In 2023, a deceptively packaged proposal was tabled to amend Section 365 and fully repeal Section 365A<\/strong> of Sri Lanka\u2019s Penal Code \u2014 laws that currently criminalize unnatural sexual acts<\/strong> and gross indecency<\/strong>. LGBTQIA+ lobbyists and their foreign-funded backers claimed these were colonial relics\u201d and tools of discrimination.\u201d This is an outright falsehood. A legal Trojan Horse. A weaponized lie to justify their lobbying.<\/strong><\/p>\n\n\n\n

These lobbyists are not pursuing equality \u2014 they are hijacking Sri Lanka\u2019s legal system<\/strong> to decriminalize all forms of homosexuality, erase protections for children, and break down religious, cultural, and moral safeguards<\/strong> that have protected society for generations. They are not even bothered about adults sexually abusing children to satisfy their lusts.<\/p>\n\n\n\n

What Rewriting Penal Code 365 Really Means:<\/h2>\n\n\n\n

1. Decriminalize Homosexuality in All Forms<\/strong><\/h3>\n\n\n\n

By removing the words man\u201d and woman\u201d from Section 365, the rewritten version proposed in 2023 which the Human Rights Commission of Sri Lanka is now recommending removes any criminal penalty<\/strong> for any unnatural sexual act \u2014 regardless of context, setting, or potential for harm. The lame excuse that this abuse is covered in other acts omits to accepts that only in 365\/365A does the crime specifically cover same-sex sexual abuse. In other provisions, the lawyers would need to argue the case & everything would boil down to interpretations. The disadvantage would always be with the victim.<\/p>\n\n\n\n

What rewriting Penal Code 365 actually means:<\/strong><\/p>\n\n\n\n

    \n
  • Male-male, female-female, and nonbinary sexual acts \u2014 allfully legalized<\/strong>.<\/li>\n\n\n\n
  • Anal and oral sex<\/strong>\u2014 formerly prosecutable under 365 \u2014\u00a0now protected<\/strong>\u00a0by law.<\/li>\n\n\n\n
  • Only bestiality remains penalized. Every other human-to-human act \u2014no matter how unnatural, exploitative, or immoral \u2014 becomes fair game<\/strong>.<\/li>\n<\/ul>\n\n\n\n

    Bottom line:<\/strong>
    Does the above remotely cover discrimination or does it advocate lust? This is not about ending discrimination. This is about enshrining any form of homosexual conduct as untouchable<\/strong> in the law \u2014 regardless of age, setting, or consequence.<\/p>\n\n\n\n

    2. Erase Protections for Male Children (particularly under 365A)<\/strong><\/h3>\n\n\n\n

    Section 365A is one of the few legal shields<\/strong> male children have in Sri Lanka against predators. Rather than repeal this entirely as was the 2023 proposal, this should be amended to include female & 365A should be further strengthened. However, the Human Rights Commission Sri Lanka appears to want to remove this safeguard too.<\/p>\n\n\n\n

    If 365A is repealed:<\/strong><\/p>\n\n\n\n

      \n
    • Indecent behavior<\/strong>, grooming, and coercive acts toward boys \u2014 such as exposing, touching, or verbal abuse \u2014 will no longer be punishable unless statutory rape can be proven.<\/li>\n\n\n\n
    • Underage male victims<\/strong>lose legal recourse unless a full sexual assault with penetration occurs \u2014 a near-impossible standard in many real-life abuse cases.<\/li>\n<\/ul>\n\n\n\n

      Bottom line:<\/strong>
      This is legal disarmament<\/strong> of the system meant to protect boys from abuse in homes, schools, temples, churches, and tuition centers. It\u2019s open season on male children<\/strong>, and the LGBTQIA+ lobby knows it<\/strong>.<\/p>\n\n\n\n

      Presenting 365A as a discrimination\u201d the LGBTIQA lobbyists want to completely remove this provision. HRCSL are also happy to oblige. Once again look at the list of prominent names who are also agreeable!<\/p>\n\n\n\n

      3. Remove Legal Safeguards in Schools, Hostels, and Orphanages<\/strong><\/h3>\n\n\n\n

      Sections 365 and 365A currently empower authorities to monitor and prosecute sexual misconduct<\/strong>. The repeal will strip away these powers<\/strong>.<\/p>\n\n\n\n

      What\u2019s at stake:<\/strong><\/p>\n\n\n\n

        \n
      • Hostel wardens, principals, clergy, and matronslose legal grounds to intervene<\/strong>\u00a0unless rape is proven.<\/li>\n\n\n\n
      • Indecent exposure, molestation, and grooming in orphanages and schools?No longer prosecutable.<\/strong><\/li>\n\n\n\n
      • Same-sex sexual experimentation or coercion in boarding facilities?Now protected behavior.<\/strong><\/li>\n<\/ul>\n\n\n\n

        Bottom line:<\/strong>
        Children in institutional care become sitting ducks<\/strong>, while the system looks away \u2014 not out of ignorance, but because the law now forbids action<\/strong>. How can HRCSL even recommend such?<\/p>\n\n\n\n

        4. Open the door to Foreign Ideologies that contradict Sri Lanka\u2019s Cultural & Religious Values<\/strong><\/h3>\n\n\n\n

        Let us be clear:
        This is not a domestic legal reform. This is a foreign ideological coup.<\/strong><\/p>\n\n\n\n

        These laws are being rewritten under direct pressure from foreign-funded NGOs, Western embassies, UN agencies, and LGBTQIA+ global lobby groups<\/strong>.<\/p>\n\n\n\n

        Their goal is to:<\/p>\n\n\n\n

          \n
        • Introducegender-fluid education<\/strong>\u00a0in schools (how bizarre to even promote the idea that a person is neither male nor female \u2013 those promoting such need immediate mental appraisal)<\/li>\n\n\n\n
        • Legalizesame-sex marriage<\/strong><\/li>\n\n\n\n
        • Normalizeminors undergoing gender transition (the West is now reversing having experienced the dangers)<\/strong><\/li>\n\n\n\n
        • Punish cultural dissent as hate speech\u201d \u2013 this new term was specifically introduced to silent the sane voices<\/li>\n<\/ul>\n\n\n\n

          Bottom line:<\/strong>
          This isn\u2019t modernization \u2014 it\u2019s moral invasion.<\/strong> It\u2019s a hostile cultural takeover \u2014 by stealth \u2014 disguised as human rights.\u201d It is an attack on the nation\u2019s Buddhist, Hindu, Islamic, and Christian foundations.<\/strong><\/p>\n\n\n\n

          Expose the Lobbyists \u2014 Call Out the Cowards<\/strong><\/h2>\n\n\n\n

          \"\"<\/figure>\n\n\n\n

          Let it be stated without apology<\/strong>:<\/p>\n\n\n\n

          The lobbyists behind this scheme \u2014 both local and foreign \u2014 have deceived the Sri Lankan people, misled the President, manipulated the Cabinet<\/strong>, and attempted to outmaneuver the legal system<\/strong> by using human rights\u201d as a mask to push a foreign agenda<\/strong>.<\/p>\n\n\n\n

          • They haveexploited children\u2019s rights rhetoric<\/strong>\u00a0to promote sexual permissiveness.<\/li>\n\n\n\n
          • They haveshamed the public into silence<\/strong>, using Western media tools.<\/li>\n\n\n\n
          • They haveinfiltrated law faculties, civil society groups, and public discourse<\/strong>\u00a0to normalize what is not normal.<\/li>\n<\/ul>\n\n\n\n

            They have lied. And now they must be named, shamed, and held accountable.<\/strong><\/p>\n\n\n\n

            This is not progress.\u201d This is cultural betrayal<\/strong>, and the Sri Lankan people must rise with clarity and courage<\/strong> to reject this ideological blackmail.<\/strong><\/p>\n\n\n\n

            This Is Not Reform \u2014 It\u2019s Surrender<\/h2>\n\n\n\n

            Repealing or rewriting Penal Code Sections 365 and 365A is:<\/p>\n\n\n\n

            • Not about ending discrimination \u2013 Police statistics prove a non-existent discrimination\u201d<\/li>\n\n\n\n
            • Not supported by crime data or judicial necessity<\/li>\n\n\n\n
            • Not requested by the general public<\/li>\n\n\n\n
            • Not aligned with any religious or cultural value in Sri Lanka<\/li>\n<\/ul>\n\n\n\n

              It is<\/strong> a legal gateway to:<\/p>\n\n\n\n

              • Legalize homosexuality without restriction<\/li>\n\n\n\n
              • Remove protections for boys and minors<\/li>\n\n\n\n
              • Strip institutions of authority and discipline<\/li>\n\n\n\n
              • Import Western ideologies that collapse societies<\/li>\n<\/ul>\n\n\n\n
