The capitalist media (avenging teflon tribunes of the squeaky clean) egg-on the face-off between government &amp; trade union officials. Rail services \u2013 left to rot at the behest of the car-import financiers \u2013 only have deadly problems when workers go on strike, or when trains fail to deliver fuel to the fast movers &amp; high flyers.<\/p>\n\n\n\n<p><strong>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<em>But behold!<\/em>&nbsp;We were treated once again to the ruddy pink faces of the departing old&nbsp;<\/strong><strong>World Bank Group Country Management,&nbsp;<\/strong>coyly<strong>&nbsp;<\/strong>bidding&nbsp;<em>ta-ta<\/em>. The WB even got a supine media to publish yet another WB press release, issuing a public&nbsp;<em>\u2018Thank you!\u2019<\/em><strong>&nbsp;<\/strong>For&nbsp;<em>what?<\/em>&nbsp;<strong><em>ee<\/em><\/strong>&nbsp;(1 Jan 2022) already reported on&nbsp;<em>The World Bank Driving Madness on Our Roads<\/em>.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp; Perhaps the World Bank\u2019s&nbsp;<em>thank you<\/em>&nbsp;is for the<strong>&nbsp;\u2018good news\u2019&nbsp;<\/strong>about bondholding baldheads taking the shortest crewcuts, with odious debts being repackaged as dubious IMF&nbsp;<em>my-way-or-the-highway<\/em>&nbsp;<em>package-tours to paradise<\/em>&nbsp;(via Wall Street)\u2026 All this was reported out loud and in technicolor, and in the higher algebra of usury. All this in the week following the National Bankers Association\u2019s celebratory<strong>&nbsp;&nbsp;<\/strong>gathering at Colombo\u2019s Galle Face Hotel, Friday, July 5, of which there was less than the ever-little news we hear from bankers, other than their rates.&nbsp; Oh wait! They want their powers \u2013 to foreclose &amp; dispossess defaulters on their loans provided for speculation \u2013 sustained, if not expanded.<\/p>\n\n\n\n<p>*<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<strong>The Employers\u2019 Federation of Ceylon (EFC)&nbsp;<\/strong>held their&nbsp;<strong>95<sup>th<\/sup><\/strong>&nbsp;Annual General Meeting this week. Remember 1929? It was a&nbsp;<strong>harbor&nbsp;<\/strong>&amp;<strong>&nbsp;tramways strike<\/strong>, with the English police killing 5 unnamed workers, that led to the formation of the EFC. The signing of the first collective agreement on wages &amp; working conditions with AE Goonesinghe\u2019s Ceylon Mercantile Union (CMU), began&nbsp;<strong>trade union legislation<\/strong>&nbsp;in Lanka. (That was a \u2018sweetheart\u2019 agreement signed after Goonesinghe was wined and dined and whatever-elsed in London in preparation for the Donoughmore Commission\u2019s constitutional shenanigans to \u2018reorient\u2019 colonial rule through the \u2018depression\u2019).<\/p>\n\n\n\n<p>\u2022 This week also saw the&nbsp;<strong>Ceylon Chamber of Commerce&nbsp;<\/strong>(led by England\u2019s<strong>&nbsp;Standard Chartered Bank, John Keells<\/strong>,<strong>&nbsp;Ernst &amp; Young, etc)&nbsp;<\/strong>swarming the President to drape their&nbsp;<em>Vision 2030<\/em>&nbsp;over his eyes.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp; The President may not have asked them why, as&nbsp;<em>Sunday Times&nbsp;<\/em>headline records: \u2018<strong>Imported inputs eat up US$ 1billion<\/strong>&nbsp;of apparel trade export income of $1.9bn\u2019 And then, about an almost adjacent headline of an upcoming&nbsp;<strong>\u2018Global Textiles Sourcing Exhibition in Colombo 7-9 August<\/strong>\u2019,where the\u2018SL RMG (Ready-Made Garment) industry sources [aka imports, a]&nbsp;<strong>vast array of natural &amp; manmade&nbsp;<\/strong>textiles, trims, accessories, dyes, chemicals &amp; software solutions by connecting with over 200 suppliers from over 15 countries.\u2019 How long can this go on? It\u2019s not that we should not have international relations. It\u2019s just that this fancy rag trade proudly&nbsp;<em>does not make a pin<\/em>, refuses to reinvest profits in upgrading skills &amp; making machinery, and instead parks its profits abroad. Are these all entrepreneurs too?<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp; As SBD always said, if the country became one giant \u2018garment\u2019 factory, we would not need schools! Meanwhile, the white media celebrated, with white celebrities (incl. English mass-murderers Tony Blair &amp; Boris Johnson!) in tow, the over-the-top half-billion dollar wedding of a scion of the family Ambani, which draped Indian &amp; Sri Lankan bodies in plastic (for Ambani links to US Exxon &amp; Dupont:&nbsp;<strong><em>ee<\/em><\/strong>&nbsp;11 Sept 2021,&nbsp;<em>How to Buy an Editor \u2013 Media &amp; the Rise of the Polyester Prince<\/em>).<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp; It may also be timely to recall it was the EFC that called for the&nbsp;<strong>mass sackings of 60,000 workers in July 1980<\/strong>, that then escalated the carnage of the 1980s and beyond. It may also be timely to contrast their attitude to the latest branding in the North Atlantic to bribe (&amp; weaponize) their workers, while threatening nuclear war:<\/p>\n\n\n\n<p>*<\/p>\n\n\n\n<p><a><\/a><a><\/a><a><\/a><a>\u2018<strong><em>Unions are my domestic NATO<\/em><\/strong>\u2019<\/a><\/p>\n\n\n\n<p>\u2013 US President Joe Biden (see&nbsp;<strong><em>ee Workers<\/em><\/strong>)<\/p>\n\n\n\n<p>The traders\u2019 media in Sri Lanka, rather than examine the merchants\u2019 failure to invest in workers and technology, have to conjure various failings on the part of the population for their inability to employ people with dignity to build the country.<\/p>\n\n\n\n<p>*<\/p>\n\n\n\n<p>\u2018<strong><em>Entrepreneurship the new mantra?<\/em><\/strong>&nbsp;\u2013 Well, I am writing<\/p>\n\n\n\n<p>about entrepreneurship as it has suddenly become<\/p>\n\n\n\n<p>the rave among politicians, trying to provide an avenue<\/p>\n\n\n\n<p>for youngsters to enhance their skills &amp; transform<\/p>\n\n\n\n<p>into innovative businesspersons, &amp; thereby secure their vote.\u2019<\/p>\n\n\n\n<p>\u2013 Feizal Samath,&nbsp;<em>Sunday Times<\/em>&nbsp;(see&nbsp;<strong><em>ee Economists<\/em><\/strong>)<\/p>\n\n\n\n<p>*<\/p>\n\n\n\n<p>The&nbsp;<em>Sunday Times<\/em>\u2019 snipers are being super snide. Their actual target is the new political manifesto on \u2018<strong><em>The Entrepreneurial State\u2019<\/em><\/strong>&nbsp;by the&nbsp;<strong>Sarvajana Balaya<\/strong>&nbsp;(<strong>SB<\/strong>, see below). Also, the word \u2018<em>entrepreneur<\/em>\u2019 has been thrown around in English in Sri Lanka since the 1950s, and in the North Atlantic since the 1930s at least.<\/p>\n\n\n\n<p>\u2018In&nbsp;<strong><em>underdeveloped economies\u2026 entrepreneurs are an extremely small tribe<\/em><\/strong><\/p>\n\n\n\n<p><strong>&amp; this is one important reason why development is so slow.\u2019<\/strong><\/p>\n\n\n\n<p>BB Das Gupta, \u2018Theory &amp; Reality of Economic Development\u2019,<\/p>\n\n\n\n<p><em>Bulletin<\/em>, Central Bank of Ceylon, Oct 1955<\/p>\n\n\n\n<p><strong><em>Entrepreneur<\/em><\/strong>: As far as we can tell, Gupta\u2019s usage is the first official registration of this English word in Sri Lanka. \u2018Entrepreneur\u2019 is now part of the latest abracadabra invoking modernity, being used by politicians &amp; their parties. It is apparently another civilizing trait we lack. Infected by economists, these civilizers like to piss these heavily machined words on our heads to display the power of their funders &amp; their cojones.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp; SBD de Silva countered: Gupta assigns the&nbsp;<em>capitalist entrepreneur<\/em>&nbsp;\u2018the role of a&nbsp;<strong>creator rather than the creature of the process<\/strong>\u2019.&nbsp;<em>Entrepreneurs<\/em>&nbsp;are what underdeveloped countries supposedly lack. Yet what we really need is a process that produces entrepreneurs, invents inventors, manufactures manufacturers. (see&nbsp;<strong><em>ee Random Notes<\/em><\/strong>)<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp; Our economic departments &amp; their curricula appear nonchalant about such subjects. How the Indian University of Lucknow\u2019s BB Das Gupta, Sri Lanka\u2019s 1<sup>st<\/sup>&nbsp;teacher of economics (with the Hayekist&nbsp;<strong>BR Shenoy<\/strong>&nbsp;as assistant lecturer), came to be parachuted into University College of Sri Lanka\u2019s&nbsp;<strong>Modern History &amp; Economics<\/strong>&nbsp;department under the imperialist&nbsp;<strong>SA Pakeman<\/strong>, is indeed interesting, and tied into the history of the word \u2018<em>entrepreneur<\/em>\u2019 itself .<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; The USSR led by Joseph Stalin was at that time offering the world: the example of the first socialist state whose workers had rapidly transformed their country to become one of the most powerful industrial nations, and remains so to this day. English imperialism therefore sought to destroy the USSR &amp; prevent any such transformations anywhere else, by imposing fake labor-intensive industrialization and a fake middleclass.<\/p>\n\n\n\n<p>*<\/p>\n\n\n\n<p><em>The&nbsp;<strong>Central Bank<\/strong>&nbsp;has been hailed as<\/em><\/p>\n\n\n\n<p><em>the counterpart of our political freedom.<\/em><\/p>\n\n\n\n<p>\u2013 Walter Ladduwahetty, 1950 (see&nbsp;<strong><em>ee Random Notes<\/em><\/strong>)<\/p>\n\n\n\n<p>This&nbsp;<strong><em>ee<\/em><\/strong>&nbsp;also examines the&nbsp;<strong>\u2018colonial\u2019 &amp; \u2018Indian\u2019 origins of the Central Bank<\/strong>, which keeps promoting funny-money games, and has actively prevented investment of the country\u2019s vast wealth, in modern industry. The&nbsp;<strong><em>new Central Bank Act<\/em><\/strong>&nbsp;proclaiming its so-called&nbsp;<em>independence<\/em>&nbsp;imposes similar constraints as were imposed by colonial England rule via India. Even after independence, the CB could&nbsp;<strong><em>\u2018issue Rupees in Ceylon only when Rupees were deposited in India, with the Reserve Bank of India\u2019<\/em><\/strong>&nbsp;(see&nbsp;<strong><em>ee Random Notes<\/em><\/strong>)<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp; By having to&nbsp;<strong>target inflation<\/strong>&nbsp;alone, the CBSL can now only respond &amp; react to external shocks &amp; changes in the&nbsp;<strong>prices of imported essentials<\/strong>&nbsp;like fuel, which drive inflation.&nbsp;<strong>The CB cannot expand the money supply to initiative productive economic activity<\/strong>. Neither can it selectively lower the price of money to fuel productive activity. The interest rate is the price of money. That is why it is so expensive to be poor, because money costs more when you are not \u2018creditworthy\u2019.&nbsp; Such shenanigans, all perfectly legal and not corrupt at all, have shut down the dream of a&nbsp;<strong>true development bank<\/strong>, which could have given flesh to deposed former-CB-governor WD Lakshman\u2019s dream of a&nbsp;<em>\u2018school of development\u2019<\/em>:<\/p>\n\n\n\n<p>*<\/p>\n\n\n\n<p>\u2018Yet, a dream I had of seeing the evolution of a distinct \u2018<strong>school<\/strong><\/p>\n\n\n\n<p><strong>of development<\/strong>\u2018 within the Sri Lankan university system remains<\/p>\n\n\n\n<p>unachieved: an administrative outfit located in a university complex,<\/p>\n\n\n\n<p>devoted for advancing its own independent thinking and policy positions,<\/p>\n\n\n\n<p>particularly in issues of development. I hope the future generations of university<\/p>\n\n\n\n<p>economists will seriously undertake this challenging task of developing<\/p>\n\n\n\n<p>such an&nbsp;<strong>independent Sri Lankan school of development<\/strong>.<\/p>\n\n\n\n<p>\u2013 WD Lakshman,&nbsp;<strong><em>ee Focus<\/em><\/strong><\/p>\n\n\n\n<p>An&nbsp;<strong>incomprehensible arithmetic<\/strong>&nbsp;has taken over the&nbsp;<strong>debates over<\/strong>&nbsp;<strong>odious debt bondage<\/strong>. Discussions of finance disengage economics from its exact effects on human relations. If wages &amp; prices represent hidden labor, the media\u2019s economists do not tell us in simple words what will happen to whom &amp; when.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp; Clues as to how this number-crunching nonchalance has come about may be found in&nbsp;<strong><em>ee Focus<\/em><\/strong>\u2019 final episode of&nbsp;<strong>WD Lakshman<\/strong>\u2019s survey of the \u2018<em>Beginnings of Economics Teaching at University Level<\/em>\u2019. He examines how faculties of<strong>&nbsp;Management &amp; Business Studies<\/strong>&nbsp;(but does not tell who \u2013 &amp; how &amp; why they were \u2013 funded) tremendously impacted the teaching of Economics. The&nbsp;<strong>increasing use of mathematics<\/strong>&nbsp;in teaching and writing on subjects in Economics, also enhanced&nbsp;<strong><em>student apathy towards Economics<\/em><\/strong>. WD recalls how with the \u2018strong push towards a neoliberal package of economic policy in the 1990s, the&nbsp;<strong>earlier interdisciplinarity in Economics teaching<\/strong>, was dropped in favor of&nbsp;<strong>neoclassical hardcore Economics<\/strong>.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp; We have already tasted the toxic harvest of such pedagogy in the current crop of pronouncers on Economics. Check Chanuka Wattegama\u2019s seemingly tongue-in-cheek \u2018Should an Econ student take&nbsp;<strong><em>Harshanomics&nbsp;<\/em><\/strong>201?, in the&nbsp;<em>Financial Times<\/em>, which gently laments the CTC-AOG twins Harsha &amp; Eran, etc, for shunning Premadasa\u2019s garment fraud.
