FOWLER.  REASONS: 1.4 (B, D)\r\n\r\nFonseka's Manifesto\r\n-------------------\r\n\r\n<a href=\"http:\/\/wikileaks.org\/cable\/2010\/01\/10COLOMBO21.html#par1\" target=\"_blank\">\u00b6<\/a>1. (C)  Presidential candidate Sarath Fonseka released his\r\ncampaign \"manifesto\" on January 7, a full-color 22-page\r\nbrochure, which contained a strong condemnation of President\r\nRajapaksa, largely on grounds of corruption and family\r\npatronage.  Post contacts have said the manifesto would be\r\npublished in all three local languages and widely\r\ndistributed.  The manifesto talks about \"believable change\"\r\nand contains promises on economic reform, government reform\r\nand social welfare improvements.  As detailed below,\r\nFonseka's publication is rather thin on explanations of how\r\nhe intends to pay for many of the economic and social-welfare\r\ninitiatives he promises.  There are a number of other\r\ngovernmental reforms, however, which could be implemented\r\nwith little or no financial burden on the government.\r\nWhether or not a victorious President Fonseka would have the\r\npolitical capital needed to achieve these reforms remains to\r\nbe seen and would be dependent on a compliant parliament.\r\nWith parliamentary elections due within several months, the\r\nexact shape of any future Fonseka-era parliament is far from\r\nclear at present.\r\n\r\nKEY PROMISES\r\n------------\r\n\r\n<a href=\"http:\/\/wikileaks.org\/cable\/2010\/01\/10COLOMBO21.html#par2\" target=\"_blank\">\u00b6<\/a>2. (C) The Fonseka manifesto promises a number of\r\ngovernmental reforms, which if carried out would appear to at\r\nleast begin addressing many of the major concerns held by the\r\ninternational community and human rights groups.\r\nSpecifically Fonseka promises to (a) abolish the Executive\r\nPresidency, (b) reactivate the 17th amendment to the\r\nconstitution, (c) end the culture of \"white van\"\r\ndisappearances and extra-judicial killings, (d) eliminate the\r\npress council and establish an environment of free media, (e)\r\nreturn all remaining IDPs and double the resettlement\r\nallowance they receive to 100,000 rupees ) about USD$880 )\r\nper family, (f) amend the emergency regulations, and (g) deal\r\nwith all war-related detainees by either prosecuting them,\r\nreleasing them or placing them in rehabilitation programs.\r\n\r\nFONSEKA THE ECONOMIST?\r\n----------------------\r\n\r\n<a href=\"http:\/\/wikileaks.org\/cable\/2010\/01\/10COLOMBO21.html#par3\" target=\"_blank\">\u00b6<\/a>3. (C) The economic portion of Fonseka's manifesto contains\r\npositive points on corruption and GSP plus, but more populist\r\npositions on salaries, product prices and taxes.  Fonseka\r\npromises to appoint a powerful agency to combat fraud and\r\ncorruption, create an independent commission to audit public\r\nfinances, and pass a new Parliamentary ethics code.  Fonseka\r\nalso promises to ensure that the European Union would not\r\nrevoke their GSP plus trade benefits, but without disclosing\r\nhow he would achieve this.  Fonseka makes populist appeals by\r\npromising to increase government salaries by 10,000 Rs ($88\r\nUSD) per month.  Rajapaksa countered with a promise of a\r\n2,500 Rs ($22 USD) raise.  Fonseka promises to provide\r\npensions for agriculture and fishery workers.   Fonseka plans\r\nto reduce the fixed prices of certain items and to bring down\r\nthe price of food, diesel and kerosene and other essentials\r\nby reducing taxes.\r\n\r\nCOLOMBO 00000021  002.8 OF 003\r\n\r\nCOST OF CORRUPTION ) THANKS TO USAID\r\n------------------------------<wbr \/>------\r\n\r\n<a href=\"http:\/\/wikileaks.org\/cable\/2010\/01\/10COLOMBO21.html#par4\" target=\"_blank\">\u00b6<\/a>4. (C) One portion of Fonseka's argument on corruption cites\r\nstatistics from a study partially funded by a USAID grant,\r\nentitled \"Impact of Corruption on Poverty and Economic\r\nGrowth, 2007\".  The manifesto does not mention the role of\r\nUSAID in that study, and it is unknown whether Fonseka\r\nhimself is aware of that connection.  The report states that\r\nloss to corruption in 2006 amounted to about 9 percent of the\r\n2006 GDP of Sri Lanka.\r\n\r\nHOW WILL HE PAY FOR IT?\r\n-----------------------\r\n\r\n<a href=\"http:\/\/wikileaks.org\/cable\/2010\/01\/10COLOMBO21.html#par5\" target=\"_blank\">\u00b6<\/a>5. (C )  Candidate Fonseka's economic manifesto coincides\r\nwith the economic strategy described in reftel C.  Fonseka\r\ndoes not mention any real reforms except on corruption and\r\ntransparency.  His promises to increase salaries, lower the\r\ncost of living and cut taxes sound good, but he does not\r\nprovide any credible plan to accomplish these goals.  In such\r\na heated campaign environment, it is not surprising that\r\nFonseka's economic manifesto reveals more of his campaign\r\nstrategy than an economic program following the election.\r\n\r\nWHAT ISSUES WILL DRIVE THE VOTERS?\r\n------------------------------<wbr \/>----\r\n\r\n<a href=\"http:\/\/wikileaks.org\/cable\/2010\/01\/10COLOMBO21.html#par6\" target=\"_blank\">\u00b6<\/a>6. (C) It is unclear how many votes this manifesto will\r\ngarner.  The language used in it is very professional and\r\nnuanced, and  the arguments on corruption appear convincing,\r\nespecially when coupled with other documents floating around\r\nSri Lanka's e-mail network which detail the corrupt financial\r\ndealings of the Rajapaksa family.  Post is sending local\r\nstaff into the field to get a sense of the political mood\r\noutside of Colombo and will draw from that reporting in\r\nupcoming elections-related cables.  So far voters seem\r\nlargely interested in economic matters and care much less\r\nabout security-related issues than they may have some six\r\nmonths ago when the war was still fresh on everyone's minds.\r\nWhile Fonseka may be short on specific s for his economic\r\nplan, it nonetheless is more detailed than the Rajapaksa plan\r\nthus far, and his attacks on the cost of the Rajapaksas'\r\ncorruption may well resonate.\r\n\r\nRAJAPAKSA IN JAFFNA\r\n\"END TO HIGH-SECURITY ZONES\"\r\n----------------------------\r\n\r\n<a href=\"http:\/\/wikileaks.org\/cable\/2010\/01\/10COLOMBO21.html#par7\" target=\"_blank\">\u00b6<\/a>7. (C) President Rajapaksa visited Jaffna on January 10, his\r\nfirst visit there following the end of the war.  While there\r\nhe made several announcements, including that the\r\nhigh-security zones in the Jaffna peninsula would be\r\ndismantled, leaving only what was described as a \"defence\r\nfront line\".  Approximately 42 square kilometers in the\r\nJaffna peninsula have been closed off as high security zones\r\nfor a number of years, with some 80,000 persons displaced as\r\na result from their homes and agricultural lands.  It was\r\nunclear when this would take effect, and one media outlet had\r\nreported some IDPs had already attempted to enter one zone,\r\nonly to be turned back because the formal authorization\r\nremoving the high-security zones had not yet been received.\r\nSarath Fonseka had promised he would eliminate all\r\nhigh-security zones if elected when he was in Jaffna\r\ncampaigning on January 2.\r\n\r\nRAJAPAKSA PROMISES RELEASE\r\nOF SOME DETAINEES\r\n--------------------------\r\n\r\n<a href=\"http:\/\/wikileaks.org\/cable\/2010\/01\/10COLOMBO21.html#par8\" target=\"_blank\">\u00b6<\/a>8. (C) While in Jaffna, Rajapaksa told the local Catholic\r\n\r\nCOLOMBO 00000021  003.6 OF 003\r\n\r\nBishop that all LTTE suspects held on minor charges would be\r\nreleased, pending a review of their case by the Attorney\r\nGeneral's office.  Local media had been reporting over the\r\nweekend that some 700 of the ex-LTTE combatants held in\r\nVavuniya since the end of the war had been released.  Post\r\ncontacts said by January 11 they were still waiting for a\r\nformal court order allowing their release.\r\n\r\nRAJAPAKSA MANIFESTO\r\n-------------------\r\n\r\n<a href=\"http:\/\/wikileaks.org\/cable\/2010\/01\/10COLOMBO21.html#par9\" target=\"_blank\">\u00b6<\/a>9. (C) This election is still very much up in the air.\r\nPolls here are very scattered and likely to be statistically\r\nunreliable, but anecdotal evidence shows a growth in support\r\nfor Fonseka.  Rajapaksa still has an enormous advantage in\r\nhis illegal use of state resources, but the idea of \"change\"\r\nis becoming the issue of the day, even if Fonseka has not yet\r\nprovided specifics on how to achieve all his promises of\r\nchange.
