Arjun Mahendran\nhas left the country and now he is absconding. Now that he was not found in\nSingapore where is he? Is he hiding in UK, USA or in the moon as planned?\nProbably Ranil will know best. I believe he will never come back and he will escape\nthe Sri Lankan law. Then what next? Are we going to leave it at that? What\nplans the President has up his sleeves if he has any, I doubt?<\/p>\n\n\n\n

On whom are we\ngoing to fix responsibility regarding this mega robbery which has completely\nruined a nation with spillover bankruptcy effects for decades and generations\nto come on the entire banking system in this country, the national economy and\nthe whole nation where the per-capita loan liability is said to be already over\nRs 400,000?<\/p>\n\n\n\n

Why International Red Notice you ask Ranil to produce him\nbefore the court for the following reasons. <\/strong><\/h4>\n\n\n\n

It was he who\ninvited him to come offering the Governorship of the CB<\/p>\n\n\n\n

It was he who\ngot the CB under him as pre-planned, from the Finance Ministry to\naccommodate  Arjun M.<\/p>\n\n\n\n

It was he who\ntook full responsibility for his selection and insisted<\/strong> that Mahendran should be appointed, when the President objected\nfor his request to appoint his buddy<\/p>\n\n\n\n

When the matter\nwas raised in Parliament it was Ranil who defended him in the House on 17th\nMarch 2017<\/p>\n\n\n\n

It was also\nRanil who introduced the new system of Bond auctions as revealed by Arjuna\nMahendran before the commission in his evidence<\/p>\n\n\n\n

It was also\nRanil who got the President to dissolve Parliament in August 2017 a day before\nthe Dew Gunasekara COPE Report was to be presented to Parliament and thereby\navoided the Report being debated in Parliament.<\/p>\n\n\n\n

(This lapse led\nto the second Bond Scam the subject of the present debate)<\/p>\n\n\n\n

He also\nappointed his own commission of Party lawyers and got Mahendran exonerated\nbefore the President appointed his Commission<\/p>\n\n\n\n

Then he also\nwanted Mahendran appointed for a Second term which the President refused and\ngot Coomaraswamy appointed<\/p>\n\n\n\n

After that Ranil\nappointed Mahendran to another high post under his Ministry disregarding and\nignoring his highly questionable role in the CB scam and also ignoring the\nPresident, probably thinking that it was he who got Mr Sirisena elected as the\nPresident, which is partly true.<\/p>\n\n\n\n

When he was\nasked to give evidence before the Commission he got the Commissioners to send\nhim a list of questions to be asked AT THE INQUIRY in advance carefully\nprepared, so that he can come prepared to answer them, perhaps designed to\nexonerate him.  This is like the\nCommissioner of Examinations sending the Question papers to a candidate and\naccepting his answer scripts at the examiners home and pass him with\ndistinction. What is more he got his own Attorney General to lead his evidence,\nwho did a shoddy job to save his master.<\/p>\n\n\n\n

He also got Ravi\nKarunanayaka the Finance Minister his confidante and Deputy Leader of the UNP\nto instruct all State Banks to bid at the auction at lower interest ( 9.5%) so\nthat Ajun Aloysius, who was perhaps advised in advance either by Mahendran his\nfather-in-law who was living with him in his home  or jointly by Ranil and Mahendran to quote\n12.5 % interest as pre-planned.<\/p>\n\n\n\n

He was also\nresponsible for increasing the 10 billion to 40 billion as Mahendran has revealed in his evidence before the\nCommission<\/strong><\/p>\n\n\n\n

It was also he\nwho got Sujiva Serasinha, the Author of the infamous Book on CB SCAM, and got\nhim appointed to the COPE as a member.<\/p>\n\n\n\n

It was also he\nwho sent Mahendran to Singapore when dark clouds were gathering over the sky.<\/p>\n\n\n\n

(It is beyond\ncomprehension how and why a suspect of such a crime was allowed to leave the\ncountry by the Custom Authorities, unless there was some powerful intervention\nbehind it). Ranil should know better than anybody else as to how he left\nKatunayaka Airport without any problem. Ranil knows better than any if\nMahendran is arrested and grilled by the CID and by people like Dappula Livera\nand Kodagoda he will spill out all the beans and the entire gang of Alibaba and\n40 thieves and all others who have jointly conspired, aided and abetted in\ndifferent ways assigned to them by the leader, like writing books, adding foot\nnotes and those benefitted directly or indirectly will be exposed.<\/p>\n\n\n\n

In this backdrop\nI don\u2019t think this man will ever come to Sri Lanka. The perpetrators must have\ndone their homework so that he could be kept in hiding safely.<\/p>\n\n\n\n

Why can\u2019t the\nPresident or law enforcing authorities take action against Ranil taking these\ncommitments as evidence of serious crimes and take action accordingly? Of cause\none could argue that he cannot be treated under that law as he has not duly\nsinged a personal bond in court to that effect. Can\u2019t his undertaking on behalf\nof Mahendran be accepted as a verbal bond under common law. I am sure what I\nhave said here could be converted to legal jargon to frame the charges. Why\ncan\u2019t the President direct the authorities to arrest Ranil under a Presidential\nOrder and keep him there at least now until he produces Mahendran before the\ncourt? Now that Ranil is in Singapore I am sure he can bring his friend in the\nsame plane and produce in courts without any problem.<\/p>\n\n\n\n

Therefore the\ncitizens of this country who are the owners of the Central Bank should demand\nthe President to give directions to the CID at least now to arrest the Golden\nbrain, whoever it is, that conspired, planned and executed this crime with a\ngang of thieves and who is also doing everything he could, under the sun to\nprotect Mahendran his erstwhile friend for nothing but shear political and\npersonal gain. I don\u2019t think anybody needs to name him. The President should\nknow it better than anybody else. So I leave it to him to decide. I do not know\nwhether he will take the correct decision. But as responsible citizens it is\nour duty by the country and its people to raise these issues for public debate.\nIf he takes the correct decision on this issue at least now I have no doubt\nthat he will at least partially emerge out of the abysmal political mire in to\nwhich he has fallen, not because of anybody else\u2019s fault, but only of his own\nfault and lapses and lack of far sight. \nIt will also open the doors for an entirely a new political culture in\nthis country, free from corruption and misgovernment, which the people of this\ncountry have been desperately dreaming for decades.<\/p>\n\n\n\n

Those of you who\nread this will know many more involvements and finer points than I do. I beg\nyour pardon for shortcomings in this note.<\/p>\n\n\n\n

PS: The\nbackground for his selection<\/p>\n\n\n\n

Mahendrans are\nRanil\u2019s Family friends and strong UNP supporters. Mahendran is also said to be\nhis school mate at Royal. He has been appointed to several posts even in 2001\nwhen Ranil became PM. During that time he also appointed Charless Mahendran,\nAjun\u2019s farther to the UN.  While he was there\nhe is supposed to have given some vital secret information to Ranil bypassing\nChandrika, over which Chandrika got damn annoyed and dissolved the Parliament\nmaking room for the 2004 General Elections that routed Ranil\u2019s Government and\nsent him to the opposition. It is in this background one has to understand as\nto why Ranil brought Mahendran to the Central Bank. <\/p>\n\n\n\n

In this back\ndrop, there couldn\u2019t be the slightest doubt that Ranil should know where\nMahnedran is hiding. As such it is his bounden duty as well as legal obligation\nto produce him before the CID, failing which action has to be taken against\nhim. This I believe is the responsibility of the President. Here the President\nhas to transfer back the CB to the M\/Finance at least now without allowing the\nchicken pen to be under a cunning fox Ranil<\/p>\n","protected":false},"excerpt":{"rendered":"
