The rest of the country is <strong>lowlands<\/strong> or plains which can be subdivided into 3 sections, the <strong>South East Plain<\/strong>, the <strong>South West Plain<\/strong> and the <strong>Northern Plain<\/strong>.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp; The <strong>hill country<\/strong> consists of <strong>mountain ranges<\/strong> rising up to 8,000ft. <strong>Most of the rivers in Ceylon take their source from this region<\/strong>. The <strong>Mahaveli Ganga and its tributaries<\/strong> form the main streams of this region. In this region there are over <strong>fifty waterfalls<\/strong>; the main waterfalls are the <strong>Aberdeen Laxapana Falls<\/strong> at an elevation of 3,000 ft., the <strong>Devon and Ramboda Falls<\/strong> at an elevation of 5,000 ft; and the <strong>Diyaluma, Kurunduoya. Manawela and Dunhinda Falls<\/strong> which are some of the more important falls. Only the <strong>Aberdeen Laxapana Falls<\/strong> has been harnessed for <strong>hydroelectric power <\/strong>so far.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp; The <strong>South West Plain<\/strong> extends from the <strong>hill country<\/strong> to the <strong>west coast<\/strong> between the <strong>Deduru Oya<\/strong> in the North and <strong>Walawe Ganga<\/strong> in the South. This plain has the <strong>largest and most populated river valley settlements<\/strong>. Except for the <strong>Deduru Oy<\/strong>a all the rivers have their <strong>upper catchment areas<\/strong> in the hill country. The <strong>Maha Oya, Kelani Ganga, Kalu Ganga, Gin Ganga<\/strong> are the main rivers. All these rivers in their <strong>lower reaches<\/strong> form an <strong>extensive flood plains<\/strong>. The <strong>Rakwana and Deniyaya Hills<\/strong> are separated from the main hill country by the <strong>Kalu Ganga<\/strong> and <strong>Walawe Ganga Valleys<\/strong>.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp; <strong>The South East Plain lies between the Walawe Ganga and the Mahaveli Ganga. The Walawe Ganga, Kirindi Ganga, Menik Ganga and Kumbukkan Oya<\/strong> directly drain the hill country in the <strong>south<\/strong>.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp; The <strong>Central Region<\/strong> of the coast of the <strong>South East Plain<\/strong> is a high <strong>plateau<\/strong> extending from the <strong>Badulla hill range<\/strong> to almost the <strong>eastern sea coast<\/strong>. This region includes the <strong>fertile and historic Wellassa<\/strong> region and <strong>Buttala Wedirata<\/strong>. The <strong>Gal Oya, Heda Oya<\/strong> and other small rivers drain this region to the sea. On either side of this plateau are the <strong>plains<\/strong> of the <strong>Mahaveli Ganga<\/strong> and some of its tributaries and the basins of <strong>Walawe Ganga and Kirindi Ganga<\/strong>.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp; The <strong>central plateau<\/strong> and the <strong>flat river valle<\/strong>y provide enormous possibilities for water <strong>conservation<\/strong>, <strong>hydroelectricity<\/strong> and <strong>extensive irrigatio<\/strong>n schemes with diversion of water from <strong>one river basin<\/strong> to another.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp; The <strong>East Coast<\/strong> is studded with <strong>lagoons<\/strong>, some of which are <strong>silted<\/strong> and now cultivated with <strong>paddy<\/strong>. By <strong>deepening of the rivers<\/strong> and by building a <strong>network of canal<\/strong>s along the coast, we could easily provide <strong>drainage<\/strong>, <strong>water transport<\/strong> and <strong>irrigation<\/strong> for these low-lying c<strong>oastal plains<\/strong> extending from <strong>Tangalle<\/strong> through <strong>Ambalantota, Hambantota, Batticaloa, Trincomalee, and MulIativu<\/strong> right up to the <strong>Jaffna<\/strong> lagoon.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp; Water <strong>conservation<\/strong> and <strong>diversion<\/strong> of water from one river basin to another, would mean the harnessing of the waters of the <strong>Mahaveli Ganga<\/strong> &amp; its tributaries, the <strong>Laggal Oya, Badulu Oya, Uma Oya and Kotmale Oya<\/strong>, and the <strong>Walawe Ganga, Kirindi Ganga, Menik Ganga and Kumbukkun Oya <\/strong>with the rivers in the <strong>Eastern Coast <\/strong>which dry up in the dry seasons, partially or completely. These include <strong>Wil Oya, Heda Oya, Karanda Oya, Gal Oya, Andella Oya, Mundori Oya, Maduru Oya, Pankulam Aru, Yan Oya, Moo Oya<\/strong>, and several other streams.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp; These rivers can be made permanent streams <strong>feeding millions<\/strong> of people in this plain. The benefits of such a <strong>grand schem<\/strong>e must stir the enthusiasm of <strong>every patriotic citize<\/strong>n to unite for the struggle to overthrow this <strong>reactionary UNP Government<\/strong>, which shamelessly continues to defend its policy of selection of an <strong>uneconomic project<\/strong> for the development of only the <strong>lower basin of one river, the Gal Oy<\/strong>a, with the help of the <strong>US experts at a prohibitive cost<\/strong>.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp; The <strong>Northern Plain<\/strong> extends from the <strong>Matale hill<\/strong>s in the central region and lies between the <strong>Deduru Oya<\/strong> and the <strong>Mahaveli Ganga<\/strong>. From the <strong>Matale hill<\/strong>s in the South the plain slopes away towards the West, Northwest, Northeast and East, thus providing a remarkably favorable <strong>natural relief<\/strong> for the <strong>diversion of the Mahaveli Ganga<\/strong> through a main canal for <strong>irrigation<\/strong> and <strong>water transport<\/strong> and for <strong>feeding<\/strong> the rivers that flow fanwise from the centre of this plain to the West and East coasts. Such a scheme involves <strong>several dams and reservoir<\/strong>s in the middle and upper catchment areas of the Mahaveli and its tributaries, including the <strong>Amban Ganga<\/strong>.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp; Such a scheme can <strong>feed<\/strong> <strong>all the streams in the Northern Plain<\/strong> that flow westwards and eastwards but now dry up for the greater part of the year. Such a scheme which could be economically developed with <strong>Soviet &amp; Chinese technical aid &amp; essential equipment<\/strong>, will be able to irrigate over 3 million acres. Additional advantages will be production of <strong>hydroelectric power<\/strong> at points where the <strong>water level changes<\/strong> and provision of <strong>cheap water transport<\/strong>. We also secure permanent protection of the country from <strong>floods<\/strong> and <strong>soil erosion<\/strong> by the scientific harnessing of <strong>flood waters<\/strong> and protection of the rivers from <strong>silting<\/strong>.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp; <strong>The natural relief of our country indicates that the central hilly region which is less than 5,000 square miles or one fifth of the entire country, control the future destiny of our people.<\/strong><\/p>\n\n\n\n<p><strong>&nbsp;&nbsp;&nbsp;&nbsp; <\/strong>Effective control of all our <strong>big rivers<\/strong> can only be carried out by the building of <strong>big dams<\/strong> in this region in order to conserve water in <strong>big reservoirs<\/strong>. We thereby augment water supply for <strong>hydroelectricity<\/strong> and also make it possible to divert water from <strong>one basin<\/strong> to another.
