I send two\nimportant messages to the nation with this call<\/strong><\/p>\n\n\n\n

1. Assert\nand protect our sovereignty, independence, freedom and political stability as\nan Independent country as an equal before any other world nation by keeping\nforeign Ambassadors in their due place<\/strong><\/p>\n\n\n\n

(This call\nis for the Government)<\/strong><\/p>\n\n\n\n

 2<\/strong> Give up the\nbane of Political parties which have destroyed this nation and restore our own\nsystem of government based on the roots of our civilization, if you want to\nsave and once again build up a united and prosperous Sinhala nation and usher\nin a vibrant state<\/strong> and a prosperous\neconomy for tomorrow. (This call is for the whole nation. It will come at the\nend of this article)<\/strong><\/p>\n\n\n\n

Message 1<\/strong><\/p>\n\n\n\n

(This call\nis for the Government)<\/strong><\/p>\n\n\n\n

 Here I do not want to deal with The Vienna\nConvention on Diplomatic Relations (1961) <\/strong><\/p>\n\n\n\n

  1. That precisely has laid\ndown how Diplomats should deal with their host countries and <\/li>
  2. How host countries should\ndeal with those who violate it under this Convention,<\/li><\/ol>\n\n\n\n

    as it had been already explained by Mr.Sangadasa\nAkurugoda in his Article that appeared in the July 26th, 2021 Lankaweb, which I\nhave given as Annex 1 at the end of this brief note.<\/p>\n\n\n\n

     My memo\napropos this issue<\/strong><\/p>\n\n\n\n

    This memo of mine is addressed as an\nopen letter to The President, Prime Minister, the Cabinet, all MPs in the present\nParliament of this country and all patriotic Sinhala people, living here and\nabroad, and particularly the Maha Sangha, who have gone down in the 2500 year history\nof this country, as the Muradevatavo of the Motherland and the Sinhala Jatiya, pleading\nthem to join their hands, heads and hearts in unison to guarantee that the\nabove objective given under Message 1  is\nrealized as a living reality. <\/p>\n\n\n\n

    I am copying this write up to\nLankaweb News site as I have a higher faith in getting it published definitely\nand quickly too, without any fear or favour. <\/p>\n\n\n\n

    However, considering the critical\nimportance and the urgency of this public issue and National crisis I do hope\nand wish other media people will also copy this from Lankaweb and give maximum\npublicity to it as an urgent national issue of the hour, where the Government\nof the day has to take immediate action as a top priority. <\/p>\n\n\n\n

    My\nsuggestions<\/strong><\/p>\n\n\n\n

    First<\/strong>, the President, Prime\nMinister and the Government should take immediate action against these\nundiplomatic Ambassadors, under the provisions of  the Vienna Convention 1961,  not only the Ambassador of US highlighted in\nin Akurugoda\u2019s  letter but also of India,\nUK and any other country violating Diplomatic norms by meddling with our\ninternal matters, in blatant contravention to the Vienna Convention,\nasking  them to stop this nonsense\nimmediately and put an end to this headache and nuisance forthwith, and protect\nour sovereignty, Independence and freedom as a free and equal Nation with any\nother nation on this planet irrespective of its geographical size, before every\ndiplomatic goat will follow suit and demand us to shave his beard \u201d, as the\nproverbial Sinhala adage has very aptly stated<\/p>\n\n\n\n

    Second,<\/strong> The Government also\nshould take immediate action without further delay against traitors like\nHakeem, Sambandan, Sumandiram, Vignesvaran and all other traitors who get\ninvolved in this kind of treacherous and terrorist activities against the Sri\nLanka State under relevant laws like the PTA, the 6th  Amendment to the Constitution and also simultaneously\nban all communal and extremist political parties and such NGOO etc<\/p>\n\n\n\n

    Third<\/strong>, All the Opposition\nparties in Parliament should also fall in line with the Government\u2019s stance and\nsupport the Government in this war, against these undiplomatic, uncivilized\nenemies of our country, keeping the country first, at this critical hour of the\nnation and the Motherland without any reservation, to get this headache sorted\nout for good without resorting to cheap and silly demonstrations and trying to\nrouse their supporters against the government creating more problems for the\ngovernment already buried to its neck deep in Covid 19 pandemic, natural\ndisasters and many other politically organized, too exhaustive to list here and\nlearn to act as responsible political organizations without resorting to this\nkind of silly and foolish political gimmicks and trying to make narrow\npolitical capital like the man  who was\ntrying to light his cigar while the other\u2019s head is caught with fire\u201d <\/p>\n\n\n\n

    Fourth<\/strong>, At least ten brave young\nMPP should form a ginger group within the Government as insiders and  demand the President and the Prime Minister\nto take action under 1 and 2 above, immediately \nbefore everything goes out of control and  become irreparable and irredeemable, without\nany fear or favour as the entire country, or at least the 70 lakhs voters who\nvoted the President (August 2019) and the Government (May 2020) with a 2\/3 in\nParliament without a single Muslim or Tamil Vote, except the very few like the Junior\nThondaman who may have voted MR for personal reason for supporting his father\u2019s\nfuneral  even violating medical advice in\nMay 2020,  will stand solidly  with the Government on this  bold decision of the Government. <\/p>\n\n\n\n

    This kind of approach must definitely\nget the nod from both the President and the Prime Minister, in the backdrop of\nthe present wave of social unrest all over the country on trivial issues, fast\ngrowing unpopularity on various issues such as the unbearable cost of living,\nincreased fuel prices, excesses of the government, and salaries anomalies of\npublic servants and certain mad appointments such as Ministers like Ali Sabry and\ndiplomats like Moragoda and Ministry Secretaries like Education and Health  and Chairmen \nof certain cooperation  like\nDumnida Silva, a list too long to list here for brevity against the wishes of\nthe Sinhala Buddhists majority and the Buddhist clergy and respected\npersonalities like Rev Malcom Ranjit Fernando, might be a welcome shower after\na long drought.<\/p>\n\n\n\n

     If you do that without fear or favour and without\nbeing un-necessarily servile any more, to party leadership and convince them to\ncarry out 1 and 2 above, the fast growing unpopularity of the Government might\ndisappear overnight that might give at least a breathing space to regain the\nlost popularity at least temporally in the country.<\/p>\n\n\n\n

    This is a golden opportunity to come\nback for the Government. That is why my dear sons I am asking you to make use\nof this wonderful opportunity for President and the Prime Minister to bounce\nback<\/p>\n\n\n\n

     And address two very important national\nissues.<\/p>\n\n\n\n

    If you succeed I can vouch you will\nbe the future leaders of this country. Because the whole nation is looking for\na new Sinhala Buddhist leadership as they are fed up with all present day\nleaders as none of them are genuinely committed to the cause of the Sinhala Buddhists\nas the Kings of the yore such as Dutugemunu, Parakramabahu or vijayaba the 1st<\/sup>\n were. At elections they all talk of\nSinhalese and Buddhist. But immediately after the elections all of them serve\nonly the Muslims and Tamils aspirations, expecting their vote at future\nelections , which will never happen like the proverbial goat testicle that\nnever fell down in spite of the fox was following behind it for days. <\/p>\n\n\n\n

    There is no difference between the\nSLFP, UNP, SLPP or SJBV, in this regard. All of them have betrayed the Sinhala\nBuddhists, down the decades starting from 1948 up to date, except Mrs B. the\nonly National Leader this country ever had since 1948.<\/p>\n\n\n\n

    Today we are witnessing a very\nturbulent and restless time where the people are exhausted with all the political\nparties   and therefore they are  desperately looking for a solid leader,\nmoulded in the Anagarika Dharmapala calibre to rescue this country and the\nSinhala Buddhist nation. If you carry out this historic mission intelligently\nto the letter and get these two things done for the moment (1&2) you will\nalso go down in history as the valiant sons of the 21st<\/sup>  century Sri Lanka  who rescued the Sinhala Nation out of an\nimminent crisis of the demise of the Sinhala Buddhist civilization in this\ncountry, followed by its disappearance from the surface of this planet.\nFurthermore the people will adore you as true patriots, products of the\nAnagarika Dharmapala tradition who got the rulers to address two vital national\nissues in time. The people might find in you the younger politicians, the kind\nof future leaders they are looking for to convert this Paradise Island once\nagain to its pristine glory. <\/p>\n\n\n\n

    Please remember there are only two\nthings under the sun for which all political leaders are afraid of. What are\nthey? The first is marana bhaya and the second is Chanda bhaya, for which these\nleaders are no exceptions.<\/p>\n\n\n\n

     Therefore this is the time to strike the iron\nas it is more than hot just now.<\/p>\n\n\n\n

    But of cause this mission has to be\ndone very carefully. You have to convince them that you are doing this in their\nown interest and the interest of the Party and the interest of the country and\nthe Sinhala nation and the Motherland and that you are divine messengers sent\nby the Gods and you are carrying out their Commandments only. Other than that\nthere is absolutely no private interest, you must make it very clear. <\/p>\n\n\n\n

    The strategy has to be well worked\nout for this noble mission and the members of the core group who go to meet the\nPresident and the PM (preferably together) have to be very carefully selected.\nThey have to be trustworthy, genuine and men of unstinted past record of\nloyalty to the Party and the leadership and of commanding authority with whose\nevery word will convince the leaders to the hilt and to whom the leaders can\nnever say no. <\/p>\n\n\n\n

    In this regard I will give three\ninstances where I have succeeded in three such important missions on my own. <\/p>\n\n\n\n

    The first,<\/strong> where I convinced Lalith\nAtulatamudali to join hands with his no 1 political rival Gamini Disanayaka,\nmaking up the differences, if he wants to defeat Premadasa the all-powerful UNP\nLeader at that time which he did. In fact this I did on his estate at\nRambukkana one day in early 1991 on my way to Colombo. Next morning he rang me\nup from Colombo and said Sudath I told each and every word you spoke yesterday\nto Gamini and both of us have unanimously decided to join hands. Thank you very\nmuch for the advice\u201d. This is how the DUNF was formed in 1991.<\/p>\n\n\n\n

    The second.<\/strong> In November 1992 where I\ngot President Premadasa to withdraw the Cabinet paper that proposed to\namalgamate the Divisional Secretaries with the \nPradesiya Sabha and appoint Divisional Secretaries as Secretaries to the\nPS Chairmen and also to appoint outsiders from parallel Services as Divisional\nSecretaries which would have been the end of the SLAS and professional\nAdministration in this country.at all three levels namely National, District\nand Divisional which would  also have\nbeen the death-knell  of SLAS, the\npremier State machinery of the government in the country. This I did as the\nthen President of the Sri Lanka Administrative Service Association. <\/p>\n\n\n\n

    The third<\/strong>, where I got Chandrika\nconvinced to appoint Mrs. B as the Prime Minister of this country on the 11th\nof September 1994. I did this as the Permanent Secretary to Mrs Bandaranayaka\u2019s\nMinistry. <\/p>\n\n\n\n

    So if the proposed group wants to\nknow how to convince the President and the PM who may be definitely reluctant\nto do so either for personal reasons, threats from India (As they did it to JR\nin 1987) or US or bad advice of the so-called selfish Advisors to the President\nand the PM. But if you do it the way I propose you can win it. Because, you are\ndoing it in good faith, in the interest of the country and the Sinhala nation\nat large. <\/p>\n\n\n\n

    On my part I will definitely\nvolunteer to help you in the interest of my Motherland, Sinhala Nation and the\nBuddha Sasana. <\/p>\n\n\n\n

    1 As per\nmedia reports, US Embassy officials led by Ambassador Alaina B. Teplitz held\ndiscussions with SLMC leader Rauff Hakeem and earlier with TNA leader R.\nSampanthan at the latter\u2019s residence, where the focus was on the proposed new\nConstitution, post-war reconciliation efforts, devolution of power, rule of\nlaw, Prevention of Terrorism Act and other issues which are solely internal\nissues of the host country. It is also reported that both US and Indian\nmissions are engaged in discussions with political parties represented in parliament\nand other groups to reach sort of common agenda.\n(https:\/\/island.lk\/us-embassy-consultations-with-political-parties-devolution-of-power-among-issues-discussed\/).  For details<\/em><\/p>\n\n\n\n

    2 General\nDescription of the Procedure adopted i expelling a Diplomat<\/em><\/p>\n\n\n\n

    The Vienna\nConvention on Diplomatic Relations (1961)<\/em><\/p>\n\n\n\n

    The Vienna\nConvention on Diplomatic Relations (1961) contains the most widely accepted\ndescription of the international law on diplomacy. A diplomatic agent is\ngranted different inviolabilities and privileges, as well as immunity from the\njurisdiction of the receiving state, in order to enable them to exercise their\nofficial functions independently and effectively and to avoid any interference\non the part of the receiving state. The functions of a diplomatic mission are\nclearly stated in the Article 3 of the said Convention.\nhttps:\/\/legal.un.org\/ilc\/texts\/instruments\/English\/conventions\/9_1_1961.pdf<\/em><\/p>\n\n\n\n

    (a)\nRepresenting the sending State in the receiving State;<\/em><\/p>\n\n\n\n

    (b)\nProtecting in the receiving State the interests of the sending State and of its\nnationals, within the limits permitted by international law;<\/em><\/p>\n\n\n\n

    (c)\nNegotiating with the Government of the receiving State;<\/em><\/p>\n\n\n\n

    (d)\nAscertaining by all lawful means conditions and developments in the receiving\nState, and reporting thereon to the Government of the sending State;<\/em><\/p>\n\n\n\n

    (e)\nPromoting friendly relations between the sending State and the receiving State,\nand developing their economic, cultural and scientific relations.<\/em><\/p>\n\n\n\n

    Organizing\nmeetings with local politicians, who are well-known for their racial extremism,\nto discuss the proposed new Constitution of receiving State, devolution of\npower, rule of law etc (none of which are any of the functions stated above)\nare gross violation of the Vienna Convention since the foreign Diplomats are\nbound to respect the laws and regulations of the hosting State.<\/em><\/p>\n\n\n\n

    The process\nof dealing with diplomats who are no longer welcome has now been fully\nrecognized under Article 9 of the Vienna Convention:<\/em><\/p>\n\n\n\n

    Article 9 of\nthe Vienna Convention<\/em><\/p>\n\n\n\n

    1. The receiving\nState may at any time and without having to explain its decision, notify the\nsending State that the head of the mission or any member of the diplomatic\nstaff of the mission is persona non grata or that any other member of the staff\nof the mission is not acceptable. In any such case, the sending State shall, as\nappropriate, either recall the person concerned or terminate his functions with\nthe mission. A person may be declared non grata or not acceptable before\narriving in the territory of the receiving State.<\/em><\/p>\n\n\n\n

    2. If the\nsending State refuses or fails within a reasonable period to carry out its\nobligations, the receiving State may refuse to recognize the person concerned\nas a member of the mission.<\/em><\/p>\n\n\n\n

    The most\ncommon response when foreign diplomatic officials act inappropriately is to\ndeclare those officials \u2018persona non grata \u2018and to expel them from the country,\nif diplomatic parlance fails. While this is traditionally a remedy for offenses\ncommitted by the actual personnel being expelled, it is entirely at the host\ncountry\u2019s discretion and several nations have used it to respond to\nobjectionable activities on the part of a foreign government as a whole. We\nremember how President Ranasinghe Premadasa declared David Gladstone, who\nserved as Britain\u2019s High Commissioner to Sri Lanka between 1987-1991, \u2018persona\nnon grata \u2018and expelled from the country for his unwarranted interference in an\ninternal matter of the country\u201d.<\/em><\/p>\n\n\n\n

    Statements\nissued by various foreign diplomats in Colombo, notably those of former and current\nUS ambassadors, almost one after the other concerning the internal affairs of\nthe host country, and reported visits and secret visits said to have been made\nto meet the opponents of the democratically elected government to matters\nrelated to internal politics are examples of diplomatic excesses.<\/em><\/p>\n\n\n\n

    We also\nremember how the former US Secretary of State John Kerry blatantly boasted in\npublic that US funded to execute Sri Lanka\u2019s regime change in 2015. They didn\u2019t\nutter a single word against any of the undemocratic, unconstitutional and mega\nlevel corruption issues which took place under the government they funded to\ninstall, but appears to have restarted their old game, once again by various\nmeans, soon after the removal of their choice.<\/em><\/p>\n\n\n\n

    The\nmeddlesome foreign envoys in Colombo should need the growing concern, among the\nSri Lankan population about the undue foreign interference. The government\nneeds to act without further delay and take remedial action to safeguard the\ncountry\u2019s security and sovereignty.\u201d<\/em><\/p>\n\n\n\n
