Cyril prove his 2021 allegation of Zaharan-Suresh Sallay link &amp; motive for all suicide bombers to be political not ideological"},"content":{"rendered":"<h2><span style=\"color: #0000ff;\"><em>Shenali D Waduge<\/em><\/span><\/h2>\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter\"><img decoding=\"async\" src=\"https:\/\/www.shenaliwaduge.com\/wp-content\/uploads\/2026\/04\/Screenshot-2026-04-18-at-21.44.23-1024x517.png\" alt=\"\" class=\"wp-image-6996\"\/><\/figure>\n<\/div>\n\n\n<p>Since May 2021, a sequence of public statements has attempted to reshape the understanding of the Easter Sunday attacks and promote a new narrative burying a critical factor that may contribute to future attacks if the indoctrination that Zaharan &amp; associates were subject to was not identified and remedial actions taken at a national level.<\/p>\n\n\n\n<p>The new narrative was initiated by:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Former Attorney GeneralDappula de Livera\u00a0referred to a\u00a0<strong>grand conspiracy\u201d<\/strong>\u00a0before leaving office in May 2021<\/li>\n<\/ol>\n\n\n\n<ol start=\"2\" class=\"wp-block-list\">\n<li>In October 2021, Cyril Gamini\u00a0publicly linked intelligence actors \u2014 naming\u00a0Suresh Sallay\u00a0as being linked to\u00a0Zahran Hashim<\/li>\n<\/ol>\n\n\n\n<ol start=\"3\" class=\"wp-block-list\">\n<li>In Aug-Sept 2023,Asad Maulana, through\u00a0Channel 4, advanced a narrative that the attacks were planned to\u00a0<strong>create chaos and change government<\/strong><\/li>\n<\/ol>\n\n\n\n<p>These claims intentionally or unintentionally<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Introduced new actors not named in any of the reports\/commissions to the narrative<\/li>\n\n\n\n<li>More dangerously the new narrative replaced the motive of the attacks<\/li>\n<\/ol>\n\n\n\n<p>If a new theory is being introduced while replacing the established motive 7 years after the attacks the burden to prove the new links to displace the existing demands powerful evidence not hearsay.<\/p>\n\n\n\n<p>Failure to do both renders the new narrative incomplete.<\/p>\n\n\n\n<p>Contradictions in the new narratives<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>If Zaharan was co-opted to commit suicide for regime change \u2013 how can Fr. Cyril &amp; Asad Maulana explain the decision to commit suicide of 10 or so others? Did the wife of Shangri-la suicide bomber commit suicide in Dematagoda killing her 2 children &amp; unborn baby for that same regime change?<\/li>\n<\/ul>\n\n\n\n<p>Did the 15 who died in Sainamaradu 4 days after the Easter Attacks also commit suicide for regime change?<\/p>\n\n\n\n<p>These incidents depict ideologically consistent suicide clusters. Indoctrinated individuals don\u2019t require external command to act. This removes any need for a central handler directing multiple suicide events.<\/p>\n\n\n\n<p>Anyone questioning this must present the command structure linking these actors to a political objective?<\/p>\n\n\n\n<p>No evidence has been presented of communication, command instructions, or coordination logs linking multiple attackers to any external controller.<\/p>\n\n\n\n<p>The Sainthamaruthu incident was not an operational attack\u2014it was a&nbsp;defensive mass suicide triggered by imminent arrest.<\/p>\n\n\n\n<p>This behavior is consistent with ISIS doctrine:&nbsp;<em>avoid capture, die as martyrs.<\/em><\/p>\n\n\n\n<p>Similar patterns have been observed globally in ISIS-linked cells:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Final stand \u2192 detonation<\/li>\n\n\n\n<li>No surrender \u2192 self-destruction<\/li>\n\n\n\n<li>Inclusion of women and children \u2192 ideological totalization<\/li>\n<\/ul>\n\n\n\n<p>This raises a decisive contradiction:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>A\u00a0political operation requires survivability, deniability, and post-event leverage<\/li>\n\n\n\n<li>A\u00a0mass suicide eliminates all assets, intelligence trails, and strategic value<\/li>\n\n\n\n<li>Which political operation designs a plan where every operative self-destructs\u2014including non-combatants?<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The father of 2 of the suicide brothers &amp; his daughter-in-law were not politically linked to the party assumed to be brought to power \u2013 the father was on the national list of the party that Zaharan campaigned to bring to power in 2015. In fact, the family was funding Zaharan\u2019s training &amp; safe houses \u2013 why would 3 members of this family fund and decide to commit suicide to bring an opponent to power?<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The funding pattern itself contradicts the conspiracy theory: Funding came from\u00a0within the network, not from an external handler\n<ul class=\"wp-block-list\">\n<li>Safehouses, logistics, and materials were\u00a0internally sustained<\/li>\n\n\n\n<li>No evidence has been presented of: state funding, covert transfers, intelligence-linked financial trails<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<p>This leads to a critical evidentiary gap:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Where is the financial link that connects this alleged operation\u201d to any state or intelligence actor?<\/li>\n<\/ul>\n\n\n\n<p>Because:<br>No modern covert operation exists without a financial trail. Absence of such contradicts claims of a state-linked operation.<\/p>\n\n\n\n<p>This contradiction strikes at the core of the regime-change theory:<\/p>\n\n\n\n<p>If the father, sons, daughter-in-law supporting one political party cannot logically decide to sacrifice their lives to enable another political party to power.<\/p>\n\n\n\n<p>What Fr. Cyril &amp; Asad are doing is selective focus on Zaharan &amp; alleged intelligence links against the former head of the intelligence.<\/p>\n\n\n\n<p>But they cannot sustain their argument unless they present evidence that the others who pledged to commit suicide at Span Towers, Mt. Lavinia before the attacks &amp; uploaded several videos of their allegiance to ISIS did so not for Al Bagdadi but to enable regime change.<\/p>\n\n\n\n<p>These were not symbolic gestures. They followed a&nbsp;standard ISIS bay\u2019ah (pledge) protocol:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>oath to\u00a0Abu Bakr al-Baghdadi<\/li>\n\n\n\n<li>group synchronization<\/li>\n\n\n\n<li>pre-operation recording<\/li>\n\n\n\n<li>dissemination through ISIS media channels<\/li>\n\n\n\n<li>ISIS did not merely claim\u201d responsibility:\n<ul class=\"wp-block-list\">\n<li>It\u00a0validated and broadcastthe attackers<\/li>\n\n\n\n<li>It integrated the attack into its global propaganda<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<p>This creates a legal and logical barrier:<\/p>\n\n\n\n<p>You cannot reinterpret a declared ideological allegiance as a political act without proving coercion or deception.<\/p>\n\n\n\n<p>Does Fr. Cyril &amp; Co have any recording that claims the suicides are for political change and requested by intelligence?<\/p>\n\n\n\n<p>The evidence is clear:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>ideological causation explains collective participation \u2013 the members of NTJ followed a code, an ideology, believed in scriptures Zaharan preached and promoted among participants that took part in many sessions held across the country. At none of these sessions is there testimony to ask participants to commit suicide to bring regime change.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Testimony regarding repeated training sessions, ideological instruction, weapons familiarization, and operational preparation indicates a structured radicalization process. This process aligns with extremist indoctrination models, not short-term political manipulation.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The training pattern reflects<strong>long-term radicalization<\/strong>, not short-term tasking:\n<ul class=\"wp-block-list\">\n<li>indoctrination over months\/years<\/li>\n\n\n\n<li>religious framing of violence<\/li>\n\n\n\n<li>normalization of death and martyrdom<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Importantly:\n<ul class=\"wp-block-list\">\n<li>Participants were<strong>segregated, controlled, and ideologically conditioned<\/strong><\/li>\n\n\n\n<li>Some were reportedly warned<strong>not to disclose teachings<\/strong><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<p>This raises a decisive question:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>If this was a politically engineered attack, where is the evidence of political messaging within these sessions?<\/strong><\/li>\n\n\n\n<li>Because:<\/li>\n<\/ul>\n\n\n\n<p>No testimony indicates:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>political targets only churches (against Catholics) hotels (foreigners)<\/li>\n\n\n\n<li>electoral objectives<\/li>\n\n\n\n<li>regime-change narratives<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Cyril &amp; Co wish to substitute these facts with a conspiracy-based motive they must explain actions of individual suicide actors and explain the background to the training sessions, military training camps (loading guns, learning online to make explosives) securing safehouses, and how all these actions fit into their regime-change conspiracy in particular the suicide in Dematagoda &amp; Sainamarathu.<\/li>\n<\/ul>\n\n\n\n<p>To date, no such comprehensive explanation has been presented.<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong>What has been Proven \u2014 Cannot Be Ignored<\/strong><\/li>\n<\/ol>\n\n\n\n<p>Multiple investigations, including the Presidential Commission and judicial findings, international investigations by the world\u2019s top intel agencies have already established:<\/p>\n\n\n\n<p><strong>Violence driven by the same ideology existed before Easter &amp; before Zaharan<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Attacks and hostility toward<strong>Sufi has a historical timeline<\/strong><\/li>\n\n\n\n<li>Spread of<strong>Wahhabi\/Salafi exclusivist teachings<\/strong>, including within religious education spaces has been detailed in the PCoI. Extremist teachings had been spreading through informal and formal religious channels<\/li>\n\n\n\n<li>A<strong>clear ideological trajectory<\/strong>\u00a0of\u00a0Zahran Hashim evolving locally, complimented with international developments calling to avenge attacks against Muslims.<\/li>\n\n\n\n<li>Zaharan explicitly pledged allegiance to Al Bagdadi \u2013 no one else.<\/li>\n<\/ul>\n\n\n\n<p>Such a declaration cannot be substituted by an alternative motive which must exist across all the suicide bombers.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Targeting of both<strong>non-Muslims and rival Muslim sects (including Sufis) were done before Zaharan came into the scene.\u00a0<\/strong>Intelligence agencies had flagged over 90 reports on ISIS-linked radicalization networks<\/li>\n\n\n\n<li>Sri Lankan families had already traveled to Syria to join ISIS. By 2016 some 38 members from 4 families had travelled to Syria.<\/li>\n\n\n\n<li>These departures occurred\u00a0years before 2019, establishing:\n<ul class=\"wp-block-list\">\n<li>pre-existing ideological commitment<\/li>\n\n\n\n<li>willingness to migrate, fight, and die under ISIS<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>These individuals had:\n<ul class=\"wp-block-list\">\n<li>no connection to Sri Lankan electoral politics<\/li>\n\n\n\n<li>no role in any alleged regime-change plan<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Therefore Fr. Cyril &amp; Co must answer if their departure to commit suicide were also part of a Sri Lankan political conspiracy?<\/li>\n\n\n\n<li>These departures establish that the willingness to die existed prior to 2019 and independent of any alleged domestic political objective.<br>Or does it re-establish the ideological pipeline?<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The violence aligned with ISIS ideology was relevant to both Muslims &amp; Non-Muslims.<\/li>\n\n\n\n<li>Important to note that Sri Lanka was shown on the 2014 IS expansion map as part of<strong>Khurasan Province\u201d. In Januaty 2015 ISIS announced<\/strong><strong>\u00a0Wilayat Khurasan\u201d<\/strong>, its South Asia wing. This inspired Tamin Chowdhury to mastermind July 2016 attacks in Dhaka killing 29 people. Zaharan wanted to do same. In fact PCOI includes this conversation in the testimony Zaharan had with team on 27 March 2019. The call for a separate Muslim homeland with the Oluvil Declaration was made in 2003 \u2013 not by Zaharan (he was only 13 years in 2003)<\/li>\n\n\n\n<li>This shows that extremist violence was not initiated by a single actor but existed as a broader ideological current capable of independent activation across different groups.<\/li>\n\n\n\n<li>The targeting of Sufi communities is critical:\n<ul class=\"wp-block-list\">\n<li>It reflects\u00a0intra-religious ideological purification<\/li>\n\n\n\n<li>It predates Zaharan and mirrors global extremist patterns<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>This establishes:\n<ul class=\"wp-block-list\">\n<li>violence driven by doctrine, not political utility<\/li>\n\n\n\n<li>A political conspiracy\u00a0does not require sectarian purification.<br>An extremist ideology\u00a0does.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The formal claim of responsibility by ISIS seals the attacks within a global ideological framework. There can never be two co-joined motives that are ideologically poles apart for all of the suicide bombers.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The conspiracy theory creates a\u00a0dual-motive impossibility:\n<ol class=\"wp-block-list\">\n<li>Religious martyrdom for divine reward<\/li>\n\n\n\n<li>Political engineering for earthly power<\/li>\n<\/ol>\n<\/li>\n\n\n\n<li>These do not compliment each other because:\n<ul class=\"wp-block-list\">\n<li>Martyrdom requires belief in\u00a0afterlife reward<\/li>\n\n\n\n<li>Political operations require\u00a0survival and outcome control<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<p>Therefore:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Which motive did each suicide bomber follow?<br>And where is the evidence that ALL followed the same political objective?<\/li>\n<\/ul>\n\n\n\n<p>Fr. Cyril cannot isolate Zaharan from all the suicide bombers \u2013 as they all were members of his group &amp; all pledged allegiance to the ideology that Zaharan followed.<\/p>\n\n\n\n<p>This raises a critical question for Fr. Cyril to answer:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>If the attacks were part of a domestic political conspiracy, why were they executed in exact alignment with a global ISIS operational model?<\/li>\n\n\n\n<li>Any alternative theory must therefore explain not only local actions but also their precise alignment with global jihadist doctrine, timing, symbolism, and execution patterns.<\/li>\n\n\n\n<li>Zaharan was not an isolated creation \u2014 but part of a wider ideological framework that will continue regardless of Zaharan\u2019s existence.<\/li>\n\n\n\n<li>The broader implication is critical for national security:<\/li>\n<\/ul>\n\n\n\n<p>If the ideological root is ignored and replaced with conspiracy:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>the\u00a0real driver remains unaddressed<\/li>\n\n\n\n<li>the\u00a0pipeline for future radicalization remains intact<\/li>\n\n\n\n<li>This creates a policy danger:\n<ul class=\"wp-block-list\">\n<li>Misdiagnosing ideology as conspiracy does not prevent the next attack\u2014it enables it.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong>Fr. Cyril must 1<sup>st<\/sup>\u00a0disprove the ideological motive &amp; then prove the political change motive<\/strong><\/li>\n<\/ol>\n\n\n\n<p>Ignoring the clear ideological motive and introducing a new narrative suggests:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The attacks were carried out not primarily due to any ideology \u2014 but to<strong>engineer political change. However,\u00a0<\/strong><strong>you cannot replace an established motive without disproving it first and thereafter proving the new one.<\/strong><\/li>\n<\/ul>\n\n\n\n<p><strong>Fr. Cyril must show with evidence that:<\/strong><\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>The original ideological motive did not drive the attacks<\/li>\n\n\n\n<li>The new political motive was the dominant reason for carrying out the attacks<\/li>\n<\/ol>\n\n\n\n<p>Fr. Cyril &amp; Co must now show evidence that Zaharan abandoned:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>his ISIS allegiance<\/li>\n\n\n\n<li>his martyrdom ideology<\/li>\n\n\n\n<li>his religious justification for violence which he had been preaching<\/li>\n<\/ul>\n\n\n\n<p>and instead acted to engineer political change at a request made by an intelligence officer?<\/p>\n\n\n\n<p>Without disproving the original motive, the new theory is not a replacement \u2014 but an unsupported diversion.<\/p>\n\n\n\n<p><strong>III. Fr. Cyril &amp; Asad Maulana &amp; Dappala De Livera Must Now Explain<\/strong><\/p>\n\n\n\n<p>Fact 1:<\/p>\n\n\n\n<p>The Easter attacks were not a single-person act.<\/p>\n\n\n\n<p>Presuming Zaharan agreed to commit suicide for political change \u2013 how did all the other suicide bombers agree to the same or how did 38 Muslims who went to Syria in 2016 differ from Zaharan &amp; Co?<\/p>\n\n\n\n<p>Face 2:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Multiple coordinated suicide bombers and others being trained for suicide<\/li>\n\n\n\n<li><strong>Dematagoda explosion<\/strong>\u2014 a mother killing herself and her children<\/li>\n\n\n\n<li><strong>Sainthamaruthu mass suicide (26 April 2019)<\/strong>\u2014 approximately 15 individuals, including women and children<\/li>\n<\/ul>\n\n\n\n<p>These incidents are central to understanding the motive.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>In Dematagoda, a pregnant woman detonated explosives, killing herself and her children including unborn along with 3 police officers. She was trained in karate &amp; conducted training for other women \u2013 these actions have nothing to do with regime change.<\/li>\n\n\n\n<li>In Sainthamaruthu, approximately 15 individuals \u2014 including women and children \u2014 chose mass suicide when confronted 4 days after the main attacks.<\/li>\n\n\n\n<li>These are not acts of isolated individuals acting on a political instruction.<\/li>\n\n\n\n<li>They reflect:\n<ul class=\"wp-block-list\">\n<li>deep ideological indoctrination<\/li>\n\n\n\n<li>internalized belief in martyrdom<\/li>\n\n\n\n<li>collective commitment to a cause beyond life<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>This leads to a critical question:\n<ul class=\"wp-block-list\">\n<li>Can a political objective inspire entire families \u2014 including mothers and children \u2014 to die or even go abroad to die?<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Or does this instead confirm the presence of a shared extremist ideology?<\/li>\n\n\n\n<li>These incidents are particularly significant because they involve not only trained operatives but entire family units, including women and children, engaging in self-destruction.<\/li>\n\n\n\n<li>Such behavior is empirically consistent with ideological indoctrination models rather than externally directed political objectives.<\/li>\n<\/ul>\n\n\n\n<p><strong>The Question That Breaks the Narrative of Fr. Cyril &amp; Co<\/strong><\/p>\n\n\n\n<p>If&nbsp;Zahran Hashim&nbsp;was:<\/p>\n\n\n\n<p>directed\u201d or used\u201d for political purposes<\/p>\n\n\n\n<p>Then:<\/p>\n\n\n\n<p><strong>Who directed all the others to commit suicide?<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Who indoctrinated entire families (over 30 persons) \u2013 to lay down their lives? The seriousness of this was brought to focus in Parliament by then Justice Minister in 2016. The SIS had prepared over 90 reports on developing ISIS ideology spreading across Sri Lanka.<\/li>\n\n\n\n<li>Who influenced women to die \u2013 some women were even trained in karate and arms and attended the numerous training camps Zaharan held?<\/li>\n\n\n\n<li>Who led children into death \u2013 free meals, free courses lured youth who were indoctrinated and threatened not to disclose what was taught?<\/li>\n\n\n\n<li>Who ensured ideological consistency across all actors \u2013 was the motive to change govts?<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The central weakness in the conspiracy narrative is its inability to explain why different suicide clusters acted independently yet exhibited uniform ideological justification for death.<\/li>\n\n\n\n<li>If a political change was the primary cause, uniform behavioral patterns across unrelated family groups would still require a core objective. We are talking about not changing political affiliations but sacrificing one\u2019s life.<\/li>\n\n\n\n<li>A political theory that explains<strong>one individual but not all participants<\/strong>\u00a0is incomplete.<\/li>\n<\/ul>\n\n\n\n<p>The scale of participation further weakens the conspiracy narrative vis a vis suicide (sacrificing one\u2019s life)<\/p>\n\n\n\n<p>The attacks and related incidents involved:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>multiple coordinated suicide bombers<\/li>\n\n\n\n<li>trained operatives across locations<\/li>\n\n\n\n<li>families embedded within extremist networks<\/li>\n<\/ul>\n\n\n\n<p>If one individual was directed,\u201d then:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>who directed the others?<\/li>\n\n\n\n<li>who ensured ideological consistency across all actors?<\/li>\n<\/ul>\n\n\n\n<p>A theory that explains one individual but fails to explain the collective cannot stand.<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong>Proving the First Link Test \u2013 made in October 2021by Fr. Cyril<\/strong><\/li>\n<\/ol>\n\n\n\n<p>Before any new narrative is accepted:<\/p>\n\n\n\n<p><strong>Where is the first independently verifiable link&nbsp;<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>BetweenSuresh Sallay\u00a0and Zaharan that prompted Fr.
