But his bid to position India as a rival superpower to China will be hard to pull off.<\/p>\n\n\n\n<p>On Tuesday, US Secretary of State Mike Pompeo and Defense Secretary Mark Esper<a href=\"https:\/\/www.bbc.com\/news\/world-asia-india-54655947\" target=\"_blank\" rel=\"noreferrer noopener\">&nbsp;visited<\/a>&nbsp;New Delhi and met with their Indian counterparts.<\/p>\n\n\n\n<p>There was one thing on the agenda: China. The meeting saw the US and India sign a new military<a href=\"https:\/\/uk.reuters.com\/article\/usa-asia-india\/pompeo-says-u-s-india-must-focus-on-threat-posed-by-china-idUSKBN27C0OF\" target=\"_blank\" rel=\"noreferrer noopener\">&nbsp;agreement<\/a>&nbsp;on the sharing of satellite data, aiming to bolster a potential coalition against China in the region, with Beijing having been locked in a<a href=\"https:\/\/www.bbc.co.uk\/news\/world-asia-53062484\" target=\"_blank\" rel=\"noreferrer noopener\">&nbsp;dispute<\/a>&nbsp;with India on the Himalayan border.<\/p>\n\n\n\n<p><em>Today is a new opportunity for two great democracies like ours to grow closer,\u201d<\/em>&nbsp;said Pompeo, urging the countries to confront the<em>&nbsp;Communist Party\u2019s threats to security and freedom.\u201d<\/em><\/p>\n\n\n\n<p>Pompeo\u2019s trip, which will also include visits to Sri Lanka and the Maldives, will be the last he makes before the US election, the timing indicating the urgent need to hammer these deals through before political sentiments potentially shift should Joe Biden enter the White House in January.<\/p>\n\n\n\n<p>READ MORE<a rel=\"noreferrer noopener\" href=\"https:\/\/www.rt.com\/op-ed\/502823-quad-china-pompeo-nato\/\" target=\"_blank\"><strong>Quadruple trouble for China? Why Washington\u2019s hopes of creating an anti-Beijing NATO-style bloc in the region is a pipe dream<\/strong><\/a><\/p>\n\n\n\n<p>What is clear, though, is this: India, traditionally a non-aligned country, is increasingly casting its lot with the US. Prime Minister Narendra Modi has decided that tactically, India\u2019s development path hinges on being closer to the west and he has consequently aligned itself with America\u2019s<em><a href=\"https:\/\/www.pacom.mil\/About-USINDOPACOM\/\" target=\"_blank\" rel=\"noreferrer noopener\">&nbsp;Indo-Pacific strategy\u201d<\/a><\/em>.<\/p>\n\n\n\n<p>He sees more value in India aspiring to be a competitor with China, depicting his country as a great power and weaponizing nationalism for domestic support, than to find affinity with it. However, this requires caution.<\/p>\n\n\n\n<p>Beijing still has the capability to cause trouble for New Delhi and has the upper hand in its relationships with most of its neighbours, including Nepal, Pakistan, Bangladesh and Sri Lanka. Thus, India faces an uphill battle even to exert its influence in its own immediate surroundings.<\/p>\n\n\n\n<p>Under Modi and the Bharatiya Janata Party, India has seen a transformation towards populist-nationalism. Unifying the country under the idea of a \u2018Hindu nation\u2019, Modi has promised his voters a transformation of India, a pledge for development and a vision of it becoming a great power, in spite of the country\u2019s many problems.<\/p>\n\n\n\n<p>In doing so, Modi has sought to elevate the country\u2019s sense of self-perception by courting a personal relationship with Donald Trump and presenting himself as a leading figure on the world stage. Trump\u2019s presentation of Modi to a<a rel=\"noreferrer noopener\" href=\"https:\/\/www.washingtonpost.com\/politics\/2019\/09\/29\/prime-minister-modi-india-donald-trump-addressed-huge-houston-rally-who-was-signaling-what\/\" target=\"_blank\">\u00a0huge<\/a>\u00a0rally in Texas last year titled \u2018Howdy Modi!\u2019 was an example of this. But there is, of course, a lingering common interest which has brought these two countries together, too: their relationship with China.<\/p>\n\n\n\n<p><a rel=\"noreferrer noopener\" href=\"https:\/\/www.rt.com\/business\/504564-india-seeks-energy-investment-forum\/\" target=\"_blank\"><strong>ALSO ON RT.COMIndia will drive global energy demand \u2013 PM Narendra Modi<\/strong><\/a><\/p>\n\n\n\n<p>The US wants to use India as the key component of a coalition against Beijing in what has been framed as its&nbsp;<em>Indo-Pacific\u201d<\/em>&nbsp;strategy, which is a comprehensive vision of military coordination and containment.<\/p>\n\n\n\n<p>In light of this, Modi sees China as the obvious \u2018logical\u2019 choice to unite his country against as a competitor. This ties into his economic strategy. Indian nationalists see China \u2013 with its advantages in manufacturing, and the<a href=\"https:\/\/www.gizmochina.com\/2020\/10\/23\/mi-india-festive-sales-5-million-smartphones-sold-offline-online\/\" target=\"_blank\" rel=\"noreferrer noopener\">&nbsp;dominance<\/a>&nbsp;its products have in the Indian market \u2013 as stunting India\u2019s own development capability.<\/p>\n\n\n\n<p>This has been a theme of Modi\u2019s government attempting to push a<em>\u00a0make in India\u201d<\/em><a rel=\"noreferrer noopener\" href=\"https:\/\/economictimes.indiatimes.com\/news\/economy\/newslist\/3877788.cms\" target=\"_blank\">\u00a0campaign<\/a>\u00a0and actively attempting to woo supply<a rel=\"noreferrer noopener\" href=\"https:\/\/economictimes.indiatimes.com\/news\/economy\/foreign-trade\/oman-india-jv-to-raise-250-million-for-make-in-india-campaign\/articleshow\/45147084.cms\" target=\"_blank\">\u00a0chains<\/a>\u00a0away from China by taking advantage of western hostility towards Beijing over Covid-19. No matter how Modi portrays it, India is not on equal footing with China and is not about to \u2018catch up\u2019 any time soon. The International Monetary Fund predicts New Delhi\u2019s economy will<a href=\"https:\/\/www.thehindu.com\/business\/Economy\/indias-economy-to-contract-by-103-says-international-monetary-fund\/article32844627.ece#:~:text=With%20the%20country%20and%20world,International%20Monetary%20Fund%20(IMF).&amp;text=Consumer%20prices%20in%20Indi\" target=\"_blank\" rel=\"noreferrer noopener\">&nbsp;contract<\/a>&nbsp;10 percent in 2020, and not fully recover in 2021.<\/p>\n\n\n\n<p>In addition, the country continues to lack the infrastructure, stability and organization to rival China\u2019s industrial prowess, even if it has the workforce. Not all of Modi\u2019s vision may come to fruition.<\/p>\n\n\n\n<p>In addition, Beijing has a number of strategic advantages over New Delhi, including those strong relationships with all of its neighbours. Nepal, for example, has used India\u2019s clashes with China to<a href=\"https:\/\/www.brookings.edu\/blog\/up-front\/2020\/06\/11\/interpreting-the-india-nepal-border-dispute\/\" target=\"_blank\" rel=\"noreferrer noopener\">&nbsp;pursue<\/a>&nbsp;its own grievances, while Beijing continues to pursue strategic<a href=\"https:\/\/www.scmp.com\/news\/asia\/article\/1153524\/pakistan-hands-management-strategic-gwadar-port-china\" target=\"_blank\" rel=\"noreferrer noopener\">&nbsp;investments<\/a>&nbsp;in Pakistan,<a href=\"https:\/\/www.aa.com.tr\/en\/asia-pacific\/india-woos-iran-to-keep-china-away-from-chabahar\/1976190\" target=\"_blank\" rel=\"noreferrer noopener\">&nbsp;Iran<\/a>&nbsp;and Sri Lanka which could \u2018checkmate\u2019 India. In many ways, the BJP faces an uphill battle to meet the expectations which it has set.<\/p>\n\n\n\n<p>Nevertheless, these domestic political considerations are driving a transformation of India\u2019s foreign policy. Rather than forming a fully fledged alliance with the US, India\u2019s move is better described as a \u2018tilt\u2019- and one with the strategic vision of attempting to benefit from China\u2019s growing rifts with the west, so lending itself to the fanatical cold war rhetoric espoused by Pompeo.<\/p>\n\n\n\n<p>But questions linger as to whether this will be enough? India\u2019s success will be determined more by fixing domestic problems than by confronting Beijing.
