Public Utilities Commission of Sri Lanka \u00a0<\/em><\/span><\/h2>\n\n\n

The Annual Activity Plan 2021 of the\nPublic Utilities Commission of Sri Lanka (PUCSL), the electricity sector regulator\nwas unveiled today. A total of 111 projects based on service quality and\nconsumer rights protection in the power industry, water service industry and\npetroleum industry are to be implemented this year.<\/p>\n\n\n\n

Projects related to the electricity\nindustry have been formulated under four main objectives such as improve\nproductivity and convenience for electricity consumers, supplying electricity\nat affordable prices to the consumer and maintaining a sustainable financial\nposition for licensees, improve the safety of every living being and properties\nof the general public, licensees and operators, improve environmental\nconditions for humans, animals and plants. Four special projects will be\nimplemented this year to expedite the resolution of electricity consumer\ncomplaints and disputes.<\/p>\n\n\n\n

Under this, a joint program will be\ninitiated with the Divisional Secretaries to solve the problems faced by the\nelectricity consumers during the installation and replacement of electricity\npoles and cables. Addition to that, steps will be taken to solve the problems\nthat have arisen in obtaining electricity for houses located in blockout lands\nfrom real estate companies. Also, a special project will be launched to\nmaintain the efficiency of the street lighting system in the country by\nintroducing a standard for the installation, operation and maintenance of\nstreet lighting systems. <\/p>\n\n\n\n

In order to achieve the goal of\nelectrical safety, the national framework for licensing electricians\u2019 program\nis being implemented in collaboration with other relevant agencies. Around\n45,000 electricians have been identified in the country and a project will be\nlaunched to provide them with the National Vocational Qualification or NVQ 3,\nthe basic qualification required to obtain a permanent electricity license,\nquickly and free of charge. The project is being implemented under a special\nmemorandum of understanding signed with the Tertiary and Vocational Education\nCommission and the National Vocational Training Authority.<\/p>\n\n\n\n

The PUCSL, as the shadow regulator of\nthe lubricant market, assists the Ministry of Energy in regulating the\nlubricant market. The projects launched last year to control the sale of\nsubstandard lubricants and the sale of illegal lubricants will be further\nstrengthened and implemented. A project is also underway to dispose of used\nlubricants in an environmentally friendly manner. Also, a system will be\nintroduced to protect the rights of petroleum consumers and to resolve their\ngrievances.<\/p>\n\n\n\n

The PUCSL as the designated body for\nthe regulation of the water service industry in the country assists the\nMinistry of Water Supply and Drainage Board in regulating the water services\nindustry. <\/p>\n\n\n\n

The Commission assists the Ministry\nof Water Supply to introduce a methodology for resolving water consumer\ncomplaints and disputes through a declaration of water consumer rights. Also,\nthe second phase of a series of public consultations at the local level to\nidentify the issues of water consumer will be launched this year.<\/p>\n\n\n\n

PUCSL will take steps to expedite and\nsuccessfully implement all projects scheduled for the year 2021.<\/p>\n\n\n\n
