Here it is:<\/p>\n\n\n\n<p>*<\/p>\n\n\n\n<p>In island\u2019s embrace, where oceans sigh,<\/p>\n\n\n\n<p>Sri Lanka\u2019s beauty beneath blue sky,<\/p>\n\n\n\n<p>A tale unfolds of economic woe,<\/p>\n\n\n\n<p>Where shadows of power cast a grievous blow.<\/p>\n\n\n\n<p>The IMF arrived with promises grand,<\/p>\n\n\n\n<p>A lending hand to&nbsp;<strong>the nation\u2019s sand<\/strong>,<\/p>\n\n\n\n<p>Yet in the fine print, a story concealed,<\/p>\n\n\n\n<p>Of sovereignty lost, and futures unsealed.<\/p>\n\n\n\n<p>Like a clever thief in the silent night,<\/p>\n\n\n\n<p>The IMF\u2019s grasp took hold so tight,<\/p>\n\n\n\n<p>They demanded&nbsp;<strong>reforms, austerity\u2019s song<\/strong>,<\/p>\n\n\n\n<p>While the people of Lanka wondered what went wrong.<\/p>\n\n\n\n<p>The treasures they sought were&nbsp;<strong>not gems or gold<\/strong>,<\/p>\n\n\n\n<p>But control &amp; dominance, a story oft told,<\/p>\n\n\n\n<p>They&nbsp;<strong>prescribed their measures<\/strong>, their policies cold,<\/p>\n\n\n\n<p>Leaving Sri Lanka\u2019s dreams &amp; dignity sold.<\/p>\n\n\n\n<p>A land with a history, culture so rich,<\/p>\n\n\n\n<p><strong>Reduced to numbers, a balance sheet glitch<\/strong>,<\/p>\n\n\n\n<p>The IMF\u2019s dealings, a complex design,<\/p>\n\n\n\n<p>Leaving Sri Lanka\u2019s&nbsp;<strong>sovereignty<\/strong>&nbsp;to decline.<\/p>\n\n\n\n<p>Yet in the hearts of the resilient crowd,<\/p>\n\n\n\n<p>Hope still lingers, though spoken not loud,<\/p>\n\n\n\n<p>For nations united can reclaim their fate,<\/p>\n\n\n\n<p>Rising above the webs that institutions create\u2026.<\/p>\n\n\n\n<p>Whoa! But let us interrupt it here, for the poem descends into a kind of maudlin. Mind you, we were impressed, though it left us scratching our heads about the seemingly lame, yet potentially profound line, \u2018A lending hand to&nbsp;<strong>the nation\u2019s sand<\/strong>\u2026\u2019 (Graphene? see&nbsp;<strong><em>ee Focus<\/em><\/strong>).<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<strong><em>ee<\/em><\/strong>&nbsp;then asked US&nbsp;<em>ChatGPT<\/em>&nbsp;to write us a poem about \u2018<strong>China robbing Sri Lanka<\/strong>\u2019. It obliged in double-quick time! The IMF poem has no reference to debts or loans, yet betrays the US lust for military bases in Sri Lanka? \u2018<strong><em>Not gems or gold<\/em><\/strong><em>&nbsp;\/ But control &amp; dominance<\/em>\u2026\u2019.&nbsp;<em>ChatGPT<\/em>\u2019s China poem uses some of the same tropes as the IMF poem, however attaches the usual limpets:&nbsp;<em>loans, harbor, coasts<\/em>, not to mention the ominous \u2018<em>creeps<\/em>\u2019 in the \u2018<em>deep<\/em>\u2019. Here it is:<\/p>\n\n\n\n<p>*<\/p>\n\n\n\n<p>\u2026Beneath the emerald waves, a&nbsp;<strong>harbour<\/strong>&nbsp;gleams,<\/p>\n\n\n\n<p>A promise of prosperity, hopeful dreams.<\/p>\n\n\n\n<p>But in this shimmering sea, a&nbsp;<em><strong>shadow creeps<\/strong><\/em>,<\/p>\n\n\n\n<p>As Lanka\u2019s&nbsp;<strong>fortunes in the&nbsp;<em>deep<\/em><\/strong>,&nbsp;<strong>China reaps<\/strong>.<\/p>\n\n\n\n<p>With&nbsp;<em>loans<\/em>&nbsp;&amp; deals, like whispers in the night,<\/p>\n\n\n\n<p>They promised progress, futures shining bright.<\/p>\n\n\n\n<p>But as the years did pass, the&nbsp;<em>debts<\/em>&nbsp;did swell,<\/p>\n\n\n\n<p>A nation\u2019s sovereignty, a silent farewell.<\/p>\n\n\n\n<p>The pearls of Lanka\u2019s coast, they sought to claim,<\/p>\n\n\n\n<p>In exchange for&nbsp;<em>debts<\/em>, a nation\u2019s loss, their aim.<\/p>\n\n\n\n<p>Infrastructure rose, but&nbsp;<em>strings attached so tight<\/em>,<\/p>\n\n\n\n<p>In China\u2019s grip, Lanka struggled in the fight.<\/p>\n\n\n\n<p>*<\/p>\n\n\n\n<p><strong><em>ee<\/em><\/strong>&nbsp;then asked&nbsp;<em>ChatGPT<\/em>&nbsp;to \u2018<strong>write a poem about the USA robbing Sri Lanka<\/strong>\u2019. &amp; suddenly this is what&nbsp;<em>\u2018it\u2019&nbsp;<\/em>replied:<\/p>\n\n\n\n<p>*<\/p>\n\n\n\n<p>\u2018<em>I&nbsp;<strong>cannot<\/strong>&nbsp;write a poem that&nbsp;<strong>promotes harm, theft,<\/strong><\/em><\/p>\n\n\n\n<p><strong><em>or any negative actions towards any country or people<\/em><\/strong><em>.<\/em><\/p>\n\n\n\n<p><em>If you\u2019d like, I can write a poem that celebrates unity,<\/em><\/p>\n\n\n\n<p><em>understanding, or peace between nations. Please let me know<\/em><\/p>\n\n\n\n<p><em>how I can assist you in a more positive &amp;&nbsp;<strong>constructive<\/strong>&nbsp;manner.<\/em>\u2019<\/p>\n\n\n\n<p>How\u2019s that!? Such sudden qualms of belated conscience &amp; self-righteousness! Only 5 minutes earlier&nbsp;<em>it<\/em>&nbsp;had instantly written poems to&nbsp;<em>harm<\/em>&nbsp;&amp;&nbsp;<em>promote negative action<\/em>&nbsp;against China, &amp; even the USA\u2019s IMF! Perhaps it knows not that the IMF is a US tool! But it remarkably revealed how quickly ChatGPT poetically expresses that it is indeed HMV \u2013 his master\u2019s voice. This made&nbsp;<strong><em>ee<\/em><\/strong>&nbsp;recall:<\/p>\n\n\n\n<p>*<\/p>\n\n\n\n<p>\u2018The bourgeoisie has stripped of its halo every occupation hitherto honored<\/p>\n\n\n\n<p>and looked up to with reverent awe. It has converted the physician, the lawyer,<\/p>\n\n\n\n<p>the priest, the poet, the scientist, into its paid wage laborers. The bourgeoisie<\/p>\n\n\n\n<p>has torn away from the family its sentimental veil, and has reduced<\/p>\n\n\n\n<p>the family relation into a mere money relation\u2026\u2019<\/p>\n\n\n\n<p>(from&nbsp;<em>The Communist Manifesto<\/em>, Marx &amp; Engels)<\/p>\n\n\n\n<p>So, after this enlightening experience with&nbsp;<em>ChatGPT<\/em>, we thought&nbsp;<strong>AI programmers<\/strong>&nbsp;should be added to the list of un-haloed occupations! And perhaps it\u2019s no wonder that China\u2019s Baidu has just rolled out this week, a&nbsp;<em>ChatGPT<\/em>&nbsp;rival \u2013&nbsp;<strong><em>ERNIE<\/em><\/strong><em>!<\/em>&nbsp;(see&nbsp;<strong><em>ee Industry<\/em><\/strong>, China\u2019s Baidu). Intrigued nonetheless,&nbsp;<strong><em>ee&nbsp;<\/em><\/strong>decided to do further battle with&nbsp;<strong><em>ChatGPT<\/em><\/strong>&nbsp;by asking the question:&nbsp;<strong>Is the home market critical to industrialization?<\/strong>&nbsp;A subject steadfastly ignored by our published economists. This set off another&nbsp;<strong><em>ee<\/em><\/strong>\u2013<em>ChatGPT<\/em>&nbsp;battle (see&nbsp;<strong><em>ee Focus<\/em><\/strong>).<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp; And speaking of sand and graphene? This&nbsp;<strong><em>ee Focus&nbsp;<\/em><\/strong>records the recommendations by&nbsp;<strong>Institute of Policy Studies<\/strong>&nbsp;hacks that our abundant and rich mineral resources can now be developed, i.e., sold to the USA, etc., without trying to make batteries or any such capital goods. Why? The whites do not want anyone to do business with or buy graphite from China (except themselves)?\u2026<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;Next year being the&nbsp;<strong>100<sup>th<\/sup>&nbsp;anniversary of the first tractors made in Russia<\/strong>,&nbsp;<strong><em>ee<\/em><\/strong>&nbsp;continues our look at Russian industrial policy, focusing on the factory that first built them. It\u2019s still the top factory\u2026.(see&nbsp;<strong><em>ee Focus<\/em><\/strong>)<\/p>\n\n\n\n<p>*<\/p>\n\n\n\n<p>\u2022 Thunder showers fell to slake a droughty landscape as if in response to&nbsp;<strong>half a million workers<\/strong>&nbsp;stepping onto the roads of capital Colombo on Wednesday to oppose the US International Monetary Fund (<strong>IMF<\/strong>)\u2019s grab for workers\u2019 pensions funds and other vitals. National organizations called for&nbsp;<strong>Foreign Minister Ali<\/strong>&nbsp;<strong>Sabry<\/strong>&nbsp;to resign for failing to bridle the US &amp; Indian envoys as they compete to break&amp;enter into the country\u2019s inner sanctums.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp; In the white West, accusing Russia &amp; China of \u2018interference\u2019 is a national media pastime! But in Sri Lanka, US Envoy Julie Chung enjoys her tropical all-expenses paid vacation in the East, perhaps a little too much, zigzagging as she does from northwest to north to east, writing history by twitter (see&nbsp;<strong><em>ee Random Notes<\/em><\/strong>,&nbsp;<strong>Julie Chung Rewrites History of Mannar<\/strong>). The US &amp; Indian envoys &amp; USAID-funded National Peace Council even pronounced on the wages of Indian plantation workers. Perhaps more pressure needed to be added.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp; So here then comes US Senator Chris Van Hollen, D-Md (who US Envoy Chung warmly tweeted as a \u2018longtime friend of Sri Lanka\u2019, from an incestuous beltway cul-de-sac, born in Pakistan to foreign-service salarymen, mommy in the CIA, daddy worked out of the Colombo US Embassy 1970-76 to destabilize the United Front government of Sirimavo Bandaranaike). He says he is here to \u2018<em>explore<\/em>&nbsp;economic recovery &amp; deepen our joint commitment to upholding&nbsp;<em>democratic<\/em>&nbsp;ideals\u2019. Way to go CIA!<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<strong>Hollen is behind the recent arrest of Pakistan\u2019s President Imran Khan<\/strong>. Khan had addressed a rally, and responded directly to European calls that Pakistan rally behind Ukraine, by asking, \u2018<em>Are we your slaves?<\/em>\u2019 Hollen was reported as acting \u2018indignant\u2019at the&nbsp;<strong>US Senate Foreign Relations Committee<\/strong>, berating officials like Assistant Secretary of State for the Bureau of South &amp; Central Asian Affairs&nbsp;<strong>Donald Lu<\/strong>&nbsp;for allegedly not being \u2018in communication with Khan\u2019 about US displeasure at Pakistan\u2019s decision to abstain from a US resolution at the UN, condemning Russia. Two days later, Lu told Pakistan ambassador that the US was demanding Khan\u2019s removal. Khan was jailed soon after.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp; On Friday morning (September 01), the Indian warship&nbsp;<em>INS Delhi<\/em>&nbsp;sailed in, in the wake of Hollen boarding former US Coast Guard ship&nbsp;<em>SLNS Gajabahu<\/em>&nbsp;in Colombo on Thursday (31). However&nbsp;<strong>India\u2019s war chief<\/strong>&nbsp;stood up a date, perhaps to duck any undue movements of Sri Lanka\u2019s famous guards of honor?<\/p>\n\n\n\n<p>*<\/p>\n\n\n\n<p><strong>Addressing the Interest of the USA<\/strong>&nbsp;\u2013 \u2018Hamilton Bank has been unusually aggressive for a \u2018holdout\u2019 creditor though\u2026 Seemingly the US objects to this. The letter also mentions in a footnote that the US government \u2018understands that other&nbsp;<strong>official creditors may separately submit a filing<\/strong>&nbsp;reflecting their views\u2019, but stresses that the SDNY is planning to \u2018<strong>address the interest of the USA\u2019<\/strong>. This is fascinating, as at face value it is hard to see&nbsp;<strong>how &amp; why the US government has an interest in Sri Lanka\u2019s debt restructuring<\/strong>, or even grounds for making its views known to the court. It could be a delaying tactic to help Sri Lanka engineer a debt restructuring, by sabotaging Hamilton Bank\u2019s rush to the courthouse for a more restructuring-resistant judgment.\u2019 \u2013 see&nbsp;<strong><em>ee Economy<\/em><\/strong>, A Sri Lankan debt twist \u2013 the US Government Has Some Thoughts<\/p>\n\n\n\n<p>\u2022 A shadow play is being acted out in that North Atlantic capital of capital and its fictions: New York, USA, 8,706 miles from Sri Lanka. In a Manhattan courtroom, the US government has betrayed its hand (or its finger?) once again, in roiling Sri Lanka\u2019s economy, asking to delay judgement:<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp; The&nbsp;<strong>US Department of Justice<\/strong>&nbsp;had a US Southern District of New York Attorney intervene on August 30, just one day before a&nbsp;<strong>US District Judge<\/strong>&nbsp;in New York was to hear a case involving Sri Lanka\u2019s (GoSL) payment of debt. A judgment in favor of&nbsp;<strong>Hamilton Bank<\/strong>&nbsp;would potentially prevent the GoSL from including the bonds held by Hamilton Bank in any debt restructuring process. Sri Lanka\u2019s Finance Ministry has stayed mum on these latest developments. But the US government has long been aware of the court proceedings. So why step in now?<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp; In May, plaintiff Hamilton Reserve Bank and the defendant SL Government jointly outlined a&nbsp;<strong>schedule<\/strong>&nbsp;demanded by New York&nbsp;<strong>Southern District Court<\/strong>&nbsp;Judge L Denise Cote in April. The plaintiff\u2019s lawyers Bleichmar Fonti &amp; Auld and the defendant\u2019s lawyers Clifford Chance both promised to go through all the motions \u2018on or before&nbsp;<strong>31 Aug 2023\u2019<\/strong>.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp; In July, London\u2019s&nbsp;<em>Financial Times<\/em>&nbsp;(owned by Japan\u2019s&nbsp;<em>Nikkei<\/em>) wondered about the seeming lack of involvement of the US government in the case. Sri Lanka was due to reply on August 31 in support of its motion to delay a lawsuit by Caribbean-based offshore Hamilton Reserve Bank, which wishes to obtain an immediate $250,190,000 in payment for defaulted sovereign bonds. Sri Lanka had filed a motion to stay the litigation for 6 months while it conducts sovereign debt restructuring negotiations with sovereign &amp; commercial creditors.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp; The US told the court it is in the process of deciding whether to intervene in the case, and will inform the Court no later than&nbsp;<strong>2 October 2023<\/strong>. In the mewnwhile, \u2018Gloom\u2019 had \u2018descended on the stock market due to the extension of the date for the conduct of talks between the government &amp;&nbsp;<strong>domestic bondholders<\/strong>\u2019 and continued to prevail. \u2018A deal had been scheduled for&nbsp;<strong>August 27<\/strong>, but due to unavoidable circumstances it was extended to&nbsp;<strong>September 11<\/strong>. The domestic debt restructuring exercise is a prime recommendation of the&nbsp;<strong>IMF<\/strong>.\u2019<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp; An&nbsp;<strong>IMF team<\/strong>&nbsp;will sniff around Sri Lanka from September 14-27 to conduct the first review of an Extended Fund Facility arrangement. Central Bank Governor Nandalal Weerasinghe says Sri Lanka will negotiate&nbsp;<strong>in parallel&nbsp;<\/strong>with the IMF &amp; external creditors, with the expectation of completing debt restructuring \u2018in the October to November 2023 period\u2026 Sri Lanka has to complete domestic debt restructuring, which is&nbsp;<strong>currently held up over enacting a tax law\u2019<\/strong>&nbsp;\u2013 tax revenues, \u2018a key IMF quantitative performance criterion\u2019, have \u2018fallen short\u2019.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp; \u2018First, we have to come to an agreement&nbsp;<strong>with official creditors<\/strong>&nbsp;on the terms. That will have to happen before the next review,\u2019 Governor Weerasinghe said.<\/p>\n\n\n\n<p>*<\/p>\n\n\n\n<p>\u2022 People are having fun with a dubious organization titled&nbsp;<strong>Global Finance<\/strong>&nbsp;naming&nbsp;<strong>CBSL Governor Nandalal Weerasinghe<\/strong>&nbsp;among the&nbsp;<strong>world\u2019s top 21 Central Bank governors<\/strong>&nbsp;\u2018based on their success in inflation control,&nbsp;<strong>economic growth<\/strong>&nbsp;goals,&nbsp;<strong>currency stability<\/strong>, &amp; interest rate management (adaderana.lk). They ask: \u2018Why not also award Ali Sabry as best finance minister for happily declaring bankruptcy too?\u2019 And since we have elephantine memories, despite the efforts of the capitalist media to infect amnesia, they also recall, \u2018Ravi K also won the best finance minister from this same organization after looting the CBSL.\u2019 They note&nbsp;<strong>Weerasinghe<\/strong>:<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp; \u2013 was happy to declare the nation as \u2018bankrupt\u2019<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp; \u2013 was delighted to go to the IMF and put the country into more debt<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp; \u2013 did not negotiate with creditors for some relief before declaring bankruptcy<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp; \u2013 makes no efforts to recover the profits kept by exporters in foreign banks<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp; \u2013 is not bothered about changing the 2017 Foreign Exchange Control Act<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp; \u2013 has no initiative to investigate money loopholes, recovery of foreign investments unpaid<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp; \u2013 prints money like there is no tomorrow, breaking all records for printing<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp; \u2013 has seen the GDP contract for 5 straight quarters, making it a \u2018Recession Squared\u2019<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp; \u2013 yet wins a global award!
