After the comprehensive defeat of Tigers on May 19, 2009, the Sri Lankan authorities engaged in resettlement of 300,000 Tamil IDPs exploited as a human shield by the Tigers. Furthermore, government rehabilitated and reintegrated 12,000 Tigers who surrendered. The terrorists released back to society with new livelihood skills, and with an infrastructure investment of USD three billion helped to establish peaceful environment in the country. Nonetheless, the LTTE activists and supporters living in foreign lands who supported and especially funded the terrorist violence in Sri Lanka for over three decades remained a serious security risk as they still pursued the same goal of carving out a separate mono-ethnic Tamil racist state out of the sovereign territory that comprised the island of Sri Lanka.

Sri Lanka issued Gazette 1854/41 under UN Regulation No.1 of 2012 and the UN Security Council Resolution Number 1373 of September 28, 2001 listing entities and individuals that supported terrorism. The Foreign Organizations proscribed with the gazette notification are noted below:

Liberation Tigers of Tamil Eelama.k.a LTTE a.k.a Tamil Tigers – EN/CA/2013/01

Tamil Rehabilitation Organizationa.k.a TRO. – EN/CA/2013/02 (Sri Lanka & Overseas)

Tamil Coordinating Committeea.k.a TCC – EN/CA/2013/03

British Tamil Foruma.k.a BTF – EN/CA/2013/04 (Operating from London, UK)

World Tamil Movementa.k.a WTM – EN/CA/2013/05 (Operating from Canada)

Canadian Tamil Congressa.k.a CTC – EN/CA/2013/06 (Operating from Canada)

Australian Tamil Congressa.k.a ATC – EN/CA/2013/07 (Operating from Australia)

Global Tamil Forum a.k.a GTF – EN/CA/2013/08 (Operating from UK)

National Council Of Canadian Tamilsa.k.a NCCT a.k.a Makkal Avai – EN/CA/2013/09 (Operating from Canada)

Tamil National Councila.k.a TNC – EN/CA/2013/10 (Operating from Norway, Italy , Switzerland, France, Canada.)

Tamil Youth Organizationa.k.a TYO – EN/CA/2013/11 (Operating from Australia)

World Tamil Coordinating Committeea.k.a WTCC. – EN/CA/2013/12

Transnational Government Of Tamil Eelama.k.a TGTE – EN/CA/2013/13

Tamil Eelam Peoples Assemblya.k.a TEPA – EN/CA/2013/14

World Tamil Relief Funda.k.a WTRF – EN/CA/2013/15

Headquarters Groupa.k.a HQ Group – EN/CA/2013/16

If Sri Lanka delists LTTE entities and personalities, 32 foreign governments will be challenged by LTTE entities to de-proscribe the international terrorist movement.
