APPOINTMENT OF ASOKA MILINDA MORAGODA AS\nTHE HIGH COMMISSIONER FOR THE REPUBLIC OF INDIA WITH SPECIAL CABINET RANK <\/strong><\/p>\n\n\n\n

We would like to\nbring to your notice the shocking and appalling points relevant to the above\nmentioned appointment which the Government of Sri Lanka does not seem to have\ntaken into consideration in selecting the candidate Milinda Moragoda <\/p>\n\n\n\n

Allegations of\nCorruption, Abuse of Power and Working for the American Government as an\ninformant when working in the Sri Lankan government (to put it in simple\nlanguage he is an American spy in the Sri Lankan political establishment). <\/strong>We would like to\nbring to your notice what is said in \u201dWikipedia\u201d\u201d about Milinda Moragoda\nregarding his  Corruption, Abuse of Power\nand Spying for the American Government while working in the Sri Lankan\nGovernment<\/strong><\/p>\n\n\n\n

Milnda Moragoda as a\nGovernment minister in the UNF government proposed that Sri Lanka move out of\nthe Non-Align Group and form a Group of Nations Aligned to his masters the USA.\nHad this happened this would have had serious repercussions to Sri Lanka Foreign\nPolicy and Security. The website referred below gives information in this\nregard. <\/strong><\/p>\n\n\n\n

We would also like to bring to your notice that MIlinda Moragoda is a\ndual citizen (i.e. a citizen of USA and Sri Lanka) while his spouse is an American\ncitizen by birth. His appointment as the Sri Lankan High commissioner for India\ntherefore is in violation of the constitution of Sri Lanka where under\namendment 19A Dual Citizens cannot be a MP, and since MP\u2019s are public\nrepresentatives of the people, accordingly we interpret that High Commissioners\nand Ambassadors of the country who are representatives of the people cannot\nhave dual loyalties. <\/p>\n\n\n\n

USA is a superpower\nthat has hegemonic and invasive designs on Sri Lanka and has intentions to\nevict Chinese interests from Sri Lanka as part of their Indo-Pacific Quad\nlateral Axis consisting of India, USA, Australia, & Japan. Therefore we\nbelieve that appointing Milinda Moragoda to a country which is part of this\naxis, would seriously compromise the foreign relations with other power blocs\nin bi-polar world such as China, Russia, Pakistan, Iran, Cuba etc.<\/p>\n\n\n\n

Major General\nKamal Guneratna (Retd) the current Secretary to the Ministry of Defense in his\nmagnum opus, Rana Maga Osse, states that Minister Milinda Moragoda had tried to\nconvince General Guneratna to give up a forward position at the request of the\nLTTE and had bluntly declared that the Army could never defeat the LTTE.\nGeneral Guneratna, in his book, quotes Milinda Moragoda as having told him that\nthe Army could never win this war. He had further declared that although, the\narmy had waged war for about 20 years, it could never bring the war to a\nsuccessful conclusion. He had also said since the Army couldn\u2019t achieve\nsuccess, in the future, the government was going ahead with negotiations. \n<\/p>\n\n\n\n

In a matter\nof concern which needs to be checked out by your committee it is alleged that during\nthe Peace Talk Process with the LTTE Milinda Moragoda was promoting a request\nmade by the LTTE for Air Topology Maps of Sri lanka\u201d that are highly classified\nunder National Security. The request came through Milinda Moragoda on behalf of\nthe LTTE in the pretext that these details were needed for the Twin Otter\nAircraft flight that brought Anton Balasingham which landed in Iranamadu Tank\nrunway. It was flown by two Canadian Pilots. This request for Air Topology\nMaps of Sri lanka\u201d by Milinda Moragoda on behalf of the LTTE was refused by the\nMOD as it would pose a grave national security risk by making Sri Lanka\nextremely vulnerable to air attacks by her enemies.  However, we have been\nreliably made to understand that Milinda Moragoda had subsequently approached\nthe Civil Aviation Authorities and they had provided the full set of Air\nTopology Maps which Moragoda had handed over to the LTTE. It is said that\nthese maps were used by the LTTE to carry out the Air Attacks on the City of\nColombo. That being the case, if this allegation is proven to be true and\naccurate then Milinda Moragoda has a history of being instrumental in giving\nout Nationally Classified Secret Information to the enemy of Sri Lanka and it\nis our contention that such a person is in no way suitable to represent Sri\nLanka in a country like India.<\/p>\n\n\n\n

In\nview and consideration of the information given above the National Joint Committee\nis of the firm view that Milinda Moragoda is no longer suitable to any position\nin the government of Sri Lanka, due to his dual citizenship, his allegiances to\nUSA and track record of treacherous action against Sri Lanka.<\/p>\n\n\n\n

We\nhope the members of this committee will consider our representation and prevent\nMilinda Moragoda from taking the position of High Commissioner of India with\nspecial Cabinet rank.   <\/p>\n\n\n\n
