{"id":155263,"date":"2026-03-20T17:01:17","date_gmt":"2026-03-21T00:01:17","guid":{"rendered":"https:\/\/www.lankaweb.com\/news\/items\/?p=155263"},"modified":"2026-03-20T17:01:17","modified_gmt":"2026-03-21T00:01:17","slug":"father-cyril-gaminis-8-questions-but-where-is-the-evidence","status":"publish","type":"post","link":"https:\/\/www.lankaweb.com\/news\/items\/2026\/03\/20\/father-cyril-gaminis-8-questions-but-where-is-the-evidence\/","title":{"rendered":"Father Cyril Gamini\u2019s 8 Questions\u2026 But where is the evidence?"},"content":{"rendered":"<h2><span style=\"color: #0000ff;\"><em>Shenali D Waduge<\/em><\/span><\/h2>\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter\"><img decoding=\"async\" src=\"https:\/\/www.shenaliwaduge.com\/wp-content\/uploads\/2026\/03\/Screenshot-2026-03-20-at-19.54.32.png\" alt=\"\" class=\"wp-image-6940\"\/><\/figure>\n<\/div>\n\n\n<p>A critical look at the claims following April 2024 when&nbsp;Father Cyril Gamini&nbsp;addressed the media after appearing before the&nbsp;Criminal Investigation Department&nbsp;on 19 April 2024, he presented what he described as 8 facts with sources\u201d relating to the Easter Sunday attacks.<\/p>\n\n\n\n<p>What follows is a systematic evaluation of each claim against known operational facts, intelligence records, and forensic evidence.<\/p>\n\n\n\n<p><a href=\"https:\/\/www.facebook.com\/reel\/1106057787267792\">https:\/\/www.facebook.com\/reel\/1106057787267792<\/a>&nbsp;&nbsp;(19 April 2024)<\/p>\n\n\n\n<p>Take away the rhetoric, and what remains?<\/p>\n\n\n\n<p>Not facts.<br>Not evidence.<br>But questions\u2014layered upon assumptions, presented to the public as truth.<\/p>\n\n\n\n<p>Let us examine these eight points not emotionally, but logically.<\/p>\n\n\n\n<p>If these are Facts\u201d\u2026 Then why are they Questions?<\/p>\n\n\n\n<p>If these are truly&nbsp;<em>facts<\/em>, then:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Why is each point framed as a question?<\/li>\n\n\n\n<li>Why is there no direct attribution?<\/li>\n\n\n\n<li>Where are the sources he claims to have submitted?<\/li>\n<\/ul>\n\n\n\n<p>A fact\u201d identifies.<br>A fact\u201d proves.<br>A fact\u201d withstands scrutiny.<\/p>\n\n\n\n<p>What we have instead are&nbsp;gaps being presented as conclusions.<\/p>\n\n\n\n<p>If a jacket in Vavunativu Matters\u2026 then where is the Connection to Easter Sunday attacks?<\/p>\n\n\n\n<p>If the presence of a jacket near the&nbsp;Vavunativu&nbsp;crime scene is significant\u2014<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>How does it identify a mastermind?<\/li>\n<\/ul>\n\n\n\n<p>If no such connection is established, then:<\/p>\n\n\n\n<p>It is not evidence.<br>It is distraction \u2013 A disconnected clue without linkage to the Easter attacks is not evidence\u2014it is noise.<\/p>\n\n\n\n<p>More importantly, key individuals already identified in investigations are conspicuously absent from these questions.\u201d<\/p>\n\n\n\n<p>Why wasn\u2019t the name of Milhan mentioned \u2013 he was the one who killed the 2 policemen on Zaharan\u2019s instructions, the same Milhan who shot &amp; crippled Taslim for pointing the Wanathavilluwa facility (coordinating secretary of Kabir Hashim). Milhan was a member of the military wing of the SL IS branch. By 2018 Milhan was put in charge of a secret investigation group in August 2018 tasked to get location details on Colombo navy headquarters, Police headquarters and police stations across Colombo.<\/p>\n\n\n\n<p>If Zahran needed a Mastermind\u201d\u2026 Why was he running a Nationwide Terror Network?<\/p>\n\n\n\n<p>If a hidden mastermind existed, then:<\/p>\n\n\n\n<p>Why was&nbsp;Zahran Hashim&nbsp;already:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Recruiting<\/li>\n\n\n\n<li>Training<\/li>\n\n\n\n<li>Indoctrinating<\/li>\n\n\n\n<li>Planning<\/li>\n\n\n\n<li>Coordinating<\/li>\n<\/ul>\n\n\n\n<p><strong>across multiple districts for years?<\/strong><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><\/h3>\n\n\n\n<p>Documented Training Footprint (2017\u20132018)<\/p>\n\n\n\n<p>Evidence shows Zahran personally led or supervised&nbsp;<strong>repeated training camps<\/strong>:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Kattankudy (Eastern Province)<\/strong>\n<ul class=\"wp-block-list\">\n<li>indoctrination sessions<\/li>\n\n\n\n<li>Weekly IS + Caliphate lectures<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Thashila Holiday Resort (March\u2013May 2018)<\/strong>\n<ul class=\"wp-block-list\">\n<li>Multiple camps<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Training on:\n<ul class=\"wp-block-list\">\n<li>Explosives<\/li>\n\n\n\n<li>Firearms<\/li>\n\n\n\n<li>IS ideology<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Shimla area (July\u2013August 2018)<\/strong>\n<ul class=\"wp-block-list\">\n<li>20\u201340 recruits per session<\/li>\n\n\n\n<li>Practical weapons + bomb training<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Nuwara Eliya (October 2018 \u2013 Blue Eye Inn)<\/strong>\n<ul class=\"wp-block-list\">\n<li>~20\u201325 recruits<\/li>\n\n\n\n<li>Expansion beyond Eastern Province<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Sippikulama &amp; Wanathawilluwa (2018\u20132019)<\/strong>\n<ul class=\"wp-block-list\">\n<li>Weapons storage<\/li>\n\n\n\n<li>Bomb-making<\/li>\n\n\n\n<li>Safehouse operations<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Women\u2019s radicalization camp (July 2018)<\/strong>\n<ul class=\"wp-block-list\">\n<li>Indoctrinating families of operatives<\/li>\n\n\n\n<li>Preparing support ecosystem<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<p>These are not the actions of a puppet.<br>These are the actions of a&nbsp;<strong>network builder and operational leader<\/strong>.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><\/h3>\n\n\n\n<p>Structured Military Wing<\/p>\n\n\n\n<p>Zahran didn\u2019t just preach \u2014 he&nbsp;<strong>built a hierarchy<\/strong>:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Milhan<\/strong>\u2192 Military operations, assassinations<\/li>\n\n\n\n<li><strong>Hasthun<\/strong>\u2192 Master bomb-maker<\/li>\n\n\n\n<li><strong>Jameel<\/strong>\u2192 ISIS facilitator, recruitment, logistics<\/li>\n\n\n\n<li><strong>Naufer<\/strong>\u2192 Ideological + digital radicalization<\/li>\n<\/ul>\n\n\n\n<p>He even created:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>A<strong>secret investigation unit\u201d<\/strong>\u00a0(Aug 2018)<\/li>\n\n\n\n<li>Target mapping:\n<ul class=\"wp-block-list\">\n<li>Police HQ<\/li>\n\n\n\n<li>Navy HQ<\/li>\n\n\n\n<li>Colombo infrastructure<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><\/h3>\n\n\n\n<p>Digital Command &amp; Control<\/p>\n\n\n\n<p>Zahran\u2019s control extended online:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Facebook sermons calling for<strong>jihad and killing non-Muslims<\/strong><\/li>\n\n\n\n<li>Telegram group:<strong>Ansar Khilafah\u201d<\/strong>\u00a0(~200 members)<\/li>\n\n\n\n<li>Direct ISIS ideological alignment<\/li>\n<\/ul>\n\n\n\n<p>From the FBI affidavit:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><em>members of the group used encrypted messaging platforms to communicate with one another and with ISIS operatives\u201d<\/em><\/li>\n\n\n\n<li><em>devices\u2026 contained communications\u2026 linked to ISIS\u201d<\/em><\/li>\n<\/ul>\n\n\n\n<p>This is&nbsp;<strong>networked terrorism<\/strong>, not mystery control.<\/p>\n\n\n\n<p>Logical Conclusion<\/p>\n\n\n\n<p>If a man:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Trains recruits nationwide<\/li>\n\n\n\n<li>Builds a command structure<\/li>\n\n\n\n<li>Procures weapons<\/li>\n\n\n\n<li>Runs indoctrination pipelines<\/li>\n\n\n\n<li>Coordinates attacks<\/li>\n<\/ul>\n\n\n\n<p>Then he is not a passive instrument.<br>He is an operational leader on the ground.<\/p>\n\n\n\n<p>If an Email Address is Key\u2026 then who used It?<\/p>\n\n\n\n<p>If a foreign intelligence agency identified an IP address or email linked to&nbsp;Zahran Hashim\u2014how is this important to Father Cyril?<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>email proves only one thing: communication existed.<\/li>\n\n\n\n<li>It does not prove\u00a0who was behind Easter Sunday attacks<\/li>\n<\/ul>\n\n\n\n<p>How important is an email to asking questions about why Zaharan was not arrested if even a blue notice by Interpol and arrest by CTID was out from July 2018?<\/p>\n\n\n\n<p>Why not ask about how many videos Zaharan posted on facebook \u2013 calling for supporters to attack non-Muslims. Throughout 2019 leading to the Easter Attacks Zaharan had posted that he too would die in the name of jihad. On 10 April 2019, SIS head at the National Security Council meeting had referred to Zaharan\u2019s facebook uploads and his revenge on kafirs. Back in March 2017 Zaharan had posted on his facebook that it was mandatory for Muslims to wage jihad.<\/p>\n\n\n\n<p>Instead of asking an email \u2013 why didn\u2019t Father Cyril want to question for how long has Zaharan or radicalism been spreading across Sri Lanka. In early 2016 IS had declared Sri Lanka a part of its caliphate. These are open source facts. JMI and Salafi-Wahhabi entities were openly promoting extremism and exclusivism.<\/p>\n\n\n\n<p>In fact all the Muslim ministers ganged up against then Justice Minister Wijayadasa Rajapakse when he said in Parliament that 32 members of 4 families had gone to Syria to fight for ISIS. The Minister was accused of spreading hate speech when flagging these warning signs. The same bandwagon on Muslim MPs united and resigned when Bathurdeen was arrested following Easter Sunday attacks. Maybe everyone has forgotten these facts?<\/p>\n\n\n\n<p>The FBI agents affidavit also lists how Zaharan &amp; Co directly addresses&nbsp;<strong>electronic communications (including email and online messaging)<\/strong>&nbsp;between&nbsp;<strong>Zahran Hashim and his network<\/strong>. Zahran and associates communicated through:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><em>electronic communications, including email accounts, messaging applications, and social media platforms\u2026\u201d<\/em><\/li>\n\n\n\n<li><em>members of the group used encrypted messaging platforms to communicate with one another and with ISIS operatives.\u201d \u2013 what this means is that the communication channel was\u00a0<strong>known, traceable, and ideological (ISIS-linked)<\/strong>, not some unidentified external handler using a secret email\/IP.\u201d<\/em><\/li>\n<\/ul>\n\n\n\n<p>The affidavit explicitly states Zahran Hashim and others pledged allegiance to ISIS and were in contact with ISIS operatives through electronic means\u2026\u201d<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>digital devices recovered\u2026 contained communications, videos, and materials linked to ISIS\u2026\u201d<\/li>\n<\/ul>\n\n\n\n<p>On the issue of accounts (emails\/IPs), the affidavit clarifies that:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>accounts used in furtherance of the conspiracy were accessed by members of the group\u2026<\/li>\n\n\n\n<li>\u201dforensic work showed devices belonging to the attackers contained login credentials, communications, and records associated with these accounts.\u201d<\/li>\n<\/ul>\n\n\n\n<p>Meaning:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The email\/IP\u201d issue raised by Cyril Gamini is<strong>not mysterious<\/strong><\/li>\n\n\n\n<li>The accounts were<strong>operated by the attackers themselves or their immediate network<\/strong><\/li>\n<\/ul>\n\n\n\n<p>Critically, the affidavit&nbsp;<strong>does NOT assume an unknown third-party handler controlling them or a hidden mastermind\u201d.<\/strong><\/p>\n\n\n\n<p>Pre-attack coordination was via digital means the conspirators coordinated logistics, targets, and preparations through electronic communications\u2026\u201d \u2013 there is no trace of any shadow operator.<\/p>\n\n\n\n<p>Yet Father Cyril wants to know Who used the IP\/email address that maintained constant contact with Zahran?\u201d \u2013 if the emails+accounts were used by Zaharans own network, if communications were ISIS-linked and ideologically driven, if devices recovered contained their own credentials and data are all consistent with terrorist cell communication behavior this mystery email\/IP\u201d is a this mystery email\/IP\u201d is not supported by the available forensic evidence.<\/p>\n\n\n\n<p>Father Cyril should question the then AG and seek evidence for his grand conspiracy theory.<\/p>\n\n\n\n<p>If Father Cyril is implying Investigations were Misled\u2026then who Benefited?<\/p>\n\n\n\n<p>If the claim that investigations into Vavunativu killings were misdirected does it prove a conspiracy? Or more of institutional failure?<\/p>\n\n\n\n<p>If the State was orchestrating events \u2013 why would it mislead itself?<\/p>\n\n\n\n<p>If a Phone call was Received\u2026 Then who Called?<\/p>\n\n\n\n<p>If&nbsp;Abdul Latheef Jameel Mohamed&nbsp;received a phone call before his failed attempt\u2014<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Who made the call?<\/li>\n\n\n\n<li>What was said?<\/li>\n\n\n\n<li>Where are the call records?<\/li>\n<\/ul>\n\n\n\n<p>Call Detail Records (CDRs), tower dumps, and device forensics would definitively answer this\u2014have these been presented?<\/p>\n\n\n\n<p>Why not ask who brought Jameel to the hotel? Who provided his suicide kit? Why was he committing suicide?<\/p>\n\n\n\n<p>Exactly who is this Jameel? He was even summoned in April 2018 about propagating IS ideology by the CTID. Jameel had been involved with ISIS since 2014 and established the JMI in 2015. Jameel also had infiltrated the Save the Pearls charity for homeless children with aim to indoctrinate them. Jameel even facilitated recruits to travel to Iraq &amp; Syria to fight for IS. DMI identified him as a religious extremist and placed him under surveillance in December 2016<\/p>\n\n\n\n<p>If Intelligence Officers visited a Suspect\u2019s Home\u2026 Then is that Not Their Job?<\/p>\n\n\n\n<p>If intelligence officers visited Jameel\u2019s residence\u2014<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Was he not already a known extremist?<\/li>\n\n\n\n<li>Was he not under scrutiny?<\/li>\n<\/ul>\n\n\n\n<p>If security agencies follow suspects:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>That is investigation.<\/li>\n\n\n\n<li>Not collaboration.<\/li>\n<\/ul>\n\n\n\n<p>If we criminalize intelligence work, then:<\/p>\n\n\n\n<p>Are we saying security forces must not monitor suspects?<\/p>\n\n\n\n<p>Why should Father Cyril want to have the identities of the intel officers \u2013 was this not how the 2002 Millennium City debacle took place when a supposed fake threat on the then PM resulted in divulging the names &amp; Without it, the claim remains pure speculation.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><\/h3>\n\n\n\n<p>Contradiction in Logic<\/p>\n\n\n\n<p>If the attackers were already under surveillance, and multiple agencies issued&nbsp;<strong>repeated warnings<\/strong>&nbsp;about them:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>How could the same system simultaneously<strong>track, warn, and allow facilitation<\/strong>?<\/li>\n\n\n\n<li>The evidence shows<strong>monitoring and warning<\/strong>, not orchestration.<\/li>\n<\/ul>\n\n\n\n<p>What the Pattern actually Shows<\/p>\n\n\n\n<p>The documented pattern indicates:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Intelligence awareness<\/li>\n\n\n\n<li>Warnings issued<\/li>\n\n\n\n<li>Tracking over time<\/li>\n<\/ul>\n\n\n\n<p>This is&nbsp;<strong>evidence of a failure to act<\/strong>, not evidence of secret orchestration.<\/p>\n\n\n\n<p>Claims of covert facilitation require:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Operational links<\/li>\n\n\n\n<li>Verified communications<\/li>\n\n\n\n<li>Command responsibility<\/li>\n<\/ul>\n\n\n\n<p>Without these, the allegation&nbsp;<strong>collapses under its own weight<\/strong>.<\/p>\n\n\n\n<p>More importantly, none of these secret sensational stories can remove the fact that<\/p>\n\n\n\n<p>IF:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Zahran was known<\/li>\n\n\n\n<li>Zahran was tracked<\/li>\n\n\n\n<li>Zahran was reported repeatedly<\/li>\n<\/ul>\n\n\n\n<p>THEN:<br>The pattern points to intelligence failure or non-action<br>Not proof of a coordinated hidden conspiracy<\/p>\n\n\n\n<p>If the Entire Case Depends on One Man\u2026 Then where is his Evidence?<\/p>\n\n\n\n<p>Two of the eight points by Father Cyril rely entirely on claims by&nbsp;Asad Maulana.<\/p>\n\n\n\n<p>So let us ask:<\/p>\n\n\n\n<p>If his claims are true\u2014<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Why did he not testify before the\u00a0Presidential Commission of Inquiry?<\/li>\n\n\n\n<li>Why did he not give a statement to the CID?<\/li>\n\n\n\n<li>Why did he not present sworn evidence?<\/li>\n<\/ul>\n\n\n\n<p>Instead:<\/p>\n\n\n\n<p>His claims appear in a&nbsp;foreign-funded documentary by a notorious channel.<\/p>\n\n\n\n<p>If a man claims knowledge of mass murder but:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Does not go to the police<\/li>\n\n\n\n<li>Does not testify under oath<\/li>\n\n\n\n<li>Does not submit to cross-examination<\/li>\n<\/ul>\n\n\n\n<p>Then what is his claim worth? \u2013 it is not evidence, testimony but narrative.<\/p>\n\n\n\n<p>And if his claims fall\u2014then points 6 &amp; 7 collapse entirely.<\/p>\n\n\n\n<p>Claims not tested under oath remain allegations\u2014not evidence.<\/p>\n\n\n\n<p>Next Father Cyril wants to know \u2013 If Abu Hind\u201d Exists\u2026 then does it not Suggest Infiltration?<\/p>\n\n\n\n<p>If there was a figure known as Abu Hind\u201d above&nbsp;Zahran Hashim\u2014<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Who was he?<\/li>\n\n\n\n<li>Was he an extremist leader?<\/li>\n\n\n\n<li>Or an infiltrator?<\/li>\n<\/ul>\n\n\n\n<p>As per Rohan Gunaratna\u2019s book Sri Lanka Easter Sunday massacre since early 2018 a deputy IGP from the intelligence service of Tamil Nadu police, mounted an operation to infiltrate the IS Sri Lanka branch. It was said that undercover officer Abu Hind masqueraded as an IS leader and accessed Zahran through Rilwan\u201d.<\/p>\n\n\n\n<p>If foreign intelligence had penetrated Zaharan\u2019s network it indicates surveillance\/infiltration not control by local actors.<\/p>\n\n\n\n<p>Hope that ends Father Cyril\u2019s Abu-Hind conspiracy.<\/p>\n\n\n\n<p>If there was a Mastermind\u2026 Where is the Evidence?<\/p>\n\n\n\n<p>After all eight points, one question remains:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Where is the evidence of planning?<\/li>\n\n\n\n<li>Where is the proof of financing?<\/li>\n\n\n\n<li>Where is the chain of command?<\/li>\n<\/ul>\n\n\n\n<p>No evidentiary chain has been publicly demonstrated linking any alleged mastermind\u201d to operational control of the attackers except clear evidence of Zaharan being in control of the ground operations including training and propaganda.<\/p>\n\n\n\n<p>Years of investigations have already established:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>A radicalized network led by\u00a0Zahran Hashim<\/li>\n\n\n\n<li>Links to ISIS ideology<\/li>\n\n\n\n<li>Local recruitment, training, and execution<\/li>\n\n\n\n<li>The most important item is that on 29 June 2014 \u2013 Abu Bakr al-Baghdadi leader of ISIS announced a global caliphate and instructed followers to kill non-Muslims in countries where they resided. IS envisaged controlling territories including Sri Lanka by 2020. Sri Lanka was shown on the map as part of the Khorasan province.
