OPTION OF MILITARY INTERVENTION IN LANKA OPEN:\u00a0DEPUTY-ARMY CHIEF OF INDIA<\/em><\/span><\/h2>\n

Janata Party President Dr. Subramanian Swamy asked that\u00a0India set pre-conditions before intervening militarily in\u00a0Sri Lanka.<\/p>\n

Welcoming views expressed by Deputy Army Chief\u00a0Lt-General Shatanu Choudhary made in Chennai yesterday\u00a0that all options were open in the Sri Lankan crisis \u00a0including military intervention – Dr Swami said that a\u00a0permanent base in Colombo will ensure that the Sinhala\u00a0leadership “does not stab India as President Premadasa\u00a0did in 1988-90”. He said President Chandrika must\u00a0announce an India-type quasi-federal Constitution to\u00a0replace the existing unitary one.<\/p>\n

A key figure involved in stabbing India’s Peace Keeping\u00a0Force (IPKF) in the back was brought back from London in\u00a0year 2002 by PM Ranil Wickremasinghe to serve as his\u00a0advisor.<\/p>\n

This is the aging R Paskaralingam, a civil ser-viant who\u00a0arose in the shadow of politician R Pre-madasa. As\u00a0functional intimate he aided and abetted President Premadasa\u00a0in consolidating the LTTE, which fired on the IPKF. Local\u00a0newspapers reported how weapons and vehicles were handed\u00a0over to the LTTE to elevate it so that it could absorb cadre\u00a0from some eight other militant groups and not scorch it-self\u00a0to the ground with them and thus physically extinguish\u00a0separatism from Premadasa’s complaints as rationale to skim\u00a0off IMF loans.<\/p>\n

In paradox, President Premadasa was blown sky-high alongside\u00a0his garage booby-trapped vehicle at the time of a pre-\u00a0election fight for power of three factions of his own party,\u00a0the UNP. In large part due to the power struggle, Opposition\u00a0parties grouped together as the Popular Alliance won the\u00a0election with Chandrika Kumaratunga as President in 1994.<\/p>\n

Then, R Paskaralingam survived charges of treachery against\u00a0the state by fleeing to settle in London. His fears of\u00a0exposure are not slight because he stood at Premadasa’s\u00a0right hand looking at the sea when the houses of fellow\u00a0Jaffna Tamils were burnt by organised plan in 1983.<\/p>\n

It is too much to expect Paskaralingam and UNP top brass to\u00a0accept disclosure of their negligence or criminal\u00a0participation in the burnings of 25th July 1983 which led to\u00a0two decades of civil war. Therefore in holding down the lid\u00a0on crimes against the country population, Paskaralingam is a\u00a0fellow of Ranil Wickremasinghe, a junior minister of Black\u00a0July 1983.<\/p>\n

This explains Paskaralingam’s settling in a five-star hotel\u00a0in Colombo to assist Wickremasinghe as formal advisor no\u00a0sooner the latter became PM in year 2002.<\/p>\n

So Dr Subramanium Swamy’s fears as regards sabotage of\u00a0India’s efforts are quite real. These fears received\u00a0acknowlegement in President Kumaratunga’s full take over of\u00a0command of Sri Lanka’s services and weaponry in early\u00a0November 2003 so as to reduce the risk of the use of\u00a0government ordnance on the Indian army by wayward officers.<\/p>\n

Yet, risks are not at end. PM Ranil Wickremasinghe and R\u00a0<\/strong>Paskaralingam, connect with the command network that leads\u00a0<\/strong>to the LTTE hierarchy. If this network is not paralysed,\u00a0<\/strong>grasped or held by India, it will lever up the level of\u00a0<\/strong>damage that Dr Subramanium Swamy anticipates.<\/strong><\/p>\n

The network came into being through the simplest of facts.\u00a0Paskaralingam’s sister’s marriage to a LTTE leader provided\u00a0a link for a decision on the LTTE as supremo for Jaffna.\u00a0Treasury vouchers for Rs 75 million show that Treasury head\u00a0Paskaralingam handed over money to Anton Balasingam and\u00a0Lawrence Thilagar to bolster the LTTE separatists fighting\u00a0against the state. Despite the act of treachery, today, more\u00a0than a decade later, any news reporter will find Paskaralingam’s\u00a0name has once again become an automatic door opener at the\u00a0Treasury in Colombo.<\/p>\n

Paskaralingam – advisor to the PM and informal LTTE\u00a0kingmaker, supported by the largesse of the Maharaja\u00a0Organisation of ‘Killy’ Rajamahendran, Maharajah TV\u00a0broadcast staff, the ‘Sunday Leader’ newspaper and the\u00a0ultimate handler of Norwegian peace squib Eric Solheim –\u00a0represents a mahout of the “Sinhala leadership”. A thorough\u00a0investigation of the hitherto hidden mahout’s remote control\u00a0of Sri Lanka’s elephant rampage will contribute to scaling\u00a0down the enforced cost of India’s protection of her southern\u00a0border.<\/p>\n

Fundamentally what rolls over the border are the\u00a0contaminating effects of extortion rackets and multi-tier\u00a0white collar crime, incepted by IMF mesmerising for an ‘Open\u00a0Economy’ from 1977 (the USSR’s population suc***bed to the\u00a0same lure and the country was destabilised in just 5 years\u00a0between 1983-88 whereas China rejected Free Trade hype just\u00a0as India did at the Canc\u00fan WTO talks.)<\/p>\n
