Sensing opportunity, non-governmental organizations <a href=\"https:\/\/www.haiti-now.org\/wp-content\/uploads\/2021\/02\/Seeing-Like-a-Failed-NGO.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">streamed into Haiti<\/a> to provide food, housing, and health care, everything a cash-strapped government couldn\u2019t do. The succession of catastrophes \u2014 coups, an earthquake, cholera, hurricanes \u2014 only strengthened the humanitarian sector but at the expense of effective government. In this century, the situation had become so dire that all too many parents <a href=\"https:\/\/scholarworks.lib.csusb.edu\/cgi\/viewcontent.cgi?article=1002&amp;context=history-in-the-making\" target=\"_blank\" rel=\"noreferrer noopener\">were giving<\/a> their children up to orphanages run by foreign charities.
