{"id":109024,"date":"2020-11-25T16:30:57","date_gmt":"2020-11-25T23:30:57","guid":{"rendered":"http:\/\/www.lankaweb.com\/news\/items\/?p=109024"},"modified":"2020-11-25T16:30:57","modified_gmt":"2020-11-25T23:30:57","slug":"a-plan-to-ensure-every-sri-lankan-plate-is-full-during-covid-and-thereafter","status":"publish","type":"post","link":"https:\/\/www.lankaweb.com\/news\/items\/2020\/11\/25\/a-plan-to-ensure-every-sri-lankan-plate-is-full-during-covid-and-thereafter\/","title":{"rendered":"A Plan To Ensure Every Sri Lankan Plate is Full During COVID and Thereafter"},"content":{"rendered":"<h2><span style=\"color: #0000ff;\"><em data-rich-text-format-boundary=\"true\">A paper submitted\u00a0By \u00a0The Sri Lanka Study Circle\u00a0<\/em><\/span><\/h2>\n\n\n<p><strong>The COVID Attack&nbsp;<\/strong><\/p>\n\n\n\n<p>In the first quarter of 2020, the world\nwas plagued by a COVID virus which has, as at now, caused the deaths of over a\none and a half million people.&nbsp;<\/p>\n\n\n\n<p>A tiny bug has literally brought the world\n-the globalised world &#8211; to a standstill with economies dislocated, education\nretarded, food chains ruptured, \u2018goods and services\u2019 chains scuppered and\nhealth services disrupted.&nbsp;<\/p>\n\n\n\n<p>The virus has adversely affected, albeit\nin different ways, both the purveyors of globalisation and those dragooned into\nglobalisation. &nbsp;<\/p>\n\n\n\n<p><strong>Globalisation impacted&nbsp;<\/strong><\/p>\n\n\n\n<p>Globalisation is a socio-economic and\npolitical template created and thrust upon the world by the global\nmoney-lenders operating out of America and Europe; it spells out the rules on\nhow the world, as a single unit, should conduct itself, politically,\neconomically and socially. &nbsp;<\/p>\n\n\n\n<p>This \u2018Globalisation\u2019 template broadly\nestablished many parameters, such as: The food, the services, the goods, the\nmedicines, each country is permitted to produce and consume: The tariffs&nbsp;\nto be imposed when countries engage in trading: The mandatory use of the\nAmerican dollar in international transactions: Fixing the value of all the\ncurrencies in the world to the dollar: Determining the wage rates applicable to\neach country: Determining the prices payable for the resources of each country:\nDetermining the rate of &nbsp;interest to be applied in each country:\nDetermining, the total value and conditions of financial loans -including rates\nof interest and prior compliance requirements- that would be advanced to a\ncountry: Coaching countries seeking loans to parrot the geo political script in\npublic fora: and many more. &nbsp;<\/p>\n\n\n\n<p>The underlying theme in the\n\u2018Globalisation\u2019 template is that \u2018private-interest\u2019 shall always prevail over\n\u2018public-interest\u2019 and that the land of a country is, but a mere commodity, to\nbe bought and sold and made accessible to the global money lenders; in the\nGlobalisation model, the engine of development is the \u2018Private\u2019 sector. &nbsp;<\/p>\n\n\n\n<p>These notions are quite contrary to the\nviews of Sri Lanka, clearly enunciated in the Country\u2019s Constitution. Public\ninterest shall always prevail over private interest; the Country\u2019s land is not\na commodity for trade but a priceless resource, belonging to all Sri Lankans,\nthat sustains man and nature.&nbsp;<\/p>\n\n\n\n<p><strong>Globalisation cause of poverty, bondage\nand loss of Sovereignty &nbsp;<\/strong><\/p>\n\n\n\n<p>In the Globalisation template there is no\nplace for sovereignty, for the former colonies of Europe and America; the need,\nfor the architects of \u2018Globalisation\u2019, is to possess and control the land and\nresources of these former colonies.&nbsp;<\/p>\n\n\n\n<p>To induce these former Colonies to accept\nthe \u2018Globalisation\u2019 template, the Global Loan sharks allured the leaders of\nthese countries by zeroing in on their frailties; these leaders thereafter\nfrog-marched their countries into the inevitable debt trap. &nbsp;<\/p>\n\n\n\n<p>The tactics adopted by the Global loan\nsharks are no different to the tactics adopted by their local cousins, the\n\u2018Poli-Mudalalies\u2019.&nbsp;<\/p>\n\n\n\n<p>And the end result of \u2018Globalisation\u2019 has\nbeen poverty, indebtedness and bondage to the countries at the apex of the\n\u2018Globalisation\u2019 pyramid. &nbsp;<\/p>\n\n\n\n<p>Sri Lanka is at the base of this\npyramid.&nbsp;<\/p>\n\n\n\n<p><strong>Globalisation wobbles&nbsp;<\/strong><\/p>\n\n\n\n<p>With COVID 19, Globalisation has taken a\nmajor whack; the countries which contrived the globalised template and\ncontrolled the pyramidal structure from their imperious positions, have\nsuddenly found the pyramid wobbly and unstable.&nbsp;<\/p>\n\n\n\n<p>The countries at the base of the\nGlobalisation pyramid, although \u2018wounded\u2019 by COVID, have discovered that COVID\nhas loosened the shackles of \u2018Globalisation\u2019; these countries are in a\nposition, now, to free themselves from Globalisation and walk away from this\ntrap of \u2018perpetual bondage\u2019. &nbsp;<\/p>\n\n\n\n<p><strong>American threatens Brandix type\noperations&nbsp;<\/strong><\/p>\n\n\n\n<p>&nbsp;The Americans too, realise that\nCOVID has caused a situation where some \u2018captive\u2019 countries are contemplating\nescape from their captors; to counter the collapse of the \u2018Globalisation\u2019 model\nand to prevent a mass escape of the captive countries from the bondage of\nGlobalisation, the captors are menacing the captives with the threat of&nbsp;\ndeliberately infecting them with COVID ; the captors are hectoring the captives\nto follow the \u2018New Normal\u2019 rules which could lead to a situation, like in\nAmerica, where people are literally &nbsp;dying like dogs, on the streets.\n&nbsp;<\/p>\n\n\n\n<p>There is strong suspicion, among the\npeople, that this modus operandi was adopted in the Brandix-COVID- Cluster-\nBomb case; the people are eagerly awaiting the results of the criminal\ninvestigations that have been initiated. &nbsp;<\/p>\n\n\n\n<p>In Sri Lanka, all the post COVID\nsolutions, proposed by notorious American agents, are based on continued\nactivity within the framework of the impaired \u2018Globalisation\u2019 template. &nbsp;<\/p>\n\n\n\n<p>This would be disastrous. Conceding that a\nvaccine for COVID 19 is found, what happens when, for example, COVID 30 hits\nus?&nbsp;<\/p>\n\n\n\n<p>The Government has gone into shell shock;\nafter eight months of COVID it has yet to come out with a holistic plan to\ntackle the post COVID scenario. There has been no thinking \u2018outside the box\u2019 in\nthis regard.&nbsp;<\/p>\n\n\n\n<p>With the lockdowns, many people have lost\ntheir jobs, some work on half pay and others are unable to generate a daily\nincome; their power to purchase food for the table has dwindled. There is\nuncertainty, gloom and fear in these homes.&nbsp;<\/p>\n\n\n\n<p><strong>The Plan \u2013 Human lives first&nbsp;<\/strong><\/p>\n\n\n\n<p>Taking Maslow\u2019s theory of hierarchical\nneeds as a start point, the Country\u2019s slogan should be \u2018Human Lives First\u2019.\n&nbsp;<\/p>\n\n\n\n<p>The Government needs to adopt a strict\nzero tolerance policy for deaths by COVID. Within this policy framework the\nGovernment must ensure that primary needs of food, shelter, clothing, health\nand education are provided to all the people. &nbsp;<\/p>\n\n\n\n<p>In this paper, the Sri Lanka study circle\npresents a broad outline of a plan to ensure that all Sri Lankans, poor and\nrich, young and old will never ever go hungry. The plan is in a skeletal form\nand needs to be fleshed out. &nbsp;<\/p>\n\n\n\n<p>The COVID attack was a revolutionary\nattack on human civilization and this plan to provide food, as a response, we\ndare say, is revolutionary. Many sacred cows may have to be sacrificed in the\nimplementation of the plan.&nbsp;<\/p>\n\n\n\n<p>The people would have to be put on a war\nfooting to ensure the plan is implemented expeditiously.&nbsp;<\/p>\n\n\n\n<p>In this plan, the Study Circle recognizes\nthat Sri Lanka is a very fertile country and most, if not all, of the food that\npeople eat can be grown here. And this includes fruits too.&nbsp;<\/p>\n\n\n\n<p>The project would be a government led\ninitiative.&nbsp;<\/p>\n\n\n\n<p>Perforce therefore, we need to begin\nimmediately growing all our needs in respect of food by way of crops, plants,\ncreepers, trees, etc, etc after:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Making an assessment of\n     population distribution &nbsp;<\/li><li>identifying localities where\n     these crops etc would be grown&nbsp;<\/li><li>identifying requirement of\n     local organic fertilisers, local non-chemical weedicides, potential\n     anti-fungal and pest control requirements. &nbsp;<\/li><li>Identifying Warehouse\n     requirements.&nbsp;<\/li><li>&nbsp;Identifying transport\n     requirements to plantations, warehouses and retail outlets.&nbsp;<\/li><li>Doing research and making plans\n     to prevent crop failure and making back-up plans in the event of such\n     failures.&nbsp; &nbsp;&nbsp;&nbsp;<\/li><li>Finding markets for excess\n     produce&nbsp;<\/li><\/ul>\n\n\n\n<p>In this plan, the Government shall buy all\nthe produce from the farmers, store them in Government warehouses, where\nnecessary, and distribute them to the distribution Centres.&nbsp;<\/p>\n\n\n\n<p>The people have a choice in buying the\nfood of their liking.&nbsp;<\/p>\n\n\n\n<p><strong>Print Purple Money&nbsp;<\/strong><\/p>\n\n\n\n<p>To provide the people with purchasing\npower to purchase their food requirement, the Government will distribute, for\nexample, Rs: 30,000\/= per month to each and every family. &nbsp;<\/p>\n\n\n\n<p>From where would the Government find the\nmoney to give the people? &nbsp;<\/p>\n\n\n\n<p>Yes, they will print the money, but this\nmoney will be different to the normal currency in circulation; for example, it\nwould be purple in colour and this can only be used for purchasing and selling\nfood.&nbsp;<\/p>\n\n\n\n<p>The money thus printed will not create\ninflation since it would be used to purchase the food produced; there would be\ninflation if the food targets are not met.&nbsp;<\/p>\n\n\n\n<p>Excess supplies of food produced can be\nbartered with other countries to obtain essentials which cannot be grown\/made\nhere.&nbsp;<\/p>\n\n\n\n<p><strong>Dump the Dollar&nbsp;<\/strong><\/p>\n\n\n\n<p>We shall develop bilateral Agreements with\ncountries, closing the books on previously regulated global tariffs.
