(SLAAC) a volunteer group functioning in USA<\/em><\/span><\/h2>\n\n\n<h4 class=\"wp-block-heading\">Bills &amp; Resolutions<\/h4>\n\n\n\n<h4 class=\"wp-block-heading\">Forms of\nCongressional Action<\/h4>\n\n\n\n<p>The work of Congress is initiated by the\nintroduction of a proposal in one of four principal forms: the bill, the joint\nresolution, the concurrent resolution, and the simple resolution.&nbsp; <a href=\"https:\/\/www.house.gov\/the-house-explained\/the-legislative-process\/bills-resolutions\">Bills &amp; Resolutions | house.gov<\/a><\/p>\n\n\n\n<p>An H.\nRes (or a simple resolution) only concerns &#8220;the rules, the operation, or\nthe opinion&#8221; of&nbsp;<strong>one<\/strong>&nbsp;chamber of Congress. There is no\n&#8220;passage&#8221; only &#8220;adoption.&#8221; This means that it does not pass\nforward to the senate for a vote as a bill and is not presented to the\nPresident of the United States for signature.<\/p>\n\n\n\n<p>An\nextract from the United States House of Representatives is:<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Simple Resolutions<\/h3>\n\n\n\n<p>A matter concerning the\noperation of either the House of Representatives or Senate alone is initiated\nby a simple resolution. A resolution affecting the House of Representatives is\ndesignated H.Res.\u201d followed by its number. Res 413, it would be\n&#8220;adoption&#8221; by the House. But even so, that will be that the House is merely\nexpressing their opinion.&nbsp; Stakeholders\nwill use this adoption to push for action, but a simple resolution alone does\nnot have the power for further action.&nbsp; <\/p>\n\n\n\n<p>Our\nnext steps to counter this action should be determined as follows: There are\nstakeholders approaching Members of Congress seeking their support for H. Res\n413. <strong><em>Members need to be further educated on the issue. In addition to\nspeaking with Members who already support the resolution, we should approach\nother Members of Congress and introduce them to the issue from our perspective\nbecause this involves a recognized terrorist entity.<\/em><\/strong><\/p>\n\n\n\n<p>See the\nlink below for more details in the Congressional Glossary of the US Library of\nCongress.<\/p>\n\n\n\n<p><a href=\"https:\/\/www.loc.gov\/rr\/program\/bib\/congress\/congress-glossary.html\">https:\/\/www.loc.gov\/rr\/program\/bib\/congress\/congress-glossary.html<\/a><\/p>\n\n\n\n<p><strong>Simple Resolution<\/strong>&nbsp;\u2013 Legislation\nthat relates to the operations of a single chamber or expresses the collective\nopinion of that chamber on public policy issues. A simple resolution\noriginating in the House of Representatives is designated by the letters H.\nRes.\u201d followed by a number and simple resolutions introduced in the Senate as\nS. Res.\u201d followed by a number. For Example: H. Res. 10.<\/p>\n\n\n\n<p><a href=\"https:\/\/www.house.gov\/the-house-explained\/the-legislative-process\/bills-resolutions#:~:text=Simple%20Resolutions,to%20the%20President%20for%20action.\">https:\/\/www.house.gov\/the-house-explained\/the-legislative-process\/bills-resolutions#:~:text=Simple%20Resolutions,to%20the%20President%20for%20action.<\/a><\/p>\n\n\n\n<p>Another point to consider is that in counter arguments, it must\nbe pointed out to all members of the US Congress who can be influenced to\nsupport the H. Res 413 that there is an explicit reference to LTTE\u201d in the\ndocument without expanding the acronym to read Liberation Tigers of Tamil\nElam.&nbsp; <\/p>\n\n\n\n<p>In such expansion, it can be proven that the LTTE is on the list\nof Foreign Terror Organizations (FTO) listed by the US State Department dated\nOctober 8, 1997.&nbsp; The proof is available that\nthe Liberation Tigers of Tamil Eelam (LTTE), a known Foreign Terrorist\nOrganization <a href=\"https:\/\/www.state.gov\/foreign-terrorist-organizations\/\" target=\"_blank\" rel=\"noreferrer noopener\">recognized by<\/a> the\nU.S. Department of State at the link provided and the entry for LTTE that\nappears in the list. It is also proscribed in the US and 31 other countries\nhaving provided inspiration to Al Qaeda.
