His victory with&nbsp;<a href=\"https:\/\/www.aljazeera.com\/news\/2024\/9\/23\/anura-kumara-dissanayake-takes-oath-as-sri-lankas-next-president\">42 percent<\/a>&nbsp;of the vote comes as the island nation struggles with significant&nbsp;<a href=\"https:\/\/www.bbc.com\/news\/articles\/cr5n51ym19jo\">economic and social turmoil<\/a>.<\/p>\n\n\n\n<p>This resulted in the ousting&nbsp;<a href=\"https:\/\/www.washingtonpost.com\/world\/2022\/05\/22\/sri-lanka-rajapaksa-mahinda-gotabaya\/\">of the Rajapaksa&nbsp;<\/a>rule which includes former President Gotabaya, his brother and Prime Minister, Mahinda and Finance Minister, Basil Rajapaksa in a 2022 uprising.<\/p>\n\n\n\n<p>Two years on, Sri Lankans are hungry for change and have pinned their hopes on Dissanayake as a potential saviour. Yet, he remains an untested commodity in Sri Lankan politics, despite his leftist, anti-elitist and anti-corruption agenda.<\/p>\n\n\n\n<p>The question is: can he steer Sri Lanka out of its current economic crisis and deliver for the people? The outlook is uncertain.<\/p>\n\n\n\n<p><strong>Decades of mismanagement<\/strong><\/p>\n\n\n\n<p>For Dissanayake, there is a steep slope ahead.<\/p>\n\n\n\n<p>Adding to that is the existence of bloated, loss-making&nbsp;<a href=\"https:\/\/economynext.com\/sri-lankas-soe-losses-reverse-trend-to-post-rs456bn-profit-in-2023-minister-160656\/\">state-owned enterprises<\/a>&nbsp;and the economic effects of the&nbsp;<a href=\"https:\/\/www.jstor.org\/stable\/1154428\">decades-long war<\/a>&nbsp;between the Lanka Tamil Tiger Eelam militant group and the Sri Lankan government, which hampered foreign direct investment. Also, Sri Lanka&#8217;s liberalisation drive in 1977 failed to implement the necessary requirements for a market-oriented economy.<\/p>\n\n\n\n<p>The Rajapaksa era however, made it worse.<\/p>\n\n\n\n<p>As foreign debt&nbsp;<a href=\"https:\/\/direct.mit.edu\/asep\/article\/23\/2\/1\/120817\/The-Sovereign-Debt-Crisis-in-Sri-Lanka-Anatomy-and\">soared in 2019<\/a>, the&nbsp;<a href=\"https:\/\/www.freiheit.org\/south-asia\/impact-war-ukraine-sri-lanka\">Russia Ukraine conflict<\/a>&nbsp;hiked prices of basic commodities and&nbsp;<a href=\"https:\/\/www.exemplars.health\/emerging-topics\/ecr\/sri-lanka\/how-did-sri-lanka-respond#:~:text=Economic%20impact%20of%20the%20COVID,2019%20to%205.5%25%20in%202020.\">the COVID-19 pandemic<\/a>&nbsp;contracted industries such as fishing and agriculture, the administration responded with several policy blunders.<\/p>\n\n\n\n<p>This includes&nbsp;<a href=\"https:\/\/www.aljazeera.com\/economy\/2022\/4\/28\/how-a-powerful-dynasty-bankrupted-sri-lanka-in-30-months\">tax cuts&nbsp;<\/a>affecting fiscal policy or&nbsp;<a href=\"https:\/\/www.imf.org\/en\/Publications\/fandd\/issues\/Series\/Back-to-Basics\/Fiscal-Policy\">governmental spending and taxation<\/a>&nbsp;to influence the economy, and opposition to an International Monetary Fund&#8217;s (IMF) bailout plan&nbsp;<a href=\"https:\/\/www.reuters.com\/world\/asia-pacific\/sri-lankas-reluctance-tap-imf-helped-push-it-into-an-economic-abyss-2022-04-18\/\">to heal the economy<\/a>. The result was soaring prices and fuel shortages which led to a nationwide movement against corruption, mismanagement and nepotism.<\/p>\n\n\n\n<p>Dissanayake&nbsp;<a href=\"https:\/\/www.business-standard.com\/world-news\/sri-lanka-s-new-president-dissanayake-pledges-to-clean-public-life-124092300260_1.html\">has pledged<\/a>&nbsp;to reverse the mistakes made during Rajapaksa&#8217;s tenure.<\/p>\n\n\n\n<p><strong>IMF lifeline<\/strong><\/p>\n\n\n\n<p>There is a problem, however.<\/p>\n\n\n\n<p>Sri Lanka&#8217;s economic future is dependent on the completion of an IMF program previously negotiated by former&nbsp;<a href=\"https:\/\/tribune.com.pk\/story\/2492117\/sri-lanka-president-defends-imf-bailout\">President Ranil Wickremesinghe<\/a>, who served for two years following Rajapaksa&#8217;s ousting.<\/p>\n\n\n\n<p>Under the program, Sri Lanka can only prevent a future default if it reduces public debt to&nbsp;<a href=\"https:\/\/publicfinance.lk\/en\/topics\/sl-needs-to-bring-down-debt-below-imf-target-1717652840#:~:text=According%20to%20the%20IMF's%20Debt,thresholds%20during%20the%20same%20period.\">nearly all of its GDP<\/a>&nbsp;and ensures that a significant portion of government revenue is&nbsp;<a href=\"https:\/\/thediplomat.com\/2024\/07\/sri-lankas-debt-restructuring-deal-economic-relief-or-creditor-windfall\/\">directed at debt servicing<\/a>. In simple terms, this means that the government must use the revenue it generates to pay back its debt obligations rather than spend on public welfare.<\/p>\n\n\n\n<p>This presents a challenge for Dissanayake who has&nbsp;<a href=\"https:\/\/www.bbc.com\/news\/articles\/c206l7pz5v1o\">promised to provide<\/a>&nbsp;relief by widening welfare spending programs and slashing taxes.<\/p>\n\n\n\n<p>As a result, Dissanayake&nbsp;<a href=\"https:\/\/apnews.com\/article\/sri-lanka-dissanayake-imf-economy-crisis-bailout-46ef677d78562a06137d637e32e426b2\">opposes the IMF deal<\/a>&nbsp;and claims that the fund only seeks to bail out corrupt regimes. He has vowed instead to renegotiate the program by making austerity measures more bearable for the poor.<\/p>\n\n\n\n<p>This promise brings his egalitarian agenda in direct conflict with Sri Lanka&#8217;s IMF targets and the nation&#8217;s plan to get its finances back on track.<\/p>\n\n\n\n<p>Take cases in other developing countries&nbsp;<a href=\"https:\/\/www.aljazeera.com\/news\/2024\/7\/7\/why-are-kenyans-angry-with-the-imf\">as an example<\/a>. Satisfying IMF conditions entails implementing austerity measures with side effects such as higher inflation affecting the public. In Pakistan&#8217;s case, the country&#8217;s recently concluded IMF&nbsp;<a href=\"https:\/\/www.samaa.tv\/2087321508-new-tougher-imf-loan-conditions-for-pakistan-revealed\">loan stipulates conditions<\/a>&nbsp;such as preventing the government from subsidising the energy sector.<\/p>\n\n\n\n<p>However, the measures Dissanayake seeks to implement come at a heavy cost. Spending on welfare programs&nbsp;<a href=\"https:\/\/tribune.com.pk\/story\/2467265\/pm-gets-first-hand-knowledge-of-imf-dictated-budget\">negatively impacts<\/a>&nbsp;budget deficits in the absence of market reform and prevents government revenue from being channelised towards debt servicing.<\/p>\n\n\n\n<p>This heightens the risk of default which means that Sri Lankans would&nbsp;<a href=\"https:\/\/www.bbc.com\/news\/business-61505842\">once again confront&nbsp;<\/a>rising fuel prices, food shortages, a collapse of domestic industries and lower income levels.<\/p>\n\n\n\n<p><strong>Domestic political costs<\/strong><\/p>\n\n\n\n<p>The political costs of Dissanayake&#8217;s decisions will be high.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/images-cdn.trtworld.com\/trtworld\/w664\/h374\/q70\/15166882_0-0-8428-5619.jpeg\" alt=\"\"\/><figcaption class=\"wp-element-caption\">APPeople transport their vegetables purchased at a market place in an auto rickshaw in Colombo, Sri Lanka, Friday, June 10, 2022. Neither choice is easy as in both cases the Sri Lankan public could suffer.<\/p>\n\n\n\n<p>His&nbsp;<a href=\"https:\/\/www.reuters.com\/world\/asia-pacific\/what-are-key-challenges-sri-lanka-president-dissanayake-2024-09-23\/\">&#8220;people-centric&#8221; approach<\/a>&nbsp;must also be implemented in substance. While he campaigned on boosting Sri Lanka&#8217;s domestic industries, he has simultaneously&nbsp;<a href=\"https:\/\/www.thehindu.com\/news\/international\/fixing-sri-lankas-economy-wiping-out-racism-top-priority-says-jvp-leader-anura-kumara-dissanayake\/article68601908.ece\">sought energy cooperation<\/a>&nbsp;with India (<a href=\"https:\/\/www.airuniversity.af.edu\/JIPA\/Display\/Article\/3859529\/#:~:text=Combined%2C%20these%20financing%20facilities%20meant,imports%20from%20India%20that%20year.\">a key creditor<\/a>&nbsp;to Sri Lanka during the 2022 economic crisis), to invest in infrastructure in the island.<\/p>\n\n\n\n<p>For Sri Lankans hoping that his government generates domestic employment and promotes domestic industrial development for poverty alleviation, lack of prioritisation from Dissanayake is a potential cause for disillusionment.<\/p>\n\n\n\n<p><strong>Buddhist nationalism<\/strong><\/p>\n\n\n\n<p>Economic recovery in Sri Lanka also depends on social cohesion. For Dissanayake, the key challenge there is to address prevalent&nbsp;<a href=\"https:\/\/www.9dashline.com\/article\/how-buddhist-nationalism-is-shaping-sri-lanka-domestic-and-foreign-policy\">Sinhalese Buddhist nationalism<\/a>, which has simmered during the Rajapaksa era.<\/p>\n\n\n\n<p>The ideology considers the island&#8217;s Sinhalese Buddhist majority population as a dominant race&nbsp;<a href=\"https:\/\/www.eastwestcenter.org\/publications\/sinhalese-buddhist-nationalist-ideology-implications-politics-and-conflict-resolution-s\">at the expense<\/a>&nbsp;of minorities such as Tamils, Muslims and Christians. It was weaponised by politicians such as Junius&nbsp;<a href=\"https:\/\/books.google.com.pk\/books?id=gTXexKylNqAC&amp;pg=PA136&amp;redir_esc=y#v=onepage&amp;q&amp;f=false\">Jayewardene to target Tamils<\/a>&nbsp;in the early 1980s and in 2018 by the&nbsp;<a href=\"https:\/\/thediplomat.com\/2018\/03\/sri-lankas-anti-muslim-violence\/\">Bodu Bala Sena<\/a>&nbsp;(BBS), a Buddhist extremist organisation which used it&nbsp;<a href=\"https:\/\/www.euronews.com\/2018\/03\/06\/sri-lanka-declares-state-of-emergency-as-mobs-attack-muslim-communities\">to target Muslims<\/a>&nbsp;during the 2018 riots.<\/p>\n\n\n\n<p>,,<\/p>\n\n\n\n<p>In short, Dissanayake must adopt pragmatism on economics in Sri Lanka and heal community misgivings through politics of accommodation.<\/p>\n\n\n\n<p>While Dissanayake has&nbsp;<a href=\"https:\/\/www.aa.com.tr\/en\/asia-pacific\/marxist-leaning-anura-kumara-dissanayake-sri-lankas-new-president-makes-call-for-unity\/3337553\">called for unity<\/a>&nbsp;among all religious and ethnic groups in Sri Lanka, his previous Janatha Vikumthi Peramuna (JVP) party which is now part of the NPP, campaigned on a Sinhalese nationalist platform and has&nbsp;<a href=\"https:\/\/apnews.com\/article\/sri-lanka-dissnayake-marxist-president-b451271b4bd9bf4318a76b599fe9d0b0\">a fractious relationship<\/a>&nbsp;with Tamils.<\/p>\n\n\n\n<p>Also, while campaigning in 2024,&nbsp;<a href=\"https:\/\/apnews.com\/article\/sri-lanka-dissnayake-marxist-president-b451271b4bd9bf4318a76b599fe9d0b0\">he rejected devolving<\/a>&nbsp;centralised power to the north and east of the island, where the majority of Tamils live. On the question of Indian Tamils living in Sri Lanka, his JVP&nbsp;<a href=\"https:\/\/www.theweek.in\/theweek\/more\/2024\/09\/28\/anura-kumara-dissanayake-sri-lanka-marxist-leader-president.html\">previously denounced them<\/a>&nbsp;as a &#8220;fifth column&#8221; and an instrument of Indian expansionism.<\/p>\n\n\n\n<p>For him to bury the hatchet, Dissanayake must do more to accommodate Tamil grievances, including spearheading investigations into human rights abuses&nbsp;<a href=\"https:\/\/ijrcenter.org\/2015\/09\/22\/un-report-highlights-human-rights-violations-in-sri-lanka-and-urges-creation-of-hybrid-court\/\">committed against them<\/a>&nbsp;by the Sri Lankan army during the war. Also, his approach towards the country&#8217;s Muslims, who<a href=\"https:\/\/www.theguardian.com\/world\/2018\/mar\/06\/sri-lanka-declares-state-of-emergency-after-communal-violence\">&nbsp;have been targeted<\/a>&nbsp;by far-right Buddhist extremists, must be different from Rajapaksa, with measures such as banning the BBS put in place.<\/p>\n\n\n\n<p>In short, Dissanayake must adopt pragmatism on economics in Sri Lanka and heal community misgivings through politics of accommodation.<\/p>\n\n\n\n<p>Only then can he reverse Sri Lanka&#8217;s decline.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Hamzah Rifaat Courtesy TRTWorld The pro-Marxist official faces the daunting task of addressing a severe economic crisis while uniting a divided nation.
