{"id":111847,"date":"2021-02-19T17:19:09","date_gmt":"2021-02-20T00:19:09","guid":{"rendered":"http:\/\/www.lankaweb.com\/news\/items\/?p=111847"},"modified":"2021-02-19T17:19:09","modified_gmt":"2021-02-20T00:19:09","slug":"half-yearly-performance-evaluation-of-cabinet-and-state-ministers","status":"publish","type":"post","link":"https:\/\/www.lankaweb.com\/news\/items\/2021\/02\/19\/half-yearly-performance-evaluation-of-cabinet-and-state-ministers\/","title":{"rendered":"HALF-YEARLY PERFORMANCE EVALUATION OF CABINET AND STATE MINISTERS"},"content":{"rendered":"<h2><span style=\"color: #0000ff;\"><em><strong data-rich-text-format-boundary=\"true\">By M D P DISSANAYAKE (FCMA-UK, CPA-Aust), CGMA, PhD)<\/strong><\/em><\/span><\/h2>\n\n\n<p>The\nPresident Gotabaya team has been on the job since September&nbsp; last year,\nwith a new Parliament.&nbsp; Their tasks, activities, funding and target time\nlines have been&nbsp; gazetted and explained at length.<\/p>\n\n\n\n<p>BEST\nAND WORST PERFORMERS:<\/p>\n\n\n\n<p>From\nthe public eye, apart from the President and Prime Minister, the Health\nMinister Mrs Pavithra Devi Wanniarchchi handled an extremely difficult role,\ncontinued her functions without a break, co-ordinating &nbsp;highly qualified\nmedical professional, without entering into arguments.&nbsp; She is a role\nmodel, a well qualified lawyer, <strong>who was humble to listen and learn with\neducated personnel in their specialised profession, without causing destructive\nconflicts. <\/strong>Quite a unique Lady when compared with some <strong>Loose Cannons in\nthe Cabinet ( at least 3 of them)&nbsp; who&nbsp; simply provide headlines to\nmedia on issues outside their assigned responsibilities.<\/strong>&nbsp; She has\nproved her credentials as an Effective Leader to fit into much higher\nministerial roles in the near future.<\/p>\n\n\n\n<p>HALF-YEARLY\nPERFORMANCE EVALUATION:<\/p>\n\n\n\n<p>The\nPresident need to review the&nbsp; results of the tasks performed by all\ncabinet and non-cabinet ministers.&nbsp; Matters should not be allowed for the\nindividual ministers or groups\/camps to behave in the same way as they did\nbehave in the past.&nbsp;&nbsp; On the overall performances of the previous\nMahinda Cabinet, the positive results were produced by none other than Prime\nMinister Mahinda Rajapakse, with his brothers Gotabaya and Basil.&nbsp; .&nbsp;\nThe lack of direct involvement of Mr Basil Rajapakse is impeding the progress,\nwhilst the <strong>absence of &nbsp;Effective Managers in the Cabinet causing heavy\nworkload for the President, a handful of&nbsp; indisciplined &nbsp;cabinet\nministers are creating mayhem&nbsp; at the top.<\/strong>&nbsp; <\/p>\n\n\n\n<p>With\nthe exception of Mrs Pavithra Devi, there are no other cabinet ministers with\nruns on the board, although&nbsp; <strong>there appears to be no lack of Cheer\nLeaders!&nbsp;&nbsp; <\/strong><\/p>\n\n\n\n<p>The\nPerformance Evaluation and recommendations should best be handled by a team of\nindependent Management Consultants, to eliminate complaints of &nbsp;political\nbias.&nbsp; The fees to be paid to the Management Consultants will be an\ninvestment, the experts will&nbsp; identify strengths and weaknesses of the\nteam in making their recommendations.<\/p>\n\n\n\n<p>GUTTER\nPOLITICS:<\/p>\n\n\n\n<p><strong>Many\ncoalition governments worldwide failed to deliver their commitments to the\npublic due to gutter politics of minor parties.<\/strong>&nbsp;\nThere is untested wisdom that minor parties played a pivotal role in bringing\nthe governments into power.&nbsp; The most recent cases in Sri Lanka, involving\n(a) dual citizenship, (b) ECT agreement with India, (c) SLPP leadership etc.\nwere few examples. Their next direct conflict will arise <strong>when new draft\nconstitution is released<\/strong>.&nbsp; Basically, minor parties are eager to\nincrease their vote base, hence they attempt to portray that <strong>they are\nking-makers<\/strong>.&nbsp;&nbsp; Some of the issues, such as SLPP Leadership is\nnone of their business.&nbsp; <strong>Appointing a minor party leader\/Minister as\nMedia Spokesperson for Cabinet was a mistake and need to be corrected,<\/strong><\/p>\n\n\n\n<p>LEADERSHIP:<\/p>\n\n\n\n<p><strong>The\npublic is somewhat disappointed with the President Gotabaya as well.&nbsp; He\nhas been over cautious thus far<\/strong>, he need to come out\nof the Shell and deliver the service the public is demanding.&nbsp; <strong>Not\neveryone will like the President, but he must Lead and the public will throw\ntheir support for changing Gutter Politics.<\/strong><\/p>\n\n\n\n<p>The\nPrime Minister of Singapore has established four guidelines to evaluate the\nperformances of Ministers.&nbsp; They are:<\/p>\n\n\n\n<p>a.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;\nAbrupt\nministerial change<\/p>\n\n\n\n<p>b.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;\nA\ngood minister is pro-active and entrepreneurial<\/p>\n\n\n\n<p>c.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;\nNot\nevery minister is equal and they know it<\/p>\n\n\n\n<p>d.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;\nMinisters\nanswer for mistakes but it should be kept in perspective<\/p>\n\n\n\n<p>e.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;\nNot\nall ministers will succeed<\/p>\n\n\n\n<p>f.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;\nExists\nhave to be handled with dignity and decorum<\/p>\n\n\n\n<p>In\noutlining above guidelines, the PM Lee said: There is a doctrine, it is a\ncollective responsibility; all ministers are party to this. And all ministers\nare held to account ultimately when we go to the next General Election and the\npublic is the final judge of the government\u2019s record.\u201d<\/p>\n\n\n\n<p>(<a href=\"http:\/\/Ref.Mothership.sg\">Ref.Mothership.sg<\/a>)<\/p>\n\n\n\n<p>The\nCoalition Governments are here to stay, world-wide. Managing each partner is a\ntask of the Leader. The Leader must&nbsp; support each partner Logistically and\nFinancially to achieve the desired results.
