{"id":146949,"date":"2024-12-29T17:54:54","date_gmt":"2024-12-30T00:54:54","guid":{"rendered":"https:\/\/www.lankaweb.com\/news\/items\/?p=146949"},"modified":"2024-12-29T17:54:54","modified_gmt":"2024-12-30T00:54:54","slug":"us-european-universities-block-asian-african-students-from-advanced-technology","status":"publish","type":"post","link":"https:\/\/www.lankaweb.com\/news\/items\/2024\/12\/29\/us-european-universities-block-asian-african-students-from-advanced-technology\/","title":{"rendered":"US &amp; European Universities Block Asian &amp; African Students from Advanced\u00a0Technology"},"content":{"rendered":"<h2><span style=\"color: #0000ff;\"><em><a style=\"color: #0000ff;\" href=\"https:\/\/eesrilanka.wordpress.com\/\" data-rich-text-format-boundary=\"true\">e-Con e-News<\/a><\/em><\/span><\/h2>\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/eesrilanka.wordpress.com\/wp-content\/uploads\/2024\/12\/e24d28.png?w=576\" alt=\"\"\/><\/figure>\n\n\n\n<p>blog: eesrilanka.wordpress.com<\/p>\n\n\n\n<p>\u2018<em>Before you study the economics, study the economists!<\/em>\u2019<\/p>\n\n\n\n<p><strong>e-Con e-News 22-28 December 2024<\/strong><\/p>\n\n\n\n<p>*<\/p>\n\n\n\n<p><em>In 1770, William Pitt the Elder (then Earl of Chatham), \u2018made uneasy<\/em><\/p>\n\n\n\n<p><em>by the first manufacturing attempts of the New Englanders, declared that<\/em><\/p>\n\n\n\n<p><em>the colonies should not be permitted to manufacture so much as a horseshoe nail\u2019<\/em><\/p>\n\n\n\n<p>\u2013 Ha-Joon Chang,&nbsp;<em>Kicking Away the Ladder<\/em><\/p>\n\n\n\n<p>*<\/p>\n\n\n\n<p>\u2018Intelligence agencies have been pushing universities:<\/p>\n\n\n\n<p>The Swiss Federal Intelligence Agency\u2019s Technopole Program<\/p>\n\n\n\n<p>wants universities to implement knowledge security\u2019<\/p>\n\n\n\n<p>*<\/p>\n\n\n\n<p>\u2018The securitization trend coincides with the decreasing share of the US,<\/p>\n\n\n\n<p>the EU, &amp; OECD countries in&nbsp;<strong>global research &amp; innovation<\/strong>,<\/p>\n\n\n\n<p>&amp; a&nbsp;<strong>rising weight of the global South<\/strong>, with China leading the way.\u2019<\/p>\n\n\n\n<p>(see&nbsp;<strong><em>ee Focus<\/em><\/strong>)<\/p>\n\n\n\n<p>*<\/p>\n\n\n\n<p>The US demand to&nbsp;<strong>block certain university subjects<\/strong>&nbsp;to Asian &amp; African students, is being meekly followed by Europe, led by England, rear and tail wagging, despite loud proclamations about \u2018free trade\u2019 &amp; \u2018free enquiry\u2019 and \u2018geopolitical neutrality.\u2019 Luckily for them, while Sri Lanka is not on the lengthening list of countries sanctioned, we can assume that few Sri Lankan students even aim to take on such \u2018sensitive\u2019 modern industrial subjects, let alone enable such \u2018<strong>undesirable knowledge transfer<\/strong>\u2019. The starker truth is that the imperialists have always wished to prevent any type of modern industrialization in our countries:<\/p>\n\n\n\n<p>*<\/p>\n\n\n\n<p>\u2018Yet&nbsp;<strong>everything can be military<\/strong>&nbsp;in an engineering school:<\/p>\n\n\n\n<p>\u2026Cybersecurity, robotics, drones , chemistry \u2013<\/p>\n\n\n\n<p>chemical weapons, applied math, artificial intelligence\u2026<\/p>\n\n\n\n<p><strong><em>Almost all lessons can have dual applications<\/em><\/strong>.\u2019<\/p>\n\n\n\n<p>*<\/p>\n\n\n\n<p>Citing \u2018research security\u2019 concerns, universities are vetting engineering &amp; science students from certain countries, as demanded by the US &amp; European Union governments. Universities have to provide \u2018a detailed outline\u2019 of its rules for foreign students applying for masters and doctoral degrees in applied research areas, as well as for invitations to \u2018scientific guests\u2019 and new staff appointments. They are also designating certain universities in Asia, blocking their graduates from further study abroad. Many of these now-verboten technologies were in fact developed by the sweat and tears and blood of Asians and Africans.<\/p>\n\n\n\n<p>Meanwhile all the US government NGOs, their thinktanks and economists sing the praises of mythical \u2018<strong>free trade<\/strong>\u2019 while vehemently opposing industrialization. The US online business journal and \u2018lip service\u2019&nbsp;<em>EconomyNext<\/em>&nbsp;in Sri Lanka, mostly fabricated by AI algorithms and full of errors, has taken to claiming that \u2018Karl Marx, Engels would have approved Sri Lanka Rice Imports for Working Class\u2019 (see&nbsp;<strong><em>ee Random Notes<\/em><\/strong>). This is of course just not as simple as that, let alone true. Firstly, Sri Lanka is dominated not by the state-protected mafias but by multinational monopolies like England\u2019s Unilever and the USA\u2019s Proctor &amp; Gamble, and Ceylon Tobacco Co. and US Exxon, etc. Secondly,&nbsp;<strong>Marx &amp; Engels show how the early English \u2018free-traders\u2019 &amp; \u2018protectionists\u2019 worked in tandem to promote slavery<\/strong>, Black &amp; white; sell bread with fecal matter (they called it \u2018<em>sophistication<\/em>\u2019!), employ children under 10, and prevent any reduction in work hours, and to oppose trade unions. Two years after the so-called \u2018Victory of Free Trade\u2019 in England, the English state then perpetrated their genocide on the lands of the Sinhala in 1848 \u2026 So much for laissez-faire (see&nbsp;<strong><em>ee Focus<\/em><\/strong>).<\/p>\n\n\n\n<p>*<\/p>\n\n\n\n<p>Welcome to the 350<sup>th<\/sup>&nbsp;(almost weekly edition) of&nbsp;<strong><em>e-Con e-News<\/em><\/strong>, which we began in dedication to the work of&nbsp;<strong>SBD de Silva<\/strong>, as expressed in his classic&nbsp;<strong><em>The Political Economy of Underdevelopment<\/em><\/strong>, published in England in 1982. Ironically, in that very same year \u2013 rather coincidentally and we dare say, in astrological congruence \u2013 the English also published another&nbsp;<strong><em>The Political Economy of Underdevelopment<\/em><\/strong><em>&nbsp;<\/em>by India\u2019s&nbsp;<strong>Amiya Kumar Bagchi<\/strong>. Eleven years earlier, Hungary\u2019s&nbsp;<strong>Akademiai Kiado<\/strong>&nbsp;had published&nbsp;<strong>Thomas Szentes<\/strong>\u2019&nbsp;<strong><em>The Political Economy of Underdevelopment<\/em><\/strong>, in 1971. It turns out, scholars from the socialist bloc in Eastern Europe and Central Asia had developed their own analysis of neo-colonial mechanisms in the world economy, and the role of internal class structure in the Global South.<\/p>\n\n\n\n<p>Soviet political economist&nbsp;<strong>Sergei Tyulpanov<\/strong>, for instance, argued that the state had to isolate those domestic forces hindering industrialization (<strong>feudal landlords<\/strong>&nbsp;and&nbsp;<strong>merchant capital&nbsp;<\/strong>\u2013 mafias, anyone?) and create a strong public sector while encouraging the progressive potential of the national bourgeoisie in a private sector. Within this strategy of <strong>non-capitalist development<\/strong>, it was crucial that national-democratic parties take charge and not relinquish political power to the bourgeoisie. It turns out that&nbsp;<strong>SBD De Silva<\/strong>\u2019s thesis and criticism of \u2018dependency theory\u2019 was also the position of many Soviet scholars: the ruling merchant and moneylender class in Sri Lanka is thrilled be the house-slave for the English industrial bourgeoisie, as their commercial puppy dog.
