It doesn\u2019t have to.<\/p>\n\n\n\n<p>Its debts are in its own currency. The US can simply print it.<\/p>\n\n\n\n<p>The African debt is not in its currency. The African debt is in US dollars.<\/p>\n\n\n\n<p>Africa has to earn the US dollars. And the only way Africa can earn its US dollars<\/p>\n\n\n\n<p>is not to be assassinated for&nbsp;<strong>growing its own food<\/strong>&nbsp;&amp; becoming independent<\/p>\n\n\n\n<p>and doing something the US does not like.<\/p>\n\n\n\n<p>The principle underlying&nbsp;<strong>the foundation of the World Bank (IBRD)<\/strong><\/p>\n\n\n\n<p><strong>is that no country should grow its own food<\/strong>. Africa &amp; the Third World<\/p>\n\n\n\n<p>should&nbsp;<strong>only grow export crops<\/strong>: export in order to have an oversupply<\/p>\n\n\n\n<p>of cocoa &amp; other tropical raw materials. To keep down the price,<\/p>\n\n\n\n<p>they must buy their grain from US or Europe.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp; So that if they do something we don\u2019t like<\/p>\n\n\n\n<p>we can do what the US tried to do to China in the 1960s.<\/p>\n\n\n\n<p>We can sanction them.<\/p>\n\n\n\n<p>We can say we are going to starve you, we are not going to export any grain to you.<\/p>\n\n\n\n<p>So owing their foreign debt in dollars, means that they have to somehow&nbsp;<strong>sell<\/strong><\/p>\n\n\n\n<p><strong>something the US wants, not something they want<\/strong>.<\/p>\n\n\n\n<p>The&nbsp;<strong>most evil organizations<\/strong>&nbsp;in the world today, are the&nbsp;<strong>World Bank &amp; IMF<\/strong>.\u2019<\/p>\n\n\n\n<p>Michael Hudson (<strong><em>Random Note<\/em><\/strong><strong><em>s,<\/em><\/strong>&nbsp;SuperImperialism)<\/p>\n\n\n\n<p><strong><em>\u2018Central Bank Independence\u2019<\/em><\/strong><em>&nbsp;is explicitly designed<\/em><\/p>\n\n\n\n<p><em>by states and capital working together<\/em><\/p>\n\n\n\n<p><em>to protect the&nbsp;<strong>making of global capitalism<\/strong><\/em><\/p>\n\n\n\n<p><em>from the progressive tendencies of&nbsp;<strong>democratic pressures<\/strong><\/em><\/p>\n\n\n\n<p><em>on&nbsp;<strong>elected governments<\/strong>, including by their own people.<\/em><\/p>\n\n\n\n<p><em>Central Bank Independence has now been made \u2018a touchstone<\/em><\/p>\n\n\n\n<p><em>for the&nbsp;<strong>restructuring of all states<\/strong>&nbsp;in context of capitalist globalization\u2019<\/em><\/p>\n\n\n\n<p>(<strong><em>e<\/em><\/strong><strong><em>e Focus,&nbsp;<\/em><\/strong>The Big Business of the Independent)<em><\/em><\/p>\n\n\n\n<p><strong>Question, questions and more questions<\/strong>&nbsp;\u2013 What does Sri Lanka\u2019s&nbsp;<strong>Central Bank<\/strong>&nbsp;have to do with the powerful&nbsp;<strong>US Federal Reserve<\/strong>, the&nbsp;<strong>US International Monetary Fund,<\/strong>&nbsp;&amp; the&nbsp;<strong>US Treasury Market Practices Group&nbsp;<\/strong>\u2013 \u2018a private cartel of 24 Wall Street companies\u2019? Why are they so interested in making Sri Lanka\u2019s Central Bank \u2018<em>independent<\/em>\u2019 of the country\u2019s sovereign elected body \u2013 Parliament \u2013 as announced this week? (see&nbsp;<strong><em>Random Notes<\/em><\/strong>)<\/p>\n\n\n\n<p>\u2022 Why does the German government have a German official representing German industry parked inside Sri Lanka\u2019s&nbsp;<strong>Export Development Board<\/strong>&nbsp;premises? Will a Swiss exporter join them too? (see&nbsp;<strong><em>ee<\/em><\/strong>&nbsp;<strong><em>Quotes<\/em><\/strong>)<\/p>\n\n\n\n<p>\u2022 What\u2019s behind this week\u2019s announcement: that the government is&nbsp;<strong>withdrawing from providing fertilizer to cultivators<\/strong>,&nbsp;<strong>allowing the private sector to sell fertilizer?<\/strong>&nbsp;From where is the UN&nbsp;<strong>Food &amp; Agriculture Organization (FAO)&nbsp;<\/strong>getting the funds to \u2018assist\u2019 this transition in that rather sensitive role, where the \u2018food crisis\u2019 is repeatedly being blamed on the banning of imported chemicals and going \u2018organic\u2019? Numerous other countries are undergoing food \u2018crises\u2019. Did they all ban fertilizer \u2018overnight\u2019? And why is the FAO and the&nbsp;<strong>World Food Program (WFP)<\/strong>&nbsp;garnering so, so many headlines in the media? Is it because&nbsp;<strong>USAID<\/strong>&nbsp;is now the largest donor to the WFP?<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp; The WFP Sri Lanka this week laid out the red carpet for (the latest Yankee banana in town) Dustin Shiau, Senior Regional Program Officer of the US Agency for International Development (USAID)\u2019s Bureau for Humanitarian Assistance (BHA). Prolix job title! Shiau first scurried to sensitive Mullaitivu, which USAID claims is the most affected by hunger due to \u2018high food prices and reduced incomes\u2019. Shiau, a he-male expert on \u2018pregnant and breastfeeding mothers and people with disabilities\u2019, wishes \u2018to better understand their nutritional needs\u2019.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp; Shiau also participated in a \u2018<strong>mapping exercise<\/strong>&nbsp;in Moratuwa \u2013 an area susceptible to weather-related natural disasters\u2019 \u2013 using&nbsp;<strong>Geographic Information System (GIS)<\/strong>&nbsp;software \u2018to identify where the most vulnerable communities may be hardest-hit during an emergency.\u2019 Is the government about to sign that&nbsp;<strong>SOFA<\/strong>&nbsp;agreement (see&nbsp;<strong><em>ee Quotes<\/em><\/strong>), which allows US boots on the ground? Will they enter through Moratuwa or their Kollupitiya Junction beachhead?<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp; Meanwhile, the Japanese-dominated&nbsp;<strong>Asian Development Bank<\/strong>&nbsp;(ADB) is giving \u2018paddy farmers\u2019 a Rs20,000 allowance each (Rs8 billion in total). What exactly must these cultivators buy, or grow? Sushi? Recall how Sri Lanka was made dependent on US wheat (see&nbsp;<strong><em>ee Quotes<\/em><\/strong>,&nbsp;<strong><em>Random Notes<\/em><\/strong>).<\/p>\n\n\n\n<p>\u2022 When and how did corporations get to insert their \u2018executives\u2019 (agents?) into UN bodies, without permission from the General Assembly? The&nbsp;<strong>UN Secretariat<\/strong>&nbsp;surreptitiously signed a strategic partnership with the&nbsp;<strong>World Economic Forum<\/strong>&nbsp;in June 2019. Why has the English media, always so keen to splash UN press releases as news, not reported this? Is this corporate dollarizing the reason why the UN acts like it\u2019s no longer accountable to its member states.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp; The UN this week somehow found several million dollars (not for fuel, fertilizer or food, but) to enforce their human rights resolution against Sri Lanka, mainly pushed by the white (&amp; honorary white) \u2018international community\u2019 (see below). Yet, after the US withheld funding from UN programs it disliked, it drained the UN regular budget \u2013 the \u2018backbone of funding for the one-country-one-vote multilateral processes of intergovernmental cooperation &amp; decision-making\u2019.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp; All of these moves accelerated with the 1990s \u2018withdrawal\u2019 of the&nbsp;<strong>USSR<\/strong>. We\u2019re told, the \u2018<strong>neoliberalism\u2019<\/strong>&nbsp;of \u2018triumphant capitalism\u2019 took over, increasing the&nbsp;<strong>power of corporations<\/strong>&nbsp;amidst the&nbsp;<strong>deregulation of the state<\/strong>. With corporations avoiding taxes to nation-states, multilateral institutions, which depend on government donors, kept being defunded (<strong><em>Random Notes<\/em><\/strong>, Whisperer Advisors!).<\/p>\n\n\n\n<p>\u2022 The answers, answers, answers to all these questions could be provided by the all-new&nbsp;<strong>Sri Lanka Institution of Economics &amp; Trade Institute (SLIEIT)&nbsp;<\/strong>set up by the SL cabinet this week, to \u2018educate policymakers &amp; public officials\u2019. The media after all loves to blame politicians as genetically corrupt, so let\u2019s see whether a, SLIEIT BA could override DNA.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp; However the sphinx-ish sounding name itself is rather profound: an \u2018<em>Institution Institute<\/em>\u2019? And ironic: SLIEIT echoes \u2018Sly-it!\u2019 or \u2018Sleight\u2019: which means \u2018using dexterity or cunning, especially so as to deceive\u2019.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp; The foremost reason for SLIEIT is apparently due to the demands of the IMF: For whom answers to our questions may therefore not be a priority. Indeed the reason for SLIEIT, our merchant media insists, is \u2018successive governments have amended the 2003&nbsp;<strong>Fiscal Management Responsibility Act<\/strong>&nbsp;3 times after failing to meet, in particular the budget deficit rule, which has never been complied with up-to-date\u2019.&nbsp;A stronger new&nbsp;<strong>Public Financial Management Act<\/strong>, will be imposed next year, appointing an&nbsp;<strong>Inspector General of Finance<\/strong>&nbsp;(IGF!, not IGP!).<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp; &nbsp;Next a new&nbsp;<strong>Monetary Law Act<\/strong>&nbsp;will \u2018relieve the Central Bank from any provisions requiring to fund excessive budget deficits through monetary expansion (money printing), which has led to high inflation and deprecation of the Rupee. So why are the US government\u2019s Wall Street fronts so interested in our shortcomings aka deficit? (<strong><em>Random Notes<\/em><\/strong>)<\/p>\n\n\n\n<p>\u2022&nbsp;<strong>United Nations groupies<\/strong>&nbsp;in Sri Lanka are thrilled that the money-hungry UN has allocated $3.4 million (Rs1.2 billion) to enforce the latest&nbsp;<strong>Human Rights Council (UNHRC) resolution<\/strong>&nbsp;on \u2018promoting reconciliation, accountability and human rights\u2019 in the country.
