{"id":155168,"date":"2026-03-15T16:36:29","date_gmt":"2026-03-15T23:36:29","guid":{"rendered":"https:\/\/www.lankaweb.com\/news\/items\/?p=155168"},"modified":"2026-03-15T16:36:29","modified_gmt":"2026-03-15T23:36:29","slug":"questionable-qr","status":"publish","type":"post","link":"https:\/\/www.lankaweb.com\/news\/items\/2026\/03\/15\/questionable-qr\/","title":{"rendered":"Questionable QR"},"content":{"rendered":"<h2><span style=\"color: #0000ff;\"><em>Dr Sarath Obeysekera<\/em><\/span><\/h2>\n\n\n<p>This is just an assumption for decision makers to be watchful information and Communication Technology Agency of Sri Lanka (ICTA) cannot legally change fuel QR quota allocations for personal interests in Sri Lanka.<\/p>\n\n\n\n<p>But\u00a0How the QR Fuel System Worked<\/p>\n\n\n\n<p>The National Fuel Pass (QR system) was introduced in 2022 during the fuel crisis by the Ministry of Power and Energy, with the technical platform built by ICTA.&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Each vehicle received a QR code after registration.<\/li>\n\n\n\n<li>Fuel quota was assigned based on vehicle category (car, motorcycle, bus, etc.).<\/li>\n\n\n\n<li>Fuel stations scanned the QR code and the system allowed only the remaining quota to be pumped.\u00a0<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Who Decides the Quota<\/h3>\n\n\n\n<p>The policy decision (how many litres per week) is made by the Ministry of Power and Energy, not ICTA.(is re named now )&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-wp-embed is-provider-economynext wp-block-embed-economynext\"><div class=\"wp-block-embed__wrapper\">\n<blockquote class=\"wp-embedded-content\" data-secret=\"a6p2ZpWpId\"><a href=\"https:\/\/economynext.com\/sri-lanka-to-replace-icta-with-govtech-222903\/\">Sri Lanka to replace ICTA with GovTech<\/a><\/blockquote><iframe loading=\"lazy\" class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" style=\"position: absolute; visibility: hidden;\" title=\"&#8220;Sri Lanka to replace ICTA with GovTech&#8221; &#8212; EconomyNext\" src=\"https:\/\/economynext.com\/sri-lanka-to-replace-icta-with-govtech-222903\/embed\/#?secret=Rzob27walm#?secret=a6p2ZpWpId\" data-secret=\"a6p2ZpWpId\" width=\"500\" height=\"282\" frameborder=\"0\" marginwidth=\"0\" marginheight=\"0\" scrolling=\"no\"><\/iframe>\n<\/div><\/figure>\n\n\n\n<p>ICTA\u2019s role is technical only\u2014running the digital platform.So:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>ICTA cannot independently change quotas.<\/li>\n\n\n\n<li>Any quota change must come from government policy decisions.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Could Someone Manipulate It?<\/h3>\n\n\n\n<p>In theory:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Unauthorized changes would require access to the central system and government authorization.<\/li>\n\n\n\n<li>Such action would be illegal and traceable because transactions are logged when QR codes are scanned.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Important Update<\/h3>\n\n\n\n<p>The QR fuel quota system was abolished in September 2023 when fuel supply stabilized, so the system is not currently used in Sri Lanka.&nbsp;<\/p>\n\n\n\n<p>Conclusion:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>ICTA cannot change QR allocations for personal interest.<\/li>\n\n\n\n<li>Only the government (Ministry of Power &amp; Energy) could change quotas officially.<\/li>\n\n\n\n<li>Any personal manipulation would be illegal abuse of the system.<\/li>\n<\/ul>\n\n\n\n<p>Ps<\/p>\n\n\n\n<p>During the period of bankrupcy may be politicians were changing the data ?<\/p>\n\n\n\n<p>Worth auditing&nbsp;<\/p>\n\n\n\n<p>Regards<br><br>Dr Sarath Obeysekera<\/p>\n\n\n\n<p><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Dr Sarath Obeysekera This is just an assumption for decision makers to be watchful information and Communication Technology Agency of Sri Lanka (ICTA) cannot legally change fuel QR quota allocations for personal interests in Sri Lanka.
