Wijeyawickrema USA<\/em><\/span><\/h2>\n\n\n<p>After two <em>atapirikara<\/em>-presenting meetings with the\nAsgiriya and Malwatta Mahanayakas minister Vitharana, Chairman of APRC, says\nthe words federal and unitary have lost their meaning over the passage of\ntime\u201d (Daily News, 3\/30\/2007).<\/p>\n\n\n\n<p>He gives two\nsafeguards to prevent a secessionist move in Sri Lanka: (1) the president can\ndeploy the army and (2) if that is inadequate president can dissolve the\nProvince and take over administration.<\/p>\n\n\n\n<p>Just like his\nuncles of LSSP preached parity of status\u201d from 1935-1964, blindly following\ninternational Marxist dogmas of Trotsky and Stalin, the nephew, minister\nVitharana, who is an appointed politician (not elected by people) is now trying\nto placate the IC, American ambassador and Tony Blair, thinking only of the\nnext ten years or so of his political life. Colvin in 1972 prepared a constitution\nto please the Colombo crowd symbolized by Felix Dias, and JRJ in 1978 got A. J.\nWilson to prepare a <em>bahubootha vyawastawa.\u201d<\/em>\nMinister V, who is presently on a crusade has put the cart before the horse,\nthus endangering the 2500-year-old Sinhala-Buddhist heritage of Sri Lanka.<\/p>\n\n\n\n<p>The following\nare a set of questions for minister V, based on his interview with the Daily\nNews reporter.<\/p>\n\n\n\n<p>1.Does he (minister\nV) reject the concept of a traditional Tamil homeland in the Eastern Province?\nIf he rejects it then will he make that rejection the foundation stone of his\nproposals? Erection of a Vitharana constitution scheme, leaving the re-merger\nof N and P Provinces to a future date is placing the cart before the horse or\nclosing the stable after the horses gotten out. Because, you cannot unscramble\na scrambled egg. Once you take the path toward F\u201d, there is no point of no\nreturn!<\/p>\n\n\n\n<p>2.Does he know\nthat the separatist paradigm in Sri Lanka began in 1918 (in Tamil Nad in 1917)\nand has continued in different faces and shapes to 2007? <\/p>\n\n\n\n<p>3.Why is that there\nis a deadening silence by APRC with regard to the separatist movement in Tamil\nNad which began in 1917, had a lull after 1963 Indian Constitutional Amendment\nprohibiting secession talks, revived again with official support in the 1980s,\ndied down after the assassination of Rajiv Gandhi in 1991 and back again in\nfull force with the era of coalition governments in Delhi? Does he know that\nthe world Tamil federation has the goal of a Tamil state not possible in either\nthe Fiji Islands or Malaysia? Does he know that in the Fiji Islands, the army\nremoved the Indian-backed government just a month or so ago?<\/p>\n\n\n\n<p>4.Why did he not\nthink the PC system based on the 13<sup>th<\/sup> Amendment is a white elephant\nwhich has created a second tier of corrupt politicians? Was it a scientific way\nof applying science to administrative affairs? Was not the only purpose behind\nit to give support to the myth of Tamil homeland in the E Province?<\/p>\n\n\n\n<p>5.Could you\nelaborate your statement that there are 27 states veered away from unitary\nstatus to F\u201d states to prevent separation?\u201d Do you not think Sri Lanka\u2019s\nsituation is unique because (1) Tamil politicians wanted a second homeland next\nto their Tamil homeland in Tamil Nad (2) Since 1917 the idea had been to united\nRavana land with Tamil Nad (3) the border between the two areas is porous and\ndifficult to monitor (Jaffna Tamils go by boat in the evening to see movies in\nTamil Nad and return home in the night!) (4) in Tamil Nad itself the separatist\nagenda is a hot cake (the easy solution to economic and social problems is talk\nabout separatism) (5) If F\u201d is the way to stop separation then what about\nIndian Tamil and Muslim demands?<\/p>\n\n\n\n<p>6.Why do you not\nthink that the Prabakaran episode is no different from the 1971 and 1988\nWijeweera rebellions? The IC must be told that other than the ethnic twist given\nthe problem in Sri Lanka is a problem of mismanagement by a group of Colombo\nfamilies. Just like the Sinhala politicians tried to exploit the Sinhala youth\nduring 1965-70, Colombo-living Tamil politicians (plus Indira Gandhi) tried to\nuse the Tamil boys.\u201d Why should you try to punish the country with your\nhurried V proposals because of the blunders of your Colombo class?<\/p>\n\n\n\n<p>7.Are you\ntelling us that your V proposals will solve Sri Lanka\u2019s present mess? Why don\u2019t\nyou take a holistic approach to this mess rather than giving and F\u201d proposal?\nThis means the recognition of the following mismanagement topics which made the\naverage Tamil, Sinhala and Muslim man (woman) to suffer.<\/p>\n\n\n\n<p>a.Colombo ruling\nfamilies of UNP, SLFP, PA, UNF, LSSP, CP, FP and TULF destroyed structural\ndemocracy of Sri Lanka introduced in 1931. The destruction of the separation of\npowers doctrine (independence of the judiciary\/rule of law) that began in 1802\nwhen North was the governor was the worst.<\/p>\n\n\n\n<p>b.JRJ destroyed\nthe territorial democracy in Sri Lanka introduced by the British in 1931. With\nhis electoral systems and removal of VC, TC local governments the janayas lost\nwhat we call the representative democracy. The voter has no representative to go\nto.<\/p>\n\n\n\n<p>c.In the 1980s\ncivil administration was ruined or politicalized by increasing the number of\nGSNs from 4,000 to mind-boggling number of 14,000. Each GSN unit has a GSN, a\nsamurdhi niladharee and a midwife!<\/p>\n\n\n\n<p>d.Each AGA units\n(there are 319 of them) has 100-150 government servants excluding teachers. A corruption\ntrinity of AGA-local politician-NGO agent (evangelists\/peace\nmudalalis\/professors) has an iron control over the janayas.&nbsp; <\/p>\n\n\n\n<p>Do you think your\nproposal of Jana Sabha unit of 100 families workable? What could happen with\nyour Jana Sabha-based pyramid is that at the top those politicians who want F\u201d\nwill get it at the expense of the average Sinhala and Tamil <em>janayas <\/em>just like the 2002 CFA helped\nthe terrorist leaders and not the average Tamil. Did you know that your plan is\nso similar to what Ayub Khan enacted for Pakistan in <\/p>\n\n\n\n<p>Why is that you\ndo not want to consider the New Zealand method?&nbsp;\nThat small country follows a river basin-based administrative system of\nregions. This method is race and language blind and empowers the <em>janayas,<\/em> ecologically sound and solves\nlot of man-made environmental hazards such as floods, droughts and land slides.<\/p>\n\n\n\n<p>Would you postpone\nthe IC-driven deadline date of within 60 days\u201d and study the 800 or so\nproposals sent by the <em>janayas<\/em> if you\nare really concerned with empowering people?<\/p>\n\n\n\n<p>Would obtain the\nhelp of geographers, historians and ecologists in the country to study how the\ntrinity of gama-wewa-dagaba (kovil\/mosque\/church) functioned in Sri Lanka for\nthousands of years which is so similar to the Panchayathi Raj Institutions in\nIndia or the New Zealand approach? Rather than the unworkable Jana Sabha idea,\nis it not a simple step to get the Village Council system which the British\ngovernors resurrected in the 1860s, given its due place to empower the janayas\nand to let them achieve their aspirations that way?&nbsp; The 14,006 GSN units could be rearraged to\nfit in with the VC boundaries. Read Abeyawardena report<\/p>\n\n\n\n<p>The two maps are\nnot aimed at creating fear against devolution. Devolution is different from the\nmerchandize called Indian federal formula of NGO and INGO agents. Real, as\nopposed to fake devolution from the concentration of power in the Colombo crowd\nof politicians (and officers) is what people are waiting for. The political and\neconomic power must be decentralized and given to the people. The PC system and\nthe new election law did not create devolution. It created a new layer of\ncorrupt politicians. After 1980 Colombo rulers destroyed the VC, TC, UC-based\nlocal government system. Rather than fostering a healthy local government\nsystem, each UNP and SLFP local govt. minister abused his powers and weakened\nlocal democracy and self-governance. The Abhayewardhana Report on Local\nGovernment Reforms (1999) provided in detail why the country needed to go back\nto the pre-1980 system to overcome the mess we are now in, especially the white\nelephant called PCs. <\/p>\n\n\n\n<p>A. T. Ariyaratne\nof Sarvodaya proposed a system of national governance structure based on local\nbuilding blocks in 1988 in his booklet, The Power Pyramid and the Dharmic Cycle.\u201d\nFrom time to time Arjuna Hulugalle presents his CIMOGG proposal of devolution\nat the district level with a base which is similar to the Sarvodaya proposal\n(Island, July 31, 2006). Actually all these are so similar to what was\npresented by president of Pakistan Ayub Khan on October 26, 1959 as Pakistan\u2019s\nnew constitution. Under it the whole country was divided into very small\nconstituencies of between 800 and 1000 people. This novel type of constituency\nwas called the basic democracy.\u201d&nbsp; There\nwere 80,000 such elected units as the first tier of the constitutional\nstructure (Pakistan: old country\/new nation by Ian Stephens (1964, page 315).<\/p>\n\n\n\n<p>The geographer\nMadduma Bandara proposed a river basin-based Provincial Division of seven units\nin 1987 (Chapter 4 in Fifty years of Sri Lanka\u2019s Independence: a socio economic\nreview, edited by A.V. de S. Indraratna (1998, p.83). Actually this is the best\nscientific approach for a united\u201d Sri Lanka where the term united really means\nunity. The AGA divisions and even the Grama Sevaka divisions should ideally be based\non River-Oya-Ela basins. This way we will not have a mind-boggling number of\n14,000 GS divisions in the island. <\/p>\n\n\n\n<p><strong>The Vitharana\nproposal and the separatist paradigm (1918-2007) <\/strong><\/p>\n\n\n\n<p>After two <em>atapirikara<\/em>-carrying\ntrips to Malwatta and Asgiriya, minister Vitharana, Chairman, APRC, has given\nan outline of his power sharing mechanism\u201d to a Daily News reporter (Daily News,\n3\/30\/2007).<\/p>\n\n\n\n<p><strong>Lawyers and <em>Janayas\u201d<\/em><\/strong><\/p>\n\n\n\n<p>APRC center of gravity has now moved from, husband and wife lawyers,\nto a microbiology Marxist who is an appointed (not elected by people)\npolitician. Just like his parity of status\u201d Marxist uncles of the 1935-1964\nera, who blindly followed the international dogmas of Trotsky and Stalin,\nminister Vitharana is on a hurried mission to placate the IC, American Ambassador,\nand Tony Blair. Colombo politicians gave us the 1987 Indo-SL agreement, 13<sup>th<\/sup>\nAmendment and the 2002 CFA. The Vitharana outline will give us an egg\nscrambled. Unlike the two previous blunders which resulted in loss of thousands\nof lives, the Vitharana path, if entered, will have no point of return. This\nwas what G.L. Peiris, the legal eagle, said then. It is a one-way street to\nseparatism. <em>Janayas\u201d<\/em> (of the Jana\nSabhas) could achieve their aspirations without APRC erecting, intentionally or\nunintentionally, a separatism ladder.<\/p>\n\n\n\n<p><strong><em>Upatissa Damanaya<\/em><\/strong><\/p>\n\n\n\n<p>Why did APRC ignore 800 or so people\u2019s proposals? What is the reason\nfor a hurried solution? Where is the home-grown solution? Does minister V believe\nin Buddhist economics discussed in Schumacher\u2019s Small Is Beautiful (1973) or in\nBuddhist politics? One example was Buddha\u2019s advice to Ajathashatru, the king of\nMagadha, when the latter had a war plan to capture the Lichchavi kingdom of Koshala.\nIt was Buddhist democracy in 500 B.C. After all, the reasonableness doctrine,\ncompromise in modern democracy, is the Middle Path in Buddhism.&nbsp; Why cannot V use either the <em>Nalagiri<\/em> or <em>Angulimala damanaya<\/em> in dealing with Tony Blair, TNA or Prabakaran?&nbsp; <\/p>\n\n\n\n<p>The Mahinda Chintanaya is nothing but an application of our\n2500-year-old traditions of living in harmony with other human beings (be they\nHelanic or Roman or Muslim traders, Tamil invaders or plantation coolies, Malay\nsoldiers or Portuguese who came with Bible and sword, Burghers and NGO\nevangelists), which got twisted in the hands of Colombo black whites (since\n1833) and Marxist preachers (since 1935). <\/p>\n\n\n\n<p>Those who studied Shakespeare or Chaucer, and never heard of the\nUmmagga Jathakaya, could call this letter is from a Sinhala Buddhist Chauvinist\nor from a Sinhala extremist. But that mud ball cannot hide from any objective\nstandard the fact that minister V is taking a suicidal path putting the cart\nbefore the horse. He has a duty to explain to his <em>Janaya\u201d<\/em> why the following questions\/statements are incorrect.<\/p>\n\n\n\n<p><strong>White man\u2019s burden theory\n(1905)<\/strong><\/p>\n\n\n\n<p>1.Why is minister V in a hurry? Is it because more and more time\nmeans less and less time for the Prabakaran episode? The IC does not want a\ntotal removal of the cancer of terrorism. They want a second Vadamarachchi in 2007.\nThey want him in a three-piece suit flanked by his western-educated children.\nWhy? Is there any connection to the theory of the White man\u2019s burden of 1905?\nIs there any influence from White evangelism of Blair or Bush as outlined by\nthe Polish Pope John Paul II when he visited India in 1999 (evangelization of\nAsia)? Pope\u2019s propaganda cabinet minister with a giant budget has his office\nlocated in Ratnapura. Or was it the clash of civilization\u201d thesis of the Harvard\nprofessor Huntington (1993)? Balkanization of Sri Lanka is a short cut to\nIndia. The world federation of Tamils wants a separate state and Tamil Nad\nopposes Hindia\u2019s intrusions. In the Trincomalee harbor even the submarines\ncould be hidden in deep under sea troughs. Thus, there is great temptation that\nminister V probably cannot see.<\/p>\n\n\n\n<p><strong>India is a myth\u201d theory and\nthe Indian National Congress (1885) <\/strong><\/p>\n\n\n\n<p>2.What does V know about the separatist paradigm in Tamil Nad and\nSri Lanka? It began in Tamil Nad in 1917 and one year later in 1918 it came to\nCeylon. In India the colonial master openly promoted separatism stating that\nIndia is a myth.\u201d They promoted a Pakistan. In Tamil Nad separatism grew to\nthe extent that even the Ramayanaya story was changed stating that Ravana was a\nTamil king who fought against the evil doers of Rama and Seetha (Adam and\nEve?)! Prabakaran is thus a Ravana prince more than a new Chola king with a\ncyanide pill. In the past it was Sivaji Ganeshan or MG Ramachandran (born in\nKandy) who acted as Ravana in popular Tamil Nad movies. Jaffna Tamil boys would\ngo to Tamil Nad to see the opening show by boat in the afternoon and return\nhome in the night!<\/p>\n\n\n\n<p>Despite the total silence of Colombo NGO peace mudalalis with\nwestern Ph.Ds, and the Marga Institute not producing papers\u201d on the impact of\nthe Tamil Nad separatist agenda on Sri Lanka, from 1917 to 2007, there had been\na continuous flowing of two parallel streams of separatism poisoning each\nother. Thus in 1949 SJV Chelvanayagam benefited from Tamil Nad\u2019s Dravidasthan\nmovement.\u201d In the late 1950s it was the anti-Hindi movement.\u201d When separatism\nwas proscribed by the 1963 constitutional amendment, it came to the Kandyan\nareas as DMK and a Kallathoni problem (Tennakoon Vimalananda, Dravida Munethra\nKasagam Movement and the future of the Sinhalayas, Anula Press, Colombo, 1970).\n&nbsp;In the 1980s separatism went back to\nIndia, officially, with MGR and Indira Gandhi sponsoring it. After the murder\nof Rajiv Gandhi in 1991 there was a set back but in the coalition government\nera of India, Tamil Nad voting block in Delhi has become more powerful than the\npower of Delhi, the power to use the presidential rule to discipline unruly\nregional states. <\/p>\n\n\n\n<p>Tamil Nad is in such volatile state that Delhi is now surviving by\ncapitalizing the rival demands of its present or former chief ministers to\narrest or impose the presidential rule. At least two major caste groups are\ndemanding two separate states within Tamil Nad. It is only a matter of time a\nfuture Prabakaran takes control of Tamil Nad politics which is driven by sex\nscandals and family affairs. The common criminal Veerappan incident (Saradeal\nor Robinson Crusoe) demonstrated how easily and quickly separatist sentiments\ncould be utilized to overthrow the corrupt and inefficient political\nestablishment in Tamil Nad. The Janatha Party leader Subramaniumswamy\u2019s recent\nbook (Sri Lanka in crisis: India\u2019s options, 2006; (Island, 3\/21\/2007) should be\nan eye-opener to minister V.<\/p>\n\n\n\n<p><strong>Indian states as tiny parts\nbefore the Goliath Indian Goliath army<\/strong><\/p>\n\n\n\n<p>Does V provide an adequate mechanism to prevent secessionist attempts\nunder the geopolitical conditions mentioned above? He says there are two\nsafeguards: (1) the president can deploy the army and (2) he can dissolve the province\nand take over the administration. Minister V must be kidding. Even under the 13<sup>th<\/sup>\namendment conditions chief minister declared UDI and fled to India. Where would\nbe the IC if it happens again? Once V allowed the province to do everything it\nneeded to take the separatist path, the province will appeal to IC for help or\njustice. It will say the president is not allocating sufficient volume of water\nfrom the Mahaveli River and the IC and UNO will intervene. Minister V would be\nno more there to answer. This is why, the next question is so important.<\/p>\n\n\n\n<p><strong>Myth of a traditional\nTamil homeland in the Eastern Province<\/strong><\/p>\n\n\n\n<p>Does V reject the proposition that there is a traditional Tamil\nhomeland in the Eastern Province? Is he willing to make that rejection the\nfoundation stone of his proposal? V cannot first give his scheme and say that\nre-merger will be discussed later. Re-merger means acceptance of a homeland.\nHomeland theory is a colonial western idea. This was what the Neelan-GL package\nwanted. Neelan went even further and refused to accept the Pondicherry\nsub-model of the Indian F\u201d model because the homeland would then look like a\nmoth-eaten patch of land with Muslim and Sinhala Pondicherry units like in the\nTamil Nad. V will be putting the cart before the horse if he does not clearly\nunderstand this issue. If V\u2019s constitution is silent on homelands now and if\nlater it comes up making a giant N-E unit, then the Trincomalee state will be\nas big as the Colombo state. With Malayanadu in between Colombo army will be no\nmatch to Trinco power. This is not a daydream. V should read what the retired\ngeography professor G. H. Peiris and the Englishman Paul Harris has written on\nthe subjects of Malayandu youth unrest and Oluvil Muslim radicals. If V accepts\nFP, TULF, TNA and Anandasangaree versions of a homeland then V cannot stop\nhomelands for Muslims, Indian Tamils or even Christians in Negombo or Tmils in\nWellawatta.<\/p>\n\n\n\n<p><strong>F\u201d is a marriage contract<\/strong><\/p>\n\n\n\n<p>How can V say that F\u201d and U\u201d have lost their meaning? &nbsp;Did V tell this to the Mahanayakes? F\u201d is a\npolitical marriage. U\u201d is Buddhist politics such as the King allowing\npersecuted coastal Catholics or Muslims to live in his kingdom or temple priest\nin remote areas giving food and lodging to Christian priests from Colombo or\nGalle who went on head hunting trips. Could V think of any example from\nanywhere in the world on the co-habitation of Sinhala, Tamil, Buddhist, Hindu,\nChristian and Muslim people living in harmony that took place in pre-colonial\nCeylon? It was the Colombo ruling families who ruined this harmony after\n1931.&nbsp; <\/p>\n\n\n\n<p>An F\u201d marriage cannot work when one of the partners has a paramour.\nThe IC solution to Sri Lanka is unique in that two parties living in one house\nis asked to go to two houses for the happiness of both. Unfortunately, a\nmarriage cannot be saved that way. Therefore, even Lakshman Kadiragamar was\nwrong in proposing an F\u201d solution. An F\u201d solution based on language differences\n(as in India since 1956) is a slippery path with no end in sight. Indian F\u201d\nmodel is the best example. Indian army is fighting against it all over India.<\/p>\n\n\n\n<p>An F\u201d creates two or more units which have some powers that cannot\nbe taken back from them permanently for ever. The egg is scrambled. This is\ngrade 9 civics lesson. <\/p>\n\n\n\n<p><strong>Discrimination against the\nmajority (1505-1931)<\/strong><\/p>\n\n\n\n<p>V says there are\nabout 27 other countries which have veered away from U status towards F states\nto prevent separation. Without a list of these countries, one cannot comment on\nthis point. In the Fiji Islands or in Malaysia there were attempts of\nseparation. In the Fiji case the army arrested the Indian-backed prime minister\nfor anti-national work against the native Fijians. In Sri Lanka Tamils and\nMuslims enjoy more rights than any where else in the world. In Colombo, the richest\nare the Tamils and Muslims. Thus, when Karuna says in 2007 or when the JVP said\nin 1971 or 1988 give us what Colombo gets\u201d <em>(kolambata\nkiri apita kakiri <\/em>&#8211;<em>Youth Commission\nReport, March,1990, p. xvii))<\/em> there is\/was no ethnic discrimination. Instead,\nthe truth is that the Colombo class has been controlling 95% of people, which\nbecame worse under the globalization game and the 1978 Dharmista samajaya.<\/p>\n\n\n\n<p>Section 29(4) of the Soulbury Constitution did not allow the removal\nof five centuries discrimination against the majority community.<\/p>\n\n\n\n<p><strong>Colombo ruling families\nversus the Janayas<\/strong><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>V says if the minorities don\u2019t\nget the power they need, the only solution is separation.\u201d Can V say that the\nmajority got power? Who got power after 1931 or after 1833? A group of Colombo white-kissing\nfamilies who used Buddhist masks got power. A group of Colombo Tamils who used the\nlanguage card to prevent the poor Tamil learn Sinhala but gave private tuition\nin Sinhala to their children got power. The question is will this Colombo\ncontrol change under V\u2019s proposal? Rather than re-inventing the Neelan-GL\npackage V should ask a new set of questions. He has become a prisoner in trying\nto provide new answers to his old questions. Does he know that by sheer mismanagement\nthe Colombo black whites ruined the country?<\/li><\/ol>\n\n\n\n<ul class=\"wp-block-list\"><li>they destroyed the structural\ndemocracy of the island since the early 1960s after the 1962 Coup (the\nseparation of powers doctrine started in 1802 when North was the governor and\nthe rule of law);<ul><li>JRJ killed territorial democracy\nafter 1978 with a <em>bahubootha\nVyavastava,\u201d<\/em>&nbsp; an electoral system\nthat robbed people of their representative democracy, and by demolishing the\nVC-TC local government system; <\/li><\/ul><ul><li>In the 1980s village level\ncivil administration was politicalized by increasing the number of GSN units\nfrom 4,000 to a mind-boggling 14,006 (each GSN unit has a GSN, Samurdhi\nNiladharee and a mid-wife);<\/li><\/ul><ul><li>A corruption trinity developed\nafter 1978 with AGA-local MP-NGO agent (Colombo peace mudalalis or evangelists)\nin control. Each AGA unit (there are 319 of them) has between 100-150 officers\nexcluding teachers;<\/li><\/ul><ul><li>the gap between Colombo and villages\nincreased under globalization and free trade;<\/li><\/ul><ul><li>the divide between Colombo rich\nand village poor widened after 1978;<\/li><\/ul><ul><li>Vakarai IDP welfare money\nstolen by corrupt officers!<\/li><\/ul><\/li><\/ul>\n\n\n\n<p>Do we need a hurried devolution package, based on the same Neelan-GL\nformula? Just think of the biso kotuwa or the\nDambulla lamp?&nbsp; Rather than running with\nghosts of SJV Chelvanayagam or GG Ponnambalam minister V should think of using\nhis Marxist energy to empower the Tamils, Sinhala and Muslim comrades at the\ntrinity level. Because the dagaba was kovil, mosque or church at the grass roots\nlevel. Let aspirations grow at the family and village level and create\nlanguage-blind developmental units. If in a given village the majority happens\nto be Tamil let them work on their aspirations. Do not impose Provincial level\nunit on them by a Colombo group to protect their aspirations. Because it never\nworked that way. Only a class of politicians exploited it to stay in power. Our\ntrinity with upward representation will create a District level unit where\nTamil identity will be protected without creating fear in the Sinhala mind.<\/li><\/ul>\n\n\n\n<p><strong>Make a trip to New Zealand<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Because our trinity is tank\ncentered it fits very well with the modern concept of river basin-based\nadministrative units. New Zealand, a tiny country like ours is using this\nconcept. The geographer Maddumabandara has produced a river basin-based\nadministrative system for Sri Lanka that V should get his APRC and the expert\nlawyers to read. Because, one cannot legislate against geography.<\/li><\/ul>\n\n\n\n<p><strong>Move the capital city to\nRaja Rata<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>While developing the Southern\nProvince get the APRC to think about moving the administrative capital to a\nlocation within the triangle of Anuradhapura-Vavuniya-Trincomalee on a 20 year\nplan. Let Tamil farmers in Jaffna meet with Sinhala farmers in Hambantota. Link\nthat capital with Hambantota along the Mahaveli River with a railway line and a\nhigh way. Move the science and integration ministry to Raja Rata ASAP. This is\nthe best way you can win the hearts and minds of the janayas.<\/li><\/ul>\n\n\n\n<p>C.
