Background<\/strong><\/p>\n\n\n\n<p>\u00b7&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The LTTE is a&nbsp;<strong>proscribed terrorist organisation<\/strong>&nbsp;in Sri Lanka, the UK, EU, US, and 32 other countries.<\/p>\n\n\n\n<p>\u00b7&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Banning a terrorist organisation automatically bans&nbsp;<strong>all terrorist-related symbols<\/strong><strong>. All LTTE-related symbols \u2014 flags, logos, portraits, the<\/strong><strong>&nbsp;<\/strong><em><strong>Karthigaipoo<\/strong><\/em><strong>&nbsp;<\/strong><strong>flower,<\/strong><strong>&nbsp;<\/strong><em><strong>Lebbek\/Vahai<\/strong><\/em><strong>&nbsp;<\/strong><strong>tree, and other emblems \u2014<\/strong><strong>&nbsp;<\/strong><strong>must also be legally banned<\/strong><strong>&nbsp;<\/strong><strong>in every country that continues to ban the LTTE.<\/strong><\/p>\n\n\n\n<p>\u00b7&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Photographic and video evidence shows these symbols being&nbsp;<strong>publicly displayed in Geneva in September 2025<\/strong>, adjacent to UN premises and during UNHRC sessions.<\/p>\n\n\n\n<p><strong>2. Legal Context<\/strong><\/p>\n\n\n\n<p>\u00b7&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<strong>Swiss Law:<\/strong>&nbsp;<strong>Articles 260bis<\/strong>&nbsp;and related provisions of the Swiss Criminal Code prohibit support, glorification, or promotion of te rrorism.&nbsp;<\/p>\n\n\n\n<p>Does the public display of LTTE symbols constitute such prohibited acts?<\/p>\n\n\n\n<p>\u00b7\u00a0\u00a0\u00a0\u00a0<strong>UN Responsibilities:<\/strong>&nbsp;<\/p>\n\n\n\n<p>Under the&nbsp;<strong>UN Headquarters Agreement<\/strong>&nbsp;and consistent with&nbsp;<strong>UN Security Council Resolutions<\/strong>, Switzerland, as the host country, is obligated to ensure that domestic laws prohibiting the glorificati on of terrorism are upheld within its territory, including areas adjacent to UN premises. Allowing the display of symbols associated with proscribed terrorist organizations may contravene these obligations.&nbsp;<\/p>\n\n\n\n<p>Who has given authority for LTTE, a banned organisation to flaunt terror insignia within or near UN premises?<\/p>\n\n\n\n<p>\u00b7&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<strong>International Counter-Terrorism Obligations:<\/strong>&nbsp;<\/p>\n\n\n\n<p>Switzerland, as a UN member, is obliged under&nbsp;<strong>UNSC Resolutions 1373 and 1267<\/strong>&nbsp;to preve nt support for terrorist groups.&nbsp;<\/p>\n\n\n\n<p>Why has Swiss police not taken action against pro-LTTE insignia &amp; events in Geneva?<\/p>\n\n\n\n<p><strong>3. It also&nbsp;<strong>renders reconciliation mechanisms demanded by UN\/UNHRC meaningless<\/strong>.<\/p>\n\n\n\n<p><strong>4.
