privileges.&nbsp; They and the embassy crowd watching them with\ncameras must be confronted, with facts, scientific and Buddhist, that 13-A is\nbad law and does not help the suffering masses in Jaffna or Hambantota.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img loading=\"lazy\" decoding=\"async\" width=\"340\" height=\"110\" src=\"https:\/\/www.lankaweb.com\/news\/items\/wp-content\/uploads\/2020\/08\/Sinnet.png\" alt=\"\" class=\"wp-image-105920\" srcset=\"https:\/\/www.lankaweb.com\/news\/items\/wp-content\/uploads\/2020\/08\/Sinnet.png 340w, https:\/\/www.lankaweb.com\/news\/items\/wp-content\/uploads\/2020\/08\/Sinnet-300x97.png 300w\" sizes=\"auto, (max-width: 340px) 100vw, 340px\" \/><\/figure>\n\n\n\n<p>Top of Form<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Wigneswaran Damanaya\n(taming the shrew!) \u2013 Part V Tamil separatism and the Karuna paradigm (Give us\nwhat Colombo gets\u201d)<\/h4>\n\n\n\n<p>Posted by&nbsp;<a href=\"https:\/\/www.sinhalanet.net\/author\/admin\">admin<\/a>&nbsp;On February 21, 2015&nbsp;<a href=\"https:\/\/www.sinhalanet.net\/wigneswaran-damanaya-taming-the-shrew-part-v-tamil-separatism-and-the-karuna-paradigm-give-us-what-colombo-gets#respond\">0 Comment<\/a><\/p>\n\n\n\n<p><strong>Next Parliamentary election:\nAre you for or against 13-A?<\/strong><\/p>\n\n\n\n<p>In this final segment of\nthe Wigneswaran (Angulimala) Damanaya, a five-part series, we discuss how he\ncould be tamed with the help of the Karuna paradigm. The responsibility in this\nregard lies with the Sinhala Buddhist leaders of Sri Lanka, those who consider\n13-A as a death trap to the continuity of the island as one country. Thus, W\nDamanaya is actually a Damanaya of the Sinhala Buddhist politicians!<\/p>\n\n\n\n<p>At the next parliamentary election, they will\nhave to tame not only W and his TNA, but also the&nbsp; federal couple of Ranil\nand CBK as well as&nbsp; MahindaR, if he plans to become the next PM, because\nhe had failed to implement the April 2007, SLFP policy of abolishing 13-A, not\nonce, but twice.&nbsp; If the rally held at Nugegoda on the 18<sup>th<\/sup>&nbsp;is\nan indication, MR\u2019s message, read by the father of 13-A plus, Dayan\nJayatilleke, the so-called smart Sinhala patriot, was silent on the 13-A\ndebacle.<\/p>\n\n\n\n<p>Wimal Weerawansa, Dinesh Gunawardena, Udaya\nGammanpila and Vasudeva, the four behind the Mahinda come back campaign must\ndisclose if they are for or against 13-A, along with Nimal Siripala, Susil\nPremjayanth, and Ven. Maduluwawe Sobhita. JHU and JVP must also disclose their\nstand, anew, at the new election. Sinhala Buddhists in both UNP and SLFP need\nto be well informed about the 13-A death trap, because the danger of possible a\nbreak-up of SLFP is possible after the 18<sup>th<\/sup>&nbsp;meeting.<\/p>\n\n\n\n<p>At the last presidential\nelection, 13-A was a prohibited word. By working on 13-A as a priority after he\nformed the cabinet, Ranil with Mangala became dishonest Lichchavis. They had no\nmandate to think of implementing their old federal plans which people rejected\nat election after election. The common presidential candidate Maithripala S did\nnot say anything about 13-A. The TNA and other Muslim parties came under his\ntent voluntarily with no secret or open offers from MS. Their votes for him has\nno connection with 13-A. Because, if Tamils thought about 13-A, positively,\nthey would have voted for MahindaR who was for 13-A since May 22, 2009. Tamil\npeople are not worried about 13-A, it is the TNA and the Ranil-CBK-Managala\ntrio who want do divide the country.<\/p>\n\n\n\n<p><strong>New task before BBS<\/strong><\/p>\n\n\n\n<p>With Dayan Jayatilleke,\nthe new smart Sinhala patriot attacking BBS and JHU, and CBK assuring Muslims\nat Thiriyayi that she will put the Bodu BALU Sena in dog cages, it is time for\nBBS to inform the public about the danger of UNP, SLFP, JHU, JVP, Nalin Silva,\nGunadasa Amarasekera trying to bypass the 13-A issue for personal political\ngain. Only BBS can expose these political rascals and force them to act in the\ninterest of the country. Thus, the Damanaya is actually, a Damanaya of\npractically all shades of Sinhala Buddhist political leaders! The Karuna\nparadigm and the Jana Sabha concept are in agreement with the Buddhist concept\nof the Middle Path (reasonableness).<\/p>\n\n\n\n<p><strong>Karuna paradigm<\/strong><\/p>\n\n\n\n<p>Karuna, the former\nterrorist, later an SLFP Vice President, understood the Tamil problem when he\nsaid in 2006, Give us what Colombo gets.\u201d&nbsp; Was this not what JVP said in\n1971\u2013 Milk to Colombo, fodder to villages?\u201d G. L. Peiris quoted this in his Youth\nCommission Report prepared for R Premadasa in March 1990. Actually, Karuna and\nArun Thambimuttu are different and more enlightened than Jeyaraj Fernandopullai\nor Lakshman Kadiragamar, (Tamil Obamas?) who were given Buddhist funeral rites!\nThey were both Christians by birth.&nbsp; Karuna does not want 13-A, Karuna\nlearns Sinhala, and Karuna does not believe in Tamil homelands. So is Arun.\nThere was no Sinhala or Sinhala Buddhist politician in the parliament, but\nKaruna, to answer the massacre\u201d talk of Sampanthan. This was after the defeat\nof MR.<\/p>\n\n\n\n<p>Did they become\nSinhalayas or accepted reality and decided to live as proud Tamils?&nbsp; Was\nKaruna a Tamil traitor as marked by Mano Ganeshan living in Colombo? Karuna and\nArun went beyond the advice given by a former C.J., M.C. Sansoni \u2014if the\nTamils\u2019 cry for separatism is given up, the two communities could solve their\nproblems and continue to live in amity and dignity (Sessional Paper No. 7 of\n1980). It was in this kind of spirit that the JHU offered a parliamentary seat\nto Anandasanagaree in 2004, with no strings attached.<\/p>\n\n\n\n<p>This was why\nAnandasangaree said, that JHU was not a racist party despite Dayan Jayatilleke,\nthe new smart Sinhala patriot\u2019s opinion, to the contrary.&nbsp; Anandasangaree\nis a poor Christian and Dayan is a black-white, establishment, a Christian-born,\nMarxist. Samantha Powerss and the Pilipino-American, Michele Sisson, do not\nlike to hear Karuna-Arun kind of stories.&nbsp; After all, the R2P in the case\nof Sri Lanka is the world genocide game in another name to camouflage the\nAmerican interests in the Indian Ocean. Two countries in Sri Lanka mean two\nAmerican embassies, one near Trincomalee.<\/p>\n\n\n\n<p><strong>The solution<\/strong><\/p>\n\n\n\n<p>The solution is not just\nthe removal of 13-A, lock stock and barrel. 13-A has created a 5,000 strong\npolitical gold diggers\u2019 crowd who will fight tooth and nail to retain the PC\nsystem which helped nobody, but the corrupt political kith and kin. Actually,\nthe power behind keeping 13-A is not a Tamil or Muslim power, but the nobodies\nto somebodies\u2019 power of Sinhala second class new-rich politicians, based on the\nlocal caste system. National leaders tried to use these local somebodies to\ntighten their hold from Colombo.<\/p>\n\n\n\n<p>The solution, therefore,\nis to replace 13-A with the Jana Sabha concept. This was proposed by the Tissa\nVitharana\u2019s APRC committee as well as by the LLRC. Basil Rajapaksa had a post\nof Director General of Jana Sabha created to implement it, but then suddenly\nstopped it and went to a mega Divi Naguma Program which was the anti-thesis of\npeople-based, non-partisan Jana Sabha approach.<\/p>\n\n\n\n<p>I think we can understand\nthis solution by examining the essay below which I wrote sometime back as a\nreply to DBS Jeyaraj, a journalist living in Canada, which is self-explanatory.\nOnly item one can newly add to it is the idea of moving the capital of Sri\nLanka to Raja Rata, as a 20-year development plan, to be implemented\nincrementally. A location inside the triangle,\nAnuradhapura-Pollonnaruwa-Trincomalee, would be ideal.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>DBS Jeyaraj\u2019s third idea<\/strong><br>\nPosted on February 28th, 2019<\/h4>\n\n\n\n<p><em>&nbsp;C.\nWijeyawickrema<\/em><\/p>\n\n\n\n<p><em>(A\nrespected journalist, DBS Jeyaraj, operating from Canada, makes suggestions\nfrom time to time on how to solve the \u2018Tamil issue\u2019 in Sri Lanka. Jeyaraj\npresents himself as a Tamil Moderate. If you just take R Premadasa\u2019s (and now\nRanil W\u2019s) servant cum master Paskaralingam as a test case, no sane person\ncould believe that there are Tamil moderate souls in Sri Lanka, meaning Tamils\nwho will refuse a Tamil state with a UNO flag, if it is possible within their\nlife time. Jeyaraj revolves around the \u2018F\u2019 solution, just like Anandasangaree\u2019s\n\u2018Indian F\u201d solution in the past. But is he willing to come out of the Tamil\nhomeland in east myth of SJV Chevanayagam? During Mrs. Chandrika\u2019s package deal\ndays, Neelan Thiruchelvam, a symbol of Tamil Moderatism, did not want to accept\nthe Pondicheri model (other ethnic enclaves within) as a compromise to\nmono-ethnic Tamil N-E region. He did not want a moth-eaten like Tamil homeland.<\/em><\/p>\n\n\n\n<p><em>Jeyarj\u2019s\nlatest proposal (February 25, 2019, Daily Mirror), this time promoting a\nSupreme Court three-judge decision dated August 4, 2017, on a thesis that\nfederalism is not separatism,\u201d needs a critical analysis, because the judges\u2019\nillogical thesis was based on their lack of knowledge in history and geography\nof the island and their poor understanding of local and world politics and\ngeopolitics.<\/em><\/p>\n\n\n\n<p><em>Before\nthat, readers need to be aware of a previous attempt made by Jeyaraj and a\nreply sent to him requesting him (<\/em><a href=\"mailto:dbsjeyaraj@yahoo.com\"><em>dbsjeyaraj@yahoo.com<\/em><\/a><em>)\nto print it on his website so that his readers get an opportunity to see the\nother side of the story. If Jeyaraj is sincere in his quest for a peaceful Sri\nLanka unbroken, I cannot understand why he is afraid of a dialogue.\nFortunately, that reply was printed on Lankaweb on February 13, 2014).<\/em><\/p>\n\n\n\n<p>I\nhope DBSJ print this essay on his website.<\/p>\n\n\n\n<p><strong>DBS Jeyaraj\u2019s third idea \u2013 a\nreply&nbsp;<\/strong><\/p>\n\n\n\n<p>Last year, Mr. DBS\nJeyaraj, printed an essay on his own website under the title, Sixty-six Years\nof Independent Sri Lanka and the Tamil State of Mind,\u201d (6 February 2014), which\nhe said was, an updated version of the DBS Jeyaraj Column article that\nappeared in the Daily Mirror of February 2nd 2013. In it he appeals moderate\nSinhala and Tamil people to find a third way to live amicably in the island of\nSri Lanka.<\/p>\n\n\n\n<p>DBSJ says there are three\nschools of thought clashing- hegemonism, secessionism and pluralism\u2026 the\nSinhala hardliners want Sinhala-Buddhist domination. They see this country as\ntheirs alone. Others are excluded or reduced to subservient status in this\n\u2018Chinthana.\u2019\u2026.<\/p>\n\n\n\n<p>\u2026the Tamil hardliners\nwant a separate state for the north-east known as Tamil Eelam. Just as Sinhala\nhawks say Sri Lanka is for the Sinhalese, these Tamil hawks say Tamil Eelam is\nfor the Tamils\u2026\u201d<\/p>\n\n\n\n<p>\u2026..A state for the\ndominant ethnicity within, excludes by definition, other ethnicities living\nwithin these real or imaginary borders. Both these ideas have brought about\ndisunity, violence and destruction. The nation bled profusely, and the country\ndiminished drastically.<\/p>\n\n\n\n<p>The third idea is that of\nestablishing an egalitarian and plural society where all children of this\ncountry can live together in amity and fraternity. It incorporates a vision\nwhere no one will claim superior rights on the basis of belonging to the majority\nrace\/religion or claim exclusive rights to their historic habitat\u2026..Power will\nnot be confined to Colombo but shared with the periphery. All people regardless\nof race, religion, caste or creed will have their say and a role to play\u2026\u201d<\/p>\n\n\n\n<p><strong>Tamil Obama&nbsp; &nbsp;<\/strong><\/p>\n\n\n\n<p>Lakshman Kadiragamar\u2019s\nand Jeyaraj Fernando Pullai\u2019s funerals showed that a Tamil Obama in Sri Lanka\nis not an impossible idea. Both of them were given Buddhist funeral rites by\nmonks came from all over the island despite the fact both were Christians by\nbirth. Take Arun Tambimuttu\u2019s case. What Sinhala Buddhist voter will not vote\nfor him as he is not telling anything different from what the Bodu Bala Sena\nhas been telling for the past two years?<\/p>\n\n\n\n<p>Except for a few\nadjustments needed, DBSJ is advocating a position that I have been writing for\nthe past 15 years or so. Sri Lanka has a third way, if it can get rid of the\ntwo political establishments known as SLFP and UNP. These two parties destroyed\nSri Lanka, so said the monks Ven. Walpola Rahula and Ven. Balangoda Anandamaitreeya.\nThe third way is based on reasonableness which is also the Buddhist way.&nbsp;\nThis must be the way that two Indian ex-presidents meant when they said that\nsolutions to world\u2019s problems could be found from Buddhism.\u201d<\/p>\n\n\n\n<p>The Tamil state of mind\nthat DBSJ presented was based on facts he considered true and relevant. There\nare other facts that one can list which would modify what DBSJ used to\ninterpret his side of the story of Sinhala-Tamil drama. Suffice it to say that\nthe black-white ruling class in Sri Lanka converted a Buddhist-Christian clash\ninto a Sinhala-Tamil clash so that the black-whites could thrive while the\ncountry goes down.<\/p>\n\n\n\n<p>Local black-whites are\nsupported by global whites who use R2P, HR, pluralism and Interfaith as tools\nof exploitation. Living in peace with minority communities should not make a\nmajority a minority, and if pluralism means that, then pluralism will not work.\nAs the army commander Sarath Fonseka once clarified, Sri Lanka is the country\nof the Sinhala Buddhists. Minorities could live with equal rights and equal\nopportunities, but they cannot make unreasonable demands.\u201d This is a good\nBuddhist approach.<\/p>\n\n\n\n<p>For example, a pluralism\npioneer France is however, not ready to deny that France is the country of the\nFrench, just like Norway is not ready to deny that Norway is the homeland of\nthe Norwegians. Pluralism should mean a majority allowing a minority to live\nwith equal rights and equal opportunities like the majority, and no\ndiscrimination based on religion or language. But this ought to be governed by\nthe doctrine of reasonableness.<\/p>\n\n\n\n<p>A Muslim woman should not\nexpect a right to cover her face with only two hole and walk in public street\nin a crime-filled, bomb-carrying country, because that is not reasonable. Same\nway a national anthem or a national flag is a symbol that cannot be dismembered\nwith translations. The Indian national anthem cannot be sung in Tamil or\nTelegu. Then it is not a national anthem. The Indian national flag has a\nBuddhist symbol and not a cross or a crescent moon. Hindus, Muslims and\nChristians cannot modify it.<\/p>\n\n\n\n<p><strong>Sri Lanka\u2019s two problems<\/strong><\/p>\n\n\n\n<p>Sri Lanka has two\nproblems created by the black-white politicians of green, red and blue colors.\nOne is mismanagement of economy, or their inability to change the colonial\neconomic system. In 1948 there was a majority and a minority. That was Sinhala\nand Tamil-speaking majority and an English-speaking minority. Then there was a\nrich Colombo crowd and the poor villagers. 1962 coup represented the minority.\n1971 JVP insurrection represented the majority.<\/p>\n\n\n\n<p>Rather than learning\nlessons from these the politicians who came to power, and tried to stay in\npower by dismembering constitutions at first, and then changing constitutions,\nchanging parliamentary to executive presidency, thinking that they outsmarted\nthe opponents. Today the country is in a big mess, because these changes gave\nrise to an evil triangle, the politician, officer and the NGO.<\/p>\n\n\n\n<p>The other is the ethnic\nproblem. There are two aspects to this. First is the fear of Sinhala people\nthat Tamil Nad will grab Sri Lanka. Statement by SJV Chelvanayagam, GG\nPonnambalam created this fear which during Dudley Senanayaka\u2019s time came as the\nDMK threat of illegal immigration of Indians into Tamil areas in upcountry\n(Kallathoni). 1976 Vaddukoddai resolution and the behavior of the leader of the\nopposition Amirthalingam added more fear and then came Prabhakaran. Today the\nfear is even worse with western white countries trying to break the country\ninto two.<\/p>\n\n\n\n<p>Next, we have the second\naspect, Tamil political leaders looking for recognition for them, and in that\nprocess creating a thing called- Tamils have aspirations. Tamil politicians\nliving in Colombo talk about it. Whatever its origin, one has to accept that\nthey need a reasonable geographical area for them to promote these aspirations.\nWhen Ven. Maduluwave Sobhitha asked Kumar Ponnambalam to name any item that the\nSinhalese have but Tamils do not, he paused for a while and said, Tamils have\naspirations.\u201d Tamils have a source region just 22 miles of shallow sea away.\nThe only real estate for the 16 million Sinhala people in a 6 billion world is\nthis tiny island.<\/p>\n\n\n\n<p>The reasonable solution\nto this ethnic problem is to remove Sinhala fears and to give fairly reasonable\ngeographical areas for the Tamils to engage in their aspirations. One immediate\nrequirement is that Sinhala and Tamil should be taught to school children from\ngrade three. If a solution to these two needs could also handle the first\nproblem of mismanagement so much the better. If the solution also takes care of\nthe ecological problems and global warming related environmental threats, then\nit will be perfect. If it could be in agreement with Buddhist and Hindu\nprinciples people will be happy.<\/p>\n\n\n\n<p>I presented such a\nsolution for consideration by LLRC and when I read between the lines of LLRC\nreport I see it written there. The problem was that Lalith Weeratunga who was\nasked to examine it did not see it in the LLRC report or in the documents\nforwarded to him by me directly and indirectly. Instead a Divi Neguma thing\ncame, and Geneva March 2014 is a direct result of this unwise behavior of the\ntop government officer. If Sri Lanka is to remain as one country, if Sri Lanka\nwants to come out of mismanagement and does not want to get labeled as a\ncorrupt, crime-ridden land, I think it has to follow a solution like what I\nhave suggested.<\/p>\n\n\n\n<p>Here is the solution in\nbrief:<\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>Demarcate\nGSN units in Sri Lanka as lowest level ecological units.&nbsp;RPremdasa had\nincreased them from 4,000 to 14,000, god only knows why. But following the\ntrinity of village-water tank-temple in ancient Sri Lanka, an\necology\/hydrology-based GSN unit is a pragmatic gift, rulers can grant to\npeople. Engineer D.L.O Mendis recently documented that this kind of eco\nvillages were part of both Jaffna and dry zone farming communities.<\/li><li>Empower\na ten-member committee elected on non-political party basis to run the basic\ndaily affairs of the unit identified as a Jana Sabha (if one unit is too small\ndue to geographical reasons then combine them as needed. This committee\napproach should not surprise anybody, as under the Gami Diriya program this\nmethod of empowerment has been in practice, yes despite the anger and jealousy\nof local and national politicians.<\/li><li>Because\nSri Lanka has 103 river basins, use these GSN units to create Seven River Basin\nRegions for Sri Lanka.&nbsp; This map has seven units so that Jaffna region\ngets one large basin area for them to feel that there is territory for Tamil\naspirations to grow.&nbsp;This division gives a sea face to each region, all of\nequal size and most importantly because it is language-blind, western white\ncountries or Tamil Nad or Prabhakaran remnants in New York or London cannot\ntalk of a homeland based on the eastern province. That takes away the fear of\nSinhala people.&nbsp;At GSN level there will be so many Tamil units, Muslim\nunits and mixed units where people can talk of aspirations at that level too.\nThe beauty is that no one unit can become a threat to another unit. They will\nlearn to respect each other because, if one unit acts selfishly, then the other\nunits will also act selfishly, and all units will be in trouble.<\/li><li>When\none looks at problems of living, people face today, they are not big complex\nproblems. How to dispose garbage, how to control Dengue, water supply, water\npollution, basic health and basic education, how to get a birth certificate,\nhow to prevent GSN asking bribes or school principal asking a sex bribe; these\ncan be easily and effectively handled at local level. This way 70% of peoples\u2019\nbasic issues can be transferred to local units, which is what people want,\nempowerment, not devolution of powers to provincial politicians.<\/li><li>Because\nthe basic unit is an ecological\/hydrological unit they can be combined to\nrepresent an electorate or district-size units before becoming one of the Seven\nRiver Basins.
