{"id":117481,"date":"2021-08-25T15:50:09","date_gmt":"2021-08-25T22:50:09","guid":{"rendered":"http:\/\/www.lankaweb.com\/news\/items\/?p=117481"},"modified":"2021-08-25T15:50:09","modified_gmt":"2021-08-25T22:50:09","slug":"international-webinar-on-the-geneva-resolutions-30-1-and-the-colombo-port-city-economic-commission-act","status":"publish","type":"post","link":"https:\/\/www.lankaweb.com\/news\/items\/2021\/08\/25\/international-webinar-on-the-geneva-resolutions-30-1-and-the-colombo-port-city-economic-commission-act\/","title":{"rendered":"International Webinar on the Geneva Resolutions 30\/1 and the Colombo Port City Economic Commission Act."},"content":{"rendered":"<h2><span style=\"color: #0000ff;\"><em>Sarath Wijesinghe President\u2019s Counsel, Former Ambassador to UAE and Israel, President Ambassador\u2019s Forum. <\/em><\/span><\/h2>\n\n\n<p>Ambassadors\u2019\nForum will be holding an international Webinar in London, on 5<sup>th<\/sup>\nSeptember 2021 based on two books published by them recently.&nbsp; The two books are <strong>The Geneva Crisis: The Way Forward<\/strong> and the <strong>Port City Colombo and International Financial Centre<\/strong>. <\/p>\n\n\n\n<p>Altogether,\nAmbassadors\u2019 Forum has published five books on Foreign Policy Perspectives, with\nthe participation of experts in the relevant field.&nbsp; <\/p>\n\n\n\n<p><strong>The Geneva Crisis: The Way Forward<\/strong> deals with the implementation of the Geneva Resolution\n30\/1 and the roll over texts.&nbsp; It is\nlikely that the implementation of this Resolution will be taken up along with\nthe Report of the UN High Commissioner for Human Rights. The book on Geneva\nCrisis makes an attempt to resolve this crisis in a manner acceptable to all\nMember States in the Human Rights Council.&nbsp;\n<\/p>\n\n\n\n<p>The\nbook contains 28 chapters and each chapter deals with some aspect relating to\nthe implementation process. These chapters are written by former ambassadors,\npoliticians, professors, academics, civil servants, and professionals. They\nprovide diverse viewpoints on the Geneva Resolution and the draft Report of the\nUN High Commissioner for Human Rights. They also provide solutions to dilemmas\nassociated with the implementation process. It is a \u2018\u2019good read\u2019\u2019 for all those\nwho are involved in the implementation process or interested in the\nramifications of the Geneva Resolutions.&nbsp;\n<\/p>\n\n\n\n<p>In\ndealing with the Geneva Resolution 30\/1, it is paramount importance to consider\nwhether various provisions of the Resolutions violate article 2(7) of the UN\nCharter. It is also important to consider whether the Resolution is in line with\narticle 46 of the Vienna Convention of the Law of Treatises or it offends internal\nrule of fundamental importance pertaining to the Sri Lankan Constitution. Several\narticles of this book provide a wealth of information and divergent viewpoints to\nassist those who are involved in the Geneva Process.&nbsp; <\/p>\n\n\n\n<p>Among\nthe contributors are the former Foreign Minister who has written on The UN\nResolution, the Foreign Secretary two articles on Politically Challenging\nDilemmas, Ambassador Dayantha Laksiri Mendis on Implementation of the Geneva\nResolution and the Application of International Humanitarian Law at National\nLevel, Ambassador Sarath Wijesinghe on A Friendly Foreign Policy and Geneva\nCrisis, Ambassador Palitha Kohona on Selective Targeting and on Counter Resolution,\nAmbassador Tamara Kunanayakam on Independent Republic to a Vassal State, Prasanthalal\nde Alwis on humanitarian <\/p>\n\n\n\n<p>2<\/p>\n\n\n\n<p>Operation,\nAmbassador Professor Sudarshan Seneviratne on Prism of Fabricated Lies, and\narticles by Dr. Ivon Amarasinghe, Dr. Laksiri Fernando, Shenali D. Waduge, Dr. Michael\nRoberts, Dr. Jehan Perera, Prof. Prathiba Mahanamahewa, Dr. Sinharajah Tammita-Delgoda,\nHon. Keheliya Rambukwella, Janath Wimala and Jayaraj Palihawadena, Dr Kalinga Senawirathne,\nMs Fancis Bulathsinghala, Rajiv Gunawardena, and Shamindra Ferdinando, on\nvaried topics relating to Geneva&nbsp;\nResolutions.<\/p>\n\n\n\n<p>The\nbook on <strong>Port City Colombo<\/strong> was published\nprior to the enactment of Colombo Port City Economic Commission Act, No. 11 of\n2021.&nbsp; Hence, it was not possible to analyse\nthe provisions of the aforementioned Act.&nbsp;\nNonetheless, it provides a guideline in evaluating various institutions\nand structures under this Act in a competitive manner by reference to other\nPort Cities in the world. &nbsp;<\/p>\n\n\n\n<p>Port\nCity is the biggest investment received by the Sri Lankan government. It\ncoincides with the Economic Miracle achieved by the Asian countries. It takes\ninto account the Belt and Road Initiative (BTI). It enhances the strategic\nposition of Sri Lanka to the world and to the United States of America.
