The views expressed in this analysis do not represent the official positions of his current or past affiliations nor governments.<\/em><\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" src=\"https:\/\/www.lankaweb.com\/news\/items\/wp-content\/uploads\/2022\/07\/image-4-1024x576.png\" alt=\"\" class=\"wp-image-127074\"\/><\/figure>\n\n\n\n<p>President Gotabaya Rajapaksa of Sri Lanka officially&nbsp;<a href=\"https:\/\/www.wsj.com\/articles\/sri-lankas-prime-minister-says-economy-faces-complete-collapse-11655899756\">declared<\/a>&nbsp;on June 22, 2022 that the national economy had completely collapsed.\u201d A month earlier, the increasingly debt-laden island nation of 22 million people defaulted on its US$50 billion foreign debt to China and other international creditors, bringing the entire country to a grinding economic standstill. Massive protests in the capital city of Colombo erupted on July 9 with the ransacking of the presidential secretariat and the newly appointed Prime Minister Ranil Wickramasinghe\u2019s official residence, followed by his private home being set ablaze. President Rajapaksa fled the city and promised to resign as protesters have peacefully been demanding for months.<\/p>\n\n\n\n<p>The&nbsp;<a href=\"https:\/\/timesofindia.indiatimes.com\/travel\/destinations\/this-is-what-makes-sri-lanka-a-perfect-exotic-tropical-paradise\/photostory\/89592819.cms\">so-called<\/a>&nbsp;perfect tropical paradise\u201d that is shaped like a teardrop falling from the southern tip of India has indeed now become an island of tears. This reality is largely a result of the autocratic and corrupt Rajapaksa family who has&nbsp;<a href=\"https:\/\/www.colombotelegraph.com\/index.php\/infographic-family-first-country-second-rajapaksa-family-tree\/\">ruled<\/a>&nbsp;the strategically located island in the Indian Ocean\u2014except for a brief period from January 2015 to November 2019\u2014for almost two decades. For the past several months, however, shortages of fuel, gas, electricity, and food items and medicines, coupled with staggering double-digit inflation, has&nbsp;<a href=\"https:\/\/www.thehindu.com\/news\/international\/pro-rajapaksa-mob-assaults-peaceful-protesters\/article65397502.ece\">prompted<\/a>&nbsp;the people to protest peacefully against the government. Despite the heavy police and military presence and imposed island-wide curfew, pro-Rajapaksa mobs still&nbsp;<a href=\"https:\/\/www.thehindu.com\/news\/international\/pro-rajapaksa-mob-assaults-peaceful-protesters\/article65397502.ece\">assaulted<\/a>&nbsp;protesters agitating peacefully\u201d outside the president\u2019s office and the prime minister\u2019s residence. Without violence for months, the protesters continued to demand the resignation of Gotabaya, his eldest brother Prime Minister Mahinda, his youngest brother former Finance Minister Basil, and other ministers and family members in the parliament.<\/p>\n\n\n\n<p>After winning the nearly 30-year <a href=\"https:\/\/www.nytimes.com\/2009\/05\/20\/world\/asia\/20lanka.html\">civil war<\/a>\u201d in May 2009, the triumphant Gotabaya\u2014then secretary of the Ministry of Defense and Urban Development under his brother, President Mahinda\u2014<a href=\"https:\/\/www.thehindu.com\/news\/international\/not-in-string-of-pearls-sri-lanka\/article4196615.ece\">said<\/a>, at the third Galle Dialogue on Maritime Security in December 2012, that Hambantota Port is not part of China\u2019s <a href=\"https:\/\/www.govinfo.gov\/content\/pkg\/CREC-2005-04-04\/html\/CREC-2005-04-04-pt1-PgS3115.htm\">string of pearls<\/a>\u201d military strategy to encircle India or to keep the United States away from the Indian Ocean. It is an over US$1 billion investment for transshipment of Chinese goods and resources from the Middle East and Africa. Nonetheless, Gotabaya&nbsp;<a href=\"https:\/\/www.thehindu.com\/news\/international\/not-in-string-of-pearls-sri-lanka\/article4196615.ece\">clarified<\/a>&nbsp;that the Chinese investment in Hambantota Port is a purely economic one.\u201d Indeed, Sri Lanka is the <a href=\"https:\/\/jia.sipa.columbia.edu\/online-articles\/china%25E2%2580%2599s-buddhist-diplomacy-why-do-america-and-india-entangle-tiny-sri-lanka\">crown jewel<\/a>\u201d of China\u2019s multibillion dollar Belt and Road Initiative (BRI) across the Indo-Pacific region, which connects the Hambantota Port, the Colombo Port City (CPC), the Colombo Lotus Tower, and many other overwhelming infrastructure projects. These ports could easily be converted into dual-purpose military and civilian use compounds, making Sri Lanka a potential <a href=\"https:\/\/saisreview.sais.jhu.edu\/a-rendezvous-with-destiny-for-two-unsinkable-aircraft-carriers\/\">unsinkable aircraft carrier<\/a>\u201d for China. During his historic visit to Sri Lanka with two Chinese submarines in September 2014, President Xi Jinping&nbsp;<a href=\"https:\/\/www.chinausfocus.com\/foreign-policy\/how-the-peaceful-rise-and-buddhist-diplomacy-between-colombo-and-beijing-make-apacific-new-world-order\">described<\/a>&nbsp;the island as a splendid pearl,\u201d while the two countries signed over twenty bilateral agreements in Colombo.<\/p>\n\n\n\n<p>With President Xi\u2019s New Era\u201d of national rejuvenation, Sri Lanka has now discreetly become a strategic <a href=\"https:\/\/nationalinterest.org\/feature\/china%E2%80%99s-art-war-sri-lanka-163094?amp=\">colony<\/a>\u201d of battleships with massive projects to advance the Chinese interests against India and the United States in the Indian Ocean. In&nbsp;<em>The Art of War<\/em>, Chinese General Sun Tzu once&nbsp;<a href=\"https:\/\/web.mit.edu\/~dcltdw\/AOW\/6.html\">advised<\/a>&nbsp;that a leader must remember that to fight and conquer in all your battles is not supreme excellence; supreme excellence consists in breaking the enemy\u2019s resistance without fighting.\u201d Xi seems to believe he can strategically achieve his national goals by peacefully defeating his enemies\u2014India and the United States\u2014before war even breaks out. Now, a key opportunity has presented itself to Beijing, with the collapse of the Sri Lankan economy, to get the upper hand over the United States and India in the Indian Ocean and beyond.<\/p>\n\n\n\n<p><strong>China\u2019s Eyes on the Crown Jewel<\/strong><\/p>\n\n\n\n<p>For the last phase of the civil war that ended in 2009, China&nbsp;<a href=\"https:\/\/www.nytimes.com\/2018\/06\/25\/world\/asia\/china-sri-lanka-port.html\">provided<\/a>&nbsp;the needed economic support, military equipment, and political cover at the United Nations to block potential sanctions.\u201d The war was mainly a&nbsp;<a href=\"https:\/\/hir.harvard.edu\/sri-lankan-civil-war\/\">clash<\/a>&nbsp;between the Sinhalese-dominated Sri Lankan government and the Liberation Tigers of Tamil Eelam (LTTE) insurgent group,\u201d which hoped to establish a separate state for the Tamil minority.\u201d During these years of bloodshed and human rights violations on both the government and LTTE sides, the Rajapaksa government was afraid of the powerful lobbying efforts by the Tamil diaspora in the West, encouraging the Western governments to support UN sanctions against Sri Lanka. The Colombo administration had been equally&nbsp;<a href=\"https:\/\/www.reuters.com\/article\/idUKCOL223047\">distressed<\/a>&nbsp;by another direct Indian intervention\u201d\u2014with the mounting pressure coming from India\u2019s southern state of Tamil Nadu\u2014in neighboring Sri Lanka\u2019s internal affairs.<\/p>\n\n\n\n<p>Against this backdrop, paying tribute to Chinese patronage at the third Galle Dialogue, Defense Secretary Rajapaksa&nbsp;<a href=\"https:\/\/www.thehindu.com\/news\/international\/not-in-string-of-pearls-sri-lanka\/article4196615.ece\">reaffirmed<\/a>&nbsp;that China was an obvious nation to approach\u201d among other traditional donor nations such as Japan, India, South Korea, and the United States. Victorious as war heroes during the decade of 2005-2015, his elder brother Mahinda\u2014then-president of Sri Lanka\u2014and his three brothers&nbsp;<a href=\"https:\/\/www.nytimes.com\/2018\/06\/25\/world\/asia\/china-sri-lanka-port.html\">controlled<\/a>&nbsp;many government ministries and around 80 percent of total government spending.\u201d These strongmen also negotiated directly\u201d with China while considering the island nation as an extended family business enterprise.<\/p>\n\n\n\n<p>12 years later, President Gotabaya Rajapaksa\u2014until recently in office since November 2019 with family members still sitting in parliament\u2014has brought the paradise island into an unprecedented socio-economic turmoil with mismanaged economic policies and systemic corruption by successive governments. Once the leading nation in the UN Human Development Index for life expectancy, literacy rate, and GNP per capita in South Asia, Sri Lanka is now&nbsp;<a href=\"https:\/\/www.chathamhouse.org\/sites\/default\/files\/CHHJ8010-Sri-Lanka-RP-WEB-200324.pdf\">entangled<\/a>&nbsp;in enormous debt trap\u201d projects with China and loans from Japan and international financial institutions. Such ventures involve Chinese <a href=\"https:\/\/www.youtube.com\/watch?v=Z6jyU9xTi64\">white elephant<\/a>\u201d schemes, including the US$104 million Colombo Lotus Tower for Beijing\u2019s <a href=\"http:\/\/ir.kdu.ac.lk\/bitstream\/handle\/345\/1716\/009.pdf?sequence=1&amp;isAllowed=y\">espionage<\/a>\u201d operation in South Asia and the US$209 million Mattala Rajapaksa International Airport in Hanbantota\u2014the <a href=\"https:\/\/www.forbes.com\/sites\/wadeshepard\/2016\/05\/28\/the-story-behind-the-worlds-emptiest-international-airport-sri-lankas-mattala-rajapaksa\/?sh=3faf3b7e7cea\">emptiest<\/a>\u201d airport in the world. Moreover, the massive Sooriyawewa Cricket Stadium and the International Conference Hall in Hambantota as well as the nearly US$200 million unused roads and bridges&nbsp;<a href=\"https:\/\/www.nytimes.com\/2022\/05\/29\/world\/asia\/sri-lanka-rajapaska-hambantota.html\">made<\/a>&nbsp;Rajapaksa\u2019s ancestral home district with golden statues a throne to the vanity of a political dynasty.\u201d Like other nationalist and narcissistic dictators do, the Rajapaksa clan bloated the bureaucracy and enlarged the military with their associates and supporters while erecting tributes to themselves at the expense and suffering of ordinary citizens.<\/p>\n\n\n\n<p><strong>The Peaceful \u2018Aragalaya\u2019<\/strong><\/p>\n\n\n\n<p>Earlier this year, the autocratic Rajapaksa regime completely bankrupted Sri Lanka, and the country&nbsp;<a href=\"https:\/\/www.orfonline.org\/expert-speak\/sri-lankan-crisis-the-perils-of-inherited-fallacies-and-economic-mismanagement\/\">defaulted<\/a>&nbsp;on the entirety of its foreign debt amounting to about US$51 billion.\u201d This led to crippling food shortages with no gas for cooking, long lines waiting for petrol for vehicles, no access to medicines, and diminished electricity supplies. This economic collapse has devolved into mass protest (<a href=\"https:\/\/foreignpolicy.com\/2022\/04\/26\/sri-lanka-protests-rajapaksa-economic-crisis-colombo\/\">aragalaya<\/a>\u201d, or struggle) in Colombo and elsewhere in the country. Violence erupted when the Rajapaksa allies attacked the peaceful protesters who demanded the embattled President Gotabaya\u2019s resignation, chanting <a href=\"https:\/\/www.business-standard.com\/article\/international\/sri-lanka-again-put-under-state-of-emergency-as-economic-crisis-continues-122050601483_1.html\">Gotta Go home<\/a>\u201d for several months. His elder brother&nbsp;<a href=\"https:\/\/www.bbc.com\/news\/world-asia-61381536\">Mahinda<\/a>\u2014the prime minister who had previously been president\u2014was forced out from power in May and his other brother&nbsp;<a href=\"https:\/\/www.reuters.com\/world\/asia-pacific\/sri-lanka-presidents-brother-basil-rajapaksa-resigns-parliament-2022-06-09\/\">Basil<\/a>\u2014the finance minister\u2014resigned from the cabinet in June 2022. Gotabaya himself has now surrendered to the power of people, leaving the island nation after relentless calls for him to do so.<\/p>\n\n\n\n<p>The complete removal of the pro-Chinese Rajapaksa family presents an existential threat to China\u2019s interests in Sri Lanka\u2014especially when President Gotabaya&nbsp;<a href=\"https:\/\/asia.nikkei.com\/Spotlight\/Sri-Lanka-crisis\/Embattled-Sri-Lanka-president-replaces-prime-minister-in-closed-ceremony\">appointed<\/a>&nbsp;five-time Prime Minister Ranil Wickremasinghe back to the post for just two months, replacing the president\u2019s brother Mahinda. The unpopular but veteran prime minister and his United National Party has only one seat out of 225 in the parliament. At the same time, however,&nbsp;<a href=\"https:\/\/www.business-standard.com\/article\/international\/blinken-assures-sri-lanka-of-support-after-imf-negotiations-are-over-122061400341_1.html\">pro-American<\/a>&nbsp;Wickremesinghe had been viewed by protesters as a strange bedfellow in the name of political expediency and a crisis manager for Gotabaya, who wanted to remain in the powerful presidency to protect his family\u2019s financial interests and political ambitions.<\/p>\n\n\n\n<p>The new prime minister promised the nation that he would resolve the current shortages of oil, gas, electricity, medicine, and other imports necessary for daily survival. Wickremesinghe also vowed to&nbsp;<a href=\"https:\/\/www.business-standard.com\/article\/international\/blinken-assures-sri-lanka-of-support-after-imf-negotiations-are-over-122061400341_1.html\">negotiate<\/a>&nbsp;with the International Monetary Fund (IMF), the World Bank, and other lenders. It was a matter of concern for China because the transparency required by these institutions would expose the nature of Chinese loans and bribery schemes, its exorbitant interest rates and kickbacks, and the secret negotiations conducted by the members of the Rajapaksa family and their associates. After&nbsp;<a href=\"https:\/\/www.dailymirror.lk\/expose\/Spotlight-on-losses-associated-with-so-called-development-projects\/333-239978\">learning<\/a>&nbsp;that the 20 percent\u201d kickback monies were paid as commissions\u201d to the Rajapaksa family and associates, the Aragalaya protesters have been pushed to the brink, taking to the streets to demand change to improve their desperate national situation.<\/p>\n\n\n\n<p><strong>The Chinese Paradox and Autocratic Regimes<\/strong><\/p>\n\n\n\n<p>Prior to these most recent developments, Chinese State Councilor and Foreign Minister Wang Yi arrived in Sri Lanka in January 2022 at the request of the Rajapaksa government to restructure debt payments and alleviate the financial troubles of the island that have exacerbated since the start of the Covid-19 pandemic. During the visit, the Chinese Foreign Ministry&nbsp;<a href=\"https:\/\/www.globaltimes.cn\/page\/202201\/1245585.shtml\">announced<\/a>&nbsp;that Western media was unfairly hyping [the] debt issue,\u201d adding that calling the cooperation projects between China and Sri Lanka \u2018white elephants\u2019 is completely untrue\u201d as bilateral cooperation is welcomed by local people.\u201d<\/p>\n\n\n\n<p>It is true that debt&nbsp;<a href=\"https:\/\/www.the-american-interest.com\/2019\/04\/04\/misdiagnosing-the-chinese-infrastructure-push\/\">owed<\/a>&nbsp;to China now accounts for only 10 percent of Sri Lanka\u2019s total US$35 billion of foreign debt, similar to Japan, making China only the fourth-largest lender,&nbsp;<a href=\"https:\/\/www.reuters.com\/markets\/rates-bonds\/sri-lankas-president-asks-china-restructure-debt-repayments-2022-01-09\/\">preceded<\/a>&nbsp;by the international financial markets, the Asian Development Bank, and Japan. Unlike the other lenders, however, China\u2019s motivations are driven by its communist statecraft and geopolitical calculus in the Indian Ocean region. When Sri Lanka failed to repay Chinese debt stemming from the Hambantota Port, for example, the Colombo government&nbsp;<a href=\"https:\/\/thediplomat.com\/2017\/12\/sri-lanka-formally-hands-over-hambantota-port-to-chinese-firms-on-99-year-lease\/\">agreed<\/a>&nbsp;to a debt-for-equity swap and gave Beijing a 99-year lease of the port with the 15,000 acres neighboring the wildlife sanctuary.<\/p>\n\n\n\n<p>Moreover, the nearby Mattala Rajapaksa International Airport was built with the possible intention of a dual civil-and-military installation for future use. With China\u2019s first military base at&nbsp;<a href=\"https:\/\/www.economist.com\/special-report\/2022\/05\/20\/ace-of-bases\">Djibouti<\/a>&nbsp;in the Horn of Africa and the latest Ream naval base in&nbsp;<a href=\"https:\/\/www.wsj.com\/articles\/china-to-upgrade-ream-naval-base-in-cambodia-fueling-u-s-concerns-11654674382\">Cambodia<\/a>, Beijing may aim to use the world\u2019s emptiest international airport in Sri Lanka to develop its emerging Indian Ocean military theater against the United States, its allies, and India. All these projects were initially promoted within the BRI as development assistance. In fact, the BRI has been the ambitious foreign policy strategy of China to bring developing countries under its realm of influence as shown in the <a href=\"https:\/\/www.scmp.com\/comment\/insight-opinion\/article\/2127415\/belt-and-road-or-chinese-dream-return-tributary-states-sri\">cautionary tale<\/a>\u201d of Sri Lanka.<\/p>\n\n\n\n<p><strong>American Interests in the Paradise Island<\/strong><\/p>\n\n\n\n<p>When China refused to extend additional credits for oil import to the failed state, President Gotabaya Rajapaksa called on President Vladimir Putin of Russia for assistance for oil shipments in July. Understanding the desperate measures taken by Gotabaya, US Ambassador to Sri Lanka Julie Chung&nbsp;<a href=\"https:\/\/www.ft.lk\/front-page\/US-Ambassador-says-not-awaiting-regime-change-to-extend-support-to-crisis-hit-SL\/44-737222\">reminded<\/a>&nbsp;that Sri Lanka must consider our sanctions globally on Russian banks, logistics, transportation, and financing;\u201d however, she assured that the US does not have sanctions against third world countries on import of oil.\u201d<\/p>\n\n\n\n<p>To remove misinformation that the United States and the international community are holding back support during a time of need, Ambassador Chung&nbsp;<a href=\"https:\/\/www.ft.lk\/front-page\/US-Ambassador-says-not-awaiting-regime-change-to-extend-support-to-crisis-hit-SL\/44-737222\">announced<\/a>&nbsp;that President Biden has granted US$20 million in humanitarian assistance including for the most vulnerable segments of society,\u201d the poorest of the poor. In addition, the US Development Finance Corporation (DFC)&nbsp;<a href=\"https:\/\/www.ft.lk\/front-page\/US-Ambassador-says-not-awaiting-regime-change-to-extend-support-to-crisis-hit-SL\/44-737222\">committed<\/a>&nbsp;US$150 million for private sector-led initiatives and US$80 million for renewable energy as well as recent commitments to technical support for the Sri Lankan Treasury.<\/p>\n\n\n\n<p>Misinformation on US involvement in Sri Lanka was widespread during the brief but tumultuous administration of President Maithripala Sirisena (2015-2019); since then, anti-American sentiments have prevailed. When visiting US Deputy Assistant Secretary for South and Central Asia Alice Wells, for example,&nbsp;<a href=\"https:\/\/translations.state.gov\/2020\/01\/24\/principal-deputy-assistant-secretary-of-state-for-south-and-central-asian-affairs-alice-wells\/\">referred<\/a>&nbsp;to Sri Lanka as an important piece of real estate\u201d for its strategic location in major maritime shipping routes, it was perceived as real estate owner-turned President Donald Trump\u2019s vision of transactional, American-centric diplomacy. The pro-western Sirisena administration, however, favored striking deals with the Trump administration, especially when Sri Lanka&nbsp;<a href=\"http:\/\/asiantribune.com\/node\/92559\">renewed<\/a>&nbsp;its Acquisition and Cross-Servicing Agreement (ACSA) with the United States for another ten years. The ACSA allowed the transfer and exchange of logistical supplies and refueling services for US military operations in the Indian Ocean rim region.<\/p>\n\n\n\n<p>The pro-China Gotabaya Rajapaksa administration had refused to cooperate with American initiatives, demonstrating that Sri Lanka had chosen to partner with Beijing instead of Washington. In fact, the United States&nbsp;<a href=\"https:\/\/thediplomat.com\/2019\/08\/us-push-for-new-military-agreement-runs-into-fierce-opposition-in-sri-lanka\/\">failed<\/a>&nbsp;to renew its Status of Forces Agreement (SOFA) with Sri Lanka, even after pledging $480 million in development aid via the Millennium Challenge Compact (MCC). Both countries spent months debating the MCC compact that promised infrastructure development projects, similar to China\u2019s BRI projects in Sri Lanka. At the end, Gotabaya&nbsp;<a href=\"https:\/\/www.outlookindia.com\/newsscroll\/sl-govt-decides-not-to-sign-480mn-mcc-agreement\/1747783\">declined<\/a>\u202fto sign the MCC offer and refused to renew the SOFA, speculating that the United States intended to establish a military base to counter Chinese influence in South Asia and the Indian Ocean rim countries.<\/p>\n\n\n\n<p><strong>The Sino-American Endgame for Sri Lanka<\/strong><\/p>\n\n\n\n<p>With the removal of pro-Western Prime Minister Wickremasinghe and pro-Chinese President Rajapaksa by protesters, it is now possible that the&nbsp;<a href=\"https:\/\/www.reuters.com\/world\/asia-pacific\/crisis-hit-sri-lanka-plans-donor-conference-with-china-india-japan-2022-06-22\/\">proposed<\/a>&nbsp;credit aid conference led by China, India, Japan, and most importantly, the United States, will guide Sri Lanka\u2019s future. The immediate goal is to stabilize the collapsed economy and alleviate human suffering while helping the island recover from foreign debts. As China has remained relatively muted during the Aragalaya, US Ambassador Chung has seized the opportunity to encourage peaceful protest, restrain violent military response, and protect freedom of speech and Internet communications.<\/p>\n\n\n\n<p>Indeed, it is morally imperative for all lenders\u2014including the Asian Development Bank and the IMF\u2014to jointly help the paradise-island nation. Both democracies need to realize the importance of economic development within the island over their own military interests in a geopolitical endgame with China.<\/p>\n\n\n\n<p>Thus, the tragic saga of the teardrop island might remain so, as China tries to use its economic power to advance Beijing\u2019s ultimate goal: to be the comprehensive global power in the Indian Ocean and beyond.
