The Sunday Times<\/em> asked the question above of the much-promoted Shanta Devarajan<\/strong>, \u2018Professor of the Practice of International Development at the Edmund A Walsh School of Foreign Service<\/strong> of Georgetown University, US, advisor to the Government of Sri Lanka<\/strong> on the International Monetary Fund (IMF).\u2019<\/p>\n\n\n\n

\u2018No comment<\/em><\/strong>,\u2019 replies the much-promoted and seemingly mired professor.<\/p>\n\n\n\n

\u2022 What is the relationship between China\u2019s silken expos\u00e9 of the role of the World Bank and other \u2018multilateral banks\u2019<\/strong> in Sri Lanka\u2019s economy, the sudden rise in the value of the SL Rupee<\/strong> against the US Dollar, and the frenetic visits and threats from a phalanx of US heavies, from the CIA Director <\/strong>to the World Bank<\/strong>?<\/p>\n\n\n\n

And what \u2018help\u2019 is the USA providing?<\/p>\n\n\n\n

     After funding and provoking a seemingly aimless \u2018Aragalaya\u2019 to oust a popular President (see ee Focus<\/em><\/strong>, Protest & the Left), their media machine and their \u2018columnists\u2019 have now taken to decrying the \u2018anarchism\u2019 of the protestors (ee Politics<\/em><\/strong>). The opposition SJB wants the US to intervene<\/strong> to ensure local government polls are held. Others have even called for the US to fund elections in Sri Lanka! They may next propose that \u2018free and fair\u2019 Sri Lankan elections be held in Washington!!<\/p>\n\n\n\n

     One national commentator notes the failure of the US, Canada, England and EU to condemn the attacks on demonstrators, as they did when President Gotabhaya Rajapakse was in power. They only ask for elections. He points out: it may be due to the time differences: When we are awake, the US is asleep, and when we are asleep the US is awake. However, when the UNP is in power, the USA appears to sleep both night and day.<\/em><\/p>\n\n\n\n

\u2022 CIA Enters Minus Guard of Honor<\/strong> \u2013 As a panicking government in India reneges on its popular \u2018time-tested\u2019 friendship with Russia, US Secretary of State Antony Blinken visited New Delhi, from March 1-3. <\/strong>A public visit by Blinken to Sri Lanka was not deemed necessary<\/em>. Director of the US Central Intelligence Agency (CIA) William Burns had already covertly crept into Sri Lanka on February 14, their Valentine\u2019s Day, as part of a \u2018top secret visit\u2019 to lay down their ultimata:<\/p>\n\n\n\n

     \u2018For over 3 weeks we have been questioning as to who visited the country, but the government and the US have maintained their silence\u2019 charged MP Udaya Gammanpila:<\/p>\n\n\n\n

     The US plans to set up \u2018an Intelligence Analysis Centre<\/strong> for intelligence sharing with them. This proposal first came in 2002 when the current President was Prime Minister. The-then government attempted to implement this project amidst strongest objections from the local intelligence community<\/em>.<\/p>\n\n\n\n

     \u2018The 2nd<\/sup> proposal is the gifting of a biometric immigration control system<\/strong> to Sri Lanka, to which US will retain access.<\/strong>\u2019 The move aims \u2018to discourage Chinese & Indian investors<\/strong>\u2019 from investing in Sri Lanka.<\/p>\n\n\n\n

     \u2018The 3rd<\/sup> proposal includes access to submarine telecommunications cables & data<\/strong>\u2019, with US guarding it to prevent terrorist attacks in Sri Lanka. \u2018This is the biggest joke of the year<\/em>.\u2019<\/p>\n\n\n\n

     \u2018The final proposal was the Status of Forces Agreement (SOFA)<\/strong> between the 2 countries\u2019. It appears the first 3 proposals are meant to create diversion, while acceding to Number 4: \u2018If our national security is compromised in this manner, Sri Lanka will soon follow the fate of Panama.\u2019<\/p>\n\n\n\n

     Meanwhile Nepal\u2019s government, which has agreed to sign on to the US MCC, prevented a visit by Central Intelligence Agency (CIA<\/strong>) Director William J Burns because \u2018the timing of the trip was not seen as so conducive\u2019, due to their upcoming presidential election on March 9\u2019 (see ee Random Notes<\/em><\/strong>).<\/p>\n\n\n\n

     MP Wimal Weerawansa<\/strong> declares the SL government is planning to place the State Intelligence Service\u2019s responsibility for \u2018information handling & decision-making<\/strong>\u2019, under the US CIA: \u2018A similar shifting<\/strong> of responsibility had happened in 2001, but was suspended in 2004.\u2019 The subsequent confusions over the Easter terrorism<\/strong> are meant to reinforce this demand.<\/p>\n\n\n\n

            Two weeks ago, the 20-member Pentagon delegation, headed by US Principal Deputy Assistant Secretary of Defence for Indo-Pacific Security Affairs (PDASD), Jedidiah P Royal<\/strong> (stuffed in bullet-proof vests<\/em>), visited Sri Lanka\u2019s State Intelligence Service<\/strong> (SIS) office in Colombo, and also met the President, Defence Secretary <\/strong>and heads of intelligence services, carrying concealed weapons<\/strong> that they did not disclose.<\/p>\n\n\n\n

     Weerawansa also asked Foreign Minister Ali Sabry to explain to the House the purpose of the US delegation\u2019s visit and meetings with local authorities. Sabry said the Foreign Ministry was unaware of the visit and that it had been handled by the Defence Ministry<\/strong> (ee Sovereignty<\/em><\/strong>, Plans underway to bring SIS under CIA).<\/p>\n\n\n\n
