Balachandar<\/p>\n\n\n\n<p>Sri Lanka\u2019s Ministry of Foreign Affairs recently summoned an official from the Indian High Commission in Colombo and voiced concern over the\u00a0<a href=\"https:\/\/www.thehindu.com\/news\/national\/sri-lankan-sailor-dies-in-navy-operation-targeting-indian-trawlers-10-tn-fishermen-held\/article68331412.ece\">death of a naval sailor<\/a>, who was part of a patrol unit that seized an Indian fishing vessel.<\/p>\n\n\n\n<p>A senior Foreign Ministry official handed over a formal note to the Indian diplomat, on the issue of persisting Illegal, unreported and unregulated (IUU) fishing, especially the bottom-trawling method, and indiscriminate poaching by Indian fishermen in Sri Lankan waters\u201d, according to a news report published in the Colombo-based\u00a0<em>Sunday Times<\/em>\u00a0newspaper.<\/p>\n\n\n\n<p>An official source told&nbsp;<em>The Hindu<\/em>&nbsp;that the Indian official was summoned to the Ministry on Friday.<\/p>\n\n\n\n<p>It was mainly to convey concern from the Sri Lankan side,\u201d the source said, requesting anonymity.<\/p>\n\n\n\n<p>The issue was reportedly raised in New Delhi too, when Sri Lanka\u2019s High Commissioner to India Kshenuka Senewiratne called on External Affairs Minister S. Jaishankar on June 25.<\/p>\n\n\n\n<p>In the wee hours of the same day, a sailor from the Sri Lankan Navy sailor was killed in an operation targeting Indian fishermen and their fishing vessel off Kankesanthurai in the Jaffna peninsula, in the island\u2019s nation\u2019s Northern Province. However, neither official mentioned discussing this in their updates on the social media platform \u2018X\u2019 soon after the meeting.<\/p>\n\n\n\n<p>In a media statement last week, the Sri Lankan Navy attributed the fatal mid-sea incident to aggressive manoeuvres of an Indian trawler\u201d that resisted\u201d apprehension by the patrol unit.<\/p>\n\n\n\n<p>As many as<a href=\"https:\/\/www.thehindu.com\/news\/national\/tamil-nadu\/tn-cm-stalin-writes-to-union-external-affairs-minister-for-release-of-fishermen-arrested-by-sri-lanka\/article68326936.ece\">&nbsp;10 Indian fishermen,<\/a>&nbsp;seven from Nagapattinam, one from Cuddalore in Tamil Nadu, and two others from Andhra Pradesh, were arrested on charges of illegal fishing. Their fishing trawler was confiscated.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Long-persisting conflict<\/h4>\n\n\n\n<p>The development has brought the long-persisting fisheries conflict in the Palk Strait back into the spotlight. Disregarding the\u00a0<a href=\"https:\/\/www.thehindu.com\/opinion\/editorial\/unending-woes-the-hindu-editorial-on-bottom-trawling-and-the-arrests-of-indian-fishermen-by-sri-lanka\/article67811108.ece\">relentless demand of Sri Lanka\u2019s northern fishermen<\/a>\u00a0that their Indian counterparts stop using the destructive bottom-trawling method of fishing, the fishermen from\u00a0<a href=\"https:\/\/www.thehindu.com\/news\/international\/despite-laws-indian-fishermen-face-no-consequence-for-poaching-say-sri-lankan-fishermen\/article67561757.ece\">India have continued with the practice\u00a0<\/a>for years.<\/p>\n\n\n\n<p>Meanwhile, northern Sri Lankan fishermen have blamed the governments of Sri Lanka and India for failing to work out a durable solution to the enduring problem, which has put their livelihoods under severe pressure.<\/p>\n\n\n\n<p>They have also been demanding the resumption of talks between representatives of fishermen\u2019s organisations from both sides.<\/p>\n\n\n\n<p>Both governments have a responsibility in implementing the agreement reached by both sides in 2016 when the\u00a0<a href=\"https:\/\/www.thehindu.com\/news\/national\/India-Sri-Lanka-set-up-Joint-Working-Group-to-address-fishermen-issue\/article16437692.ece\">Foreign Ministers of both countries met in Delhi<\/a>. They agreed to end the practice of bottom-trawling at the earliest.
